Preface
One of the most powerful earthquakes in the planet hit the Asian Continent with its epicenter at Ach
Indonesia. Authorities said, were in the eastern district of Batticaloa. Thousands were missing and more
than a half million displaced and damaged natural ecosystems, and coastal infrastructure. Vulnerable
groups, such as poor fishermen living close to the shore in simple houses and shelters, have borne the brunt
of the negative impacts. Apart from the coastal communities already being comparatively poor in the Sri
Lankan context, the Tsunami has compounded previously existing vulnerabilities: the East is the region
worst affected by the Tsunami.
Thirty years of civil conflict has caused disruption of social structures, high levels of vulnerability, wid e-
spread displacements of persons in all ethnic groups and the destruction of infrastructure and housing..The
unemployment rate is estimated to be more
than double the national average. The
Tsunami caused further losses of lives,
destruction of livelihoods and much of the
remaining physical infrastructure and
means of production have been damaged
or destroyed.
After the Tsunami the following issues are challenging for the Reconstruction works.
Identifying the lands to resettle the displaced people who were in the bower zone Disposal of debris,
Cleaning dug wells for drinking purpose, Assessment of the damages of infrastructures and livelihood
activities and Study the damages caused in natural resources, the impacts on the marine ecosystems and
Identify the lands to resettle the displaced people who were in the bower zone and find ing money for the
reconstruction of the infrastructures and livelihood developments.

National Response :
Immediately after the disaster struck, communities and local authorities responded quickly to address
immediate needs of the affected people. The day after the disaster, the Government released LKR 93 million
from the National Treasury to facilitate relief operations in ten affected districts. The private sector, and
other organizations contributed to the relief a nd recovery phases. At the district level, District Task Force
Unit was appointed under the chairperson of the Government Agent to coordinate local relief efforts and
assessment of damages and monitoring of the relief and rehabilitation works and it consists 08 sectors. Such
as Food, Health, WATSAN, Shelter, Welfare, Education, Infrastructure and Fisheries.
Administrative Infrastructure development program was commenced from March 2006 under the
Ministry of Public Administration and Home Affairs with assistance of Kuwait Fund for Strengthening Civil
Administration in Tsunami affected areas under the SCAP Project.

This is the very good initiation program to develop the Batticaloa District based on the civil administration.
After end of the conflict people more expect to develop all the sectors in Batticaloa District.

Fahad Mr. Fahid Hajar Shaouf Al-Mutairi, Kuwaiti Ambassador to Sri Lanka
speaks on the bilateral relationship between the two nations and the mutual benefits for both
parties.
Kuwait or for that matter any other country in the world would not invest without an
Investment Protection Mechanism in place. True to the quote "Capital is a Coward", no one
will invest blindly in the hope his investment will run smoothly.
Kuwait invested in a housing project in the Eastern Province of Sri Lanka. Would you
mind shedding some light on this project and its curre nt status?
We are funding two projects in Batticaloa and Ampara respectively. The first, „Kuwait City'
comprising 100 houses, and the second, „Jabar Al- Ahmed City' in Ampara, another 100 houses
completed. They are both complete and distributed to Sri Lankans of all religions without
distinction. I would like to emphasis that these are not investments, but are donations or gifts
from Kuwait Red Crescent and Kuwait Zakat House.
And finally, what do you, your Excellency, hope to accomplish before your term of
office in Sri Lanka is complete, which we hope will not be soon?
As Ambassador I would like to ensure that relations between our two friendly countries are
strengthened. I would also like to see more Kuwaiti investors helping this beautiful country
become a bigger attraction for our mutual benefit.

