IMPLEMENTING RULES AND

REGULATIONS IN THE
CONDUCT OF THE REGIONAL
MID-YEAR CONVENTION 2018
NON – ACADEMIC LEAGUE
IRR 1.0 BACKGROUND
IRR 1.1 The National Federation of Junior Philippine Institute of Accountants- Region 2 aims to promote
socio - civic and cultural consciousness among NFJPIAns through social, economic,
environmental, and cultural development projects as stated in Section 3, Article III of the 2011
Constitution and By - Laws of the NFJPIA. The Non - Academic events in the Regional Mid -
Year Convention (RMYC) contribute to the total development of JPIAns. Through these activities,
they will have an opportunity to develop the value of sportsmanship, to cultivate a wholesome
competitive spirit, and to acquire the ability to work together closely with other JPIANs from
different regions. These activities also allow the JPIAns to be exposed in sports, performing arts,
and other social and team building events.

IRR 2.0 OBJECTIVES


IRR 2.1 To build camaraderie and to establish a unified NFJPIA.

IRR 2.2 To showcase the talents and to increase the interest of NFJPIANs in non-academic
competitions.

IRR 2.3 To promote leadership, stability, and meaningful social development, through diverse
programs and activities.

IRR 2.4 To form teams that are skilled, disciplined, dedicated, and motivated to provide a
holistic development of the members.
IRR 3.0 GENERAL GUIDELINES

IRR 3.1 The Socio-Cultural Events of the Regional Midyear Convention 2018 shall comprise
of the following:

IRR 3.0 GENERAL QUALIFICATIONS
IRR 4.1 The Socio-Cultural Events of the ARC is open to all bonafide members of the NFJPIA R2 for
federation year 2018-2019 and to all registered delegates of the ARC.

IRR 4.2 There is no limit as to the number of events in which a delegate can join.

IRR 4.3 Champion of a particular Socio-Cultural event in the prior years can still participate in the
same event.

IRR 3.0 GENERAL REQUIREMENTS

IRR 5.1 A duly accomplished socio-cultural form and a master list of socio-cultural events
participants.

IRR 5.2 A soft copy of the latest registration form and identification card.

IRR5.3 The duly accomplished application form and the other requirements only be sent to the
Regional Council Vice President for Culture and Arts through email

IRR 5.4 The file format of the requirements to be sent to the corporate mails of the Regional Councils
must be: SCHOOL__(NONACADEVENT) Example: SMU_SGVDANCESHOWDOWN

IRR 5.5 The Local Councils must then compile all the application requirements and send the entries
in a zipped file per socio-cultural event to the Regional Vice President for Culture and Arts’
corporate email: nfjpia1819.r2vpcultureandarts@gmail.comon or before 11:59 PM September
22, 2018.
IRR 6.0 GENERAL CONTEST RULES AND MECHANICS
IRR 6.1 The Board of Judges shall be selected by the Regional Executive Officers and shall have the
appropriate credentials to judge a particular event. The Board of Judges shall be independent in
fact and in appearance, thus, it shall not be directly, nor closely related to any Regional
Council or Local Chapter, to maintain the integrity of the competitions.

IRR 6.2 The Board of Judges has the sole and exclusive authority to clear or answer any
protest/clarification, related to the judging of a particular event, when such protest/clarification
has been raised by any of the contestants. The decision of the Board of Judges is final and
irrevocable.

IRR 6.3 All concerns, clarifications, complaints, or questions must be directly addressed to the
Regional Vice President for Culture and Arts after the competition by the Local Chapter
President or Liaison Officer. Any concerns, clarifications, complaints, or questions raised by any
Local Council officer other than the Local Chapter President or Liaison Officer shall not be
entertained.

IRR 6.4 The music that will be used must be placed in a flash drive, preferably in mp3 (.mp3) format,
labeled with the Local Chapter Name and the Socio Cultural event, to be submitted on the first
day of the RMYC through a local chapter representative, upon registration. A single flash drive
shall be passed to the Regional Vice President for Culture and Arts for every local chapter. It
shall contain all music that is to be used by the participants for the whole duration of the event

IRR 6.5 A 5 - point deduction in the total score shall be imposed to the contestants who arrived 15
minutes late after the start of the event. But not to exceed 20 minutes, otherwise the
contestant shall be disqualified.

