Introduction

Adhering to our school motto, labore et virtute, together with the conviction of
cultivating leaders who contribute to the society, St. Joseph's College has continued to
flourish and shine throughout the 143 years of legacy. This place we call home has
nurtured numerous visionary leaders who excelled in different fields. With the
collective efforts of teachers and students, we strive to improve and allow students to
grow into exceptional individuals.

This is the year for change. This year, our new campus in Kennedy 26 is officially
open. Thanks to the support from the prominent old boys and teachers over the years,
St. Joseph's College has attained great success, prestige and glory. However, to keep
up with the ever-changing world, change and progression are necessary. While living
up to the legacy, we must also introduce new ideas each and every year to continue
our success.

The Students' Union, as the name suggests, is a student-run organization that


represents our schoolmates. In the coming school year, the Students' Union will
continue to serve as a bridge between the School Authority and students, as well as
organize events and activities such as the Internal Talent Quest and Green and White
Day. We concern the well-being of the students and would like to create a harmonious
environment where students can voice out their opinions freely. In addition, we would
also provide a wide range of welfares, covering from food and beverages to
electronics. Our first and foremost goal is to stimulate Josephians' to live up to our
motto, “Work Hard, Play Hard”.

Taking the role of executive committee members in the Students’ Union, we would
always bear our responsibilities and duties in mind, dedicate our efforts to St. Joseph’s
College, take the step forward to change for the better. We would definitely like to
grasp this opportunity with capability, fulfill our ambitions, and embark on our
journey.

(ii). Mission Statement

(iii). Executive Committee

The Executive Committee shall consist of 14 members.

1. Authority The resolution of the Executive Committee has the authority next to that
of the General Meeting.

2. Functions and Privileges


The Executive Committee shall:
- Execute the resolutions of the General Meeting;
- Formulate policies of SU in accordance with its objectives;
- Represent the members in matters affecting their interest;
- Set up and delegate authority to sub-committees to carry out plans formulated by the
executive committee, or by teachers or advisors and approved by the executive
committee;
- Invite individual advisors;
- Review the Constitution if necessary and put it forward to be passed in the General
Meeting.

Considering the implementation of HKDSE and the New Senior Secondary System,
we would have to ensure that committee members could balance the use of time
between academic and ECA achievements, as the basic requirement of the Students’
Union. The burdens to be borne by each committee member are likely to be relieved
with the extension of the labor force in the SU, and therefore much effort and time
can be contributed to their academic results of the Executive Committee.

3. Duties and Responsibilities

a. President:
i. Manage and prepare agenda for all Executive Committee and General Meetings;
ii. Prepare and/or present the annual report to the School Magazine and/or the school
authority;
iii. Represent the Students’ Union and its members in all the Students’ Union affairs,
both internal and external;
iv. Oversee all the affiliates of the Students’ Union;
v. Interpret and/or amend the constitution and objectives of the Students’ Union.

b. Vice Presidents:
i. Assist the Presidents in all his duties;
ii. Act as the Ex-officio President in the absence of the President;
iii. Set up and train the school cheering team;
iv. Recruit Junior and Senior Committee Members;

c. Internal Secretary:
i. Arrange and prepare minutes within 3 days after all Executive Committee and
General Meetings;
ii. Prepare and keep record of all other internal documents of the Students’ Union;
iii. Administrate all internal affairs of the Students’ Union.

d. External Secretary
i. Deal with and keep track of all external correspondence on behalf of the Students’
Union;
ii. Promote and organize joint-school activities of the Students’ Union for all students;
iii. Supervise and advise clubs on external and/or joint-school activities;
iv. Invite guests and sponsorship for the Students’ Union and all its activities.

e. Financial Secretary:
i. Draft the budget for the Students’ Union and all its activities for the approval of the
Ex-co;
ii. Deal with all financial work;
iii. Keep track of accounts, records and assets of the Students’ Union and prepare the
annual financial report and respective financial reports of all its function;
iv. Hold meetings with financial secretaries of all the clubs and keep track of the
budgets and financial reports of corresponding clubs.

f. Promotion Director:
i. Develop marketing strategies for the events and products of the Students' Union;
ii. Promote activities of the Students’ Union within the school campus;
iii. Manage the Students' Union's social media.

g. Operations Director:
i. Supervise the programs held by the Students' Union;
ii. Monitor the daily operations of the Students' Union;
iii. Ensure the operations of the Students' Union are carried out smoothly and
efficiently;
iv. Prepare a duty list and rundown for each event.

