MISSION STATEMENT

VISION STATEMENT

The City of Alhambra shall be the premier family-oriented and economically prosperous
community in the San Gabriel Valley.

Addressing the Council: Section 2.04.210 of the Alhambra Municipal Code establishes the procedures for
addressing the Council. Any person wishing to address the Council during the meeting must complete a Speaker
Request Card and submit it to the City Clerk.

When called upon by the Mayor, please step to the podium and give your name, address and organization or other
party you represent, if any, in an audible tone of voice for the record. Remarks are limited to 5 minutes.

All remarks shall be addressed to the Council as a body and not to any member thereof. No person, other than the
Council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a
member of the Council, without the permission of the Mayor. No question shall be asked a Councilperson except
through the Mayor.

Standards of Decorum: Any person making personal, impertinent or slanderous remarks or who shall become
boisterous while addressing the Council shall be forthwith, by the Mayor, barred from the meeting.

Enforcement of Decorum: The Chief of Police, or his designee, shall be Sergeant-at-Arms of the Council meetings.
The Sergeant-at-Arms shall carry out all orders and instructions given by the Mayor for the purpose of maintaining
order and decorum at the Council meeting.

Persons Authorized to be Within Rail: No person, except City officials, their representatives, and newspaper
reporters, shall be permitted within the rail in front of the Council Chamber without the express consent of the Council.

Agenda Tracking Numbers: All numbers listed in bold after the title of each Agenda item are City Clerk tracking
numbers that are used for filing and research purposes.

Government Code Section 36934 requires that all ordinances be read in full prior to City Council

CEREMONIAL

1. COMMENDATIONS: ANTHONY RODELA AND JAMES MORRELL – 2018 SPECIAL


OLYMPICS USA GAMES MEDAL WINNERS – F2M18-3

Mayor Maloney and the Alhambra City Council, on behalf of the citizens of Alhambra,
wish to commend and congratulate Anthony Rodela and James Morrell, players in the
Alhambra/Monterey Park AYSO VIP Division, who took their competitive spirit to new
heights this summer when they participated in the 2018 Special Olympics USA Games
in Seattle. As part of the 8-member Southern California Track and Field Team, Anthony
won bronze in the 100 Meter Run, captured silver in the 200 Meter Run and took silver in
the Long Jump while James earned medals in all four of his events; winning silver in
both the 100 and 400 Meter Run and bronze in the 200 Meter Run and Shot Put. The
City of Alhambra commends Anthony and James for demonstrating their outstanding
athletic skills against athletes from all over the United States and making their AYSO
soccer family and the community of Alhambra proud. Mayor Maloney will present the
commendations to Mr. Rodela and Mr. Morrell.

PUBLIC HEARING

2. AN ORDINANCE PROHIBITING CANNABIS RELATED COMMERCIAL LAND USES


AND RESTRICTING THE HOME CULTIVATION OF CANNABIS IN A MANNER
CONSISTENT WITH PROPOSITION 64 – F2M16-54, N2M18-100, O2M18-4742

This is the time and place set by Notice No. N2M18-100 for the City Council to hold a
public hearing to consider adoption of an ordinance amending Title 23 (Zoning) of the
Alhambra Municipal Code adding a new Chapter 23.87 prohibiting all commercial land
uses associated with recreational marijuana and restricting personal growth of marijuana
in a manner consistent with Proposition 64. The Amendments will add a new Section
23.87 to the Alhambra Municipal Code and accomplish the following, as summarized as
follows: Prohibit all land uses associated with recreational marijuana; establish
regulations for commercial cannabis deliveries within the City of Alhambra; and,
establish regulations for personal growth of marijuana in a manner consistent with
Proposition 64. In addition, the Amendment repeals Alhambra Municipal Code Section
23.04.526 (Definitions) and 23.85.010A relating to medical marijuana dispensaries. The
Planning Commission conducted a public hearing on August 20, 2018 and unanimously
approved a resolution recommending approval of the ordinance prohibiting cannabis
related commercial land uses and restricting the home cultivation of cannabis in a
manner consistent with Proposition 64.

Recommended Action: After receiving public testimony, the Mayor should close
the public hearing and the City Council should direct the City Attorney to introduce
and give first reading by title only, waiving further reading to the following ordinance
entitled:

Ordinance No. O2M18-4742: An Ordinance of the City Council of the


City of Alhambra, California, adding Chapter 23.87 of the Alhambra
Municipal Code, related to cannabis facilities, cultivation and deliveries,

and repealing AMC Sections 23.04.526 and 23.85.010A relating to
medical marijuana dispensaries

which ordinance will return for a second reading and adoption at the next Council
meeting

PRESENTATION

3. ALHAMBRA BEAUTIFUL AWARDS CONTEST – F2M2-93

For more than 30 years, the Alhambra Chamber of Commerce has sponsored the
Alhambra Beautiful Awards, recognizing both residential and commercial properties for
their contributions to keeping Alhambra beautiful. This year, the Chamber, in partnership
with the City of Alhambra and the San Gabriel Municipal Water District, has worked to
create awareness of attractive water-wise drought tolerant landscaping. Staff will present
a summary of this year’s Alhambra Beautiful Awards selection process and highlight
some of the winning homes and businesses who were honored at a ceremony held by
the Chamber, in conjunction with the City and the San Gabriel Municipal Water District,
on August 22, 2018.

