1. PROJECT INTRODUCTION

Nigerian Petroleum Development Company Limited (NPDC), a subsidiary of NNPC, has a


requirement for the rehabilitation of FPSO Mystras Metering System in Okono Field, OML 119 Block

The FPSO Mystras metering system is meant to be used during crude offload. The selected
contractor will successfully carry out the engineering, procurement, repair and installation of the
Metering System along with all fabrication, analysis, configurations and integration.

This quotation covers the minimum requirements for the design, engineering, fabrication, testing,
and delivery, as well as support for training, installation, and commissioning of the rehabilitation of
Mystras FPSO crude oil metering system, the sampling system system and the associated Metering
Control System. The quotation is made on our best judgement of the actual condition of the
metering system by studying the project requirements. All parts will be delivered fully assembled,
safe, complete and operable with all the necessary mechanical, electrical and instrumentation
components and devices ready to be interfaced / connected to the relevant piping, electrical and
instrumentation services.

Part of ODS Scope of Supply are also the following:

• Carry out lubrication, cleaning, painting and greasing of the valves, strainers, drain-vent
assemblies and other corroded parts of the system, or supply of new valves;
• Replace the drain-vent assemblies, gaskets, filters, turbine meters, flow conditioners and
baskets for strainers;
• The sample analysers, electric actuators and faulty valves (e.g. prover outlet valve, 4-way valve
and thermal relief valves, etc);
• Add pressure gauge to the relief assembly and recalibrate all healthy transmitters;
• Replace all faulty transmitters, flange bolts and gaskets;
• Full overhaul and recalibration of the prover loop;
• Replace the metering control system and supply necessary parts for the restoration of the
metering system;
• Conduct additional works and maintenance repairs on all damaged parts of the metering
system;
• Carry out every other pre-commissioning check as required by good engineering practice prior
to the commissioning of the unit;
• Carry out the final commissioning of the Metering System.

3.4. ODS Flow calibration facilities

For re-calibration of Custody Transfer Flow Meters (gas and liquids) we offer complete calibration
services worldwide. Under the supervision of ODS Calibration Services, flow meters of many
customers are calibrated in national and international testing laboratories. Beside flow meter
calibrations, ODS Metering Systems performs calibrations of provers with our own waterdraw,
master meter and/or gravimetrical calibration equipment in association with NMi or other NOBO
and fully traceable to international acceptable standards.

ODS Metering Systems owns and operates stationary calibration facilities and a mobile prover
certified by NMi (Dutch Institute for Measurement and Weights). These facilities are used to
calibrate process and custody transfer flow meters of any make and model on water or oil. Our
installations are traceable to international standards.

ODS Metering Systems performs calibrations of provers with our own water draw, master meter
and/or gravimetrical calibration equipment in association with NMi and traceable to international
acceptable standards.

4.3. Nigerian DPR Regulations

Within Nigeria the Department of Petroleum Resources (DPR) is the governmental institute
certifying the Leased Automated Custody Transfer (LACT) metering systems as described in this
proposal. Prior to start of operation, any LACT system must obtain a final release note from DPR.

To obtain the release note, the guidelines as stipulated in the attached “PROCEDURE GUIDE FOR
THE DETERMINATION OF THE QUANTITY AND QUALITY OF CRUQE OIL AND PETROLEUM
PRODUCTS” must be followed during the engineering, construction and commissioning of the LACT
system. As this document is outdated and a newer version is about to be released, some deviations
can be taken. Due to the recent (even up to now) projects executed by ODS in compliance with
these regulations we are well aware of these specific “updated” requirements that can be followed.
For these deviations however special wavers must be obtained by the actual Licensee of the FSO
(CLIENT), ODS will assist contractor and CLIENT with this process in providing the supporting
documentation.

Furthermore ODS will issue a complete manufacturing file in which the critical documents for DPR
approval have been included, this file does include as a minimum the following documents:

• GA drawings of the system;


• P&ID drawings of the metering system and the sampling and analyser systems;
• System Block Diagrams;
• Uncertainty calculations of the complete system;

• Calibration certificates of all fiscal related components;


• FAT and SAT procedures;
• Certificates of the various components related to fiscal computation and measurement.

The above referenced experiences and engineering requirements have been included in the current
proposal. Furthermore the DPR regulations have a specific impact on the following critical items:

• Selection of the flow meter principles in combination with the skid lay-out and process
conditions;
• Determination of the prover type, the prover sizing and the prover calibration routines;
• Witnessing of the calibration of the flow meters and proving systems at the original
components manufacturing location;
• The design and location of the sampling systems;
• The fiscal computation of the batch offload.