development scope”
It gives me a great pleasure to send this message of felicitations to the final evolution on the
SCAP Project
The district of Batticaloa is situated in the Central Part of the Eastern Province. It covers land area of approximately 2633 .1
Square km; internal waterway of 229 Square km and length of costal area is approximately 120km from Vakarai North to
Thuraineelavanai. It covers 76 Grama Niladharies division of 08 Divisional Secretariats.
Batticaloa is the second District in the country having maximum damages in term of the loss of lives and livelihoods are
concerned. This deadly sea wave rendered thousands of people homeless, billions rupees worth of proper ties and pushed
the economy as well as the social structure of the society far behind.
Immediately after the Tsunami Disaster on 26th of December 2004, the Government Agent called a meeting of Divisional
Secretaries and Heads of line departments including few elected r epresentatives. It was decided to seek the help of the
International Non Government Organization (INGO), UN Agencies to extend their support to help the victims. It was
followed up with a meeting of all NGOo, International Organizations, all Heads of Departments and other Political groups
of the District; they were ready to provide immediate support to the Tsunami Victims. A committee, District Task Force
Unit was formed at the apex level of the district to monitor, coordinate and supervise the relief and rescue operations
being done by various stakeholders.
The reconstruction process was coordinated through a special unit set up at national level during this initial stage and as
reconstruction reached a certain level of completion in 2006, the coordination was done by the District administrations..
The capacity development for recovery program (CADREP) launched by the UNDP in collaboration with the Ministry of
Public Administration and Home Affairs, later the District Recovery and Development Unit(DRDU) improved the capacity
at District level to face the new challenges.
The ministry of Public Administration and Home Affairs were prepared the great development plan
for administrative development in Whole Island and the Name is SCAP – means: Strengthening
Civil Administration Programme. It was under the Assistance of Kuwait Fund for Arab Economic Development.
SCAP main scope is restoring basic social infrastructure, community and public services in the Tsunami -affected areas and
restoring damaged coastal resources in the Tsunami -affected areas based on that successfully fulfill the Administrative
Infrastructure development in five major categories. There are Relief, Housing, Fishing, Roads and Water and Sanitation
for the developments scheme in Batticaloa District and Divisional Secretariats.
This is the great time to share my appreciation for the SCAP Project involvers was established the good start in
Administrative level in Batticaloa and Thanking all of the shareholders ( KUWAIT FUND )and the Ministry of Public
Administration and Home Affairs.

Special projects for Administrative Infrastructure Development which has been commence by the Ministry of
Public Administration and Home Affairs for Tsunami affected areas in Whole Island and namely:
Strengthening Civil Administration Programme - SCAP. The program supporting mechanisms to
increase the flow of collaboration between Government and civil society and will work to strengthen civil
society in Batticaloa District. It means build horizontal and vertical linkages between government sectors and the
civil society in this District.
This consequence of the role of the public sector is in improvement process and it was acknowledged by the
KUWAIT FUND for ARAB DEVELOPMENT loan scheme under SCAP programme. This programme was
helpful to Secretarial restructuring; public service development, human resources improvement and public
officers-civil society interaction after the Tsunami. The Kuwait Fund for Arab Economic Development
(KFAED), normally known as the Kuwait Fund, is the State of Kuwait‟s bureau for the provision and
government of fiscal and technological assistance to developing countries like Sri Lanka based on this issue our
Government determined a excellent plan to promote the administration sector establishment scheme.
SCAP focuses on strengthening administrative sector as a sector by building networks and coalitions, increasing contacts
and collaboration between civil society and other sectors (including government, NGO & Private sectors), and improving
the legal and regulatory environment impacting civil society dev elopment. Not only administrative development they are
involved in capacity development too. SCAP projects had much of training mechanism and I remember the special training
provided for the Staff on Handling and Operating system of “Heavy Duty Photo copier”. This is a valuable opportunity for
carrying our duty without trouble.`
Finally, I express my heartiest gratitude’s, on behalf of the District Secretariat, to the KUW AIT fund for Arab Economic
Development which provided required funds for this projects and the lead partner Ministry of Public Administration and
Home Affairs which provided special motivation, guidance and great establishment with monitoring to this project was
fulfill the identified requirements and the importance services in administration level.

