FUNDAMENTALS OF PROSPECT EVALUATION, UNCERTAINTY & DECISION ANALYSIS

The Artvin Republic Exploration Licensing Round – May 2018

 Petroleum potential in the offshore and coastal areas.

 Artvin Republic is in a temperate climate, with coastal and ocean marine connectivity.
 There is no commercial hydrocarbon production offshore Artvin Republic. However, some onshore oil is produced by strong mafia
family companies at very low rates due to old technology. Authorities are making efforts to obtain data from these companies.
 A few offshore exploration well were drilled by Soviet companies before WW2, unfortunately only key maps survived.
 Speculative geophysical surveys were conducted between 1970-1995 and identified many prospects & leads.
 Artvin sub-basin is in the SE quadrant of the the major Ordu-Rize Rift Basin, and petroliferous in neighbouring Republic of Trabzon.
 The dominant post-rift depositional system is siliciclastic deltaics with varying gravity tectonics structures.
 The petroleum source rock is believed to be from deeper synrift lacustrine environment.
 Supply Base & Drilling Logistics is arranged with assistance from Republic of Trabzon.

 Expectation from the Authorities.

 A 76,800 sq km offshore and coastal exploration area (320 km x 240 km) has been gazetted.
 Each sub-block is designated eg IVb, covers some 1200 (40 km x 30 km) sq km.
 Four (4) prospective tectono-stratigraphic zone has been interpreted.
 Some data (incomplete) is provided by Authorities.
 Companies will use own personnel skills to evaluate.
 Companies are allowed to seek advice from assigned experts.

 Bidding companies will submit a comprehensive Exploration Program & Budget.

 All companies will bid as a compulsion.
 Companies must bid two (2) contiguous sub-blocks, and identify the main prospect.
 For similar prospect bids, only maximum of four (4) companies with earliest preliminary results are allowed to bid.
 Companies to furnish clear Exploration Activity, Expenditure & Timelines.
 A Model Contractual Arrangement will be furnished after announcement.
 The Project Economics will be conducted by Artvin Republic certified consultants.
 Companies will present their Technical Evaluation & Bids to Authorities.
 The winning company will be that which commit Attractive Activity & Budget, and maximize the benefits to Artvin Republic.
