VP - NCR Mechanical Engineers (PSME) and the upcoming nominations of the Board of

VP - Luzon Mechanical Engineering (BME), we wish to inform your good office regarding a
Joemarie A. Arib pressing matter involving a number of nominees for the vacant BME positions.

VP – Mindanao In a letter dated January, 25 2018, The PSME Saudi Arabia Chapter sent a letter to
Alfredo T. Buten the Professional Regulation Commission (PRC) informing such of the insidious machinations

that the following individuals Leandro Conti and Vicente Visotros has been involved with

Director during their tenure as Board members of the BME. Some complaints of such but not limited

VP - Middle East 1. Illegal solicitation of funds from Professional Mechanical Engineering
Eduardo P. Malagapo Candidates purported as examination fees although not mandated by law.

2. Illegal solicitation of funds claimed to be airfare tickets by the BME despite
Liberato S. Virata
Advisory Board Chair receiving subsidies from the Government for that matter.
Leonardo M. Cometa 3. Acceptance of gifts and the like during the examination/interview period.

It has come to our attention that your office has yet to be informed of such matter.
These complaints has been long-standing been lodged against Leandro Conti and Vicente
Visotros. For reasons not known to all parties involved the PRC has yet provided the PSME
Saudi Arabia Chapter any resolution to their complaints. It is worth noting that such is not
the first time that the PRC has been passive regarding complaints lodged against the
following individuals as such has historically has had received favorable treatments and
outcome from such office.

The PSME only wishes that Justice be served though the heavens should fall. That if
warranted these individuals shall have their day in court to answer for the complaints against
them. That if such complaints have merit these individuals shall be made to answer for the
deeds they have committed instead of having another opportunity to repeat these same
deeds. A follow-up letter shall be sent to your office as soon as possible containing the
affidavits of the individuals victimized narrating their experiences with Leandro Conti and
Vicente Visotros.