“ ONE & ONLY the Kuwait fund for Arab Development provided the
money through the Public Administration and Home Affairs to develop the
Public Administrative Sectors in Batticaloa District ”
On behalf of the Engineering Department of District Secretariat, Batticaloa. I extend my warm wishes to
Ministry of PA&HA implementation SCAP Project under the KUWAIT FUND for ARAB ECONOMIC
DEVELOPMENT.
Sri Lanka had never experienced before a disaster of the magnitude of the Indian Ocean Tsunami occurred on
December 2004. In the Eastern Costal area was heavily damaged due to the Tidal waves. After the Tsunami we
have lot of challenges to preserve Natural resources, Traditional and the proud of place of Singing Fish Batticaloa
district.
Hence the SCAP Project identified the administrative Infrastructure development difficulties and establishment
construction in Tsunami affection areas. Out of 8 of division is fully washed out by the Tsunami. Therefore District
and Divisional Secretariats in Tsunami affected areas have also been smashed b y the disaster and it has badly
affected at the relief of effective and prompt services. But the Ministry of Public Administration and Home Affairs
noticed these circumstances and endeavor to solve the administrative capacity development and with
Infrastructure development in Battiicaloa district too.
Therefore in the year of 2006 The Government of Kuwait has granted as a loan to for reconstruction of island wise
rehabilitation works. It was started on March 2006. The SCAP Program is renovation of the District Secretariat and
Divisional Secretariat divisions like Koralai Pattu North, Vakarai. In last three decades ethnic conflict was
profoundly destroyed the human lives and much of resources in this district fully destroyed. However the Flood is
the main problem in Batticaloa district areas and it comes as annually in the end of the year. So these
circumstances are highly challenged to develop the administrative structures in district level.
Many of the Foreign and local NGO and the relief related institutions was involved to rebuild the district
encouragement even no one did not concern to develop the Administrative Infrastructure development is highly
required program to the society development. But the Ministry of Public Administration & Home Affairs was
considered this issue and greatly planned and now successfully fulfills the administrative problems in Batticaloa
district.
As I am working as government staff under the Ministry of Public Administration and Home affairs wishing and
thanking the enormous development program in our district and with this is the time for sharing my warmest
regards to Kuwait Fund for Arab Economic Development.

We, the people of Batticaloa district and the officers of the District Secretariat, Batticaloa
are proud of this programme, as we are all benefitted. It is greatly appreciated that this
programme is being undertaken by the Ministry of Public Administration & home
Affairs. On the request of the Government of Democratic Socialist Republic of Sri Lanka,
this programme is funded by the Kuwait Fund for Arab Development.
Our District was heavily affected by war and Tsunami on 26th of Dec 2004. The administrative structure, leaded
by the Government Agent / District Secretary is being administred by the 14 Divisional Secretariat divisions.
This district has a population around 586,000.It is pointed out that the administrative structure of this distric t is
carried out through various projects involving million of rupees in Sri Lanka currency with the funding of the
Government of Kuwait.
Koralaipattu North Vakarai divisional secretariat division in Batticaloa district was severely affected by war and
Tsunami. There are around 22400 people living in this division, of who more than 85% of them are under
poverty line. This is the only divisional secretariat division, which fulfill the needs of the people of Vakarai. The
construction of this building of the divisional secretariat is a gift to the people of Vakarai area.
It is considered that the construction of the administrative structure and canteen block at the District Secretariat
Batticaloa has developed the administrative set up. Over 100 Number of the Public come to the district
secretariat daily to transact, business on various matters, further the set up of the Canteen block and other
buildings have benefitted a lot.
Generally daily and during election period several public come to the district secretariat to obtain documents
such as driving license for vehicles, encumbrance sheet of their properties etc. For these public, the canteen
serves them to refresh and keep them without hunger. Generally construction of this type of buildings on the
basis of cost benefit, the people of Batticaloa & officers at the secretariat are benefitted a lot.
It is pointed out that when a number of district in Sri Lanka have benefitted through this programme our
Batticaloa district too administratively benefitted by this SCAP programme

successfully. Hence the Ministry of Public Administration and Home affairs was overall advising
and controlling the money sponsored through the Kuwait Fund.

2. Project Sub Title : Construction of Divisional Secretariat- Koralai Pattu North, Vakarai,
Batticaloa.
Justification of the Project : Communities and the local level administration have always been
the front line responders to localized disasters in Sri Lanka, and the Tsunami despite its scale
was no exception. The enhancement of emergency response capacity of these local actors for
future would therefore require preparedness planning primarily at these levels. Koralai Pattu
North, Vakarai was heavily affected not only Tsunami and the last three decades ethnic conflict
change the total environment structure in this division very deficiently.
Financial Issue : Under the Assistance of Kuwait Fund for Arab Economic Development the
Ministry of Public Administration & Home Affairs allocated the Million 21.06 rupees for the new
construction.
Implementation of the Project : The Project is monitored by the District Secretariat with direct
perception. The Team of the Engineer and Divisional Secretariat – Koralai Pattu North –
Vakarai had been much of deliberation of this Infrastructure development to finish
successfully. Hence the Ministry of Public Administration and Home affairs was overall
advising and controlling the money sponsored through the Kuwait Fund.