IRR 6.6 Substitution is allowed, however Walk-ins are strictly not allowed.
IRR 6.7 Draw lots shall determine the order of performances. The number drawn by the Local
Chapter Vice President for Culture and Arts or his authorized representative on the first day of
ARC shall be used as the basis for the order of performances on all Socio-Cultural events

IRR 6.8 The National Federation shall have the exclusive power to interpret the provisions of this
IRR and shall be vested with the power to give sanctions to any contestant who shall violate
any provisions in this IRR.

IRR 6.9 All submitted works, outputs, and products of the competitions shall belong to NFJPIA-R2.

IRR 6.10 In case if there is any concern or protest which is not covered in this IRR, the Regional
Federation shall have the absolute power and the sole authority to decide and interpret such
situation. The Regional Executive Board, upon consultation with the Regional Adviser, on
the matters which is deemed necessary to preserve and protect the integrity of the event, shall
make the decision(s) necessary to address such concern or protest. The decision of the
Regional Executive Board shall be final and irrevocable.

IRR 6.11 In case conflict between General and Specific guidelines, the Specific guidelines shall prevail.
IRR 7.0 SGV Dance SHOWDOWN
IRR 7.1 General Requirements

IRR 7.1.1 A crew must have a minimum of five (5) crew members and a maximum of ten
(10) members with no restriction as to gender.

IRR 7.1.2 For circumstances beyond the control of the participants, substitution may be
permitted. Alternatively, a crew may opt not to substitute its missing crew member/s as long as
the crew conforms to guideline

IRR 7.1.3 The main costume should be the Local Chapter JPIA Shirts, modification/adding accessories to
the shirt is allowed.

IRR 7.1.4 Original compositions, sound effects and original mixes of popular music are
permitted. Crews with music that have a complex composition are advised to prepare backup
copies of said music to ensure a clean and continuous dance performance.

IRR 7.1.5 The following is a list of permitted street dance styles for this competition:

 Locking
 Popping
 Wacking / Punking
 House Dance
 Party Dance or Club Dance (popular or trendy dances)
 Gumboots
 Freestyle

IRR 7.1.6 The music must be placed on a flash drive and must contain a file name of
SGVDanceShowdown_Local Chapter. The flash drive is to be submitted during the first day of the
ARC to the Vice President for Culture and Arts.

IRR 7.1.7 Use of props to enhance the performance of the team shall be allowed. However, use of
pyrotechnics, live animals, explosive materials, liquid materials and any other materials that may
damage the venue are strictly prohibited.

IRR 7.1.8 Contestants are required to arrive at the venue thirty (30) minutes before the program
commences, otherwise 2 points will be deducted to the final score.

IRR 7.2.1 The competition is comprised of two segments – the CREW BATTLE AND THE
ROYAL RUMBLE SHOWDOWN

IRR 7.2.1(1).1 Preliminary Round: Crew Battle

IRR 7.2.1.2 The routine’s length for a Crew is a minimum of three (3) a maximum
of four (4) minutes. The crew will be given one (1) minute for preparation
and another one (1) minute for teardown after the performance.

IRR 7.2.1.3 Each crew performance is expected to execute a dance with a genre of their own
choice.

IRR 7.2.1.4 The sequence of presentations shall be determined through a draw lot system
on the 1st day of the convention, in the presence of the representatives of all
participating local chapters.

IRR 7.2.1.5 Groups whose performance exceed the maximum time of one (1) minute
for preparation, four (4) minute for the performance and one (1) minute for the teardown,
respectively, shall have one (1 ) point deduction for every fifteen (15) seconds extension.

IRR 7.2.1.6 The final scores of the Crew Battle shall be given a weight of seventy five
percent (75%) of the final score of each team.

IRR 7.2.1(2).1 Final Round: Royal Rumble Showdown

IRR 7.2.1.1 All dance crew are required to present two (2) members for the Royal Rumble
Showdown.

IRR 7.2.1.2 The duo of each dance crew will perform their routine for 1 minute and 20 seconds with
5 seconds allowance for the transition.

IRR 7.2.1.3 The music of all the contestants will be given ON THE SPOT through a draw lots. The
genre of the music to be played will be pop and house dance.