To guide these kind of applications, ODS Metering Systems has an excellent working relationship
with DPR, which is further supported by the Nigerian representative of ODS within Nigeria. If ODS is
selected as your supplier this network will be available for your further support.

4.4. Classification Society

This quotation does currently not include the requirements of a classification society (CS). Cost for
inspection by a CS are on reimbursable base against actual cost. Since applicability of a CS may have
impact on the design and material selection, ODS can only advise cost upon selection of the CS.

5. PROJECT APPROACH

The project will be executed by ODS Metering systems B.V. The metering package will be built as per
ISO 9001 guidelines and in compliance with the applicable standards and project specifications.

ODS proposes a design in line with the international codes and standards and the local regulations. We
have built many systems for similar applications and thus take full responsibility for its performance.

After delivery and installation of the goods, first line support for commissioning and start-up services in
Nigeria can be offered locally, if preferred. This will be beneficial in terms of cost and time. Our local
engineers are used to the applicable international standards and local regulations.

6. REHABILITATION OF METERING SYSTEM

6.2. Metering System

On Mystras FPSO there is an existing offloading metering skid that will be refurbished in order to
comply with DPR regulations. The system will be revamped for flow measurement of offloading with
permissible expanded uncertainty for metering system as per OIML R117 Class 0.3.

The system consists of four 12” custody transfer flow meters in a 4 x 33% configuration, three duty
meters and a standby meter. The streams further consist of 16” inlet gate valves, 16” strainers with
DPT’s, 12” flow conditioner, temperature/pressure transmitters, 16” flow balancing valves and 16”
prover diversion/outlet DBB plug valves.

For the metering system the following items will be supplied brand new:

• Four 12” meter streams complete with upstream section, flow conditioner, flow meter and
outlet section;
• Five 16” manual gate valves;
• Four 24” strainer baskets;
• Eight 16” motor operated DBB plug valves;
• Thermal relief valves;
• All transmitters and gauges;
• All small valves: drain, vent and instrument isolation valves.

We assume that all other items such as,: strainer housing, balancing valve and interconnecting piping
can be re-used.

6.3. Prover System

To calibrate the custody transfer turbine meters on the FPSO the custody transfer offloading metering
skid has a ball prover. This prover facilitates automatic flow meter calibration in accordance with API
and DPR Standards.

For the prover system the following items will be supplied brand new:

• 16” four way plug valve;


• 30” prover sphere;
• Four detector switches with highest repeatability;
• Thermal relief valve;
• All transmitters and gauges;
• All small valves: drain, vent and instrument isolation valves.

The complete prover piping will be cleaned and recoated, both internally as internally. After the
overhaul, the system will be calibrated in accordance with the waterdraw method.

We assume that the following items can be re-used: prover piping, quick release cover and sphere
catcher.

6.4. Sampling Analysis System

A complete new sampling analysis system will be supplied, including the following components:

• Grab sampling probe;


• Sample receiver cabinet including sample cans.

We assume that the water-cut analyser can be reused.

The sampling system will be flow proportional and driven by the Flow computers and
HMI/supervisory system. The operator can set the required batch volume in the HMI system for
filling one bottles to collect a representative composition of the total batch flowing through the
metering station.

The sampling system will have an overfill protection and a can weight system. The sampler grab
volume is 1CC.

The flow computer will provide a flow proportional by volume pacing signal (and a fall back signal)
to the Metering Control System and monitor the sample volume collected and the status of the
sampling system. There will be continuous monitoring in the control unit of the sample volume

collected and a maximum filling alarm. The auto sampler shall provide signals to Metering Control
System when the cans are 80% full (alarm) and 75% full (changeover of cans).

6.5. Metering Control System

A complete new Metering Control System (MCS) will be supplied. The MCS consists of Metering
Panel (cabinet), Flow Computers, PLC and a Microsoft excel based HMI supervisory system. The
Metering Cabinet shall be located in a conditioned non-hazardous area.

An Ethernet TCP/IP connection will be provided from the metering control system to customer's
IPCS. The design and engineering of the system interfaces can be co-ordinated by ODS during the
detailed design.

All measuring streams will be routed to the Metering Panel. The two multi-stream flow computers will
be rack mounted on a swing frame panel with a see-through Perspex type door will be provided with a
key lock to prevent non-authorised personnel access to the flow computers. Each flow meter will be
connected to each multistream flow computer in a full redundant configuration. The prover
functionality is standard available in all flow computers.

