{nglenook Neighborhood Association 4016 37th Avenue North Birmingham, AL 35217 Monthly Meeting ‘March 14, 2016 Them 1g was called to order by Carolyn Cauthen, President at 5:30 pm, with prayer led by David VanWiliams, ‘The Birmingham Fire Department report was given by Fireman Isaac Austin. Mr. Austin stated that residents should have a smoke alarm in each of their bedrooms, 12 inches above the door. Have a smoke alarm on the outside of the kitchen as well; smoke detectors require a 9V battery. Change your batteries twice during the year in the spring and the fal. if you hear your smoke alarm chirping, that means you should replace the batteries, ‘The Birmingham Police Department report was given by Officer Truman Fitzgerald on behalf of Officer Stater and Officer Wills. Officer Fitegerald shared that extra patrols willbe placed on Greenwood and Pulaski Street. There is a plan to piace Shot Spotters inthe inglenook Neighborhood. Some of the concerns from residents were high trafic ‘on 4000 block of 49" Avenue North it looks lke a car lot and possible drug activities at 4303 43" Avenue North, ‘There is still a problem with illegal dumping in inglenook and 18 wheeler trucks traveling through the community. ‘Also at 4201 44” Avenue North gambling and drug activities that need to be stopped. Judge Brendette Brown Green came to thank everyone for their support during the March 1" election. She will be ina tun off on April 12" and she is asking everyone to come out again for thelr support. ‘The Birmingham Public Works Department report was given by Mr. Anthony Henry. Mr. Henry noted concerns from the residents. Some of the concerns were two (2) houses that need to be demolished on 40" Avenue North and 40" Street. There is a house on 46" Avenue and 42nd Street that also needs to be demolished, Other properties that need to be addressed are 4044, 4024, 4025, and 4004 all on 40" avenue north. We are still waiting on “NO DUMPING" signs for the Neighborhood. Let us know when they willbe available. We are preparing for the Neighborhood clean-up, we would lke to have assistance from public works. Please provide us with alist of properties that have been demolished in the inglenook Neighborhood for our records. ‘The Birmingham Community Resource Officer report was given by Ms. Sybil Scarborough. Ms. Scarborough stated that the Xerox Copier bill has been paid in full. We will work together to receive a maintenance agreement. The City is working with different Birmingham Parks, to install new lighting in the parks, to make it a safer place. This project should startin 2017. Information was shared on “Love your Block” and Litter Control within the Neighborhoods. You can also contact 311 with your concerns. The Birmingham City Councilors report was given by his representative Mr. Rodney Huntley. Mr. Huntley stated that there will be a community meeting on Apri! 20" at the Shields Center at 4 pm. All department heads will be present to answer all your concerns. ‘Ms. Amanda Robinson Director of GET SMART, made a presentation. GET SMART is a program that educates the Community on environmental issues. Ms. Robinson stated that the EPA has been contacting people in the City of Tarrant. They are telling residents that their sol is contaminated. Ms. Robinson said that when this happens your property valve will decrease, you will not be able to da some repairs, cutting your grass, gardening or anything \when your soil is labeled and targeted as SUPERFUND site. There will not be any money given by EPA to homeowners for relocating or any other expenses due to this process, if it affects your Neighborhood. ‘There is testing in the City of Tarrant (PHASE 1). There is an attempt to Include inglenook in this process. You have to be a homeowner to give permission, for your property to be tested by the EPA. You will have an opportunity to dispute these findings. If your property is tested and your property value goes down to “$0” , you will still have to pay your property taxes. We do not support testing by the EPA at this time, Ms. Robinson stated that an organization called GASP (an environmental group) invited the EPA to test because of tthe pollution issues in North Birmingham. The ABC Coke Company a major contributor to the pollution was being sued and went out of business. So GASP targeted ABC Coke about the pollution in Collegeville and Fairmont Neighborhoods. Because Tarrant and Inglenook is close to ABC Coke, we were also targeted. The EPA is also targeting other low to moderate income communities. This is a way for them to continue their programs and get ‘ald. These organizations are not targeting Mountain Brook, Vestavia Hills or any of the over the mountain ‘communities. NAACP Birmingham Chapter President Mr. Hezekiah Jackson also shared his concerns with the EPA issue, Most of ‘our electricity comes from coal power plants. The cost of changing your home to solar in order to end certain problems that the EPA is addressing Is very expensive. Ifthe EPA targets the Inglenook Neighborhood; this will ‘change the look of our community. This could also stop businesses from moving into our community. Mr. Todd Wilson an entrepreneur, would lke to open a restaurant on Eastlake Blvd. His request Is to