CDRRMO ADVISES BARANGAYS TO DECLOG CANALS, PREPARE FOR POSSIBLE STRONG
TYPHOON THIS WEEK
The City Disaster Risk Reduction Management Office (CDRRMO) urges residents and
barangay officials early Monday (September 10, 2018) to conduct declogging of canals
in preparation for possible flood brought by an approaching typhoon this week. Aside
from declogging, CDRRMO Chief Julie Ann Hipona also advises all residents to make
necessary measures to ensure safety of their houses especially those residing near the
coasts.
Residents are advised to tune in for weather updates via government online platforms,
radio and TV as well as to take the necessary preparations for the coming typhoon.

The City Disaster Risk Reduction and Management Office conducted briefing to all
punong barangays of the City which includes typhoon Ompong’s enter at PAR,
expected date of impact, possible effects. The office also highlights necessary
preparedness measures basing on Operation List that must be done. These measures are
also backed with memorandum given to barangays. Included also in the briefing is the
expected date of raising Alert Blue and Alert Red and the anticipated responses from
the barangays. Reporting schedule and content were also reiterated to the attendees.

 Convene your BDRRM Committee


• Know the total population at risk to landslide or flooding in your area
• Prepare and have an updated inventory of supplies especially those being used
at the evacuation center (hot meals)
• Check the availability and functionality of your transportation assets and
equipment
• Alert your Barangay Emergency Response team for possible rescue operation and
to assist in evacuation if needed
• Prepare your identified evacuation centers
• Disseminate warning information to the residents of your barangay
• Advise residents to fix their houses and anchor if necessary
• Conduct declogging of canals and pruning of trees
• Report promptly and religiously to the City Emergency Command Center on the
status of your area and for any untoward incidents.

As of 11AM namataan ang Typhoon Mangkhut 1,305 km East of Southern Luzon, ibig
sabihin hindi pa ito nakakapasok ng PAR. Ito ay inaasahang pumasok ng PAR
mamayang hapon (September 12) ngunit hindi pa ito direktang makakaapekto sa La
Union.
Tayo naman ay makakaranas ng kalat-kalat na pag-ulan o localized thunderstorms
mamayang hapon. Simula noong Lunes, ang ating CDRRMO ay nagsasagawa na ng
on-ground operations kasama ang iba’t-ibang barangay dito sa San Fernando
para #LagingHanda sa anumang sakuna.

SAN FERNANDO IN CODE BLUE, MAYOR DONG ACTIVATES ALL CITY DISASTER UNITS
On pre-Ompong briefing this afternoon (September 12), Mayor Dong Gualberto,
together with various representatives from the City government convened to discuss pre-
emptive measures the City is undertaking for Typhoon Ompong. The CDRRMC has
presented their manpower, equipment, and vehicles, as well as those coming from
different agencies, that are already on standby for the rescue and response operations.
Mayor Dong encourages everyone to secure their families and make sure that they
already have prepared survival kits for 2-3 days. He stressed the need for the public to
cooperate with all response teams as Typhoon Ompong has already entered the
Philippine Area of Responsibility and is predicted to intensify in the coming days. Pre-
emptive evacuation is advised as early as possible for residents located near coastal
areas and areas prone to flooding.

CLEARING OPERATIONS BEFORE TYPHOON HITS
CDRRMO in cooperation with the City Engineer's Office conducted its clearing
operations in preparation for typhoon Mangkhut (pre-Ompong) which is expected to
bring heavy rains in San Fernando starting this Friday.

SAN FERNANDO NOW IN CODE RED,
PRE EMPTIVE EVACUATION IS A MUST - MANONG DONG
Code Red has been raised in the City of San Fernando this morning, September 14, 2018.
All responders and volunteers coming from the City Government along with the PNP, BFP,
DOH, Philippine Coast Guard, and the youth are already activated for deployment in
various areas in the City.
Mayor Dong in his message this morning, expressed his gratitude to the volunteers present
in the meeting especially the youth. As a People's City and with the coordination and
spirit of volunteerism the City has, indeed "walang maiiwan, walang pababayaan." While
it is good that the City is already prepared for today's operations, he emphasized that
everyone should go about the operations with utmost care. He reiterated to secure
themselves, and their families.

