1. SCOPE

This procedure covers the surfaces preparation and application of protective coating for Obra “C” 2 x
660 MW COAL FIRED POWER PROJECT for items covered under Steam Generator Scope. Refer to
Annexure 1 for detailed list of items covered under this document.

3. CODES AND STANDARDS

Surface preparation, painting and inspection of the protective coatings shall be strictly in accordance
with the latest issue in effect (unless otherwise noted), at time of purchase order, of code and
standards or the documents issued by the following organization and societies.
In addition, the contractor shall comply with Owner’s technical specifications.

4. GENERAL

4.1. Surface preparation, painting and coating shall be applied in accordance with painting procedure
approved by Owner. The Painting scheme specified is in line with the ISO 12944 for C2 & C3
environment, where ever applicable.
4.2. The paint datasheets for each coating shall be reviewed and approved by DPSI.
4.3. All painting schemes wherever Inorganic Zinc Silicate Primer or Epoxies are specified, the trial painting
shall be done on test substrate with identical surface preparation, primer, intermediate and final coats,
as applicable with recommended over coating interval by paint manufacturer. The test piece shall be
tested for adhesion in accordance with ASTM D4541 with automatic tester. The average pull of test
strength shall not be less than 3 MPa.

5. SURFACE PREPARATION

5.1. All surfaces of carbon steel & alloy steel shall be blasted to near white metal finish, unless otherwise
specified, using dry abrasive blasting only.
5.2. Thin sheet metal surface requiring painting, if cannot be blast cleaned may be chemical treated by a
suitable phosphating process or solvent cleaning (SSPC-SP 1) or hand tool (SSPC-SP 2) or power tool
cleaning (SSPC-SP 3) with DPSI approval. Mill scale if any shall be removed using suitable process.

5.3. The surface shall be prepared in a suitable manner for coating according to Manufacturers’ data
sheets. Chemical de-rusters or rust converters shall not be applied.

5.4. BLAST CLEANING:


5.4.1. The blast cleaning area shall be sufficiently isolated from painting area to prevent dust
settlement on painted surface.
5.4.2. Abrasive shall be dry and oil-free. Oil and water separators shall be used in compressed
airlines to remove oil and moisture from the air. Separators shall be placed as close as
possible to the blasting equipment.
5.4.3. When stainless steel needs to be blast cleaned, non-metallic abrasive shall be used.
5.4.4. All rough welds, burrs, slag, weld spatters, indentations, and all other sharp surface
projections shall be ground prior to further surface preparation.
5.4.5. Blast cleaning shall not be conducted when the temperature of the surfaces is less than 3°C
above dew point of the surrounding air or when the relative humidity of the air is more the
80%.
5.4.6. All gasket seating surfaces and machined surfaces shall be masked for protection during
surface preparation.
5.4.7. Blast cleaning to near white metal finish shall meet SIS 05 59 00 / ISO 8501-1 SA 2½ (SSPC SP
10) requirements.
5.4.8. After blasting and immediately prior to coating, the blasting dust and abrasives shall be
removed by using a high pressure air blow off and followed by vacuum cleaning.
5.4.9. The surface profile shall comply with the paint manufacture’s recommendations.
5.4.10. The blast profile shall be measured using any one of the methods specified in ASTM D4417.
Keane-Tator Surface Profile Comparator or equivalent or Elcometer or surface profile tape
such as Press-O-Film by TESTEX, Inc. may be used.
5.4.11. The interior surfaces of pressure parts shall not be abrasively blasted.

5.5. CLEANING – REMOVAL OF IMPURITIES:


5.5.1. Surfaces to be coated must be dry and free of all dirt, mildew, chalk, spent abrasive and any
other contaminant of foreign material that could inhibit adhesion.
5.5.2. Impurities and methods to clean the same are detailed below – The removal methods shall be
used for both for new surfaces to be coated or for repairing the damaged coating.

