THE MACR
Certainly, the murder of a Pio Duran
teacher by a 17-year old student, will likely
raise anew the call to lower the age of
criminal responsibility of children.
This is so because the elements to stoke
an outrage, like the fact that the victim is
a teacher and the culprit is a student, are
present in this case which the old people
used to describe as the reign of the “diyos
aki,” a metaphor for an overturn of authority.
In Congress, House Bill No. 2 has been
introduced to reduce the Minimum Age for
Criminal Responsibility (MACR) of children
from 15 to 9 years old. This in effect, restores
what R.A. 9344 or the Juvenile Justice Law
changed in 2016, i.e. seventy years after
the old Revised Penal Code pegged the age
threshold of criminal liability. The authors
argue that child offenders are “pampered,”
i.e. they get away from criminal liability
because of the age limit.
At the Senate, it is Senate President
Vicente Sotto III himself who is pushing for
the reduction.
Oppositors, however, say that the MACR
is a “shortsighted solution that will mostly
affect the children of the poor.”
This argument is propped by a Philippine
National Police report that juvenile crime
consist only 1.72% of the total crimes
committed in the country; and these are
mostly petty theft which are linked with
poverty.
The Philippine Association of
Pscyhologists in 2016 also said that “children

T-BILL RATES RISING: Treasury
bill rates went up across the board due
to strong demand from investors, ac-
cording to Bureau of Treasury. During
the latest auction, the BTr successfully
raised P4B from the sale of 91-day T-
Bills at an average rate of 4.404%.
This was 85.5 basis points higher than
the 3.549% last September. Total ten-
ders reached P6.086B higher than the
P4B offer size. The auction committee
capped the rate for 182-day T-bills,
bringing awarded bids to just P3.548B.
Despite this, the average interest
rate fetched by the securities still rose
by 47.8 basis points to 5.206% re-
corded in the previous auction. Lastly,
P6B worth of 364-day debt notes were
also successfully awarded at aver-
age rate of 5.883%, 23.5 basis points
higher than last week. Healthy demand
met the auction, with the total tenders
reaching P8.102 billion. Natl. Treasurer
Rosalia de Leon said they decided to
cut the accepted bids for 182-day T-
bills to temper interest rates. (Signs
are clear – the era of low interest rates
is now gone!).
MONEY LAUNDERING LAW: The
Philippines is at risk of being slapped
with sanctions if it fails the coming re-
view by the Financial Action Task Force
(FATF) of the country’s compliance with

standards. AMLC executive director
Mel George Racela said officials from
the Sydney-based Asia-Pacific Group
on Money Laundering (APGML) will be
in the country from Nov. 15 to 28, 2018

P0.32/liter VAT for a total of P2.97/
liter. For diesel, P2.50 was added as

tal of P2.80 / liter. Diesel used to be
free of VAT and excise tax.

oil, liquefied petroleum gas and auto

for children, given that they are in effect
“schools for crime.” Once, they are jailed,
children will be educated on the ways of the

If we follow Sotto et.al, we seem to be
pointing at a future where the Child becomes
the sacrificial lamb for the sins of the father.
Most of my work has been on
community-based training projects
for poor target groups and their
forgotten communities. The poverty
that I discovered is both material and
psychological from the eyes of the poor,
but it can be solved if only we would
do things “out of the box” – programme
assistance that are compatible to
their productive and management
capacities, programmes that are
anchored on their empowerment.

Contrary to theories the fruits of
development do not trickle down to
the rural communities. In the land of
the poor, macro-economic policies
simply do not apply. The re-distributive
theories of the free market economy
do not automatically work for the
larger mass of people in the villages
because of the absence of commercial
scales of production, distribution, and
consumption of goods and services
in the areas where they live. Surplus
production by the rural folks does not
result into increased incomes and
generation of savings. Whatever added
value is generated by their agricultural
activities, forest work, or seafaring
ventures, is being sucked by urban-
based middlemen and moneylenders
who make and keep the profit for
themselves leaving the poor in the
cycle of hard work and destitution.

In the rural areas, private investment
is non-existent as a result of very low
consumer demand and spending
capacity. Household needs are simple,
meager, and most of the times are
being satisfied only by customary
friendly and family sharing and
indigenous cooperative undertakings.
Livelihood and enterprise activities
are highly informal and seasonal.
Capital is generated internally through
traditional sources and social relations.
Government purchase subsidies do
not reach the rural communities.