The PLC system will be used for line-up and control of the valves and collect data from the sampling
system and BS&W analyser. The flow proportional sampling is also controlled by the PLC>

A supervisory computer with HMI will be installed in the Metering Control Panel. The HMI is used for
real-time data communications, visualization, real-time and historical trending, reporting, alarm
management, and simple comparison/validation for each of the selected meters.

6.6. Installation and other services

The site activities itself (incl. mechanical and E&I labour and materials) are not included. ODS has not
considered to supply these since the shipyard may decide to execute these tasks by themselves. For
the tasks which will require specialized labour, ODS will support the client for evaluating the best
technical and commercial options.

We expect the other revamp service will consist of:


• Integrity Inspection of strainers vapour eliminators;
• Integrity Inspection of flow control valves
• Test of actuators of flow control valves
• Calibration of pressure gauges
• Integrity check of thermowells
• Integrity Inspection of internal liner of the prover
• Waterdraw shop calibration of the prover
• Uncertainty calculation and validation of prover for the application
• Automatic Sampling system verification and functional test
• System leak test

7. CALIBRATION, INSPECTION AND TESTING

The complete assembly will be tested in accordance to relevant international codes and standards.

ODS will prepare and submit FAT and SAT procedures for review and approval by the client ODS will
carry out functional tests as per approved Test procedures prior to inviting customer for factory
acceptance tests. A written record of tests and results will be available to purchaser.

The objective of the Factory Acceptance Test prior to shipment and Site Acceptance Test after
installation of metering system at site is to ensure that the metering system will meet functional
and technical requirements of specification and ANP/INMETRO requirements.

7.1. Calibration

The turbine flow meters flow meters will be calibrated on oil at an ILAC traceable facility.

The prover will be volumetrically calibrated with the volumetric water draw method according to
API MPMS 4.9 part 2. The range of repeatability will be equal or better than 0.02%.

DPR shall be invited to witness the calibrations and base volume determinations of flow meters and
prover.

The pressure and temperature transmitters will be calibrated against manufacturer’s standards.

7.2. FAT

The Factory Acceptance Test for the mechanical part will be carried out at the mechanical
contractor’s workshop. Before the FAT an internal pre-FAT will be performed to avoid re-work
during full FAT. A FAT procedure and checklist will be submitted at least two months before the
FAT.

All facilities, support, manpower, etc. will be provided by ODS to efficiently carry out all tests.

The complete metering system is a complex combination of mechanical equipment, measurement


equipment, microcomputers, etc.. The functional test will demonstrate that all the sub-systems
(already tested in isolation) operate successfully as an integrated system.

The program will include, but not be limited to, the following tests:
• Visual inspection of all hardware
• Checking of all loops from input to output
• Verification that the meter run selection and meter prove selection valves operate;
correctly and that the valves initiate correct feed-back of the valve position

• Verification that the meter prover and its control system functions correctly
• Verification that the appropriate number of pulses or interpolated equivalent of pulses are
obtained during a meter proving run
• Verification that the meter proving and meter calibration factor calculations procedures
operate correctly
• Verification that the measurement data presented at the operator interface to the
microcomputer is correct and that the commands given at the interface are executed
correctly
• Verification that the alarms are initiated at appropriate measurement conditions
• Demonstrate of all events, alarm and routine log formats.
• Checking redundant systems
• Checking of all relevant documents and certificates
• The FAT of some major components will be performed at the manufacturer’s facility.

7.3. SAT

After completion of the installation at site (by OTHERS), ODS will perform a Site Acceptance Test.

Document describing SAT Strategy will be submitted for purchaser review and approval. SAT
Strategy document will detail the methodology, test parameters, SAT duration and acceptance
criteria.

The procedures will be submitted at least four weeks in advance of the scheduled date of the test.
Test parameters will be chosen according to the expected site operating conditions at the time of
SAT.

The SAT will be charged as per enclosed “ODS Start-up and Commissioning Rates International -
Year 2018”. In the event that those service rates are no longer valid at the actual service date, new
service rates may apply.

7.4. Site service, installation and commissioning services

Specialised personnel will be charged as per enclosed “ODS Start-up and Commissioning Rates
International - Year 2018”.

8. DOCUMENTATION

ODS will provide detail design documents after the contract has been signed within thirty days. The
design document can be carried out after being approved by the OWNER/ CONTRACTOR.