5.5.3. Anti-corrosion agents such as Tectyl, Valvoline, etc. shall not be applied to the interior
surfaces of Drum, tanks, pipe and Link etc. due to the fact that they may retain contaminants.
5.5.4. Surface preparation for field coating shall include removal of all loose scales, rust and foreign
matters by compressed air or soft brush, or by water cleaning.

6. APPLICATION OF COATING

6.1. Paint shall NOT be applied on the following surfaces unless otherwise specified.
6.1.1. Galvanized steel, stainless steel, nickel, brass, bronze, copper, lead, Aluminum, non-metallic
surfaces, valve stem, pump shafts, gauges, bearing and contact surfaces, lined surfaces.
6.1.2. No painting shall be applied on the gasket seating surfaces and suitable rust preventive for
storage shall be applied before dispatch.
6.1.3. Paint shall not be applied on the interior surface of pressure parts such as steam drum, tanks,
wall, tube and pipe, unless otherwise specified. The bolt seating surfaces shall only be painted
with primer specified.
6.1.4. When the atmospheric conditions are not meeting the requirements noted in the Paint
manufacturer’s datasheet.
6.2. Painting shall commence within 4 hours after surface preparation. If some sign of rust occur even
within 4 hours, surfaces shall be prepared again in accordance with the specification. The primer coat
shall be applied in shop, immediately after blast cleaning. Intermediate coat shall be applied after an
interval of minimum overnight curing of primer, as recommended by the paint manufacturer. The
finish coat shall be applied after minimum overnight curing of the Intermediate coat, maximum as
recommended by paint manufacturer. The coating thickness shall be as per the Paint manufacturer
datasheet.

6.3. Painting System as noted in Cl. 10.0 shall be followed for the items noted. Where Zinc rich primers
(including Inorganic Zinc Silicate) are used as primer with Epoxy intermediate or final paint, with or
without Polyurethane overcoat, mist (tie) coating shall be applied before the application of Epoxy
intermediate coat.
6.4. Paints can be applied by Airless spray. Areas that cannot be spray coated: edges, crevices, holes,
touchup or repairs, brush application can be used, where coating material is suitable for brush
application.
6.5. For structural steel members, application of primer, intermediate, final coat shall be done by airless
spray technique for painting works done in the shop, as per technical specification.
6.6. For surfaces coated with Inorganic Zinc Silicate, curing shall be tested by MEK test as specified in
ASTM D4752 for every batch of painting, before application of Overcoat.
6.7. For structural steel, only Inorganic Zinc Silicate Primer shall be applied on faying area of (slip-critical)
bolted connections. The faying area shall be masked in accordance with Cl. 11.0. After bolting (high
tension bolted areas) all accessible areas shall be coated, at site, with touch-up painting specified in
this document.
6.8. The end milled surfaces of the Steel structure shall be coated with Primer only.
6.9. Surface area covering 50 mm width from the field weld edge on all sides shall be coated only with
weldable primer (e-g: Inorganic zinc silicate, Deoxy aluminate).
6.10. All threaded and other surfaces of foundation bolts and its materials, insulation pins, Anchor channels,
sleeves, etc. shall be coated with temporary rust preventive fluid so that during execution of civil
works, the dried film of coating could be removed using organic solvents.
6.11. All surfaces which will not be easily accessible after the shop assembly shall be treated beforehand
and protected for the life of the equipment.
6.12. In case top coat are specified over inorganic zinc silicate primer, Mist coating shall be applied in order
to avoid coating failure. Mist coating composition shall be as recommended by the paint manufacturer.
6.13. All pipelines shall be color coded for identification at SITE, as per the owner colour-coding scheme,
which will be furnished during detailed engineering stage. For field run pipes, painting shall be applied
at shop, as per purchase requirement, after masking the IBR related stenciling. Balance paint work if
any shall be done at site.
6.14. Field welds on items, which have been shop coated with inorganic zinc primer, shall be touched up
with field primer and finishing coats. Weld slag, splatters shall be removed completely. If necessary,
the weld area shall be cleaned with Hand or power tool or by grinding to comply with SSPC-SP 2 / SP 3,
before coating.

