This proposal is for establishing a dedicated SocMed Operations Group (SMOG)

which will target anti-admin opponents and boost pro-admin initiatives through social
media (in particular, Facebook).

I. OUR SERVICES

1. Assign two (2) senior and experienced Social Media Tactical Operatives to take the lead
on operations and be on call, under the direct supervision of the undersigned. For your
reference and contact requirements, they are:

2. Create a social media “war room” manned and monitored by a committed staff.

3. Oversee and monitor negative posts, and enlist social media accounts to counter these
through comments, counter-arguments, and/or troll behavior.

4. Populate/ amplify pro-admin initiatives via Facebook pages which aim to supplement
Mayor Belen Fernandez’ Facebook page, and provide engagement/ seeding protocols.

5. If necessary, provide a monthly report on the status of the operation and actions
executed by the team.

II. SERVICE FEES

Agency fees for the services outlined above are equivalent to the NET AMOUNT of One
Hundred Thousand Pesos (PhP 100,000.00) per month on a monthly retainer basis.
II. NON-DISCLOSURE AND CONFIDENTIALITY

At all times while this agreement is in force and after its expiration or termination,
Agents agrees to refrain from disclosing any and all material/s (whether transmitted
through written, electronic, or verbal channels) that Mayor Belen Fernandez, the
administration, and affiliates may consider confidential.

This includes, but is not limited to, trade secrets, expansion plans, legal proceedings,
partnerships, or undisclosed details regarding the administration. The Agency agrees to
take reasonable security measures to prevent accidental disclosure and industrial
espionage.

III. DURATION OF THE CONTRACT

The service contract will cover the period of September 10, 2018 to May 20, 2019.
Should both parties agree to extend this duration, a new contract shall be written
containing amended service and compensation terms of agreement. Should you