During the period of system design, Vendor will not only provide technical documents, but also
some related technical material and parameters to the OWNER/CONTRACTOR, e.g. requirement on
telecommunication, power supply, earth, size of equipment installation, installation environment.
Details of these additional documents will be discussed during the project Kick off Meeting

The drawing will be furnished by AUTOCAD software, if there are some special fonts or line shapes,
they should be provided together with the drawing. Documents will adopt Microsoft Office 2010.
(e.g. Word, Excel, Access). All documentation will be in the English language.

9. TRAINING

This chapter describes the general training possibilities we


recommend to operate and maintain a Metering Package
that is delivered by ODS. All training courses will be given by
a dedicated and qualified trainer who is familiar with the
project.

All trainees will receive a certificate of participation at the


end of the training, if requested.

Depending on the complexity of the Metering System the


training duration varies per project. The reflected duration of
the training levels below are just an indication which can be
used for budgetary reasons.

Because of the different responsibilities and knowledge we


developed three (3) training levels which can be selected
individually or combined in one trip:

1. General training course


This training course is a general introduction and contains the base principles of the metering
system. It will have a duration of 0,5 day with a maximum of 6 trainees.

2. Operator training course


The sessions within this course will cover the actual operation of the HMI, PLC & Flow Computers
that are part of the metering package. The training for Operators will have a duration of 1,5 days
with a maximum of 6 trainees.

3. Engineer and Technician training course


The sessions within this course will cover the actual design and configuration of the HMI, PLC &
Flow Computers that are part of the metering package. The training for Engineers and Technicians
will have a duration of 1,5 days with a maximum of 6 trainees.

10. AFTER SALES SERVICES

ODS can provide on-site assistance by experienced and factory-trained service engineers across the
globe. ODS offers all post-commissioning services required to keep your metering system in sound and
accurate shape. Many clients have outsourced their metering system maintenance and meter
calibrations to ODS Metering Systems.

We support in:
• (On-site) diagnostics & troubleshooting;
• Periodic (preventive) maintenance or “Performance Check”;
• Repair of equipment;
• System upgrade consultancy services;
• Evaluation & feasibility studies;
• Flow meter re-calibration services.

10.1. Helpdesk support services

ODS has a service and maintenance support department, which provides helpdesk support services
during normal working hours. The people are available from Monday till Friday from 8.00 till 17.00
o’clock CET and can assist within 24 hrs.

10.2. Corrective maintenance

Corrective Maintenance means actions needed to correct defects in hardware or software (Repairs,
Troubleshooting, Callout Support). Examples include the replacement of a failed router in the
network, the replacement of a failed server, or the repair of defects (bugs) in the software.

If possible, ODS immediately offers (helpdesk) support by telephone. When one of our service
engineers is in the office, we will instantly try to solve the system failure by telephone. When this is
not possible we will try to analyse the failure and we will propose further actions.

10.3. Preventive maintenance

These are maintenance tasks (not a defect) to maintain an operational system in running condition.
This maintenance will take place to prevent a failure from occurring. Preventive maintenance tasks can
generally be scheduled.

We recommend performing normal mechanical/ electrical maintenance (by your staff) on all parts of
your system. This includes all periodical maintenance as indicated in the manuals.

The additional preventive maintenance ODS offers, is a Performance Check, recommended on a yearly
basis. This is a configuration & diagnostics check with regard to custody transfer metering, mainly
focused on flow calculations, communication and alarm messages of the parts. We herewith check the
performance/ integrity of your metering system, including all issues not covered by normal
maintenance.

Preventive Maintenance will be performed according to Manufacturer’s specifications, and on the


basis of ODS checklists and measuring reports. These will also serve as reporting on the work
performed. These checklists are basically part of the ODS quality system.

10.4. Flow meter re-calibration services

Under the supervision of ODS Calibration Services, flow meters of many customers are calibrated in
national and international testing laboratories. We are familiar with their processes, and we know their
possibilities and procedures.

10.5. Maintenance contracts

ODS provides on-site services (single service trips) in consultation with our service coordinator. The
scope of work could be e.g. troubleshooting, fault rectification, inspection, preventive maintenance,
performance review, on-going training, etc. (To be agreed upon on a case-by-case basis).

In case of special requirements, ODS offers customized agreements (long term maintenance contracts).
A typical service contract includes special agreements on:

• Scope of work;
• Number of site visits per year;
• Duration of the contract;
• Rates;
• Response times;
• Extended helpdesk support;
• Emergency mobilization.
