Abstract.

Legislative requirements become more stringent to encourageenvironmental protection organizations


to increase their concerns on environmentalissues. Thus, the organizations are increasingly their
concerned to achieve anddemonstrate the environmental performance with activities controlling of
the production or services and implementation of a waste management program. Awaste management
complex program can improve the organization's image,regarding to environmental protection, and can
produce a significant benefit tomaximum utilization of all resources.Waste management involves the
activities of collection, transport, utilizationand disposal of waste, including the supervision of these
operations and afterdisposal to ensure a managing and monitoring of the landfill.Management of waste
is a problem for each community. In accordance withcurrent legislative regulations, waste generators
are responsible for wastemanagement, according to the general principle of "polluter pays" or
inconcordance with the principle of "responsibility of producers".The waste management activities
should be carried out without affectshuman health or produce an environmental pollution.This paper
aims to present waste management activity implemented at the"Vasile Alecsandri" University of Bacau.

1. Introduction

The human society because of its demographic expansion stimulates the levelof economic growth but
also the demand of material consumption [1], namely thedevelopment of industrial, activity that
generates the large amounts of waste and thisquantity goes far beyond the environmental capacity to
be absorbed and neutralizethem [2, 3, 4, 5].In order to reduce the amount of waste, in the European
Union was approveda series laws, that are in general order to reduce the amount of waste generated
byeconomic and population [6]. The process of waste management is a continuousone, which takes
time and is adapt to new requirements and concerns the collection,transport, treatment, recovery and
disposal [7, 8, 9].The EU policy on the waste management emphasizes the importance of anintegrated
approach to waste management, which includes the construction of wastedisposal facilities with
preventive measures and recycling of waste production, inaccordance with the hierarchy of principles:
prevention of waste production and of hisnegative impact, recovery of waste through recycling, reuse
and final disposal ofwaste where there are no possibility of recovery [10, 11].Waste management
represents one of the important problems faced by theRomania in terms of environmental protection
[12].

European legislative framework on the waste management is the vast andcomplex, but when it was
transposed into the Romanian legislation was provided thetransitional period to achieve the required
results.The Romanian law relating to waste, harmonized with the European Union,has had a positive
impact in recent years, but are necessary, still, efforts to ensurethe comply with European standards
[10, 13].Responsibility for the waste management activities returns, in generally,generators, according
to the principle "the polluter pays" or as appropriate,producers, according to the principle of "producer
responsibility".

2. Implementatio

n of waste management at the „Vasile Alecsandri”

University of

Bacău
According to Law no. 132 from June 30, 2010 public institutions from Romaniaare obliged to make the
selective collection of waste generated by them. This lawwas designed in order to [14].

Increase the recycling and recovery of waste selectively collected;

Increase the information and awareness, as well as education of publicservants, employees and citizens
about the selective collection well as wastemanagement."Vasile Alecsandri" University of Bacau is a
public academic institution, withnonprofit character, with legal personality and accredited according to
the law, whichis part of the public higher education system from Romania [15].To achieve the
requirements of the Romanian legislation, respective theimplementation of the waste management
program, were made the following [16]

Analyze the situation and identified all types of waste taking into account thefield of activity of each
faculty, department, laboratory, and the existingservices within the university;

Has compiled a list of waste and was designed their collected mode;

Have been approximated the amounts of waste which will result from theeducational activities from
the student cafeteria, student hostels, but alsoauxiliary activities of the institution;

According to the amount of waste and location of the generating source havebeen identified storage
areas and the type of recipient or containercorresponding of that waste;
Depending on the type of waste generated was analyze how to disposal and/or recovery of their.To be
able implement the waste management system in our institution hasbeen taken the following
measures:

Drafting decisions for the internal for waste management;

Has been established the way of relating, analysis and control of wastemanagement implementation
plan;

Has been established way the immediate intervention in case of unforeseencircumstances;

Has been established the evaluating way of the results and was upgrading thewaste management plan.

According to the law 132/2010 the waste collection system of the "Vasile Alecsandri" University of
Bacau must satisfy the following [16]:a) Containers and receptacles used for the selective collection is
marked with thename of the substance / material which they are targeted;b) In each compartment
should be located three selective waste collectioncontainers. These will have, depending on the type of
waste collected, thefollowing colors: blue for paper and cardboard waste, yellow for scrap metaland
plastic and black / green for white / colored glass (Fig. 1.a);c) Containers should be located in an easily
accessible location;d) To the entrance to each campus should be a selective waste collection pointfor
visitors and provide informing them for that purpose, through illustrating thetypes of waste for each
container (Fig. 1.b);e) The containers from inside of the building belonging to the University will
beemptied according to the intensity of work / filling time by the personnelresponsible for the
cleaning;f) Marking of containers in colors respective can be made through painted byapplying adhesive
foil or other similar process, at least 20 % of the total visiblesurface;g) Colored markings must be durable
and visible so that make sure to identify thedestination of containers and selective collection of

to university campuses.To implement a waste management system in a public institution must takeinto
account the following aspects:a) How to collect the waste;b) Type of container selected;c) Achieving the
regular training of serviced personnel to achieve thecollection and storage of the waste;In the institution
are implemented following waste collection systems [16]:a) The primary pre-collection is carried out by:
Employees of the institution; each workspace has selective wastecollection containers, taking into
account their type;

Students and visitors; for these are located at each level of buildings threecontainers of 60 liters for
selective waste collection (Law 132/2010 art. 9),respectively (Fig. 1.a):