IRR 7.2.1.4 Groups whose performance exceeds the one minute and twenty five seconds (1:25)
minutes per round, shall be given a one point (1) deduction for every fifteen seconds in excess
of the allotted time.
IRR 7.2.1.5 The Royal Rumble Showdown shall be given a weight of twenty five (25%) percent of
the Total Final Score of each team.

IRR 7.3 Criteria for Judging

IRR 7.4 The Pointing System

IRR 8.0 YOUR FACE SOUNDS FAMILIAR
IRR 8.1 General Guidelines

IRR 8.1.1. This is open to all the bona fide members of the NFJPIA-Region 2 F.Y. 2018-2019

IRR 8.1.2. Each local chapter may send one (1) entry.

IRR 8.1.3. This battle is composed of two (2) rounds – First Round (Elimination) and the Grand
Showdown (Finale)

IRR 8.1.4. Each participating individual must transform into their chosen artist (local or foreign).
By means of makeup, wigs, clothing/ costumes.

IRR 8.1.5. The contestants are required to prepare a three (2) to four (4) minute performance
which includes their entrance and exit.

IRR 8.1.6. Any costume, props, and the like are allowed, except for sharp & pointy objects,
pyrotechnics, live animals, or other equipment which may damage the venue. The harmful
items stated above are strictly prohibited.

IRR 8.1.7. Participants whose performance exceed the maximum time shall be given a one
(1) point deduction every ten (15) seconds in excess of the allotted time.

IRR 8.1.8. The music must be placed on a flash drive and must have a file name YFSF_Local
Chapter. The flash drive must be submitted to the Regional Vice President for Culture and
Arts or his authorized representative on the first day of the convention.

IRR 8.1.9. Each performance must not exceed six minutes. If props are used, contestants are
allowed two minutes allowance- (1) minute for setup and (1) minute for teardown.

IRR 8.1.10 Contestants are required to arrive at the venue thirty (30) minutes before the program
commences, otherwise 2 points will be deducted to the total score of the performer.

IRR 8.1.11 The Contestants may have two (2) backup performers to accompany them on their
performance, the backup performers are not allowed to sing, to showcase the raw talent of the
contestant.
IRR 8.2 General Battle Rules and Mechanics

IRR 8.2.1 First Round (The Elimination)

IRR 8.2.1.1 The participants have the discretion to choose their own song whether it is Local or
Foreign.

IRR 8.2.1.2 The participants must perform one chosen song of their artist combined with dance or
acts to show that they have a similar personality with the person they are mimicking.

IRR 8.2.1.3. Any costume and props are allowed, except for the use of pyrotechnics, live animals,
explosive materials, liquid materials, and any other materials that may damage the venue.

IRR 8.2.1.4 Only the Top 5 will advance to The Grand Showdown (Final Round).

IRR 8.2.2 The Grand Showdown (Final Round)

IRR 8.2.2.1 The top 5 contestants shall perform their final and winning song during the grand
coronation of Ambassador and Ambassadress of Goodwill.

IRR 8.2.3.2 The participants must perform the song of their choice combined with dance or acts to
show that they have a similar personality with the person they’re mimicking.

IRR 8.2.3.3 Any costume and props are allowed, except for the use of pyrotechnics, live animals,
explosive materials, liquid materials, and any other materials that may damage the venue.

IRR 8.2.3.4 All scores garnered during the Elimination Round will be disregarded. All scores in the
Final Round will start at zero (0).

IRR 9.0 JPIA Project Runway
IRR 9.1 General Guidelines

IRR 9.1.1 The competition will be divided into three stages: Garment Creation, Photo Shoot
and The Ramp.

IRR 9.1.2 Each participating region may send (1) group composed of (2) female models,
(2) male models and (1) designer with 3 helpers. Technically, the group will be
composed of 8 individuals.

IRR 9.1.3 Any former winners of similar competitions and Mr. and Ms. Ambassador of
Goodwill Title Holders shall be allowed to join this competition.

IRR 9.1.4 Each group must prepare their own fashion show.

IRR 9.1.5 Music and Fashion routines are based on what the designer wants.

IRR 9.1.6 Wardrobes of the models must correspond to the themes of collection:
 Monochromatic Chic
 De ja vu Vintage Finery
 Picasso Cubism and Fashion
IRR 9.1.7 There will be a pictorial where the models shall wear plain white T-shirt (V- neck or
Round neck), Jeans and heels for the female models and any footwear for the male models.