h. Club Directors:
i. Preside the Club Coordination Board and hold all the board’s meetings with club
coordinators and/or club representatives;
ii. Supervise and give guidelines and advice to clubs in all their functions;
iii. Collect year plans, proposals and reports of all clubs;
iv. Monitor all clubs in members recruitment and the efficiency and productiveness of
the clubs;

i. Production Director:
i. Responsible for the video production of the Students' Union;
ii. Shooting and recording of promotion materials;
iii. Oversee the post-production phase.

j. Student Coordinator:
i. Collect different opinions from students of all forms and reflect them to the
Executive Committee and/or the school authority;
ii. Provide guidelines and instructions to class representatives;
iii. Draft and execute plans or activities to strengthen students’ sense of belonging to
the school;
iv. Provide general welfare to students;
v. Encourage students’ involvement in school and functions organized by the Students’
Union.

Any vacancy in position shall be replaced by a member nominated by the Executive


Committee and approved by the school authority. Any Executive Committee member
who fails to carry out his duties, or seriously violates the school regulations will be
dismissed if at least two-third of the Executive Committee vote for the dismissal of
that official.

C. Bodies under the Students’ Union

1. Club Coordination Board


The Club Coordination Board aims to promote a better relationship and coordination
between various clubs and societies in the College. The Board is going to handle all
matters regarding Extra-Curricular Activities organized by clubs and societies, as well
as managing all clubs operating in the school. The Board operates directly under the
Extra-Curricular Activities Committee.

2. Class Association
The Class Association of each class includes two class representatives, two class
coordinators and a class treasurer. The Association's main purpose serves as a bridge
between classes and the Students' Union, also maintaining a favourable
communication between students and the Union. All Class Associations are
administered and overseen by the Student Coordinators and Form Teachers.

3. Senior Committee Board


This board will include S5 students. They are essential to the success of various
events by giving supportive contribution and valuable experiences. They are here to
assist the executive committee in meetings and operations. In the coming year, the
Senior Committee members will be recruited publicly, the application will be
available to all S5 students. Comprehensive selection on talented Josephians will be
carried out. Students possessing following abilities will own the privilege of being
recruited:

- Information Technology
- Music Production
- Art and Design
- Video Editing
- Past Extra-curricular activities experience
The Board is led by the Vice Presidents of the Executive Committee.

4. Junior Committee Board
The Board aims to provide opportunities for the younger generation of the school to
understand and to enroll in the work of the Students' Union. Highly potent students of
the junior forms will be selected as the committee members, who then will be
provided with various trainings and tasks to complete. The experience they gain as
junior committee members is going to prepare them for their future job as leaders.
The Board will be led by the President and the Vice Presidents of the Students' Union.

(iv). ANNUAL PLAN

Year Round Service

. Borrowing of Sports Equipment


Details:
A lot of Josephians spend their time in the school playground playing ball games.
However, most of our schoolmates do not have the equipment. In light of that, we are
proposing to lend students basketballs and footballs from 8am - 6pm during school
days. Students can borrow the equipment by registering in the Students' Union Office.
This would be beneficial to students’ health and development other than their studies.

. Borrowing of Umbrellas
Details:
It is not unusual to see students come to school drenched in rain. We propose to
provide students with umbrella borrowing service. Similar to that of sports
equipment, all students need to do is register to keep themselves dry from the rain.

. Live Broadcast of Interschool Games


Details:
Ever since its establishment, students have always been supportive to the school
teams in SJC. Yet, students may not be able to see the game in person. To make better
use of our social media accounts, we have decided to broadcast most of the
inter-school games so that students from all over Hong Kong can support our school
teams even if they cannot attend the games.

. Form-one Orientation Talk


Details:
During the annual form-one orientation period held in late August, we plan to
introduce the Students’ Union to the our new form-ones before they start their
six-year journey at St. Joseph’s. The aim of this introduction is to let them understand
the Students’ Union’s role, and how the Students’ Union functions as a bridge
between students and the school authorities, in its efforts to maintain a harmonious
school community. We also wish to give them a glimpse of our school’s unique
culture by offering a cheering demonstration. This event is crucial to the success of
other events held by the Students’ Union, as it will shape the reputation of the
Students’ Union, and affect students’ willingness to become a Junior Committee in
the future. This marks the start of their life as a Josephian.