DS - KPN : Of course I am so glad to share the SCAP Projects success stories with you, Hope this is an
excellent scope and I would like to say some details about construction the Divisional Secretariat in Koralai
Pattu North, Vakarai.
Viewer : Madam, may you tell me please, About the divisional secretariat past and present situation?
DS - KPN : As we served in an old and unwilling building earlier, but now we are able to serve the public with
all facilities from this new secretariat building and the conflict during the last three decades, the building of the
Divisional Secretariat had been fully damaged. The important documents were destroyed and the official
equipments, electronic goods, furniture also fully damaged. There for administrative activities of this secretariat
also was affected in many ways, like as
Viewer : How did you manage the administrative function in Pre Tsunami?
DS - KPN : Prior to the Tsunami, the divisional secretariat building was in the Uriyankattu Grama Nildhari‟s
division. The secretariat building was very small and it was situated within 200m from the sea. The Building also
very old and has no any strength. That building was not constructed to accommodate all the administrative units
of a Divisional Secretariat. Because of this, there was a lack of space to the officers to do their duties and also
there were some problems to the public of this division to get the entire services from there.

Viewer : Is your secretariat affected by the Tsunami? If yes, please briefly explain how did the Tidal waves affect
your secretariat?
DS - KPN : After the Tsunami disaster, the secretariat building got damaged in many other ways and front portion
of that building also fully collapsed. In view of this, the official documents, furniture and equipments got fully
damaged. As the building was fully damaged there was a necessary to run the office in a Temporary building and it
was very difficult to do the services to the public promptly. Therefore, as it was very essential to construct a new
building in a new place, the official building of this secretariat has been constructed in the Vakarai North Grama
Niladhari‟s division.

Viewer : oh… Then how did you develop the Civil Administrative services in Vakarai?
DS - KPN : With the financial allocation of Rs.20,893.200.00 of the Ministry of Public Administration and Home
Affairs under the Kuwait Fund, a new Divisional Secretariat building with the facilities for all branches has been
constructed, through the SCAP Programme and Rs.1 million allocated to build a SEWA PIYASA Building in
Vakarai.
Viewer : mmm… As you say Ministry of Public Administration under the Kuwait funding launched an excellent
civil administrative project was made in your division. Ok good…May you tell me how is this construction
helpful your staff?
DS - KPN : Absolutely correct, much of facilities have been received by the officers and employees in view of this
new secretariat building. Like Making transport facilities very easier, Making good working environment to the
employees, Implementation of furniture and equipments in a proper manner,Higher officials are able to supervise
easier,Quick internal communications facilities among officers and employers,Facilities to keep the furniture and
equipments in the proper and suitable places,as there is sufficient space and sufficient numbers of furniture and
equipments and able to work comfortably etc.

