This should be (i) short and (ii) a description of the project. It does not need to describe the
topography, population, demography of the sector etc nor repeat EDPRS2 outcomes.
2. Project Location
Specify the project location with the name of village(s), cell(s) and sector(s). If possible also provide a
map showing the location for quick identification.
3. Need assessment:
Please specify here the specific gap the project is expected to address. Define the need and also
quantify it. The need assessment is very important as it will help to define the dimensioning of the
facility. The need assessment shall describe the existing situation and the existing gap and specify the
number of concerned population affected by the problem and how the project will respond to the
need assessment.
Simplified Feasibility Assessment
This is a less important section for Public Works. The primary need is to provide employment near
to the beneficiaries’ villages
The project output should be defined and quantified with normalized/standard output indicators
provided by LODA. The direct beneficiaries (users) should be defined and quantified. It can also be
specified who are the secondary or indirect beneficiaries. The way the numbers of beneficiaries is
calculated should be explained.
Since the primary project output is the number of workers employed this section is less important
than for an LED project
Simplified Feasibility Assessment
7. Logframe:
In the Logframe section two type of information should be provided:
a) Provide the project Logframe meaning: Main Outcome, Outcome Indicator and Target; Main
Output, Output Indicator and Target
Provide information on how this project is related to EDPRS and District Priorities. The following
questions shall be answered (like in PPD format):
Whilst the logframe is critical for LED projects it is less important for CPW and EPW projects since
the impact it contributes to is the same in each case (eradication of extreme poverty.) Social
Protection (and more specifically CPW and EPW) does not eradicate extreme poverty on its own.
8. Alternative solution/option:
There is not a single solution to a problem. Here can be presented other solutions and options
that could also be implemented to address the identified gap. Each Solution/option should be
presented with advantages and disadvantages in comparison to the main selected solution.
Since (i) the intended output is expressed in terms of the social protection side and (ii) the District
must deliver CPW and EPW projects in the targeted sector the alternative solutions can only be in
terms of alternative CPW or EPW projects.
Simplified Feasibility Assessment
9. Dimensioning:
The dimensioning of the project should be presented here and explained in relation to the need
assessment. This step is very important as it is here to ensure that the facility will respond to the
needs of the population (to also avoid over dimensioning and waste of money/public resources).
a) A breakdown by type and phase (Detailed Studies, EIA, Works, Supervision, Expropriation,
Utilities, Other)
b) An explanation on how the costs were calculated and with which assumptions (on basis of
reference unit costs for example).
We need to explain the WB constraints on funding and the need for at least one Community/Home
Based Child care Project in each sector

The example above does not work for CPW projects which should fit into the financial year. EPW
beneficiaries are targeted for 3 years. There are 3 key activities:
(i) SFA and the ESIA screening should be complete by the end of Q1
(ii) Procurement should be complete by the end of quarter 2
(iii) The CPW project works should be completed by the end of Q4, EPW projects works
may run into years 2 and 3
Although the District needs to consider the feasibility of these dates for each project I think we can
have a standard implementation agendaeg
14. MTEF:
Indicate here the repartition of the capital investment cost over the 3 next fiscal years. Please
also specify the main type of expense for each year as specified in PPD format:
We do not yet plan CPW projects for 3 years so this section can only be completed for FY2018-
19. However EPW projects are planned for 3 years so the project can be delivered equally over
the 3 years
We haven’t finally agreed this but I don’t see why projects can’t be co-funded by WB and GoR.
Any project with any portion funded by the WB needs to comply with the WB guidelines (IE you
can’t use GoR funds for the bits the WB funds can’t be used for).
17. Utilities:
It should be specified here what are the utility requirements of the facility and the needed works to
achieve the proper connections. This section should respond to the following questions:
ACCESS:
Does the facility need a road access? If yes what should be the characteristics of the road?
What is the current status of the existing access/road?
Are works required to put the access road as per the required standards/needs? If yes how
much will it cost and how long will it take to build this access?
ELECTRICITY:
Does the facility need an electrical supply? If yes what should be the characteristics of the
supply/connection (power requirements)?
What is the current status regarding electrical supply?
Are works required to provide electrical supply as per the required standards/needs? If yes
how much will it cost and how long will it take to implement?
Does the facility need a back-up in case of power cuts? If yes what should be the
characteristics and cost of the generators?
WATER:
Does the facility need an water supply? If yes what should be the characteristics of the
supply/connection (water flow requirements)?
What is the current status and existing facilities regarding water supply?
Are works required to provide water supply as per the required standards/needs? If yes how
much will it cost and how long will it take to implement?
Does the facility need a back-up in case of water supply disruption? If yes what should the
characteristics and costs of the reservoirs/pumps?
Since we are not allowing construction projects, in almost projects these questions won’t
apply.
Simplified Feasibility Assessment
Indicate Environmental and social impacts of the project by responding to the following questions and including comments against each question as your
impression of project impact.
In cases where a question is answered “Yes” please provide the additional information requested and explain mitigation measures proposed at this point to
avoid or minimise the identified/ anticipated impacts.
Screening Question Explanations Specify and Social impacts Comments on impact and
quantify impact proposed risk mitigation
(YES or NO) measures
1. Is the Project site affecting a gazetted Yes/No
forest?
If yes, to what extent?

4. Is there any habitat of Yes/No
endangered/vulnerable/ threatened species
for which protection is required under
Rwanda national law/local law and/or
international agreements at the Project site?
If yes, give more explanation and state
