A Waste Incineration at The Heart of Shibuya City

Shibuya Incineration Plant is located at 1-35-1, East Shibuya, Tokyo, the heart of Shibuya city. This
plant is surrounded by houses and business area including shops, high building, and crowd of people. This
plant is operated by Clean Authority of TOKYO 23cities. It is a special local entity of municipal level which
responsible for intermediate treatment of municipal solid waste (MSW) in 23 cities of Tokyo. The flow of
MSW in 23 cities of Tokyo consists of the first step is Collection, transport and resource recovery, the
second is intermediate treatment of MSW and the third is final disposal which is done by Tokyo
Metropolitan Government (TMG). The first step is performed by 23 cities itself by setting the collection
days, areas and transporting depending on the kind of waste. The waste is classified into 4 categories:
combustible waste, incombustible waste, large-sized waste and resources. The waste collection and
treatment in 23 cities are free for household waste but for large-sized and business waste are charged. The
Clean Authority of TOKYO 23cities has 21 incineration plants within 23 cities, 2 incombustible waste
processing centers and 1 pulverization processing plant for large-sized waste.
Shibuya Incineration Plant is one of the 21 plants possessed by The Clean Authority of TOKYO
23cities. It was built from 1st April 1998 until 31th July 2001 and cost approximately 13.3 billion yen. This
plant capacity is about 200 tons/day. The main equipment consists of five parts, the first is incinerator which
uses continuous combustion type with fluidized-bed incinerator with 200 tons/day in one furnace, the second
is waste heat boiler which uses natural combined forced circulation type with water tube boiler with super
heater whose steam capacity is about 31 tons/hour, steam pressure is about 4.02 MPa and temperature is
about 400 C, the third is anti-pollution facilities with bag filter with exhaust gas temperature around 150
C, scrubbing reactor, wet caustic soda scrubbing method, selective catalytic reacting tower with exhaust gas
temperature is approximately 200 C, the fourth is water treatment with 2-stage condense precipitation and
filtering method whose capacity is about 140 m3 /day and the last is heat utilization facilities with steam
turbine generator whose type is bleeder condensing turbine and steam flow is around 23.1 tons/hour and
pressure is around 3.82 MPa with the generated output of electricity is around 4,200 kW.
The process of incinerating waste from waste truck until byproducts can be explained as follows: the
truck which brings the waste is weighted on the truck scale and then the truck will go to platform where the
waste bunker door is located and the waste is dumped into the bunker through this door. Inside waste
bunker, the waste is temporarily stored and mixed using big crane. After the waste is mixed enough, then it
is sent to the incinerator via waste hopper and feeder. Inside the incinerator, the waste is burnt at temperature
over 800 C. The incinerator type is fluidized-bed means using sand which is put into the incinerator and
heated then the air is blown from the beneath into the incinerator. This hot sand will burn completely the
waste. This combustion will produce a big amount of heat and this heat will be utilized to boil the water
inside the boiler system to produce hot steam. This steam is used to rotate the steam turbine to produce
electricity. The exhaust gas of incinerator then is flown into cooling tower to prevent re-composition of
dioxins. After that it will enter the bag filter where soot, dust, dioxins, sulfur oxides, hydrogen chlorides and
mercury are removed. The next step is gas scrubber where the remaining hydrogen chlorides, sulfur oxides
and mercury will be removed. The next is catalyst reaction tower where remaining dioxins and nitrogen
oxides will be decomposed by using catalysts. Finally the exhaust that is free of toxic substances and bad
odors is released into air. The liquid byproduct from the incinerator and gas scrubber is flown into the waste
water treatment where solids and heavy metals contained by the water are removed to be below standard
value and the released into sewer. For the solid byproducts which consist of non-combustible and bottom
ash are treated differently. The non-combustible byproduct is sent to the incombustible waste processing and
the bottom ash is either sent to landfill or changed to slag by melting and this slag can be used for beneficial
purposes like road materials. All the process is monitored 24 hours/day by using computerized system in
central control room.
In addition, 23 cities in Tokyo Metropolitan area is also promoting 3R movement which consists of
Reduce, Reuse and Recycle. They promote this movement where ever you are (at home, at the store
company, and in the city). Reduce by reduction of waste, reuse by re-using of the used things and recycle by
re-cycling the used thing as different resources and for different purposes.
From my experience, the Shibuya Incineration Plant success to keep the environment clean and keep
the harmony with the crowd of Shibuya city.