September

. SU Inauguration
Details:
Upholding the proposed electoral procedure, our cabinet will be introduced to S.1 -
S.6 students during assemblies. In the process, we will state clearly the structure and
requirements for the cabinet as a clarification, as well as introduce our annual plan as
a way to encourage transparency and dialogue. This is a crucial stage as this could
establish a promising relationship between the students and our cabinet. This is also a
great opportunity to expose students to our cabinet and the role we are playing so as to
serve them better. Information relating to Junior Committee posts will also be
provided with the distribution of application forms to smoothen the years’ operation.

. Parent Orientation Day


Details:
The Students’ Union will be involved in the Parent Orientation Day as helpers. This
event is to brief parents about St. Joseph’s. This makes sure that they have a clear
picture of the school their children are about to be a part of.

. Club Chairman Meeting
Details:
Clubs is a big part of ECA in St. Joseph's, and club directors are held responsible for
ensuring the qualities of the clubs in the school. The meeting is aimed at providing
guidelines and assistance to club chairmen regarding the application procedure and
give them a clear picture of what they are going to do in the coming school year.

. Junior Committee Recruitment


Details:
Shortly after the beginning of the school year, the Students’ Union will start recruiting
Junior Committee members. Application for the position of Junior Committee is open
to all S.2 - S.4 students. Pertaining to the drastic decline in the number of Junior
Committee applicants in recent years, we plan to further improve and expand our
promotion methods, and build a strong, trusting relationship between the Students’
Union and other Josephians in order to tackle this problem. We estimate the number
of Junior Committee applicants will reach 60 when effective promotion is done.

a. Junior Committee Interview


Details:
An interview will first be conducted for all Junior Committee applicants. Through this,
we hope to observe their individual personalities, as well as give us a glimpse of their
abilities and dedication. Various open-ended questions will be asked during the
interview as a test on their creativity and willingness to showcase themselves.
Successful applicants will then proceed to the Challenge Day.

b. Challenge Day
Details:
After the interview comes the Challenge Day. Applicants will be separated into
different groups and assigned various tasks and challenges. Such challenges are
located in different locations within the school campus. This is a time for them to
showcase their problem-solving skills. “Alone we can do so little, together we can do
so much”. Not only do we assess applicants on their abilities, we also look into their
ability to work with others. After the Challenge Day, the list of selected Junior
Committee members will be finalized.

c. Junior Committee Camp
Details:
The two-day-one-night Junior Committee Camp (planned to be held on Friday, 28th
September, 2018 – Saturday, 29th September, 2018) marks the beginning of their lives
as a Junior Committee member. During the camp, Junior Committees will be facing
more challenges, including Detective Game, Life Monopoly etc. Through series of
challenges, Junior Committees can not only unleash their potential, but also
strengthen their communication skills, and enjoy a wonderful time with their fellow
schoolmates.

. Recycling Moon Cake Boxes


Details:
As an all-rounded Josephian, it is important to have the awareness of the conservation
of the environment and develop a sense of responsibility towards the community.
Therefore, we have decided to recycle the moon cake boxes from each and every
student for better use.

. Recruitment Week
Details:
The Recruitment Week is planned to be held on the first week of October, which
allows Clubs and Societies to recruit new members of the school year. Through this
four-day event, the New Hall hosts different stalls by various Clubs and Societies.
Students from each grade may grab the opportunity to join different Clubs or
Societies of their interest in our school. Most Josephians have one thing in common,
which is their dedication to their passions. These Clubs or Societies can help them
find like-minded schoolmates. Josephians are encouraged to join more clubs in order
to broaden their horizons.

. Freshmen Day
Details:
The newly recruited S.1 students are the focus of this event. With the number of
Junior Committee applicants and participation rates in school activities both
decreasing in recent years, it is evident that there is a weakening sense of belonging to
the school amongst junior forms. It is crucial for the Students’ Union to reverse this
downward spiral at an early stage Thus, it would be a perfect opportunity to send a
warm welcome to S.1 students at the very beginning of their secondary school lives.
As our seniors once told us, happy experiences at school will make them feel more at
ease with their surroundings. We propose to create these happy experiences by setting
up game stalls and sports activities for S.1 students on that day. In consideration of
students who do not have interest in sports, we plan on focusing more on games
instead of sports activities to ensure every student can enjoy their time and adapt to
the new environment.

. Souvenir Design Competition


Details:
Over the years, the souvenirs of the Green and White Day are mostly decided by the
Students' Union internally. To represent the students better, we have to consult them
and allow them to join us in the decision process. Hence, we propose to make a
campaign for the souvenir design, students can hand in their items and design together
with an explanation on how it relates to our theme to the Students' Union, and we will
choose the best design as one of the souvenirs we are going to sell on the open
day/CNY fair.