Recommended Action: City Council receive and order filed the informational
presentation.

CONSENT AGENDA (Item Nos. 4 - 11)

All items listed under the Consent Agenda are considered by the City Council to be routine and
will be enacted by one motion unless a citizen or Council member requests otherwise; in which
case, the item will be removed for separate consideration.

4. ACCEPT GRANT: ALHAMBRA CIVIC CENTER LIBRARY – F2M18-17, M2M18-136

The Alhambra Civic Center Library applied for and received a $7,500 grant from
California State Library under its LSTA-funded California State Library Initiatives Book
Project which supports the purchasing of books of the Library’s collection in various topic
areas such as, but not limited to, library staff development, summer reading
programming, early literacy, life over 50, STEM (science, technology, engineering,
math), workforce development and veterans and their families. The grant funds will be
used for purchasing books in the areas allowed by the grant.

Recommended Action: City Council accept a $7,500 grant awarded by California


State Library to the Alhambra Civic Center Library for the purchase of materials
associated with the California State Library Initiatives Book Project. (M2M18-136)

5. ACCEPT DONATION: MISS HANNAH KIM – F2M18-12, M2M18-137

Staff requests that the City Council accept a gift of $550.00 from Miss Hannah Kim,
President of Happy Village Student Club, a non-profit youth volunteer program aiming to

share and help others for a happier community. Happy Village Student Club selected the
Alhambra Civic Center Library to receive profits from the sale of donated items at the
recent 626 Night Market event. The library will use the donated funds to purchase books
for the collection.

Recommended Action: City Council accept with gratitude the gift of $550.00 from
Miss Hannah Kim, President of Happy Village Student Club; instruct the Director of
Finance to amend the Library’s budget accordingly; and, direct the City Clerk to send a
copy of the resolution accepting the donation to Miss Kim. (M2M18-137)

6. CONTRACT AMENDMENT: 2018 USDA SUMMER FOOD SERVICE PROGRAM -


F2M6-60, C2M18-24, M2M18-138

At the May 14, 2018 City Council meeting, Unified Nutrimeals was awarded a
contract to provide the City with meals for the Summer Food Service Program. The
Parks and Recreation Department surpassed the estimated meals that would be served
to the youth, ages 1 through 18 years, by 8,000 lunches and snacks. Staff attributes the
increase in part by new summer programming such as the new Camp Alhambra
Program and increased activity at Almansor Park due to new amenities at the park. It is
recommended that the contract be amended by $26,546.49 to increase the contract from
$61,997.76 to $88,544.25, to pay for additional meals needed for the Summer Food
Service Program.

Recommended Action: City Council approve an amendment, subject to final


language approval by the City Manager and City Attorney, to the agreement with Unified
Nutrimeals (Contract No. C2M18-24), in the amount of $26,546.49 to pay for additional
meals needed for the Summer Food Service Program; and, direct staff to undertake the
steps necessary to finalize Council’s action. (M2M18-138)

7. NIB: ALMANSOR COURT LAKEVIEW ROOM HVAC PROJECT - F2M18-57, N2M18-

The Lakeview Room at Almansor Court has three air conditioning units, these units
have been failing over the past few months and repairs have not been effective. Having
a fully functional HVAC system is an operational necessity for the banquet facility. As
such, staff has rented temporary mobile air conditioning units to cool the room, though
this is only a short-term solution. For the long-term solution, staff recommends replacing
the three 15-ton HVAC units. Specifications and bid documentation have been
completed for the Almansor Court Lakeview Room HVAC Project. Bids are due no later
than 10:30 a.m. on September 20, 2018 in the office of the City Clerk.

Recommended Action: City Council authorize staff to circulate a Notice Inviting


Bids to prospective contractors for the Almansor Court Lakeview Room HVAC Project;
and, direct staff to undertake the steps necessary to finalize Council's action.

8. AWARD CONTRACT: PHOTOCOPY MACHINES FOR THE POLICE DEPARTMENT –

On June 25, 2018, the Police Department received authorization from the City Council to
solicit proposals for the lease of four photocopy machines for the Police Department.
Eight proposals were received from various vendors and three of the proposals were
determined to be in compliance with the City’s proposal specifications. The responsive
proposals were then reviewed by the Administrative Finance Manager, Information
Technology Manager and Information Technology staff. SoCal Office Technologies was
determined to be the lowest responsible proposal for the lease of the new photocopy
machines.

