7. Brief Summary of occurrence: On 17.04.2018 @ 18:17 hrs, 100 kV Taloja-Pal Line at 100 kV
Taloja Sub-Station tripped from both end in Zone 1 from Pal end & in Zone 2 from Taloja end for R
Phase to Earth fault. At the same time, Line Differential & LBB Protection of 220 kV Taloja-OCIL
Line II (which was under outage) operated, causing isolation of 220 kV Bus-Section-II at 220 kV
Taloja Sub-Station.

11. Load/Power loss and / or generation (In MW): The total 22 KV feeder load loss of about 12 MW
is observed for 05 min as 220/22 KV 50 MVA ALSTOM make T/F tripped due to LBB operation of
220 KV Taloja-OCIL Ckt-II. (220 KV Main Bus Section-2)

17. System data including soft copies of DRs (in Comtrade format _ cfg & dat file, of both end in
case of line), Event Logger (EL) log and relevant data related to occurrence of SMS, SAS &
SCADA. : DR attached separately

18. Observations & Analysis of occurrence


1. On 17.04.2018 @ 18:17 hrs, 100 kV Taloja-Pal Line at 100 kV Taloja Sub-Station tripped from
both end i.e. in Zone 1 from Pal end & in Zone 2 from Taloja end for R Phase to Earth fault.
PLCC protection coupler was not in service at 100 KV Pal Sub-Station due to incomplete PLCC
wiring, hence no carrier aided tripping observed.
2. At the same time, Line Differential & LBB Protection of 220 kV Taloja-OCIL Ckt- II operated
(which was under outage), causing isolation of 220 kV Bus-Section-II at 220 kV Taloja Sub-
Station. It was observed that earthing was provided on bus side at 220kV Taloja end and on-
line side at 220 KV OCIL end for the purpose of maintenance work.
3. As, at the same instant, there was a fault on 100 kV Taloja-Pal Line due to snapping of earth
conductor on M/C tower between L.No. 7 & 8 (L. No. starts from 220 KV Pal Sub-Station end),
differential protection (Differential pick up setting: 0.2, CTR:800/1) of 220 KV Taloja-OCIL
Ckt-II operated due to circulation of zero sequence current through earth and 220 KV CTs at
Taloja end.
4. Further, it is seen from DRs that fault current of 100 KV Taloja-Pal line and the Circulating
current on 220 KV Taloja-OCIL line-2 (which was under outage) continues up to Zone-II time
(i.e. 400 ms approx). The LBB is operated due to CBF I EF & PH setting in BU relay CSC 211
(Backup relay internal LBB function) where the E/F setting was kept same as O/C setting i.e.
0.8 Amp with 200 msec time delay. Now the setting of CBF I EF in BU relay of 220kV Taloja –
OCIL Ckt-II is revised and set on higher possible value i.e.100A.
5. Due to operation of LBB protection, all elements connected to 220 KV Main Bus Section-2
tripped. The total 22 KV feeder load loss of about 12 MW is observed for 05 min as 220/22 KV
50 MVA ALSTOM make T/F tripped due to LBB operation of 220 KV Taloja-OCIL Ckt-II.

20. Diagnostic test records of Equipment’s/lines including recent ones in soft. Past trends of
diagnostic testing results if results are alarming along with action taken or proposed.
21. Protection related issue if any : Nil
a) Non-operation of protection system & reason for the same
b) Maloperation of protection system & reason for the same
c) Protection system Non-operation/Maloperation due to human error
22. Operational issues leading to Nonoperation/Maloperation of protection system, if any: NIL
23. Remedial Measures suggested & action taken in order to avoid recurrence.

 It is recommended to provide earthing at line LA side instead of providing permanent earthing


on Line Isolator during line outages.
 The PLCC protection coupler taken in service at 100 KV Pal end and trials have been taken. It is
instructed to check the healthiness of protection coupler wherever provided for all other lines.
 The setting of CBF I EF in BU relay of 220kV Taloja – OCIL II line is revised and set on higher
possible value i.e.100A.
