Arrowhead Family Medicine has purchased the “Corner-
stone” building previously owned by MRSI. Dr. Spencer
Weston and his wife Brendee signed the purchasing documents
last month.
Currently practicing at the building located at 195 Feather
Way, he said he will be joined frequently by specializing
doctors and advanced care services at the Arrowhead Family
Wellness Center.
A graduate of Evanston High School, Weston went on to
complete his undergraduate work at the University of Utah.
He worked as a critical care technician for Intermountain
Healthcare in the coronary intensive care unit while finishing
his bachelor’s degrees in biology and psychology with a minor H&R Block recently opened in its new location at 124 Yellow Creek Road. Celebrating the opening with a ribbon cutting were members of the

The Commission issued a Notice of Application on July 17, 2017,

RMP that could possibly be affected by the outcome of the Company’s
Application. The Wyoming Office of Consumer Advocate, Wyoming In-
dustrial Energy Consumers, Northern Laramie Range Alliance, Interwest
Energy Alliance, Rocky Mountain Sheep Company, The Overland Trail
Cattle Company, Anadarko Land Corp., Southland Royalty Company,
and BP America Production intervened in this matter.
Pursuant to the Commission’s Scheduling Order issued on August 24,
2017, a procedural schedule was established and a public hearing in this
matter was set to commence on February 22, 2018, in the Commission’s
hearing room in Cheyenne.
On January 16, 2018, the Company supplemented the Application with
testimony and exhibits after having identified the specific Wind Projects
through the request for proposal process, which supplement increased the
proposed total capacity from 860 megawatts (MW) to approximately 1171
MW. RMP requests CPCN for four identified Wyoming wind resources:
the 400 MW Cedar Springs Wind Project; the 500 MW TB Flats I and II
Wind Project; the 110 MW McFadden Ridge II Wind Project; and, the
161 MW Uinta Wind Project. RMP also supplemented its Application
to request additional CPCN to construct additional 230 kV and 138 kV
transmission resources necessary to interconnect the specific four identi-
fied Wyoming wind resources.
Due to the nature of the Company’s Supplement filed on January 16,
2018, additional notice was required to be given pursuant to W.S. § 37-2-
205(e), which the Commission issued on January 19, 2018.  Accordingly,
pursuant to Commission Rule Chapter 2, Section 11(e), the Supplement
is considered an Amendment and the “initial date of filing” will now
be January 16, 2018, for purposes of computation of time under Wyo.
Stat. § 37-3-106. 
On January 26, 2018, RMP filed an Unopposed Motion to Vacate
and Amend Procedural Schedule (Motion) asking that the Commission
vacate and amend the remaining procedural schedule established in its
Scheduling Order issued on August 24, 2017, and vacate the remaining
procedural schedule and the public hearing set to commence February
22, 2018 in this matter.
RMP’s Motion came before the Commission for consideration at its
noticed Open Meeting of February 6, 2018. Yvonne Hogle, Counsel, ap-
peared by telephone. Ms. Hogle stated that RMP would work with Staff
and the parties to establish a new procedural schedule and hearing dates.
Lori Brand, Staff Counsel, recommended granting the Motion. Based
upon the RMP’s Amended Application, its Motion and Staff’s recom-
mendation, the Commission finds that the remaining procedural schedule
and the public the public hearing in this matter scheduled to commence
on February 22, 2018 should be vacated.
Pursuant to open meeting action taken on February 6, 2018, the remain-
ing procedural schedule and public hearing set to commence on February
22, 2018, are hereby vacated, and will be rescheduled at a later date.
