The kits can transmit voltage and current values to the test object according to FT3 frame form of
IEC61850-9-1 or IEC61850-9-2. The detailed data output form will be instructed in followings.
1.1.1 IEC61850-9-1
The data frame of IEC61850-9-1 is shown in fig. 1-1. The number of ASDU (Application Service
Data Unit) will be changed as the number of relays’ sampling pints. Besides the length of APDU
(Application Protocol Data Unit) will be also changed as the number of ASDU. When there are
many ASDU, one byte can’t express the length of APDU. So the APDU length will be encoded
according to ASN.1 rules. In order to solve the problems of ASDU number, sampling rate and
channel settings, a configuration document is designed to configure these parameters. Each
ASDU has 12 data channels in which 7 channels are current, 5 channels are voltage.

In fig.1-3, the APDU data structure of IEC61850-9-2 is showing here. The definitions of channel
number and functions can be defined freely according to test object. Each channel consists of 8
bytes in which 4 bytes mean data and the others mean quality factor.

The kits support sampling report with FT3 form which is optical serial communication mode. Its data
definition is the same with IEC61850-9-1

Setting system parameters: Press “System Set”, it pops up the Fig.1.5. Before testing, select the
system parameter that need set according to the specified settings of test object. In the “Set
Comm.”, select the protocol as IEEC61850-9-1 or IEC61850-9-2 or IEC60044-7/8 or PWF (Low
Level Output). When the Ethernet is selected, the tester analog output channel is low level analog
output. In the low level output, set PT and CT ratio. When the PWF (IEC61850-9-2) is selected,
user should output the value once in order to meet the IEC61850-9-2 protocol. And the G1 (V, I) or
G2 (V’, I’) needs to be set. See it in Fig. 1-6.

Protocol parameter set: Press “IEC61850” in the main interface, it pops up the items showing in
Fig. 1-7. The tester’s sampling value output method should be set. The set items are listed in Table
1-2.

Press “Setup” in the main interface, and select “System & IEC” to open the configuration interface.
Select “Digital Output” in Type column and “IEC61850-9-1” in Protocol. See it in Fig. 1-8.
The following parameters should be set:
Sampling rate: It is the same with the test object. Generally it is 80.
No. of ASDU: It is the same with test object’s setting.
MAC (Dst. Address) :It is the same with test object’s setting. Or it is set as broadcast method
with default value FFFFFFFFFFFF.
MAC (Sou. Address) :Not set.
SCP:Secondary current transformer for protection. Generally the default value is 463.
SCM:Secondary current transformer for measurement. Generally the default value is 11585.
SC(3I0):Secondary current transformer for central. Generally the default value is 463.
SV:Secondary voltage transformer for phase-voltage. Generally the default value is 11585.
APPID:Application identifier. The value should keep the same with test object’s value.
LDName:Name of logical node. The value should keep the same with test object’s value.
VLAN ID, VLAN Priority: It should be set while connecting with switchers.
Status word 1, status 2: not set.
Output set:
1) The first group data (G1): Select terminal A or B or C.
2) The second group data (G2): Select terminal A or B or C.
3) The third group data (G3): Select terminal A or B or C.
4) GOOSE outputs from terminal C.

Press “Setup” in the main interface, and select “System & IEC” to open the configuration interface.
Select “Digital Output” in Type column and “IEC61850-9-1” in Protocol. See it in Fig. 1-9.
The sampling rate, ASDU number, svlD, APPID and MAC address (Dst.) should be set the same
with relay.
Syn: Generally select synchronization.
V Scale:1Bit stands for the voltage 0.01.
I Scale:1Bit stands for the current 0.001.
Output setting:
1) The first group sampling GOOSE: select terminal A or B or C.
2) The second group sampling GOOSE: select terminal A or B or C.
3) The third group sampling GOOSE: select terminal A or B or C.
4) GOOSE outputs from terminal C.
There are two methods to set IEC61850-9-2. They are manual set and automatic set.
Manual set: Users can set it according to the test object information.
Automatic set:
Press “import SCL file” (SCL, SCD and CID file can be imported.). According to the software
hints, users select the test object and related information. The sampling setting is automatically
finished. See the process in Fig. 1-10~1-12.