change the zoning from Mi to M2. This restaurant will be open early mornings and close at 5 pm to provide breakfast and {unch. Later a dinner hour maybe added. It will be open on Saturday's when the National Guard Is on duty. Mr Wilson stated his business will never be a bar that serves liquor. ‘Matthew Hogan a developer represents 2 group that would lke to build a new ABC Warehouse at the old VI Runway location. This will be an ABC State Liquor Store distribution center. This location will not be open to the public, the only person that will be able to purchase from this location will be companies that have a liquor license. This location will be about 12,000 square feet, its planned to employ up to 6+ people. The reason the Inglenook Neighborhood was selected, was because of the easy access to the interstate and to this location. There will be a 110 year lease on this facility to the State of Alabama. President Cauthen said we can always add Q conditions in our request to not allow this business to sale alcohol to the public in the future. It was stated that we should contact ‘the residents that live closer to this location to get their input, Mr. Dave Arrington of Arrington Engineering was on hand to share information on the building and questions on the drawings of the project. Mr. Matthew Hogan will be the owner of the building; ABC will be leasing the building from him. Birmingham Library report was given by the Librarian Ms. Karencia Williams. Ms. Williams stated that the Library has returned to our regular hours, M-F from 9~ 6 pm closed every day from 12~I pm for lunch. The numbers are up for checking out books, mainly because of the children that are reading more from the Inglenook K-8 School. ‘The Library is looking for volunteers to come at any time to visit and assist with the children. The Primetime program is underway, if you would like to participate, contact Ms. Willams for additional information. The basic computer classes are available, please signup. The classes will be discontinued if there is not enough interest, ‘The inglenook Recreation Center report was given by the Director Ms. Sandra Womack. There will be several ‘camps for spring break. There will be basketball, volleyball and tennis camps. The after schoo! meal program is a huge success, there isa different menu each day. There were 4,147 that visited the center for the month of February. On April 45% Ms. Womack willbe retiring, we wish her the very best in her new journey. inglenook K-8 School report was given by Principal Mario Lumay. Mr. Luray stated that spring break is underway, kKé registration has started, and after school tutoring is taking place now, getting ready for testing. The 7th and 8th sraders wil be learning entrepreneur skis with UAB. There are many more opportunities for the students, please contact Mr. Lumay or the school for more details. he NAACP donated 50; $50 gift cards to purchase coats for the students, The art teacher will be receiving $1000 grant from a local television station. ‘There was a motion by Mr. Robert Crosby to suspend the reading of the minutes Mr. Joe Norris seconded. The motion carried. {information was shared about the court hearing with Tarrant Auto Land and the City of Birmingham. President Carolyn Cauthen and Mr. Bledsoe attended court today to represent the inglenook Neighborhood Association. The City attorney attended on behalf of the City of Birmingham and will let us know the outcome. (On March 26", Mr. David Warren with the Birmingham Outlawz and True Vine Ministries will be hosting a FUN DAY in Inglenook at the recreation center. Please come out and support this event, The Birmingham Park and Rec Board are asking each Neighborhood Association to support this event with a $150 donation. A motion was made by Mr. Arthur Bledsoe and seconded by Darnell Walker to not support this event. There was 8 motion made by Mr. Robert Crosby to spend $2500 to send the President and Secretary to the 2016 NUSA Conference. The motion was seconded by Geraldine Oliver. Mr. Samuels made a modification to that motion ‘to send one person to NUSA; Geraldine Oliver seconded that motion as well. The motion carried, The Secretary suggested that if he is not aveilable to attend, that one of the other residents attend the NUSA Conference. There was a discussion to accept changes to the baseball field at the inglenook Recreation Center. The changes ‘Would allow the baseball field to convert to a football field for the upcoming sports and educational program sponsored by the Birmingham Outlaw2. A motion was made by Mr. David Van Williams to make the baseball field ‘a dual purpose field to include football it was seconded by Mr. Edward Samuels. There was also a vote on the 2016 Christmas Celebration that willbe held on December 9, 2016 at the recreation Center. This event will be catered and the cost should be around $500, there was a motion made by Mr. Darnell Walker and seconded by Mr. Edward Samuels to allot $500 for the Christmas Celebration. ‘The ABC Warehouse item was tabled until the community is contacted about this item. ‘There was a motion made by Robert Crosby and seconded by Joyce White to support The Alpha Charlie (Airport Café) to change the zoning from M1 to M2.
