Project Objectives

The main objectives of the Project are to reduce the discharge of nutrients in
the water bodies and promote behavior changes by:

- demonstrative activities at the communes level;

- providing support to the Government of Romania for


strengthening the institutional and regulation capacity to comply with
the EU requirements in the water protection area.
Project Financing

IBRD Loan: EURO 50 mil.

GEF Grant: US$ 5.5 mil. (aprox. EURO 4 mil.)

Local contribution from beneficiaries: EUR 6 mil.

Total Project value: EURO 60 mil.

Component 1
Investments at commune level in the Nitrate Vulnerable Areas

Provide support to 86 localities, designated as Nitrates Vulnerable Zones, to


implement sub-projects in the following areas:
(i) improve the commune level systems for a better collecting, storage and
management of the animal and household waste.
(ii) planting vegetative buffer strips and rehabilitation of some communal pastures;
(iii) water and sanitation;
(iv) promoting adoption by farmers of the environment-friendly nutrients
management practices recommended by the Code of Good Agricultural Practices;
(v) preparation of Feasibility Studies for improvement of services for water and
waste waters; and
(vi) testing and demonstration of the feasibility to produce biogas and energy from
livestock manure and household organic waste through anaerobic digestion.

Support the local communities for the rehabilitation of the un-authorized waste storages and
returning the land to agriculture.

Component 2: Institutional Strengthening and Capacity Building

1. Update the legislation on soil and water protection in line with EU regulation related to EU Nitrate
Directive and Water Framework Directives with an emphasis on clarifying implementation and
coordination activities across agencies.
2. Support ANAR to lead inter-agencies working groups at the river basin and county level for the
EU Nitrate Directive and to report to EU and Ministry of Environment on such activities through
the completion and equipment of the ANAR’s training facility and the acquisition of the equipment
for groundwater wells and mobile and in-situ sampling and laboratory equipment.
3. Carrying out a comprehensive training program for the staff of relevant national, regional and
county level agencies members of the river basin working groups for the EU Nitrate Directive.
4. Carrying out training programs for the Beneficiaries to enable them to access EU funds, including
preparation, implementation and project management.
5. Designing the capacity building system able to support the scaling up, at the national level, of the
implementation process of the EU directives framework.

Purchase of the equipment for ground water wells and equipment for mobile
laboratories and field investigations, for strengthening the capacity of ANAR for
water quality monitoring.
Completion and equipment of the ANAR’s training facility and development of a
complex training program for staff.
Training of the specialists involved in the Nitrate Directive implementation
and monitoring

Carrying out an intensive training program for specialists from ANAR on the following topics
related to water quality monitoring:

– Determination of total organic carbon (TOC) and Total nitrogen (TN) - 18 persons trained.
– Using molecular absorption spectrometry in visible mode and in the ultraviolet (UV-VIS) -
42 persons trained.
– Using ArcGIS in monitoring activities - 39 persons trained.
– Training for technicians on sampling procedures - 100 persons trained.
– Determination of nutrients and metals in water, sediments and suspensions - 32 persons
trained.
– The analysis of phytoplankton and phytobenthos algae – persons trained.
– The analysis of benthic macroinvertebrates – persons trained.
Training of the specialists involved in the Nitrate Directive implementation
and monitoring

The target group (about 300-365 professionals) includes personnel involved in implementing and
monitoring the provisions of the Nitrates Directive, from the national, regional and territorial
institutions, as follows:
– Ministry of Environment and Forests;
– Ministry of Agriculture and Rural Development
– National Administration Romanian Waters (ANAR) and subordinate units;
– County Departments of Agriculture and Rural Development (DADR), focusing on those
located in counties with areas nutrient vulnerable area. Courses will focus on
professionals working as inspectors for the Nitrates Directive;
– National regional and local environmental protection agencies, focusing on those
located in counties with nutrient vulnerable areas. Courses will focus on professionals
working in regulatory departments;
– Regional and local environmental commissariats, focusing on those located in counties
with nutrient vulnerable areas. Courses will focus on professionals working in
agriculture;
– Staff from the local Water Management Systems (SGA), County Offices for Pedology and
Agrochemistry Studies (OJSPA), National Agency for Agricultural Consulting (ANCA)
and Local Centers for Agricultural Consultancy (CLCA).
Component 3: Public Awareness and Replication Strategy

Carrying out of public awareness activities at local, river basin, national and regional levels
including workshops, field visits, study tours and other mass media events and products, to
introduce the project and its benefits, to promote a better sanitation in the rural environment in
Nitrate Vulnerable Zones and implementation of the good agricultural practices, and to promote
replication of activities under the project in other counties as well as in other Black Sea riparian
countries and EU candidate countries.
