REVIEW OBSERVATIONS ON DPR FOR I&D AND STP SCHEME FOR


PHULWARISHARIF,BIHAR

Basis: DPR of I&D and STP scheme submitted by Govt. of Bihar.

Proposal Cost: Estimated project cost is Rs.37.42 Cr including 18.88 Cr O&M cost for 15 years,.

Project Area: Phulwarisharif is a satellite town and is located about 9 km west from Patna. It is one of
listed 18 towns identified along main stem of River Ganga in Bihar.

Population: As per 2011 census, the total population of Phulwarisharif is 81740 with area of 6.48 sqkm
and 28 wards.

The total population projection without floating population for the base year 2018 is 108800, 2033 is
200600 and for the design year 2048 is 370000.

The population projection for Zone I without floating population for the base year 2018 is 37007, 2033
is 68231 and for the design year 2048 is 125850.

Water Availability:

The gross water supply in the city is around 12.69 MLD with about 53lpcd a sper 2011 population. The
projected water demand in year 2045 is 50.4 MLD. Water supply augmentation and improvement
project by BUIDCo is in pipeline to augment present water supply rate of 110 lpcd to 135 lpcd with
provision of 15% as system loses under JNNURM scheme of Govt of India with an estimated cost of
Rs 24.71 Cr.

Estimated Sewage Generation: The estimated sewerage generation for year 2018 2033 and 2048 is
12 MLD, 22 MLD and 40 MLD respectively, considering rate of water supply as 135 lpcd.

The estimated sewerage generation of Zone I for year 2018 2033 and 2048 is 4 MLD, 7.37 MLD and
13.59 MLD respectively, considering rate of water supply as 135 lpcd.

Background of Drainage/Sewerage:

Phulwarisharif town is divided into 4 drainage zones i.e. Zone I, II, III and IV.The sewage and sullage is
being disposed by two pucca drains along the NH98 in Nahar canal at Khagaul lock and finally disposed
in to River Ganga. Sewage and sullage from Zone II is being disposed in to railway culvert and passing
into Patna Municipal area. Sewage from Zone III and Zone IV is being used for agriculture purpose.

DPR Proposal: The proposal comprising of

 Construction of 7.5 MLD STP after demolishing 20 MLD STP at Beur


 I&D work with IPS at Khagoul Lock

Observations on DPR:

1. The population projection to be done for new design horizons of 2020,2035 and 2050.

2. As per the DPR town has been divided into 4 drainage zones named Zone I,II,II and IV.
However only Zone I has been considered for I&D and STP. Being an important town near the
River Ganga and Patna city which is planned to be fully sewered, it is not recommended to
leave other zones unattended. Therefore, it is suggested that SPMG Bihar should come up with
the proposal of all the Zones considering comprehensive and sustainable approach.

3. In DPR it is reported that Zone IV is discharged at railway culvert and Zone II and III are
discharged in to open fields while in the presentation in NMCG by BUIDCo it was reported that
Zone II discharging at railway culvert from where the drain flows in to Patna Municipal limits
and Zone III and IV discharges into open fields. This is corroborated by” Phulwarisarif Zone
Map” enclosed in the DPR.

4. As per DPR, new STP of 7.5 MLD at Beur STP site has been proposed after demolishing
existing 20 MLD STP without providing any condition assessment report. However, STP is in
working condition and treating about 11 MLD of wastewater. This concept requires revisit, and
SPMG Bihar may revisit the proposal considering the utilisation of the same 20 MLD STP for
treating wastewater of the town after required augmentation as per the condition assessment
report.

5. As per DPR,STP capacity has been estimated considering the contributing population of Zone
I instead of measuring the flow in drain. Therefore, SPMG may measure the flow data of the
drain to verify the required STP capacity.

6. The status of land transfer and land acquisition is not clear from the report. However as per
proposal new STP is to be constructed at Beur STP site. The State Government should ensure
procurement of required land for SPS at the selected location before the work is tendered out.
SPMG may annexe a NOC for Land available.

7. The Environment and Social Management Plan (ESAMP) should be prepared as per NMCG
guidelines and to be annexed with the report.

Observations on Drawings

8. Drawings attached with the DPR are not as per the List of drawings mentioned in the DPR.

9. Index map showing entire proposal including drains, ponds, rivers, proposed I&D and two STP
sites has been provided with DPR.SPMG may remove the additional drawings to avoid
confusion.

10. Layout plan of I&D, IPS, MPS and STP on actual parcels of land may be prepared to verify the
adequacy of land and need to be provided in DPR.

11. All the drawings, referenced in estimates, may be annexed with DPR. In the absence of
drawings it is not possible to review the cost estimates.

Observations on Estimates

12. References of SORs and Quotations referred for estimation may be furnished in the detailed
estimate sheets to verify the items description and rates.

13. Supporting quotations/ references for considered cost of STP, unit rate of pumps in detailed
E&M estimate of SPS etc may be annexed with the DPR. At least 3 quotations for each item
may be submitted for non DSR items.

14. Cost breakup of Rs 25 lacs considered for ESAMP should be provided with the DPR.

Observations on E&M works and O&M estimate:

15. As per DPR, 2 nos 15 KW pump with 100 % standby has provide at IPS 1 which are not
meeting the lean flow requirement. SPMG may ensure that the proposed pump configuration
should be as per NMCG guidelines, and CPHEEO manual. Pump configuration as follows
maybe considered

a. Pump configuration -I, 3 nos of (Peak flow)/2 Capacity( including 1 standby); and 2 nos
of (peak flow/4) capacity

b. Pump configuration - II, 6 nos of (Peak flow)/4 capacity (including 2 standby)

16. Detail estimation of power cost and chemical cost should be provided instead of per MLD cost.

17. As per DPR, annual cost for maintenance for civil has been estimated based 0.5 % capital cost.
Annual cost has been escalated for 5% per annum in estimating O&M for 15 years. However,
10% has been mentioned in the report.

O&M calculation for 15 years should be done considering the escalation from 2nd year onwards
as per NMCG latest guidelines i.e. Annual O&M cost beyond 1st year to be worked out by
compounding present cost with general price index / inflation which may be taken as 5% on
Manpower and 2% on Chemicals. However, no escalation may be considered on Power.
