Field Related issues
1 Flow Transmitter’s Output are fluctuating. Compensation to be checked and verified.
2 According to TS under scope of work 2.01,viii Handling facilities Viz. Mono rail, Chain
pulley block & lifting mechanism shall be provided for maintenance of the equipments.
3 According to contract no. clause 05.02.02 Pressure Reducing and Metering Streams for
Nitrogen & Argon:
Each Pressure Reducing and Metering Stream of Nitrogen & Argon shall mainly consist of
the followings:
Item 1. Filters with minimum 98% efficiency for above 5 microns particle size.
But the PRMS for Instrument nitrogen line is not equipped with any filter.
4 When the power of any segment is switched off all QSVs and PSVs get closed and When
switched on PCV-O2-01 , PCV-O2-02 remains in close position. But PCV-O2-03, PCV-O2-04
opens to 100 % and then Closes.
5 One pressure transmitter in argon stream is faulty.
6 Instrument Tags to be Provided at Taping points.
7 According to Contract Technical Specification (Package no; O75B) CH-06.02; Scope of
work and supply point no.29 states Weather proof cabinets with IP 65 shall be
considered for mounting all field Instruments in open installations. IP 65 cabinets not
used and Related documents for IP confirmation to all field Instrumentation not
submitted.
8 All Zener barriers yet to be commissioned.
9 Control valves are not closing fully, rectified shall be demonstrated.
10 Canopy for protection of instruments at field to be provided for all uncovered filed
instruments.
HMI related issues
11 Sensor ranges changing of Transmitters are not possible from HMI.
12 As per data sheet of temperature and pressure transmitters Project drawing BSP-BSL-10-
75-24-000-27-DE-03008 ,03007 “provision of ONLINE calibration from DCS from control
room shall be possible” shall be demonstrated.
Flow Integration is missing in the HMI. To be provided.
13 In all HMI screen Headings and Titles must have SAIL logo and “Bhilai Steel Plant”,BSL to
be replaced by BSP in all main Graphic pages.
14 Delta-V related issues
Project Name in Delta-V explorer is BSL-1 which is to be changed to BSP.
15 As per the statement given by Emerson site engineer Delta-V is permitted to be loaded in
DELL PCs only. But the software must be machine independent
16 Pending checks to be done
17 Checking of Ranges of transmitters and other instruments.
18 Individual Loop checking of I/O’s as per termination with instrumentation Personal.
19 Calibration Verification/demonstration at field for each Instrument.
20 Documents, Manuals, Softwares, Licences ,Training etc
21 The Document submitted so far is incomplete does not have manuals for any of the
Positioners used for control valve in the Project.
22 Complete Delta-V documentation (Hard copy) to be submitted.
23 Asset Management System manuals
24 Unit Operation & Maintenance Manual and logic.
25 List of all Software’s and Licences to be submitted with version, updates available and
validity.
26 List of commissioning spares ( to be submitted).
27 Copy /backup of software’s, logic /Programme with hard copy of program logic
28 All special tools/tackles required to perform calibration/maintenance of DCS/field
instrument system including FF communicator shall be submitted.
29 Detailed training on Emerson Delta-V DCS system.
30 Detailed training on Foundation field bus Instrument.
31 Training on maintenance of field instruments and control valves.
32 Point no. 4 of Clause 06.04.03 in contract copy to be clarified. The segment shall perform
independently to be demonstrated.
33 Schedule and action plan for balance activities shall be submitted