Attempts to solve this have not
worked. The reason behind this
is the “System” – the presence of
a strong and closed structure of
ownership of financial capital and
market systems. This structure is
fortified by government rules and
regulations, and exacerbated by the
absence of political will that could
give more opportunities for the
poor to participate and to compete.
Development planners assumed
that the poor must, and can live
within such “System”. When it does
not happen the poor are blamed
for being poor in a society that
guarantees “freedom” in the pursuit
of one’s future – and so the poor
are considered burden to society
rather than as partners in national
development.

The three microfinance institutions (MFIs) of CARD Mutually Reinforcing Institutions (CARD

Learning is most effective when learners are given opportu-
nity to think, to evaluate and reason out (Killen, 2010). One has
to create these opportunities by employing appropriate teaching
strategies. These thoughts have already been familiar to me ever
since I can remember; however, they have been also become
recurring points for reflection to me as a teacher. It is a matter of
self-examination and that results in the ability to implement these
strategies in my classroom
Enough of reminiscing the past, and let me focus now on the
challenges at hand, the determining of teaching strategies that will
fit the attitude and behavior of the 21st century learners. A recent
study conducted by Brandt (1998) on Human Learning, found out
that people learn what is personally meaningful to them. This only
means that I have to make sure that the lesson that I conduct
everyday should be impactful and relevant to learners’. The same
study conducted, also found out that people learn when they ac-
cept challenging but achievable goals. A conduct of everyday
lesson that challenges the learners’ capabilities and their higher
order thinking skills (HOTS) is important then, At the same time, it
is important to allow them to reach their goals and achieve it with-
out so much obstacles and hindrances, and get them involved in
every part of the learning session. According to Brandt, learning is
developmental –novices typically approach learning tasks differ-
ently from those who know more the issue or the subject, a great
advantage since that I been in this career for a long time, knowing
more of how to execute and conduct activities related to the les-
son at hand. As a T.L.E. teacher, it is a must that after every les-
son/laboratory/workshop, I have to make sure that my students
participate in the activity or perform the task at hand to enhance
their skills and be able to use it with practicality. The same study
mentioned that individuals learn differently but, in general, people
construct new knowledge by building on their current knowledge.
Considering what I have learned in my psychology subjects be-
fore, we always have to consider the individual differences of
learners- that each one will learn in their own phase.
Human learning occurs through social interaction strategies.
Employing the principles of constructivism in every aspect of con-
ducting the lesson and performance tasks would make sure that
a much deeper learning will be instilled in my learners and make it
memorable and long lasting. Human learning is strengthened by
a positive emotional climate. Teaching 21st century learners who
are bothered by the issues of economic changes be it financial or
demographic, a teacher must be able to adjust in every situation.
This means we need to be observant, checking on the current
mood or behavior of our learners. It also means that projecting a
positive outlook and pleasant countenance for a joyous learning
to take place is also important.
Lastly, the best thing to do is making the place of learning more
conducive. The teacher needs to attend to the physical, social and
psychological aspects of learning context. A well-planned lesson
and activity everyday will ensure that optimum learning potential
is achieved. A great learning environment helps achieve the goals
of providing equitable and quality education to everyone.
How can we ensure students’ learning? How will you attain stu-
dents’ optimum potential? What are the things we must consider
when selecting teaching strategy/ies to be used in our classroom?
Several activities and assessment were employed by teach-
ers to determine the level of performance of learners. However,
assessment will not be the sole determining factor to obtain the
result of your daily conduct of lesson/lectures. 21st century learn-
ing requires a more comprehensive use of several learning facul-
ties to enhance learners’ higher order thinking skills. As a teacher I
need to see to it that learners under my care will get the full benefit
of the quality education, that they are prepared for their future
endeavors, be it for college, for employment, or entrepreneurship.
Activities that will tap the multiple intelligences of learners and will
also give us a clue on what particular strategy will be suited for
a learner. Several factors will have to be considered to attain
learner’s optimum potentials.
Being a 21st century educator demands a lot from us, teach-
ers. Planning lessons is not ast easy as it may seem if we want
all our learners to be at their best and be successful and at the
same time ensuring that no learners will be left behind. As a 21st
century educator I should always look forward to what the future
would hold for our learners, what career opportunities would there
be for our students once they leave the classroom. It requires
advocating towards critical thinking and developing higher order
thinking skills to get learners ready for every opportunity and chal-
lenge they may face in life as they join the workforce, continue to
college, or become entrepreneurs.
In this modern times our students are expected to have mas-
tery of a new set of skills such as problem solving skills, critical
thinking skills and technological skills. What will be the best strat-
egy to use for these learners to acquire skills and prepare them
for the future. Indeed, a daunting task for educators is to identify
the strengths and weaknesses of each learner. Nevertheless, if
you put heart and passion in honing the skills and looking forward
to a rewarding future for the learners, all the time and effort spent
will pay off. Knowing that we become part of reaching and achiev-
ing their dreams of becoming a successful is a reward.
All I can say is that a 21st century educator educating a 21st
century learner must be prepared all the time to employ a suit-
able teaching strategy to achieve the objective and the goal of
preparing learners for a successful career and life in the future.
It reminds us educators, to never forget the first reason why we
love teaching and make sure that we always have that passion
that never fades even if we are faced with great challenges. I am
a proud teacher and educator who will keep the fire burning for
the success of my students.

