South Railways project now

Agriculture and Fisheries
(PCAF) based in Quezon
City and from Participatory
Monitoring and Tracking
Team (PMT) went around
the six (6) provinces of Bi-
col in the past two weeks to
conduct Project Monitor-
ing and Tracking & Geo-
tagging of Farm-to-Market
Roads and other DA-funded
projects.
A total of 121 projects
on rice, corn and high value
crops production and process-
ing facilities and organic agri-
culture projects implemented
by DA in Bicol from 2017 to
2018 were tracked and evalu-
ated. More than 50% of these
are Farm-to-Market Roads
(FMRs). In Camarines Sur,
33 projects were monitored;
16 in Albay; 20 in Cam. Norte;
19 in Catanduanes; 13 in Mas-

V. Ramos signed Republic Act No. 8371
or the Indigenous People’s Rights Act of
1997.
It aimed to “recognize, protect and
promote the Rights of Indigenous cultural
Communities/Indigenous Peoples (ICCs/
IPS) and for other Purposes.”
Twenty-one years and 3 days after its
enactment, a 79-year old nun who had
made the Philippines her home working
with indigenous peoples, urban poor
and farmers for the past 27 years, that is
6 years before the IPRA; was ordered by
the Philippine government deported to her
Australian homeland.
Sister Patricia Fox, Superior of the Our
Lady of Sion congregation in the country,
angered President Rodrigo Duterte for
her outspoken criticism of his illegal drug
campaign; and this is seen as the real
reason for her expulsion from the country.

Petitions for disqualification are
the order of the day. Many are for
the purpose of preventing name-

Others are in order to protect their

like that of Sen. Legarda running for
congressman of Antique. The term
issue involving Sen, Koko Pimentel
will surely reach the Supreme Court
(When does the term of elected offi-
cials start and end?). Koko succeed-
ed in his protest against Sen. Miguel
Zubiri and he was allowed to sit in the
Senate in mid-term.

to the past, the present becomes dif-
ficult, and the future seems impos-

cemetery.
It is the Filipino custom and tradition
to visit their departed relatives on All
Saints Day instead of November 2
which is All Souls Day. If the Catholic
priests will tell their parishioners to visit
their departed relatives on November
2, it will lessen the heavy traffic and
may please the dead to be visited on
the right day designated for them.
We should pray for the dead. They
cannot pray for themselves but can
pray for us. If we love them, we should
pray for them not only on All Saints Day
but everyday.

2018 and joined the uni-
versal call to address global
investment-related issues
and advance sustainable
development for all.
Anchored on the theme:
“Investing in Sustainable De-
velopment,” the WIF 2018
was held from October 22-26
and served as an avenue for
world leaders to unite and de-
vise policies, strategies, and
solutions that can solve chal-
lenges in attaining the Sus-
tainable Development Goals
or SDGs.
Organized by the United
Nations Conference on Trade
and Development (UNC-
TAD), the forum was opened
by Swiss President Alain Ber-
set at the United Nations’ Eu-
ropean hub Palais de Nations.
Farmers gain from Flatbed Dryers

NABUA, CSUR – The
“Ber” months signal not
only the festive air of Christ-
mas but also the onset of
rain and sometimes typhoon
which can jeopardize our
rice farmers’ harvests for
the wet season cropping.
But today rice farmers are
not worried as worried as in
the past because of the avail-
ability now of Flatbed Dryers
(FBDs). Since 2007, the De-
partment of Agriculture has
established 362 units of flat
bed dryers in the region fund-
ed under the Rice Program.
Less than a hundred dryers
were also established under
the Bottom Up Budgeting
Project. These dryers have
benefited over 350 farmers’
organizations and NFA pro-
vincial offices.
Flat bed dryers can dry
dripping wet palay and corn.
Drying or removal of excess
moisture for safe storage is
another way of increasing
farmers’ income by reducing
quantity and quality losses.
Dried palay at 14% moisture
content can be stored up to
three months while farmers
are waiting for higher price,
thus expanding opportunities
The biennial forum gathered
6,000 participants from 160
countries composed of heads
of states, high-level govern-
ment executives, UN officials,
and investment stakeholders
in the private sector.
Joining the Philippine
delegation to the WIF 2018,
Undersecretary Terrado repre-
sented the country in various
discussions and shared with
other delegates the initiatives
and plans of the Philippines
for its digital economy transi-
tion as well as the continuous
developments of its special
economic zones (SEZs). On
behalf of the Philippine gov-
ernment, Terrado discussed
the importance of improved
policies and reforms in areas
of trade and investments.
The delegation was com-
posed of Budget Secretary
Benjamin Diokno, Com-
mission on Audit Director
Luzvi Chatto and Assistant
Commissioner Lourdes Cas-
tillo, Helen Alcantara of the
Department of Finance, and
Leonard Flores and Roya Ma-