Press “IEC61850” in the main interface, and select “IEC60044-7/8” to open the configuration
interface. See it in Fig. 1-13.
The FT3 sampling configuration interface is similar to IEC61850-9-1 interface. The difference is
that FT3 interface needs the sampling rate and bps of test object. These values are the same with
those of test object.

In the system set interface, when the “PWF (Low Level Output)” is selected, the tester’s analog
output channel is low level output. After users configure the PT ratio, CT ratio, there are 12
channels of low level signal analogs. The detailed setting can be configured in software
“IEC61850-9-1/IEC60044”. See the channel configuration in 1.2.3.

GOOSE configuration includes GOOSE subscription and GOOSE publication. Click “IEC61850”
button in the main interface and select “GOOSE Subscription” or “GOOSE Publication” in the
configuration (showing in the figure 1-1). After entering into the testing interface, select “GOOSE
Subscription” or “GOOSE Publication” in the “Setting” menu (showing in the Fig. 1-14). In the
interface, the GOOSE Subscription (showing in the Fig.1-15) and GOOSE Publication (showing in
the Fig.1-16) can be set.

The tester has to subscribe GOOSE information when it receives the tested relays’ GOOSE signal.
The GOOSE can subscribe some information under the MAC address.
When subscribing, the following specifications have to be set: 1) GOOSE control reference; 2)
GOOSE ID; 3) Application ID;4) MAC Address, or only MAC Address is set to receive GOOSE
information.
Map GOOSE data such as the data for tripping signal to the “Binary Input” on the tester. When the
tester receives GOOSE information, the change of information status will be reflected on the
related binary input. The testing software will judge the operation status according to the binary
situation.
“Data SB.” means the sequence of the Dataset of the testing data. The number begins with figure
1.
GOOSE Subscription includes manual setting and auto setting.
Manual setting
If there are no setting documents of the tested relays, it needs manual setting.
1) Get GOOSE configuration information by capturing tool such as MMS ETHEREAL and
input it to the related configuration frame.
2) Map by GOOSE data and binary: Input “Data SB.”, put the cursor after binary and
left-click “Map”.
Automatic setting
Click “lead-in SCL document” in the GOOSE Subscription interface, open the tested relays’ SCL
(SCD, ICD, CID) setting documents. According to the software configuration interface, the
substation binary information can be subscribed, and the GOOSE information (GOOSE control
reference, GOOSE ID, Application ID, MAC Address) is set automatically. The operation is
executed according to software showing in the figures 1-17~1-20

The tester can also analog other intelligent device to publish GOOSE information. For
example, if it is going to test the reclosing time, the tester has to analog intelligent operation
box to publish GOOSE signal of circuit breaker to meet the reclosing requirements.
GOOSE information will be transmitted in substation by multicasting. When receiving
GOOSE information, it has to confirm if the GOOSE parameter is relative to the subscribed
parameter. The GOOSE parameter and GOOSE Data structures must comply with the
configuration of the relays.
There are six kinds of editable data in GOOSE publication data: BOOLEAN, Unsigned Integer,
UTCTime, BitString, Float and dual-position remote signal, shown in the table 1-3.

The two ways of getting GOOSE parameter and GOOSE Dataset structure:
1) Provided by protection device manufacture or substation.
2) Getting by capturing GOOSE document (These GOOSE message are sent by other
intelligent device. The device may be other protective device or intelligent operation box.)
In the GOOSE publication interface (Fig.1-16), click “lead-in SCL document” to open the
configuration documents of tested SCL (SCD, ICD, CID). Select the tested IED according to
software indication. The data system of GOOSE parameter and GOOSE Dataset are completed
automatically. The configuration process is shown in the Fig.1-21~1-24.