6.15. GALVANIZING:
6.15.1. Hot Dipped Galvanizing shall meet the requirements of ASTM A123, except for handrail, toe
plate, grating, stair tread, ladder and checkered plate.
6.15.2. Vent holes and drain holes shall be provided to avoid high internal pressures and air lock
during immersion and to ensure that molten zinc is not retained in pockets during withdrawal.
6.15.3. All drilling, cutting, welding, forming and final fabrication of unit member and assemblies shall
be completed, where feasible, before galvanizing.
6.15.4. The mass of zinc coating may be determined in accordance with IS: 6745-1972 or ASTM A90.
6.15.5. Post galvanising treatment: Immediately after galvanising, post treatment such as chromating
shall be applied to retard white rust attack.
6.16. Method of determining the final DFT (dry film thickness) shall be taken reading over any square meter
of the painted area. The dry film thickness of coating shall be checked and accepted as per SSPC-PA2.
6.17. The following coating defects shall be checked continuously and immediate corrective action shall be
carried out.
 Loss of adhesion  Blistering
 Peeling  Mud-cracking
 Rusting of substrate  Over-spray
 Runs and Sags  Embedded particles
 Other imperfections and blemishes  Loss of color

7. PAINT MATERIALS & BRANDS:

7.1. Owner approved paint maker shall be applicable only for large components, pipes, structure steel,
duct, casing, drum, heater and tanks. But complete vendor item shall be painted with their standard
paint maker. However datasheets shall be subjected to DPSI approval.

7.2. PAINTING SYSTEM:


7.2.1. Complete Vendor Product shall be coated in accordance with this specification. For products
not covered, Cl. 10.1 shall serve as the basis for painting.
7.2.2. Painting Scheme of Complete Vendor Product (Maker Standard), if not covered this document
shall be consistent with the equipment service condition and site environmental condition
(refer Cl. 4.1). All steel structures (except those embedded in concrete) shall be provided with
painting as given below which is designed for a minimum maintenance free life of Ten (10)
years (expected life, long range Ten(10) to (20) years, as per ISO 12944).

7.2.3. Painting scheme shall be suitable for the design temperature of the system.
7.2.4. Surface preparation, Coating for each Maker’s standard coating system shall be submitted for
DPSI review and acceptance in the drawing. Owner shall review and approve the painting
scheme, if the engineering documents of the item are submitted for Owner’s approval. Refer
to Cl. 9.1 for final color shade.
7.2.5. Inside coating wherever specified shall be for accessible locations only.
7.2.6. Paints shall confirm to IS standards noted or equivalent international standards.
7.2.7. Paints and solvents shall be supplied in manufacturer's original containers with proper labels
showing content description, batch no., colour, specification no., manufacturing date, shelf
life expiry date & pot life.
7.2.8. Paint / Coating material shall confirm to the applicable tests below:
 Adhesion test (pull off test)
 Flexibility test
 Salt spray test (min 2000 Hrs)
 Water absorption test
 UV resistance test (external coating)
 Cathodic disbonding test (internal coating)
 Abrasion test (internal coating)
 Impact resistance test
7.3. PAINT TYPE:
7.3.1. Zinc Rich Primer (SSPC Paint 20):
- Inorganic Zinc Silicate Primer (Zinc dust Level 1, Lead Level Type II, Min Solids by vol: 60%)
- Epoxy polyamide based Zinc Rich primer (Zinc dust Level 1, Lead Level Type II & Min Solids
by vol: 60%)
7.3.2. HB Epoxy MIO – Brown (Min Solids by vol : 60%)
7.3.3. Epoxy Zinc phosphate primer - Red oxide colour (Min Solids by vol : 40%)
7.3.4. Aliphatic Acrylic Polyurethane - Semi gloss/ Gloss (Min Solids by vol: 40%)
7.3.5. Epoxy mastic Aluminum (SSPC-PS 26.00 – Type II)
7.3.6. Synthetic Enamel (long oil alkyd) - (IS 2932)
7.3.7. Red Oxide Zinc Phosphate – Alkyd Base (IS-12744 or equivalent)

7.3.9. Heat Resistant Aluminum paint - Suitable to design temperature of the item. The paint shall
be of air curing type. If IS 13183 is used then, the usage shall be as limited below.