However, as their building is with all facilities to the employees and officers, they are considering this building as
the best gift for them.
Viewer : How is the Project monitoring and supervision was made in this particular construction?
DS - KPN : It was observed that whether the Public Finance has been utilized in the proper way and according to
the State Polices and the building has been constructed accordingly to the quality and quantity of the measurement.
Viewer : what are main advantages for this Secretariat construction present to your area people? Because the
main purpose of the secretariat is providing the Services for civilians? Am I correct?
DS KPN : Yes, you are exactly, This activity is welcomed and the Public of this Vakarai area are able to fulfill
their needs with this building from this generation to their next generation continually.
As the new Divisional Secretariat Building has been constructed many beneficiaries have been reached to the
public of this division. Public are able to get their needs easily, Public are able to travel easily, Surroundings of the
Secretariat has been developed, Public are able to complete the requirements in one and the same place, Space for
parking facilities for the vehicles of Public are available, as the offices, Bank and Post office are situated near
secretariat Building, it is very easy to complete their needful very easy, It is very easy to identify all the branches
by the public.
Viewer : My last question madam, what’s your scope about SCAP Project? Please momentarily give me picture
about the SCAP Administrative development project reach the succeeded the program goal?
DS - KPN : With of doubt SCAP Project made a extraordinary Success story in Vakarai. Because As I told you
earlier, our division not only affected by Tsunami. Last thirty years ethnic conflict was mostly destroyed this area
human life and resources within very short period. Commonly hope you know the Vakarai is the very costal area in
the Sea Side and with Flood is also giving the Problems for these civilians common live.
Viewer : How is the SEWA PIYASA construction project is helpful to your division?
DS KPN : Primarily Its cover up the Mathurankernikulam, Kirimichai, Mavadiyodai Grama Niladharies division
and Omadiyamadu, Mathurankernikulam, Kunchchankulam, Kirimichchai, Paladiyodai, Irandamkattai, Kokkuvil
& Mavadiyodai villages are getting services from the Grama Niladharies, Samiurthi Officers, Technical Officer
and Health officer. So, it is very success full program in my division.
Viewer : What’s your final scope about SCAP Program and its achievement?
DS - KPN : As we served in an old and unwilling building earlier, but now we are able to serve the public with all
facilities from this new secretariat building and therefore, I wish to express my sincere thanks on behalf of the
Public of this area and the staff of this secretariat, for giving a Secretariat Building through the SCAP Program.
DS KPN : I am so happy and I wish every success was made by SCAP project and thank from the bottom of my
heart all the honorable persons and sponsors specially the Ministry of Public Administration including the donors
of the Kuwait country.

one officer provided services in the building as no more places to accommodate other
village level officers. People got the different services from the several places. Therefore
people faced unnecessary delay and travelling expenses to get the services. As it was
difficult to keep the documentation properly, it was delay for getting information and
providing the documentations.
Financial Issue : Under the Assistance of Kuwait Fund for Arab Economic Development the
Ministry of Public Administration & Home Affairs allocated the 2.12million for this
construction.
Implementation of the Project : The Project is monitored by the District Secretariat with direct
perception. The Team of the Engineer and Divisional Secretariat – Koralai Pattu -
Valaichchenai had been much of deliberation of this Infrastructure development to finish
successfully. Hence the Ministry of Public Administration and Home affairs was overall
advising and controlling the money sponsored through the Kuwait Fund.

The Koralai Pattu division is the one of the divisional secretariat in Batticaloa division. In
this division has some of Grama Niladharies sub divisions. In those sub divisions have
much of troubles to continuing the Civil Administration establishment services.
In Korolai Pattu, Kalmadu and Kannakipuram both villages are have a large amount of civilians living in this
area and expecting the more requirements form the Government side. Usually our Grama Niladharies are
providing services from those areas in Temporary shelter or rented house in the Particular villages or division.
There fore these Temporary buildings or rental places are inflexible for the sitting and giving a good service for
the people. Almost below poverty line civilians are living in this rural areas and their usual life, Traditional
structure are representing in their own life. Even, Post Tsunami and conflict situation reflexion balanced
requirements are still in those areas.
In addition, beyond the disasters these area rural development officers like Grama Niladharies, Samurthi Officer,
Technical Officer, Health Officer are more participation to promote and establishment works in this areas. As the
consideration of civilians the basic requirements, it is fulfill by this Center for society. Hence, the SCAP was
instigated a “SEVA PIYASA” (means; Center for services) building to solve the circumstance for the people
request. It is very helpful for who are living in Kalmadu and Kannahipuram Grama Niladharies divisions.
The Ministry of Public Administration and Home affairs originated the civil administration development
strengthen programs in Batticaloa. Accordance the Project scope the New Construction was made in my division
under the Kuwait Fund for Arab Economic Development. This is great opportunity to serve the people
without any troubles. In the flood times this center is facilitate for emergency relief center and health, medical
services are granting via this SEVA PIYASA.
Many of advantages in this Service center like Technical advising and guiding, basic medical consultation
services for pregnant women, Follow up the Family Planning scheme, Emergency relief center, excellent base
for communicate with civilians, flexible environment for officers, saving the government money for spending
the Rental for staff and other rural development basic requirements are considered by this service center. Hence,
we need a special expectation for the maintenance and security purpose need a surrounded wall for this building.
At last I would like to thank the Ministry of Public Administration and Home affairs to constructed SEVA
PIYASA building and the great achievement through the District Secretariat for Civil Administration
development program.