IRR 9.1.8 At the end of the competition, all 4 models must be on the stage for the final show
with the designer.

IRR 9.1.9 All the participating groups are required to have a collection name/fashion house
name.

IRR 9.1.10 Contestants are allowed to use any accessories and props considering the
maximum height of 1 ft. and with a width of 1 ft. from the candidate’s shoulder.

IRR 9.1.11 No Nudity is allowed.

IRR 9.2 Garment Creation


IRR 9.2.1 On Day 1 of the 1st RMYC, all designers are given 8 hours to create all their garments
corresponding to the themes given. One pair will be wonderland, one pair is for shades of white.

IRR 9.2.2 Designers are allowed to bring ready-made pieces/ raw clothing: 1 for each model per
theme.

IRR 9.2.3 The organizers will provide a venue where the designers will create their masterpieces.
Designers must also bring all their materials to the designated venue.

IRR 9.2.4 Models are allowed inside the venue for measuring.

IRR 9.2.5 The designers are allowed three (3) helpers only.

IRR 9.2.6 Usage of already finished product or rented clothing that will be used in the ramp is
strictly prohibited.

IRR 9.3 Photo Shoot

IRR 9.3.1 The pictorial of the models shall occur at a designated area on
September 27, 2018, 1 PM. All shoots will happen at the Convention itself,
personal photos are not considered as an official entry.

IRR 9.3.2 The models must wear plain white T-shirt and Jeans for the photo shoot.

IRR 9.3.3 The judges shall rate every contestant based on the following criteria:

IRR 9.4 Pre-Judging

IRR 9.4.1 Pre-judging will occur backstage, prior to the commencement of the runway show on
the 2nd Day of the Convention.

IRR 9.4.2 The designer should present their theme and description of his/her works to the judges.

IRR 9.4.3 The criteria for judging are as follows:

IRR 9.5 The Ramp

IRR 9.5.1 All designers and models shall prepare for the fashion show with their music and routines.
The team will be given time for rehearsing blockings, walks, etc.

IRR 9.5.2 The models and designers should be at the venue thirty (30) minutes before the event starts.

IRR 9.5.3 In the Final Ramp, they must use their own Regional Council shirt while keeping the theme
Cirque du Soleil in line.

IRR 9.5.4 The time of the ramp for each team should only ranges from 6 minutes to 7 minutes and 30
seconds. A fifteen (15) seconds extension will correspond to 1 point deduction to the final scores.

IRR 9.5.5 The criteria for judging are as follows:

IRR 9.6 Awards


IRR 9.6.1 The breakdown for the final scoring is:

IRR 9.6.2 The House Collection who garnered the highest percentage on final tally shall receive a
special award of Best House Collection

IRR 9.6.3 The team who got the highest percentage of scores on the PreJudging will receive a special
award of Best Fashion Designer.

IRR 10.1 There is no limit in the number of participants for this competition.

IRR 10.0 JPIA PARODY


IRR 10.2. Each team shall have one Music Video that will be chosen by each local chapters.

IRR 10. 3 They will imitate the music video and perform it on stage. However, they should present it
with a twist and humor. The live performance and the assigned Music Video will be presented
simultaneously.

IRR 10.4 Only one music video is allowed per local chapter.

IRR 10.5 Each are given 30 seconds to set up props on stage, if any, then the MTV shall be played
automatically after the allowance time.

IRR 10.6 Each group must provide their own costume as part of the impersonation and props, if any.

IRR 10. 7 Contestants are expected to arrive at the venue thirty (30) minutes before the program
starts. Otherwise they shall no longer be allowed to join the competition.

IRR 11.0 TugSayaWit


IRR 11.1 General Guidelines

IRR 11.1.1 The contest is open to all bona fide members of NFJPIA-Region 2.

IRR 11.1.2 Each team must be composed of 15 to 30 members.

IRR 11.1.3 The performances must only be 5 minutes and a minimum of 4 minutes.

IRR 11.1.4 The performance should include dances, players of musical instruments and singing stints.

IRR 11.1.5 The performers must have an original medley/jingle which is in line to the theme:
Preservation of Mother Earth

IRR 11.1.6 Use of props to enhance the performance of the team shall be allowed. However, use of
pyrotechnics, live animals, explosive materials, liquid materials and any other materials that may
damage the venue are strictly prohibited. Backdrops may also be used.

