HOW TO APPLY:
A. Create an online account by doing the following steps:
1) Go to www.philhazwastetracksys.com

2) Click HW Generator Registration.

3) Provide a company e-mail address and a password with maximum length of 8
characters.
4) After clicking register, you’ll receive a confirmation letter from the system. Log-in
to the e-mail address you registered and click the link provided.
5) Completely fill-up the form by taking note of the following:

Payment OR#

 For New Registrants : Encode any number

Ex. 1234567 (as temporary OR#)

 For Amendment/Re-registration : Encode your old HWG ID No.

Ex. 13-75-0258

- Add each type of hazardous waste generated.
- Unit for total volume of generation is ton/year.
- In Current Waste Management Practice, discuss how the management
handles the hazwaste from its source to its storage (type of container)
and its proper disposal (DENR registered transporter & TSD facility).
Upload/attach the following documents in pdf format:
- Copy of approved PCO accreditation certificate
- Copy of Environmental Compliance Certificate (ECC) or Certificate of
Non-Coverage (CNC)
- Waste Management Plan (narrative in form; include all hazwastes
identified in HW profile , its storage and disposal method; with sign of
PCO)
- Flow Diagram of Waste Stream (diagram in form; include all hazwastes
identified in HW profile, its storage and disposal method; with sign of
PCO)
6) After completely filling up the Registration form, click SAVE AND SUBMIT. Call
our Office at 931-2397/931-1834 to verify if the online account is successfully
submitted. Once the evaluator assessed your online registration, take note of the
corrections if needed and re-submit your application.
7) You may now print out two (2) copies of your online registration and proceed to
the Hazwaste Unit of Clearance and Permitting Division (EMB-NCR) for issuance
of pre-evaluation sheet before proceeding to the Accounting & Cashier for the
payment.
8) Payment of Fees
For re-registration (Old Hazardous Waste Generator with no additional
hazardous waste generated / no change in name): No payment will be
charged. Note that for change in address, it is considered as a new registrant
(HWG-ID is site-specific).
For new registrants/amendment: An Official Receipt (OR) of Payment will be
given. The breakdown of Fees are as follows:
 Php 1,000.00 – for new registrants/ for amendment
 Php 15.00 – Doc. Stamp Tax
9) Once the valid OR of payment is issued, you may now replace the temporary
payment OR in your online account (for new registrants) with the issued
payment OR for Php 1000.
10) After updating your online account, kindly notify our office at 931-2397/931-
1834/931-2954.

E. Reactive Chemical Wastes
Oxidizing Agents Includes all wastes that are known to contain oxidizing E501

- It forms potentially explosive mixtures with water
- When mixed with water, it generates toxic gases,
vapour or fumes in a quantity sufficient to present
a danger to human health
It is a cyanide (CN) or sulphide (S) bearing wastes, which
when exposed to pH conditions between 2 and 12.5 can
generate toxic gases, vapours and fumes in a quantity
that poses a danger to human health
Reducing agents Includes all wastes that are known to contain reducing E502
agents in concentration that cause the waste to exhibit
any of the following properties:
- It is normally unstable and readily undergoes
violent change without detonating
- It reacts violently with water
- It forms potentially explosive mixtures with water
- When mixed with water, it generates toxic gases,
vapour or fumes in a quantity sufficient to present
a danger to human health
It is a cyanide (CN) or sulphide (S) bearing wastes, which
when exposed to pH conditions between 2 and 12.5 can
generate toxic gases, vapours and fumes in a quantity
that poses a danger to human health
Explosive and It includes all wastes that are 1) capable of detonation or E503

Persistent Organic Waste listed in the Stockholm Convention on POPs such M505

wastes heptachlor, hexachlorobenzene, mirex, toxaphene, and
dichlorodiphenyl trichloroethane (DDT).

Polychlorinated Biphenyl (PCB) wastes are categorized

as L404 and excluded from this sub-category.
Waste electrical Include all waste electrical and electronic equipment that M506
and electronic contain hazardous components such as lead, cadmium,
equipment (WEEE) mercury, hexavalent chromium, polybrominated biphenyls
(PBBs) and polybrominated diphenyl ethers (PBDEs) that
includes its peripherals I.e., ink cartridges, toners, etc.
Special Wastes Household hazardous wastes such as paints, thinners, M507
household batteries, lead-acid batteries, spray canisters
and the like that are consolidated by Material and
Recovery Facilities (MRFs).

These include wastes from residential and commercial

sources that comprise of consumer electronics, white
goods (i.e. refrigerators, washing machines, air
conditioners, etc.) batteries, oil and busted lamps.

*TCLP limits for arsenic, barium, cadmium, chromium, fluoride, lead, mercury and selenium
are correlated with the 2007 Philippine National Standards for Drinking Water.
Should there be other wastes not listed in both tables, the result of toxicity characteristics
leaching procedures (TCLP) shall be used in determining the said wastes are hazardous and
covered by this Procedural Manual.