7.3.10. Weldable primer
7.3.11. Water soluble rust inhibitive (like Sealrust® SRW-230 by Modiplast, India).

8. TOUCH-UP PAINTING

8.1. The damaged painted surface shall be touched up as follows.


8.1.1. Surface preparation:
a. All loose dirt shall be cleaned with the manual / power brush. Grease, if any, shall be
cleaned by solvent. Any damage during solvent cleaning to adjacent areas shall be cleaned
properly, as below:
b. For Coatings damaged upto base metal
Surface preparation shall be carried out by Manual / Power tool cleaning. Minimum 6
inches adjoining area with existing Coating shall be roughened by Wire brushing, emery
paper rubbing etc., for best adhesion of patch Primer.
c. For Coatings damaged up to Intermediate Coatings (i.e. where Primer Coat is intact):
Damaged area including minimum 6 inches adjoining area with existing coating should be
roughened by wire brushing, emery paper rubbing / Power tool cleaning, for best adhesion
without damaging the Primer Coat.
d. After surface preparation, the loose dirt / dust shall be thoroughly cleaned before coating.
Coating shall be done by brush.

8.1.2. Coating for Surfaces coated with Inorganic Zinc Silicate only:
Damaged parts caused by burns, welds, scratches, and impact etc. during fabrication,
handling, storage, shipping, and erection shall be touched up with Zinc rich Epoxy primer.

8.1.4. For surfaces coated with Inorganic Zinc Silicate and Heat resistant Aluminum paint :
Damaged parts shall be touched up with heat resistant Aluminum painting.
8.1.5. Coating for Surfaces coated with other types of painting system:
Damaged parts shall be touched up with same painting scheme as original scheme.
If primer is not damaged, then intermediate coats &/ final coats, as applicable, shall be
applied to meet required DFT, as originally specified.
8.2. Damaged Galvanized Surfaces shall be repaired as per ASTM A780 or IS 11759 with Zinc rich paints.

8.3. The repair of the damaged coating shall be applied in accordance with painting system specified
herein by means of brushing or spraying. Do not apply by roller.
8.4. Run, sags, drips etc., which causes failure by loss of adhesion, blistering, peeling, mud-cracking or
rusting of substrate shall not be permitted. Defective areas shall be surface prepared again and re-
coated.
8.5. The Supply of Touch-up paint
8.5.1. The Supplier shall supply, not less than 5% of touch up material (primer, intermediate and
final paint, each) mentioned in Cl. 8.0, including required thinner for each.
8.5.2. The amount of touch-up paint shall cover at least for 5% of the design area at 40% loss rate
(60% of theoretical spread area noted in the paint datasheet).
8.5.3. Each container shall be labelled with the Paint details, batch number, MSDS, Expiry date.

mentioned, the manufacturer’s color scheme shall be submitted to DPSI for approval in the drawing.
Owner shall review and approve the final color shade, if the engineering documents of the item are

11. PAINTING GUIDELINE FOR STEEL STRUCTURE WITH FRICTION GRIP / TORQUE SHEAR BOLTING

Note:
1. All paint free area shall be protected using masking tape located relative to bolt hole and faying surface.
2. Outside line of masking tape shall be not less than 50mm away from center of bolt hole and 25mm away from edge of
connection material. (e.g. clip angle, connection plate, etc.).
3. End milled portion shall be painted with Inorganic zinc silicate Primer of 80 micron.
4. All Exposed surfaces of splice plates, shall be fully painted, as per painting scheme at site, after erection.
