Terms of Reference
Land Banking Analysis

I. Background Information

The Butuan City Trade, Industry and Investment Promotion Office was created last January 20,
2017 in order to pursue the City’s Mission in striving to achieve the community’s vision of a
vibrant, competitive, livable and sustainable city.

The office is primarily designed to accelerate the transformation of Butuan City into a dynamic
regional economic hub and gateway to the rest of the Caraga Region as it pursues “smart
growth ”, with the following specific organizational objectives: (1) To generate, retain and grow
local and foreign investments; (2) To provide investor assistance and other servicing needs; (3)
To provide a level playing field and at the same time ensure equitable benefit for both investors
and the city; (4) To support and promote the development of the city’s micro, small and
medium enterprises (MSMEs) in priority industries through assistance in marketing, finance,
productivity and efficiency; and (5) To develop and maintain a trade, industry and investment
information support system.

In pursuit of the foregoing, the Butuan City Trade, Industry and Investment Promotion Office is
discharged with the following major functions, to wit: (1) Trade and Investment Promotion and
Generation; (2) Investor Assistance and Servicing; and (3) Information Management and
Research Development.

II. Description of Requested Services

The potential service provider is requested to support the Butuan City Trade, Industry and
Investment Promotion Office by conducting a Land Banking Analysis. The Proposed activities
are as follows:

1. Research and Data Gathering

 Local Soil Analysis
 Identification of Lot Owners
 Site Visitation

2. Data Characterization
 Road Network
 Land Valuation
 Type of Ownership of Actual Occupants
 Land Clustering

3. Land Banking Database

 Guide for Local Legislation
 Guide for Farm to Market Roads
 Guide for potential Investor’s location
 Guide for City Trade and Investment Promotion Development Plan

III. Qualification

The Service Provider shall possess the following qualifications:

1. With extensive experience of at least 10 years on Land Banking Analysis

2. Accomplished a Land Banking study and Database, or other similarly related therewith.

IV. Eligibility Requirements

The Service Provider should submit the following documents:

1. Registration Certificate issued by SEC, DTI or CDA

2. Mayor’s/Business Permit issued by the City or Municipality
3. Professional License/Curriculum Vitae/Portfolio
4. PhilGEPS Registration Number
5. Income/Business Tax Return
6. List of prior similar completed contract and a certificate of acceptance/contract of
completion from the concerned contracting agency/organization
7. List of qualified personnel who can deliver the activities and other services as indicated
in this TOR.

V. Duration

The services shall be rendered within ______ month/(s) after awarding of contract, and shall be
effective for a period of ______ year/(s).

VI. Other Requirements

The service provider once engaged will be expected to work closely with the Butuan City Trade,
Industry and Investment Promotion Office before, during and after the implementation.

The documents submitted shall be kept in the BCTIIPO’s files.

VI. Fees

The total approved budget contract (ABC) for the service provided is P_________________.

The said amount shall be given to the winning bidder in tranches and upon completion
of the following:

 40% upon signing of the contract and submission of the initial plans
 60% upon completion of its required services and submission of Post Activity
Report

VII. Other Key Provisions

1. BCTIIPO shall assign a “PROJECT SUPERVISOR” and counterpart technical team to closely
work with the service provider;

2. BCTIIPO shall provide administrative support to the service provider including but not
limited to the provision of appropriate work station, access to computer, printing and
communication facilities, transportation, supplies and materials;
3. BCTIIPO shall document the outcome of the project;
4. BCTIIPO shall monitor the service provider’s activities and performance;
5. BCTIIPO shall provide a template of the Post Activity Report;
6. BCTIIPO shall facilitate and provide venue for meetings, as needed, with the service
provider and document the agreements thereto.

VIII. Amendments

Any amendments, modification or revision in whole or in part of this Agreement shall be

negotiated through a Meeting conducted solely for such purpose. The same shall be manifested
through a written notice at least thirty (30) days prior to the intended date of the dialogue.
