Method of Statement

1.1 INTRODUCTION

This Method of Statement will function as a guidelines for the responsible person to
carry out work to ensure that it complies with the requirements and that the job
execution is conducted in safe & high quality manner to avoid any casualties or risk of
injury.

1.2 PURPOSE

The purpose of this Method Statement is to describe the step by step procedure to be
performed during the grounding system improvement work so that the task resulted
in a satisfactory level & operating as intended.

1.3 TOOLS/EQUIPMENTS
Below are the tools & equipment that are foreseen to complete the activities:

1.4 MATERIALS HANDLING/STORAGE


Below is the list of materials to be used for grounding improvement work. However,
additional materials could be added into the list in the future, depending on the
necessity.

Method of Statement

All of the above materials & tools are to be kept in a safe place upon receiving, i.e.
store room, and only will be brought to site upon commencing of work. Necessary
precautions as below will be taken into consideration:

a) Material shall be stored in a covered / dry space at all the time to avoid corrosion.
b) All materials received at site shall be inspected and ensured that the materials are
as per approved material submittal.
c) Any discrepancies, damage etc., found will be notified and reported for further
action.
d) Material found not suitable for site use will be removed from site immediately.

1.5 METHOD OF WORK

The plan for improvement work will commence after considering the weather
condition at site. Should the weather condition are found to be not suitable for the
activities, the work shall be stopped & postponed immediately. Where necessary, the
warning lights, directive signs, reflective aids and barriers shall be placed at suitable
location to forewarn all potential hazards.

1.7.1. Installation Procedures

1.7.2. Earth Resistance Measurement Procedures


There are 3 standard methods known for measuring earth resistance, which are:

a) Fall-of-potential method (four/three-terminal test)


b) Dead Earth method (two-points test)
c) Clamp-on test method (stakeless test)

Based on the sites locations, soil composition, existing grounding system design & the
measuring tools available, the suitable methods applicable is the fall-of-potential
method, as can be referred in Figure 1. Below are the step by step procedure for earth
resistance measurement using three-terminal test:

i) Test probe connection


- Drive the auxiliary earth spikes P and C into the ground deeply. They should be
aligned at an interval of 5 to 10 meters from the earthed equipment/ground pit to
be tested, as can be seen in Figure 1 above.
- Connect the green wire (E) to the earthed equipment under test, the yellow wire
to the auxiliary earth spike P and the red wire to the auxiliary earth spike C from
terminals E, P & C of the instrument in order.
- Make sure to stick the auxiliary earth spikes in the moist part of the soil. Give
enough water where the spike have to be stuck into the dry, stony or sandy part
of the earth so that it may become moist.
- In case of concrete, lay the auxiliary earth spike down and water it, or put a wet
dustcloth etc. on the spike when making measurement.

- The theory of earth resistance measurement is derive from formula R=V/I. To


obtain more accurate value of earth resistance, the distance between spike P
(potential) & spike C (current) should be taken into consideration. The earth
resistance coverage for spike P and C could overlap if the distance too close to
each other.
- To eliminate the possibilities of resistance coverage overlapping, during
measurement for each earthed equipment/ground pit, at least 3 point of
measurement should be done to get the average value of earth resistance
measured.
- The steps to take earth resistance reading with three-point measurement is as
below:
1. Connect the earth tester as in Figure 2 above. Record the first reading with
spike P at position Z1.
2. Change the position of spike P to about 6 meters to the left side from original
position Z1. Record the second reading at position Z2.
3. Change the position of spike P to about 6 meters to the right side from
original position Z1. Record the third reading at position Z3.
4. From the three value of resistance recorded, obtained the average value to
determine the actual value of earth resistance at the earthed
equipment/ground pit under test by using below formula:

ii) Earth Voltage Measurement


- Set the range switch to EARTH VOLTAGE position in the condition of test probe
connection before. Earth voltage will be indicated on the display.
- Make sure that the voltage is 10V or less. When the display reads more than 10V,
it may result in excessive errors in earth resistance measurement.
- To avoid this, make measurement after reducing the voltage by turning off the
power supply of the equipment under test etc.

iii) Precise Measurement


- Set the range to 2000Ω position and press the test button. LED remains
illuminated during testing.
- Turn the range switch to 200Ω and 20Ω when the earth resistance is low. This
indicated value is the earth resistance of the earthed equipment under test.
- If the auxiliary earth resistance of auxiliary earth spike C is too high to make
measurement, the display reads ˈ…ˈ. Recheck the connection of test leads and the
earth resistance of auxiliary earth spike.

1.6 RISK & SAFETY


a) Before commencing of work at each site, all workers will be brief off and to comply
with the site rules.
b) If required, a Permit to work shall be required from the related work station. Site
assessment shall be conducted to control the risk activity at work site.
c) There must be sufficient working space and clearance. No works shall be allowed
to continue if work area considered highly unsafe until the condition been
improved.
d) All necessary safety equipment and PPE shall always be worn at all time during
work.
e) Personnel Protective Equipment (PPE) to be worn in performing the works is as
follows:
i) Safety helmets
ii) Googles
iii) Safety boots
iv) Safety vest
v) Hand gloves
f) Weather condition must be considered seriously and stop work order enforced in
any weather condition which generates a hazardous condition.
g) In case of any injury or accident occurring during works the emergency contact
person as above shall be notified immediately for further actions.