4. Project Sub Title : Construction of “SEVA PIYASA” (Service Center in Village Level)
cluster office for village level officers at Kannakipuram, Koralai Pattu North, Vakarai.
Justification of the Project: Koralai pattu North division is a remote area, situated in North of
Batticaloa and 90km far from city of Batticaloa . It was worst affected in the district. Most of
the people are under poverty line and the village level office under pur view of Divisional
Secretariat was heavily damaged. Some village level offices were functioned under the trees

5. Project Sub Title: Distribution Motor Bikes to Grama Niladharies for Transport

Justification of the Project: Grama Niladhari officers provide important service to the village
people and engaged 24Hours duty. After the Tsunami many of them lost their transport facilities
and need transport to quick services within division. Due to this they need the proper transport to
retrieve the services.
Financial Issue: Under the Assistance of Kuwait Fund for Arab Economic Development the
Ministry of Public Administration & Home Affairs issued motor bikes for Grama Niladharies with
half rate and no interest in 36 equal installments.

After Tsunami disaster various projects and programs were implemented to bring normally.
However there were no project to look after the benefits of Government Institution and
employment. In this context SCAP Project funded many buildings in Batticaloa district.
Also distributed 88Motor Bikes under a 50%discount and balance is renewed in
installment together with no interest in 36equal installment. These motor bicycles were
very effectively used by the Grama Niladharies of Tsunami affected divisional secretariat
divisions for their official transport. This is very helpful for their employment.

IDPs who were in IDP camps and with friends and relatives. In Every year on monsoon time, the normal life of
the people is disturbed by the Flood. During the period Grama Niladhari should be coordinated with other
government officers, CBOs and NGOs to help the people. Without proper transportation we can not to do the
above services efficiently on time.
In my scope Transport is most essential to coordinate with the Divisional Secretary, get the information from
village level, monitoring the development and relief activities and identify the needs of the people in the village.
I would like to give my warmest thanks on behalf of the Grama Niladharies to the Ministry of Public
Administration and Home Affairs for providing the Motor Bikes with the HALF OF PAYMENT with no interest
and the balance is deducted from our monthly salary in installment basis. It was a good opportunity to the Grama
Niladharies who worked in the Tsunami affected area. In addition I specially thanks to District Secretary and

6. Project Sub Title: Supply of Photo copier and Fax machine for the Administration
development in District / Divisional level in Batticaloa.
Justification of the Project : Some of the Public related departments located in costal area in
Batticaloa district washed out by the tidal waves and resources and equipments were
damaged. Most of the documentations like Birth/death, marriage, land documents and
other important documents kept in the office as well as in the home were destroyed.
District/Divisional Secretaries are the responsible persons to provide the copy of the
documents to the people for the future needs. As lack of money to purchase the photo
copier, Officers used the carbon papers to get the copies and communication was
inconvenience at the Divisional level – Fax service

Ans : SCAP means Strengthening Civil Administration Project. It was designed by the Ministry of Public
Administration and Home Affairs to promote the civil administration in Tsunami affected places in Sri Lanka.
Ans : After Tsunami Sri Lanka was strongly affected and costal areas of this country was mostly destroyed
and fully washout by the Tidal waves. Therefore Sri Lanka government launched an internal development
mechanism for a Strengthening Administration development plan for the county for reconstruction Civil
Administration development works.
Ans : Ministry of Public Administration and Home Affairs commenced this project and Implemented by the
District Secretariat and Divisional Secretariats to achieve the target of the project.

Ans : Not covered the development activities in other sectoral departments. It is mainly focused on the

Que8.)How does the SCAP project support the Batticaloa district Civil Administration development?
Ans : It provides the suitable new buildings with facilities which were damaged by the Tsunami and distributes the
motor bikes to the Grama Niladhari who worked in the Tsunami affected area.
Ans : Exactly it was a good achievement and excellent initialization point of view to the civil administrative
development in Batticaloa, Because this district administration was not only affected by Tsunami but also affected by
ethnic conflict last thirty years. As compare with Pre and Present situation, SCAP has made good changes in Batticaloa
District administration.
Ans : Definitely, the projects successfully fulfilled the important role in Batticaloa civil administrative development
and easiness to promote the services by the District Secretariat and Divisional Secretariat.

