Proclamation No. 216 - is the
2017 proclamation of martial law and
suspension of the privilege of the writ of
habeas corpus in the whole of Mindanao,
issued by Philippine President Rodrigo
Duterte on May 23, 2017.
The proclamation was announced during
a press briefing held in Moscow, where
Duterte was on an official visit; the state
of martial law will be in effect for 60
days. Presidential
Spokesperson Ernesto Abellasaid the
declaration was possible given the
"existence of rebellion," while Foreign
Secretary Alan Peter
Cayetano explained that the step was
taken with "the safety, the lives and
property of people of Mindanao" in
mind.[2] Implementation is to be pursuant
to the 1987 Constitution, which provides
for a maximum 60 day-state of martial
law without Congress approval for

I am SPO2 Lyrma Niaga Cajegas, the current
Chief PCR PNCO of Iligan City Police Office
Headquarters. I’ve entered police service
last October 30, 2000. I am happily married
to PSI Marvin C. Cajegas and blessed with 3
children. Being the Chief PCR PNCO, I am
tasked is to supervise the compliance of all
the mandated reports of higher
headquarters, Consult with C and Deputy
Chief concerning PCR Program of Activities;
Assist C and Deputy Chief PCRU in
planning, promoting and organizing PCR
related activities and Attend to any meetings,
conference, forums and invitations from
other agencies in the absence of Deputy
Chief and C, PCRU. I am also into conduct
of different lectures and dialogues to
schools, barangays and other institutions
with topics on laws protecting women and
children and drug abuse awareness and
prevention. My work as PCR PNCO had
enable me to established partnerships with
various agencies. In fact, I am one of the
speakers bureau of Iligan City Anti-Drug
Abuse Council and the current vice president
of Support Group on Violence Against
Women and Children.; member of
Soroptimist-Iligan and Philippine Anti-Child
Trafficking (PACT) Iligan. With these, I
considered empowering women and children
not to become victims of abuses and the fact
that I contributed to elimination of drug abuse
problem in our community as my greatest
accomplishment in life. This effort was then
recognized by the PNP organization when I
became one of the top 20 of TOPWP in year
2011.
I considered my being flexible in dealing with
different kinds of people; the ability to speak
with confidence in front of a large crowd and
being dedicated to my work as my strengths.

In contrast, my being pitiful, over considerate

and being straightforward are my
weaknesses. This characteristics though
positive in nature but sometimes do not fit in
my work as police officer.