IRR 11.1.7 The performance must be an original composition.

IRR 11.1.8 Participants are required to arrive within the contest area 30 minutes before the contest
proper otherwise they 1 point will be deducted to the total score for every 5 minute late time
arrival.

IRR 11.1.9 The performances will be judged as follows:

IRR 12.0 TinigJPIAn


IRR 12.1 Each local chapter may send one (1) participant for each category: 1 for Solo and 1 pair
for Duo singing competition.

IRR 12.2 Each participant shall prepare a three (3) minute to four (4) minute Original Pilipino
Music hits.

IRR 12.3 Any excess time consumed by the contestant will lead to a deduction of two points per
minute.

IRR 12.4 Any costume, props and the likes are allowed, except for sharp, pyrotechnic or other
equipment that may cause damage to the event which are strictly prohibited.

IRR 12.5 Contestants are expected to arrive at the venue thirty (30) minutes before the program
starts. Otherwise they shall no longer be allowed to join the competition.

IRR 12.6 Top 5 Finalists must perform on the 3 rd Night of Socio Cultural event of ARC, thus
announcing of winner shall be made. Song to be performed by the Top 5 finalists shall not affect
the judging for this event.

IRR 12.7 Criteria for judging are as follows:

IRR 13.0 SINIRATURA 2

IRR 13.1 General Rules and Mechanics

IRR 13.1.1 Siniratura is an Arts and Literary Festival which intends to expose the artistic and the
epigrammatic side of the accounting – major or non-BSA students. There are (7) competitions
under this event:
 Short Story;
 Essay;
 Slam Poetry;
 Creative Photography;
 Mural Painting;
 Slogan Making; and
 Creative Body Painting.

IRR 13.1.2 The contestants must be on the venue 30 (thirty) minutes before the competitions start.
IRR 13.1.3 These competitions are simultaneously held.
IRR 13.1.4 English shall be the medium of expression.

IRR 13.1.5 The contestants are given two (2) hours to finish their piece, four (4) hours for body painting, and
one (1) hour for creative photography, after which the piece will be submitted to the organizer.

IRR 13.1.6 The entry must be an original piece of the contestant. Plagiarism is highly prohibited.

IRR 13.2 SHORT STORY

IRR 13.2.1 An entry must be at least three (3) but not more than five (5) pages.
IRR 13.2.2 Each local chapter may send two (2) representatives.

IRR 13.2.3 It must be hand - written.

IRR 13.2.4 The theme shall be given on the day of the competition.

IRR 13.2.5 The entry must include a one page synopsis.

IRR 13.3 ESSAY

IRR 13.3.1 Each local chapter may send two (2) representatives

IRR 13.3.2 English shall be the medium of expression.

IRR 13.3.3 The essay should be at least 450 words, excluding the title.

IRR 13.3.4 The theme shall be given on the day of the competition.

IRR 13.4 SLAM POETRY


IRR 13.4.1 Each local chapter may send two (2) representatives

IRR 13.4.2 The piece must contain a maximum of three hundred fifty (350) words.

IRR 13.4.3 The theme shall be given on the day of the competition.

IRR 13.4.4 English, Filipino or Filipino - English shall be the medium of expression.

IRR 13.4.5 Vulgar words or obscene language(s) is / are highly prohibited.

IRR 13.5 CREATIVE PHOTOGRAPHY

IRR 13.5.1 Each local chapter may send two (2) representatives.

IRR 13.5.2 Contestants shall be confined in a single - bound setting where they could take photos of their
subject which should be relevant to the theme.

IRR 13.5.3 The theme will be given on the day of the competition.

IRR 13.5.4 Contestants shall be given one (1) hour to take their photos. After an hour, all contestants
should return to the designated place and shall be given 15 minutes to select their best.

IRR 13.5.5 Contestants must bring connectors for their gadget.

IRR 13.5.6 Editing of photos is strictly prohibited. Only Digital Cameras or DSLR Cameras are
allowed.

IRR 13.6 MURAL PAINTING


IRR 13.6.1 Each local chapter may send one (1) group consisting of a maximum of four (4) members.

IRR 13.6.2 The theme shall be given on the day of the competition. No outside help is allowed.

