Dear Early Years and Child Care Partners,

I would like to thank you for your ongoing partnership and am pleased to provide you with a
child care update.

I am pleased to inform you that Consolidated Municipal Service Managers (CMSMs) and
District Social Services Administration Boards (DSSABs) have now received information on
updates to previous 2018 child care allocations and child care guidelines.

The updated allocations continue to provide important investments in the child care program,
including investments in the general allocation, child care expansion, base funding for licensed
home child care agencies, the Canada-Ontario Early Learning and Child Care Agreement
funding, Fee Stabilization Support funding, and ongoing Wage Enhancement/Home Child Care
Enhancement Grant (HCCEG) funding.

In addition, in response to feedback from partners, the Ministry has made several important
changes to the child care program.

Key changes to the child care program include:

 Prorating the child care expansion allocations to reflect the time remaining in 2018 for
service planning. The allocations are prorated for the period of September to December
2018.

 Removing the For Profit Maximum Threshold.

 Streamlining fee stabilization funding.

 Beginning in 2019, reducing administrative requirements for the Wage


Enhancement/Home Child Care Enhancement Grant.

Taken together, these changes will support more choice for families, remove barriers to
expansion in communities, and reduce red tape and administrative burden.