Recommended Action: City Council authorize the Chief of Police to enter into a
thirty-three month lease agreement, subject to final language approval by the City
Manager and City Attorney, with SoCal Office Technologies for the lease of four
photocopy machines to be used by the Police Department; and, direct staff to undertake
the steps necessary to finalize Council’s action. (M2M18-139)

9. AWARD CONTRACT: ST. GEORGE’S MEDICAL CLINIC – F2M18-58, C2M18-47,


M2M18-140

Staff requests that the City Council award a contract to St. George’s Medical Clinic to
provide employee medical evaluation services, fit-for-duty examinations, periodic
employee medical testing and immunizations, preventative services and occupational
health medical review services. All services provided by St. George’s Medical Clinic will
be performed on an as-needed basis. With the impressive reputation this provider is
known for within the surrounding city and county offices, staff is confident they will
provide the City with excellent service to meet patient care needs.

Recommended Action: City Council award a three-year contract with three one-
year renewal options, subject to final language approval by the City Manager and City
Attorney, to St. George’s Medical Clinic in an amount not to exceed $100,000 per year to
provide employee medical evaluation services, fit-for-duty examinations, periodic
employee medical testing and immunizations, preventative services and occupational
health medical review; and, direct staff to undertake the steps necessary to finalize
Council’s action. (M2M18-140)

10. PERSONNEL ACTIONS – F2M18-2

Recommended Action: City Council ratify the actions of the City Manager set forth
in that certain Personnel Actions document dated September 10, 2018, showing the
various appointments, classifications, salary changes, etc., since the last City Council
meeting.

11. DEMANDS - F2M18-1

Recommended Action: City Council approve as submitted Final Check List


(194360 thru 194480) in the amount of $413,805.55 for the period ending July 19, 2018;
Final Check List (194481 thru 194539) in the amount of $409,087.24 for the period
ending July 20, 2018; Final Check List (194641 thru 194750) in the amount of

$172,604.62 for the period ending July 27, 2018 and Schedules of Wire Transfers in the
amounts of $1,931,695.09, $353,881.06 and $1,595,821.66 for the weeks ending July 6,
2018, July 13, 2018 and July 20, 2018 respectively; Final Check List (194540 thru
194640) in the amount of $1,053,606.58 for the period ending July 26, 2018; and, Final
Check List (194809 thru 195022) in the amount of $323,842.59 for the period ending
August 3, 2018 and Schedules of Wire Transfers in the amounts of $282,689.69 and
$2,433,288.41 for the weeks ending July 27, 2018 and August 3, 2018 respectively.

ORDINANCE – FIRST READING

12. SPEED LIMIT REDUCTION – PALATINE DRIVE – F2M18-9, O2M18-4743

Staff requests that the City Council adopt an ordinance reducing the speed limit on
Palatine Drive to 15 mph. Transportation engineering staff conducted a study for the
reduction of the speed limit on Palatine Drive south of West Main Street. The concern is
that vehicles are speeding along Palatine Drive. Palatine Drive is considered a local
roadway per the City of Alhambra General Plan Map. Palatine Drive from West Main
Street to Stockbridge Avenue is approximately 18 to 20 feet in width with one lane in
each direction and no center line. Parking is permitted on one side of the roadway, with
the exception of street sweeping, which reduces the clearance width to approximately 10
to 12 feet. Land use along Palatine Drive at this location is single-family residential.
There is no sidewalk along Palatine Drive and several of the properties are built out to
the curb. After a careful review, staff has determined that the roadway of Palatine Drive
from West Main Street to Stockbridge Avenue would benefit from the reduction of the
speed limit from 25 mph to 15 mph. According to the CVC Section 22358.3, “Whenever
a local authority determines upon the basis of an engineering and traffic survey that the
prima facie speed limit of 25 miles per hour in a business or residence district or in a
public park on any street having a roadway not exceeding 25 feet in width, other than a
state highway, is more than is reasonable or safe, the local authority may, by ordinance
or resolution determine and declare a prima facie speed limit of 20 or 15 miles per hour,
whichever is found most appropriate and is reasonable and safe.”

Recommended Action: City Council direct the City Attorney to introduce and give
first reading by title only, waiving further reading to the following ordinance entitled:

Ordinance No. O2M18-4743: An Ordinance of the City Council of the


City of Alhambra, California, adding Section 11.08.084 of the Alhambra
Municipal Code, related to the establishment of a 15 miles per hour
speed limitation on certain City streets

which ordinance will return for a second reading and adoption at the next Council
meeting; and, direct staff to undertake the steps necessary to finalize Council’s action.