. Cheering at the Interschool Swimming Competition


Details:
As always, we wish to show support to our swimmers and to demonstrate the
Josephians’ Spirit by cheering them on in the stands. We are aware that the ticketing
system may limit the number of students entering the sports centre. In response to this,
we will hold cheering practice sessions at school prior to the day of the competition,
only students who display good performances during these sessions will be selected to
cheer. Watermarks and Towels will be made for the occasion.

. Students’ Forum I
Details:
Each class will send their class representatives to attend the Students’ Forum and raise
questions proposed by the students of the respective

December – January

. Green and White Day


Highlight of the school year. We have big plans for this year’s open day, including
new souvenir ideas and new programmes. We are glad to be the first to open up 26
Kennedy Road as one of the main attractions for this year’s open day. The opening up
of a new campus shows how far St. Joseph’s has come as a school, and as a
community. We are aware that many old boys would like to come back and see the
new campus of their alma mater. Thus, it would be a great opportunity to consolidate
the cohesiveness between Josephians.

. Students’ Forum II
Details:
Around four months after the first student forum, it is time for the Students’ Union to
do some follow-up work. During the second Students Forum, each class can send
their class representatives to raise new questions or suggest ideas which can improve
the school. Executive Committees will be on the forum to follow-up their requests
made in the previous forum, provide an answer to their new questions, and pass on
new request to the school authorities.

. Micromovie/Photography of the New Campus


Details:
In celebration of our new campus, we have decided to organize a campaign of
micromovie/photography of the new campus. This way, even the students not
studying there can familiarize themselves with the new campus and present to
everyone the beauty of it.

. Students’ Festival
Details:
A series of events will be held during the Students’ Festival. These events are open to
all Josephians. Halfway through the school year, it is time for both teachers and
students to loosen up. Participating in the events can strengthen students’ sense of
belonging to the school while building long lasting friendship with teachers and other
Josephians. Seeing that students are less attentive to the Students’ Festival, we would
like to change the duration and format of the students festival to attract more
participants. For the more popular events, we consider expanding the duration of the
events to imitate professional leagues and form an all star/dream team to make the
games more entertaining both to the audience and participants themselves. We have
also added different categories into the students festival for students to participate in.

. Internal Talent Quest Finals


Details:
The Internal Talent Quest (ITQ) is always a platform which allows Josephians to
showcase their talents and unravel their potential in front of the public. Popular
celebrities will also be invited as guest performers to our school. We hope that this
year’s ITQ will be as successful

. ECA Prize Giving Ceremony
Details:
The ECA Prize Giving Ceremony is a notable moment to honour outstanding
Josephians in various Extracurricular Activities. Prizewinners in both internal and
external ECA, such as outstanding clubs and inter-school award winners will be
awarded in the ceremony in order to motivate students to have an all-rounded
personal development.

. Used Textbooks Recycling


Details:
Books are precious materials, the knowledge within can be passed down from one to
another. This event allows students to donate their used textbooks to lower-form
schoolmates. Not only does it provide an alternative for students who wish to
purchase second-hand books, it also promotes the conservation of the environment.

August

. Students’ Union Handover Meeting


Details:
To facilitate a smooth transition between the current Students’ Union and the
Students’ Union of the next academic year, a Handover Meeting will be held between
the Executive Committee Members of the current Students’ Union and the Students’
Union of the next academic year. In the meeting, documents related to the current
Students’ Union will be handed over and the Executive Committee Members of the
current Students’ Union will share their experiences and insights on managing the
Students’ Union with the Executive Committee Members of the next academic year.
In addition, the current Executive Committee members will also introduce the nature
of work of different posts in the Students’ Union to the Executive Committee
Members of the Students’ Union of the next academic year.

(v). Constitutions

Section 1 – General Terms


Article 1.1: Name
1) The name of the Union shall be 'St. Joseph’s College Students’ Union', herein after
referred to as 'SU'.
2) The Chinese name shall be ‘聖若瑟書院學生會’.
Article 1.2: Correspondence Office
1) The address shall be “Students’ Union, St. Joseph’s College, 7, Kennedy Road,
Hong Kong”.
2) The telephone number is 2840 0228.
Article 1.3: Session
Each session shall start with the calling of the Handover Meeting held in August each
year and shall terminate with the conclusion of the Handover Meeting on the
following year.
Article 1.4: Official Language
The official language of SU is English. The working languages of SU are English and
Chinese.