Gospel: Mk 10:17-30
Just as Jesus was setting out on his journey again, a man ran up,
knelt before him and asked, “Good Master, what must I do to have
eternal life?” Jesus answered, “Why do you call me good? No one is
good but God alone. You know the commandments: Do not kill; do not
commit adultery; do not steal; do not bear false witness; do not cheat;
honor your father and mother.” The man replied, “I have obeyed all these
commandments since my childhood.” Then Jesus looked steadily at him
and loved him; and he said, “For you, one thing is lacking. Go, sell what
you have, and give the money to the poor; and you will have riches in
heaven. Then, come, and follow me.” On hearing these words, his face
fell and he went away sorrowful, for he was a man of great wealth. How
hard for the rich to discover the kingdom! Jesus looked around and said
to his disciples, “How hard it is for those who have riches to enter the
kingdom of God!” The disciples were shocked at these words, but Jesus
insisted, “Children, how hard it is to enter the kingdom of God! It is easier
for a camel to go through the eye of the needle than for one who is rich
to enter the kingdom of God.” They were more astonished than ever and
wondered, “Who, then, can be saved?” Jesus looked steadily at them
and said, “For human beings it is impossible, but not for God; all things
are possible with God.” Peter spoke up and said, “We have given up
everything to follow you.” Jesus answered, “Truly, there is no one who
has left house, or brothers or sisters, or father or mother, or children, or
lands, for my sake, and for the gospel, who will not receive his reward.
I say to you: even in the midst of persecution, he will receive a hundred
times as many houses, brothers, sisters, mothers, children, and lands
in the present time; and, in the world to come, eternal life.
Lectio Divina
Read: The one gift we must ask God for is wisdom: the grace to
understand. The good, young man who wanted to inherit eternal life, is
asked to give up everything he has and follow Christ. The word of God,
the two-edged sword, can pierce our inner selves and reveal the stuff
we are made of.
Reflect: The rich young man started off poorly: His question to Jesus
had an inherent contradiction: “What must I do to inherit eternal life?”
One does not do anything to inherit anything; one just needs to be, for
meriting inheritance. My inheriting my parental property is not predicated
on what I do, but who I am in relation to my parents. In other words, the
only requirement for me to inherit my parental property is that I simply be
their child. If the rich young man knew who he truly was, he didn’t have
to worry about eternal life – he would know it is his for the taking. And
once he knew his inheritance, it would have been easier for him to let
go of everything and just be with Christ. However, he is not alone in this
misunderstanding; many human beings lack the wisdom of inheritance.

