To the employees, management and directors of [NAME OF BANK]. 
 
I am [YOUR NAME], and a member and account holder at [NAME OF BANK]. It has 
come to my attention though reporting on CTV news as well as other outlets that in 
January of next year – less than 2 months from today – Statistics Canada will begin 
collecting personal information from about 500,000 Canadians through the cooperative 
disclosure of the financial institutions these Canadians use for their personal banking. 
 
If this happens as reported in mainstream media, my understanding is that it will be a 
historically unprecedented betrayal of the legal and fiduciary responsibilities of 
cooperating financial institutions, and a non­trivial violation of the rights of compromised 
account holders at these institutions. It will, I also believe be a direct and unambiguous 
violation of Sections 7.1 and 7.2 of the  Personal Information Protection and Electronic 
Documents Act. 
 
As an account holder and a member of [NAME OF BANK], I am hereby notifying the 
Staff, management and Directors of [NAME OF BANK] that Neither this financial 
institution, not any affiliate organization, nor any person employed or associated to 
[NAME OF BANK] has any permission, legal authority or consent to disclose or share 
any of my personal banking information, personal details, or transaction history with any 
other party, department of government or agency except where required by law, such as 
an official audit by the CRA, or by specific court order. 
 
If [NAME OF BANK]’s lawyers, or other consultants or advisors suggest that Vancity 
should cooperate with requests or demands from Statistics Canada or the current 
federal government. In the event of such advice, I strongly suggest that [NAME OF 
BANK]’s management and directors carefully read the text of the Personal Information 
Protection and Electronic Documents Act. Additionally, I strongly request and urge you 
to not cooperate with requests from Stats Canada or other departments that you break 
the law, or requests that you violate your fiduciary responsibility to protect the privacy of 
your members and account holders. 
 
Neglect by [NAME OF BANK] or it’s agents in this legal responsibility will be addressed 
though civil litigation as well as criminal prosecution. 
 
I thank you for your very kind attention, and hope to continue as both a member of, and 
an account holder at [NAME OF BANK].