The provision of FBD is
governed by a Memorandum
of Agreement (MOA) be-
tween the DA, PhilMech and
the recipient organization.
One of the conditions stipulat-
ed in the MOA is that incase
the FBD has not been utilized
for two or more months, the
DA has the right to transfer
the said FBD to another farm-
ers’ organization.
IN 2014, the DA has
stopped constructing FBDs
and focused on rehabilitation
and transfer of existing units.
Thus, a number of farmers’
organizations which have not
received the facility were giv-
en chance this time around.
And on October 24-26,
2018, these new recipients of
the FBDs that have been re-
possessed by the DA due to
non-use, underwent a Train-
ing on the Operation and
Maintenance of Flatbed Dryer
at Regal Plaza Hotel this mu-
nicipality. Over 30 partici-
pants attended the 3-day train-
ing. They were composed of
association presidents, secre-
taries and flat bed operators.

During the session, Ter-
rado discussed investments
in the digital economy, along

tion Industrial Strategy or i3s.
The i3s, according to Ter-
rado, complements the gov-
ernment’s thrust to promote
an innovation ecosystem in
the country—with different
sectors partnering to generate
more jobs and improved busi-

years to reduce postharvest

the association presidents to
save some of their income for
the maintenance of the facility
as the DA can only shoulder
the rehabilitation of the shed,
furnace and flooring.
Engr. Suzara added that
these FBDs which cost
P700,000 to P850,000 (for
FBDs with mixer) designed
by the PhilMech were given
for free by the DA to the re-
cipient organizations. The
only counterpart from the re-
cipient was 200 sq. m. lot area
and 6x13 sq. m flooring. The
FBDs use rice hull as fuel and
gasoline to start the engine
blower.

tional payment scheme for
qualified delinquent em-
ployers who are experienc-
ing financial difficulties in
fulfilling their outstanding
obligations to the pension
fund.
SSS President and Chief
Executive Officer Emmanuel
F. Dooc said that delinquent
employers who have paid
their principal obligations
shall be entitled to a one-year
period within which they can
defer the payment of the pen-
alty either in full or through
installment based on the as-
signed monthly installment
payment plan.
“As valuable partners of
the pension fund, we want to
help them instead of giving
much burden by providing
lenient ways in paying their
financial obligations to SSS,”
Dooc said.
Delinquent employers
who are qualified for the ad-
ditional settlement option are
those with outstanding obli-
gation of at least P100,000
exclusive of penalty, with or
without pending cases be-
fore the Prosecutor’s Office,
courts, and Social Security
Commission (SSC), and with
or without subsisting ap-
proved settlement scheme.
“The additional payment
option specifically caters to
delinquent employers who
are currently experiencing fi-
nancial difficulties due to in-
come losses, mismanagement
or those who were greatly
affected by natural and man-
made disasters,” Dooc added.

No. 2018-008, employers
who paid their principal con-
tributions in full or within a
period not exceeding 90 days
from the approval of the ap-
plication, shall be entitled to
a one-year period to defer
the payment of their accrued
penalties.
“If the employers failed
to settle the principal amount
within the 90-day period, a
three percent per month pen-
alty shall be imposed on the
balance until the principal
contribution is fully paid.
That’s why it is crucial for
employers to strictly follow
the additional guidelines
to avoid penalty accruals,”
Dooc explained.

pal delinquency, employers
can settle the total penalty
delinquency either in full or
on a staggered basis in ac-