IRR 13.6.3 The contestants must provide their own paints and 1 whole illustration board.
The contestants must bring their own paint brushes.

IRR 13.6.4 The contestants shall be given two (2) hours to finish their piece.

IRR 13.7 SLOGAN MAKING

IRR 13.7.1 Each local chapter may send two (2) representatives to each cluster.

IRR 13.7.2 An illustration board (1/4 size) shall be provided by the organizers but each contestant
must bring their own drawing materials (e.g., pencils, pastels, crayons, paints, etc.).

IRR 13.7.3 The theme shall be given on the day of the competition.

IRR 13.7.4 A slogan, which shall serve as the title of the artwork, must not exceed 12 words.
The slogan, together with a one – paragraph interpretation of the poster of at least 100 words,
shall be written on a sheet of paper provided and shall be attached to the back of the artwork.

IRR 13.7.5 Contestants shall be given two (2) hours to finish their piece.

IRR 13.8 BODY PAINTING


IRR 13.8.1 Each region may send one (1) group consisting of four (4) members, one being the model
and the rest being artists.

IRR 13.8.2 The model should be male. His upper body (above the waist), face and arms would be used
as canvas.

IRR 13.8.3 The local chapters shall provide the material or objects which will form part of the model.
(e.g., trunk, leaves, rope, ball, etc.)

IRR 13.8.4 Regions should bring their own painting materials. Materials shall be limited to the
following: markers, make-up kits, lipsticks, body or acrylic paint, paint brushes, glitters, sponges,
blow driers, cloths, rugs and containers. Participants are also advised to bring newspapers to prevent
creating mess in the venue.
Any other materials not mentioned shall not be allowed to be used in the competition.

IRR 13.8.5 Participants shall make sure that their paints won’t irritate the skin of their model. Also,
allergic reactions like difficulty in breathing shall be taken into consideration by the participants. For
these, the organizers highly encourage the participants to test the paints to the models before the
convention takes place. The organizers shall not be responsible for irritation and other allergic
reactions on the models.
IRR 13.8.6 The theme for the body paint shall be announced during the contest proper.

IRR 13.8.7 The participants shall be given four (4) hours to complete the body paint of the model.

IRR 14.1 General Guidelines

IRR 14.0 JPIA SPEAKs 2

IRR 14.1.1 Each Local Chapter may send 1 participant for each competition. IRR 14.1.2 English shall
be the medium of expression.
IRR 14.1.3 Participants are highly encouraged to wear semi- formal attire.
IRR 14.1.4 Sequence of the contestant shall be determined on the day of the competition through
draw lots.
IRR 14.1.5 Contestants must be on the venue 30 (thirty) minutes before the competitions start.
IRR 14.1.6 The competition is composed of three segments:
 Extemporaneous Speaking
 Impromptu Speaking
 Slam Poetry

IRR 14.2 Extemporaneous Speaking

IRR 14.2.1 The contestant will be given 5 minutes to construct his speech
IRR 14.2.2 No adviser contacts will be allowed between the time of receiving the topic.
IRR 14.2.3 The use of reference books and printed materials during the presentation will not be
permitted. No materials or previously prepared notes will be allowed.
IRR 14.2.4 The delivery of the speech must not be less than 3 minutes but must not be more than 5
minutes.
IRR 14.2.5 Criteria for judging are as follows:

IRR 14. 3 Impromptu Speaking

IRR 14.3.1 The topic will be given on the spot.


IRR 14.3.2 The Contestant shall be given 30 seconds to think and construct his/her speech.
IRR 14.3.3 The Contestant is given a maximum of 3 minutes to deliver his/her speech. IRR 14.3.4
Criteria for judging are as follows:

IRR 14. 4 Spoken Word Poetry

IRR 14.4.1 Each local chapter may send a maximum of two (2) participants, depending on the participants
they sent on the Slam Poetry.

IRR 14.4.2 The medium of expression depends on the piece made by his / her local chapter in the Slam
Poetry.

IRR 14.4.3 The contestants must be on the venue 30 (thirty) minutes before the start of the competition.

IRR 14.4.4 The copy of the piece made by his/her local chapter is permitted during the actual competition.

IRR 14.4.5 The contest shall be presented on the Coronation night of Mr. and Ms. Ambassador of
Goodwill.