Manual setting
Manual setting includes manual setting GOOSE parameter and GOOSE publication data. We take
reclosing time as an example.
In order to get GOOSE configuration parameter and GOOSE Dataset, MMS Ethereal tool can be
used to get GOOSE message sent by intelligent operation box. If the GOOSE interface is
electricity interface such as RJ45, the wiring diagram is the Fig. 1-25. If it is fiber interface, the
wiring diagram is the Fig. 1-26. The captured GOOSE message is shown in Fig.1-27. It clearly
shows the GOOSE parameter and data system (16 BOOLEAN style data).

Analog intelligent operation box to send circuit breaker position signal (Suppose the breaker
is closed.)
It is known from the message of intelligent operation box that it sends out 16 BLOOEAN type
data, and the first data is the breaker position signal from the relay user manual (True means
that the breaker is closed. False means it is opened.) Other 15 signals also have specified
meaning. To be short, all of them are set as “False”. See the edited data in Fig. 1-29.
Analog other GOOSE information sent by IED
Suppose that the IED send out 5 data, in which the first two are BOOLEAN, the third is
integral number, the fourth is BitString type and the fifth is standard time, UTC time type.
Instruction of data edition: The first data is controlled by binary output 1 (variable name is
OUT1), and the value (0 or 1) is confirmed by binary output status (open or close). The
second, third and fourth data are set as True, 66, 110000 randomly. The fifth data is set as
UTCtime (the tester will send the current time of the system.) See the data in Figure 1-30.

The number of sampling channels and each channel can be configured freely.
Press “IEC61850” in the main interface and select “IEC61850-9-2” in the configuration items. The
interface is showing in figure 1-31. Select “Channel (G1, G2)(IEC61850-9-1/IEC60044)” showing

In the channel configuration of IEC61850-9-2, the channel number of G1 and G2 can select 4, 5, 6,
7, 8, 9, 10, 11 and 12 methods.
In the channel configuration of IEC61850-9-1/IEC60044, the channel number of SMV G1, SMV G2
and SMV G3 can insert any integer no more than 60.
Any method can be selected for each channel output value. There are 18 methods available
among 0, Ua, Ub, Uc, 3U0, Ua’, Ub’, Uc’, 3U0’, Uz, Ia, Ib, Ic, 3I0, Ia’, Ib’, Ic’ and 3I0’ showing in Fig.
1-33.
There are protection and measurement, two selections for IEC61850-9-1/IEC60044.

IEC file includes sampling configuration and GOOSE information. The sampling and GOOSE
information can be saved by saving IEC files. It saves time to import sampling and GOOSE
information. See it in Fig. 1-34.

The abnormal status can be simulated in tests such as QuickTest (6V, 6I) and State Sequence (6V,
6I) under SMV protocol.

Frame drop test: It is used to simulate sampling transmission for report drop. If it
simulates 3 frame drip per second, one frame stands for one report. If there are 4 ASDU
data in each report, it means 4 sampling data loss in one frame.
Data abnormal test: it simulates transformer fault and abnormal sampling values. The
abnormal voltage and current values can be set.
Serial number jump test: it simulates network time-delay. If the point is set as 5, the
normal sequence of transmission data SmpCnt is 1, 2, 3, 4, 5, 6, 7, 8, 9, 10. After adding
test, the sequence is 6, 7, 3, 4, 5, 6, 7, 8, 9, 10.
Serial number deviation: it simulates several MU out of step.
Out-of-step test: it simulates out of step during simulating MU process. It sets the
synchronization as out of step in sampling report which is available for only
IEC61850-9-2. Other format report doesn’t have synchronization symbol.
Quality test: it is the same as synchronization symbol. It sets quality point of sampling
report as available only IEC61850-9-2. Other format report doesn’t have quality symbol.