#OmpongPH: To ensure maximum safety in the People’s City of San Fernando, Manong
Dong Gualberto has issued an Executive Order temporarily imposing ALCOHOL BAN.
The sale, distribution, and consumption of intoxicating beverages such as beer, liquors,
wines and the like are temporarily prohibited.
The City Police and all Punong Barangays are hereby deputized to take into custody
persons who are caught drinking intoxicating beverages and/or intoxicated until they
gain sobriety.
Any person who will sell and/or distribute intoxicating beverages shall result to the
revocation of his/her employment or business permit.

#WalangMaiiwan: PRE EMPTIVE EVACUEES
As of 7:10 PM, 256 families have been evacuated in 13 evacuation areas - Union Christian
College, Lingsat Elementary School, Nagyubuyuban Brgy. Hall, Poro Brgy. Hall, Poro Lying-
in, St. Jude Montessori, Catbangen Brgy. Hall, La Finn's Scholastica, Tanqui Day Care, San
Francisco Brgy. Hall, Santiago Sur Brgy. Hall, Canaoay Airport, Lingsat Brgy. Hall, - after the
City Government ordered preemptive evacuation as #OmpongPH nears Northern
Luzon.
Earlier today, Mayor Dong Gualberto together with PSupt. John Guiagui and employees
of the City Government visited various coastal barangays to request residents to
evacuate as early as possible for their own safety. Manong Dong also instructed
responders to transport senior citizens and persons with disability straight to the City Health
Office where they will be monitored and properly taken cared of.
The CDRRMC and different response teams continue to coordinate with the residents of
the City to make sure that everyone is situated in a safe place and is properly monitored.

#OmpongPH: Nakataas na ang STORM SURGE WARNING NO. 2 sa probinsya ng La Union.
Lahat ng 14 coastal barangays sa City of San Fernando inaabisuhan ng FORCED
EVACUATION.

#WalangMaiiwan: The spirit of volunteerism continues to flow amidst the effects of
typhoon Ompong in the People's City of San Fernando. Our volunteers unceasingly
prepare and pack relief goods as well hot meals for our 3,149 recorded evacuees as of
4:30 PM.

ZERO REPORTED CASUALTY AFTER FIRST 36-HRS #OmpongPHOPERATIONS


As of 6:28 PM today (September 15, 2018), the CDRRMC reported a total of 3,610
evacuees in 41 identified evacuation areas around the city.
The CDRRMC have successfully coordinated incident reports from the on-ground teams
and residents which they have been responded immediately. After 36 hours of non-stop
operations and through the continuous help and coordination of over 300 volunteers
coming from the local government unit, Philippine National Police, Army Reservists,
Bureau of Fire and Protection, Philippine Coast Guard, Department of Health, private
partners, youth, and other volunteers, the Command Center reported zero casualty and
injury.
Mayor Dong Gualberto along with other local government employees are constantly
visiting different evacuation areas to monitor conditions of the evacuees. Manong Dong
is committed to his priority of ensuring safety and comfort for the people of San Fernando
staying true to his statement, “Walang maiiwan, walang mapapabayaan.”

EVACUATION OPERATIONS on #OmpongPH: Various teams were deployed in the different


barangays to assist the residents to the nearest evacuation center last night (September
14) after instructions for forced evacuation has been ordered. A total of 3,729 individuals
have been evacuated to 41 evacuation centers as of 8:00 PM today, (September 15,
2018).
Pre-emptive evacuation is also underway for residents located in flood prone areas as
water level begins to rise in low-lying areas because of the continuous rains. Evacuated
individuals are advised not to leave the evacuation areas until the CDRRMC have
declared it safe to do so.
Meals, water and medical supplies are being delivered to all the evacuation areas as of
posting.