IRR 14.4.6 The performance shall be judged as follows:

IRR 15.0 CINEJPIA
IRR 15.1 Entry is limited to a minimum of 15 minutes and a maximum of 20 minutes duration.
IRR 15.2 The short film is open-theme and must be decent in nature.
IRR 15.3 NO REGIONAL OFFICERS MUST BE SEEN IN ANY PART OF THE FILM OR
PRODUCTION UNIT, if so, entry will automatically be disqualified.
IRR 15.4 There is no limit as to number of participants. IRR 15.5 The film must be saved as .mp4,
.wmv or .avi

IRR 15.6 The film must be submitted on the first day of the convention.
IRR 15.7 The overall equivalent points are pro-rated to the following awards:

 Best Film of the Year (40%) Best Director (10%)


 Best Actor (2.5%) /Actress (2.5%)
 Best Supporting Actor (2.5%) /Actress (2.5%)
 Best Story (20%)
IRR 15.8 Criteria for judging in Best film of the year are as follows:

IRR 15.9 Highest score in Concept shall win Best Story, Highest score in Editing and
Cinematography shall win Best in Cinematography, Highest score in Artistry shall win Best Director.
Best Actor/Actress and Best in Supporting Actor/ Actress shall be based upon the judges own
individual judgment or perception.
IRR 16.0 COUNCILABAN
IRR 16.1 Each local chapter president that will attend the ARC is required to participate in this
competition together with his/her local chapter vice presidents.

IRR 16.2 This is a battle of talents by the Local Chapter Councils which must be participated by the
President and VP Socio of each local chapters plus at least 3 and a maximum of all Vice Presidents
of the local chapter. Thus each participant must present their talents prowess. (Ex.
Dancing/Singing or Combination of both).

IRR 16.3 The performance must not depict lewdness, violence, sex, racism and damaging or
attacking individuals.

IRR 16.4 Use of props and costumes to enhance the performance of the contestants shall be allowed.
However, use of pyrotechnics, live animals, explosive materials, liquid materials and any other
materials that may damage the venue are strictly prohibited.

IRR 16.5 Participants shall not allowed to have back up performers or marshal present during
his/her performance.

IRR 16.6 Performance must at least 4 minutes but not more than 5 minutes duration.

IRR 16.7 Each councils shall be given a two point deduction in the total average score for every 15
seconds in excess time allotted, but not to exceed 60 seconds, otherwise the contestant will be
disqualified.

IRR 16.8 Criteria for judging are as follows:

IRR 17.1 The Federation shall be vested with the exclusive power to revise and amend the
Implementing Rules and Regulations.

IRR 17.2 Any amendments or revisions to this Implementing Rules and Regulations may be
proposed by any member of any local chapter upon a written request of such member, stating
the reasons thereto.

IRR 17.3 Any request for amendments and revisions as well as proposed amendments must initially
be reviewed by the Officer-in-charge for Non- Academics then to be forwarded to the Regional
Executive Officers for discussion, editing, and final approval and to be noted by the Regional
Adviser.

IRR 17.4 The Regional Executive Officers shall have the right to deny any proposed revisions and
amendments, submitted to them by the Officer-in-charge for Non- Academics, which are deemed
unnecessary. The final decision on any inclusions and exclusions to this Implementing Rules and
Regulations must be determined by a majority vote of all Regional Executive Officers in which the
Officer-in-charge for Non- Academics is included.

IRR 17.5 Amendments to particular provisions in this Implementing Rules and Regulations shall be
allowed provided that such amendments will be communicated to stakeholders at least two weeks
before it could take effect.

IRR 18.0 SEPARABILITY CLAUSE


IRR 18.1 If any clause, provision, paragraph or part of this Implementing Rules and Regulations
shall be declared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair
any other part hereof, but shall be merely confined to the clause, provision, paragraph or part
directly involved in the controversy in which such judgment has been rendered.
IRR 19.0 REPEALING CLAUSE
IRR 19. 1 Any rule and regulation or resolution or part/s thereof inconsistent with the provisions
of this Implementing Rules and Regulations are hereby repealed or modified accordingly.

IRR 20.0 EFFECTIVITY


IRR 20.0 This Implementing Rules and Regulations shall take effect immediately after its presentation
and approval from the Assembly.

IRR 21.0 POINTING SYSTEM