Section 2 – Advisors
Article 2.1: Teacher Advisors
Teacher advisors of SU Executive Committee will be appointed by the school
authorities. Teacher advisors have full speaking rights but not voting rights in
Executive Committee meetings. SU reserves the final right of resolution on the
acceptance of all the advices on SU affairs.
Article 2.2: Advisors
The Executive Committee has the right to invite members of the past Executive
Committee to provide valuable advices on SU as advisors.

Section 3 – Membership
Article 3.1: Qualification
All registered students of St. Joseph’s College within the academic year will
automatically become a member of the SU.
Article 3.2: Rights
1) To participate in all activities and functions held by the SU for all students.
2) To enjoy the general welfare provided by the SU and to use all facilities provided
by the SU for the general use for its members.

3) To express their opinions and views to the Executive Committee and the School
Authority through the two Student Coordinators.
Article 3.3: Responsibilities
All members shall fulfill the following obligations:
1) To abide by the constitution of the SU.
2) To abide by the resolutions of the Executive Committee regarding SU affairs.
3) To pay the annual membership fee. 4) To maintain the reputation of the school and
the SU.

Section 4 – General Meeting


Article 4.1: Authority
The resolution of the General Meeting has the highest authority regarding SU affairs.
Article 4.2: Officials
The President (or another Executive Committee member appointed) and one of the
Internal Secretaries of the Executive Committee shall be the Chairman and the
Secretary of the General Meeting respectively. The Internal Secretaries take turns to
be the secretary at General Meetings.
Article 4.3: Procedure
1. The Executive Committee shall hold a General Meeting within 7 days under the
following circumstances:
1.1. The Executive Committee receives a written request of at least 50 members or
one-twentieth of all the members, whichever is larger.
1.2. The Executive Committee decides, with a majority vote of two-third of all the
Committee members, to hold it.
1.3. The President decides that it is necessary to hold it.
2. The resolution of General Meeting shall not violate the Constitution.
3. The agenda and related information of the General Meeting shall be sent to all
Executive Committee members before the meeting.
4. 10, or two-third of all Executive Committee members, whichever is larger, shall
form the quorum of the General Meeting.
5. If the meeting is abortive, another General Meeting shall be called within 14 days,
using the same agenda.
6. The decision of the General Meeting shall be based on a majority of vote in the
conditions that two-third of all the Executive Committee members are present. Each
Executive Committee member shall be represented by one vote.
7. If during the meeting, the attendance falls below the quorum, the meeting shall
continue unless at least half of the remaining members vote for the adjournment of the
meeting.

8. If an Executive Committee member fails to attend any General Meetings, a written
or verbal explanation should be submitted to the President at least 24 hours before the
meeting is held.

Section 5 – Finances
Article 5.1: Source of Finance
The source of SU’s finances shall be obtained from:
1. Credit balance carried down from the previous session
2. Membership fees
3. Credit balance from fund-raising activities and other SU activities
4. Profit from souvenir sales
5. Sponsorships and donations
Article 5.2: Use of Finance
The finances of SU shall only be used on SU activities which is in accordance with
the objectives and administration expenditure of SU. Expenditures unrelated to SU
shall not be kept in SU’s account.
Article 5.3: Account
The current account or saving account shall be under the name of SU. Except when
insufficient executive committee members are lawful to handle SU’s account, the
authorized signature(s) shall be any two of the President, Vice Presidents, or the
Financial Secretary, together with the chief teacher advisors.

Section 6 – By-Laws
1. The executive committee shall draft By-laws to facilitate the operation of SU if
necessary. The By-Laws shall come to effect after the approval of a General Meeting.
2. ALL SU subsidiary boards and organizations’ rules and regulations shall be enacted
by the corresponding boards with the approval of the President.

Promotional materials will be handed out to all students at the school entrance.

Use of social media


The Students’ Union will set up accounts on different social media platforms.
Purpose: To facilitate the communication between the Students’ Union and students,
various social media accounts will be set up. It also serves as a platform to publish
promotional materials (e.g. Promotional Video) to the public. The following are the
platforms in which social media accounts are to be set up:

Students Opinion Box


As always, an opinion box will be placed outside of the Students’ Union room for
collecting the opinions of students regarding school policies. The opinion box will be
checked regularly. We aim to reply to the opinions forms weekly on the official
Facebook page.
Purpose: To serve as a bridge between the school authority and students. Students
may reflect their opinions by putting the opinion form into the box anonymously. This
way the school can have a thorough understanding of what students think and take
corrective actions accordingly.