Queen Pineapple upgrade underway

DAET, Cam. Norte –
Pineapple, like banana and
mango, is a major fruit ex-
port commodity of the Phil-
ippines both in fresh and
processed forms. It has im-
mense export potential. A
study in India reported that
about 97% of the world
output is utilized by the
processing industry. Next
to peaches, pineapple is the
most important among the
canned fruits.
With these scenario, the
pineapple industry in Ca-
marines Norte could have
been a sunshine industry for
the 1,416 farmers who grow
pineapple in a total of 2,505
hectares in some of the mu-
nicipalities of the province.
But this is not the case now.
Loreto Ilan, 54 years
old, is a pineapple grower
from Lugi, Labo, Camarines
Norte. He started in pineap-
ple production 12 years ago.
At present, he maintains 3
hectares coconut and a sepa-
rate 2 hectares of pineapple
plantation with 65,000 suck-
ers planted at a distance of 12
inches per plant and 24 inch-
es between rows. He planted
the pineapples in an open
field as experience taught
him that the more sunlight
that penetrates the plant, the
sweeter the fruit gets. After
10 months, the pineapples are
ready for harvest. But even at
the start of planting, Loreto
has already made an agree-
ment with a middleman or
trader who will buy all the
harvest regardless of the sizes
of the fruits in a straight buy-
ing scheme or “all in”. In this
scheme, the trader dictates
the price and the farmer, in
a haste to earn a lump sum
money in just one day, re-
mains at the losing end.
This scheme also results
to smaller pineapple fruits
as the farmers are cutting on
the recommended rate and
frequency of fertilizer appli-
cation to save on production
cost. Despite the efforts of
the farmers to enhance their
yield, the agreed price dic-
tated by the traders prevails.
This dilemma of the pine-

The draft also proposed
that there will be accredited

cordance DTI baseline price
or based on prevailing prices
as monitored by DA. The
proposed grading for Queen
Pineapple in the ordinance
will also be adopted by the
Bureau of Agriculture and
Fisheries Standards (BAFS)
in the finalization of the Ex-
planatory Brochure on Queen
Pineapple.
The enactment and ap-
proval of this ordinance will
ensure the implementation of
grading standards for pineap-
ple set by BAFS through the
PNS and will also safeguard
the welfare of the farmers as
well as the future of the entire
pineapple industry.
Aside from research and
technical assistance to pine-
apple farmers, the DA Bicol
has continued to pour differ-
ent interventions to free the
farmers from being hostage
of the traders. The P15 M
fund from the DA Philippine
Rural Development Project
(PRDP) for the Cam. Norte
Pineapple Trading and Pro-
cessing Project with the Labo
Progressive Multipurpose
Coop (LPMPC) as propo-
nent, will help the province
regain its place in the global
export arena.
Loreto is the president
of the Pineapple Growers in
their barangay and also Vice
President of the Federation
of Pineapple Growers in the
province. Their barangay
association has recently re-
ceived 120,000 pineapple
suckers from the DA High
Value Crops Development
Program.

The renewed commitment
will benefit at least 20,000

enterprises (MSMEs) na-
tionwide with an alternative
source of funding that is ac-
cessible and made available
for them.
Since 2017, CARD, Inc.
has been a partner of DTI
in strengthening the access
of market vendors and agri-
business owners to the P3
program. As of August 2018,
CARD, Inc. is supporting
more than 39,000 MSMEs
under the program.
“With this initiative, more
aspiring entrepreneurs will
be given the chance to estab-
lish their own business with-
out lending capital from loan
sharks or agencies with 5-6

tickets last week in random
roadside vehicle emission
inspections conducted by
Anti-Smoke Belching Unit
(ASBU) personnel.

the decrease in the penalized
smoke belching automobiles
was observed after ASBU
checked its record that cov-

experience as key player in
the business and tourism in-
dustry and his commitment
to work for the environment
are his strong points which
he thinks would contribute to
crafting local programs and
bills that would improve the
quality of lives of his constit-
uents. In fact, when Magtuto
started to build the Tugawe
Cove Resort in Caramoan,
seven years ago, he imme-
diately sought the support
of the Reefs for Life, an in-
ternational/non-government
organization that seeks the
protection and development
of marine life particularly the
coral sanctauries. The Cara-
moan situation was difficult
and challenging but Magtuto
did not easily give up on his
fellow Caramoanons. He em-
ployed most of the fishermen
and farmers in the areas as
boatmen and tourist guides

long run, despite the odds and
difficulties, the results are fa-
vorable because for Magtuto,
all pro-environment policies
are pro-people. In Caramoan
today, one sees the faster re-
sult in the restoration of the
coral reefs as they are em-
ploying the latest available
technology that can hasten
the regeneration of these fish
and marine sanctuaries. Mag-
tuto believes that this best
practice can be replicated in
the whole archipelago where
majority of our corals are un-
der threat.
With a template for good
governance and participatory
representation and sustain-
able environment-friendly
projects for agriculture and
livelihood and total reforms
in the district, Magtuto be-
lieves that his leadership will
signal a new beginning in the
Partido.