Kuwait's newly-appointed Ambassador to Sri Lanka Yaqoub Al-Ateeqi said Wednesday he was proud to meet
President Mahinda Rajapaksa, to present to him with his credentials, and to work in Colombo. Al-Ateeqi told KUNA in
a phone call that he met Rajapaksa earlier this week and conveyed to him the greetings of His Highness the Amir
Sheikh.
Among Arabic-speaking tribes, especially Bedouin, the male head of the family, as well as of each successively larger
social unit making up the tribal structure. The sheikh is generally assisted by an informal tribal council of male elders.
Ambassador wishes of development and prosperity for the Sri Lankan people. He also expressed to the president the
Kuwaiti leadership's keenness to strengthen relations with Sri Lanka Sri Lanka.
Mahinda Rajapaksa was sworn in as the fifth Executive President of Sri Lanka following his election victory in 2005.
According to the ambassador, his country had always been a vocal
supporter in almost all Kuwaiti causes including the inception of Kuwait to
the United Nations in 1963. He mentioned the formal creation of the
diplomatic relations between Kuwait and Sri Lanka, dating back to 1971
and the first resident ambassador to Kuwait appointed in 1982. Kuwait also
established its own mission in Sri-Lanka in October 1995. Kuwait has
since then emerged as a major destination for Sri Lankan labourers and is
very grateful for hosting more than 100,000 of its workforce here.
"We have plenty of potential and skilled workforces. We have lots of educated and skilled workers who are willing to
help and assist your country in many ways. We also want to increase the level of your people's awareness about our
country. Sri Lanka is a beautiful place, we have beautiful beaches and the pleasant weather is most suitable for your
summer vacations," he said. According to the ambassador, "Bilateral ties between Sri Lanka and Kuwait have shown
considerable increase over the past two decades. The export of black tea to Kuwait also continues to soar to incredible
levels. Sri Lanka also takes pride in their exports such as fresh vegetables, landscape foliage, and desiccated coconuts.
"We also want to invite the Kuwaiti government to explore our natural gas reserves and the possibility of exportin g
cement to us," he said. The Sri Lankan ambassador also thanked the State of Kuwait for their relentless support
including the aid given by the Kuwait Fund for Arab Economic Development, especially during the December 2004
Tsunami. "The Kuwait Fund for Arab Economic Development participated in many projects especially in the areas
devastated by the Tsunami. The Kuwait Red Crescent Society also helped in building hundreds of housing units for the
victims of Tsunami and we are very grateful for that," he concluded.

Future concern:
Batticaloa District has been affected by so many disasters during the last period; such as heavy flood
in 1957, Cyclone in 1978, ethnic conflict from 1983 to 2006 and Tsunami in 2004. During t his disaster
time, lots of infrastructure, livelihood resources had been damaged & destroyed any many people lost
their life. In some of the areas of the district, no rehabilitation and development activities were held
during the ethnic conflict period. Now, the conflict was end and many rehabilitation and development
works are being done by the Government with the assistance of other countries ( Kuwait, India, China,
Japan etc) and Institutions ( World vision, ADB, European, UNICEF etc ) as grant and loans .
Even though still there are lots of needs in the Batticaloa District such as Rehabilitation of Rural roads,
Permanent Shelters, Infrastructures for livelihood activities like Minor tanks and Irrigation channels,
and rural electrification and also as some of the departme nts have lack of Resources, they are unable
to give the services to the public efficiently.
If make any arrangement to fulfill the above requests, It will help to motivate the officers and get an
efficiency services from our staff and it will definitely be helpful to establish of CIVIL
ADMINISTRATION in Eastern, Batticaloa district.
People of Batticaloa district ve ry much appreciate the Government of Sri Lanka and Governme nt of
Kuwait to give support for Strengthening Civil Administration Programme in Batticaloa district
under Kuwait Fund for Arab Development and also they are expecting to extend your support
