DURING TRAINING…

 Presiding officer is leader of polling team.


 Get acquainted with your team members.
 Report absence of your team member
immediately to the ARO.
 EVM made by ECIL will be used for this
election.
 Familiarize yourselves with use/working of
EVM and various prescribed forms.

RESPONSIBILITIES…
 The duties relating to the election can be
classified into:

1. PRE – POLL DUTIES:


a) DUTIES ON THE DAY PRIOR TO THE POLL
i. AT THE DISTRIBUTION CENTRE.
ii. AT THE POLLING STATION.
b) DUTIES ON THE DAY OF POLL (BEFORE THE
START OF POLL)

2. POLL DUTIES (AFTER THE START OF POLL)

3. POST – POLL DUTIES

AT DISTRIBUTION CENTRE…

 Know the distribution centre and


reach the centre at the specified time.
 Collect the poll material as per the list.
 Check whether the election material
received by you is as per list, and EVM
as allotted to your polling station.

AT DISTRIBUTION CENTRE…

 Confirm that the serial numbers on CU and


BU are the same as that mentioned on the
EVM Identification Slip.

 Total number of EVM Identification Slips


issued to your team should be equal to the
number of candidates.

AT DISTRIBUTION CENTRE…

Marked copy of voter list:

 Check the marked copy in total and


Certificate given by RO.
 Check markings on the marked copy.
 If the number of voters in your polling
station exceeds 850, ensure that the
additional Polling Officer accompanies the
polling team.

MARKED COPY
Check:-
1. Check the certificate given by Returning Officer.
2. That the copies of the supplements are given.
3. That the part number of the roll and the supplement is
correctly given.
4. Page numbers in the working copies of the roll are given
serially.
5. The printed serial numbers of voters are not corrected
and no new numbers are substituted for them.
6. Marked copy is duly certified by the RO/ARO.
7. No unauthorized markings on the marked copy except
PB.
8. The deletions and corrections marked on the marked
copy as per the supplements.
9. Check markings on the marked copy. 9

MODE OF TRANSPORT

 Transport – Vehicle as provided by

 No Vehicle other than provided by


RO/ARO to be used to & fro Polling
Station.

 Polling parties to be accompanied by


security personnel.

AT THE P.S. ON THE EVE OF POLL DAY…

Ensure that:
 The voting compartment for voters to record their votes is well
lighted

 A notice showing the polling area, list of contesting candidates


and warning notice is displayed at the entrance.

 See that no photographs of political leaders are displayed in the


polling station, if found remove/cover them.

AT THE P.S. ON THE EVE OF POLL DAY…

 Set up the polling station preferably as per the Model.

 Make arrangement for separate queue for Male,


Female and special queue for handicap, infirm and
Senior Citizen Voters.

 Regulation of voters in the Polling Station should be as


per instructions i.e. 1 Male to 2 Female.

 Takea round and know periphery of


200 meters around the Polling Station
to exercise your jurisdiction and
control.

 Remove / get removed all the banners


& symbols of candidates, if any, within

 Child in arms of the elector.
 Companion of blind and infirm elector.

WHAT ABOUT POLICE?

 Police cannot enter Polling Station.

 However, Presiding Officer can call


police, if need arises.

 Even security personnel has to be


outside Polling Station.

 Identity cards will be issued to:


◦ Observers

◦ Polling party

◦ RO/ARO

◦ Sector Officer / Magistrate

◦ And all other election related Officers.

VIP AND GLAMOROUS PERSONALITIES

 No special treatment is to be provided


to VIP’s and glamorous personalities.

 Should handle the situation


professionally without creating any
hindrance to the polling activity

PRESS AND MEDIA

 No press or media persons to be


allowed except those authorized by
Election Commission.

 No Photography and video


recording by press is to be allowed
inside the voting compartment.

 To be maintained by the presiding officer.


 Should be given to all authorized visitors
visiting the polling station for entering their
observations.
 The visit sheet should be used on the day
prior to the poll and on the day of poll.

ON THE DAY OF POLL

 Entire polling team to be ready one hour prior to


the poll.
 Start preparing the voting machine including the
conduct of MOCK POLL one hour before the
time fixed for commencement of poll
 Ensure presence of Polling Agents. Wait for 15
Minutes if Polling agents of two or more
candidates are not present.

MOCK POLL..

 Distribute the EVM Identification slips to Polling Agents of


the candidates present.

 Mock poll has to be started even if polling agents have not


arrived at the Polling station.

 Have to cast at least 50 votes in TOTAL (minimum 1


vote to each candidate including NOTA).

 Mock poll is compulsory

MOCK POLL..

 If there is no mock poll, there is no poll at the polling


station.
 During mock poll, Balloting Unit to be kept in Voting
Compartment.
 Ensure that at least TWO POLLING OFFICERS are
present in the Voting Compartment during Mock Poll.
 If no polling agents are present or if polling agent of single
candidate is present, then inform the R.O. immediately.
 Proper record of dummy votes cast in favour of each
candidate to be kept to avoid any doubts at the time of
MOCK POLL RESULTS by the Polling Agents.

FIRST POLLING OFFICER - EDC

 Obtain signature of the person producing EDC on


EDC (FORM 12B) produced by him.

 Serially number the entry of EDC consecutively


after the last serial number in the MARKED COPY.

 EDC to be retained by the First Polling Officer.

 Mention the name and Electoral Roll details as per


EDC as below.

 Election Photo Identity Card (EPIC)

 Photo Voter Slip issued by the RO


◦ Minor discrepancies in details of elector or
EPIC number should be ignored, if voter is
identified.

 They have right to cast their vote.


 Any elector from the list of ASD shall
have to produce EPIC or any one of the
alternative photo documents.
 Check left hand fore finger of such
elector.
 Presiding Officer MUST verify the
identification document of such voter

ABSENTEE, SHIFTED & DUPLICATE [ASD] VOTERS

 Presiding Officer shall also verify the details


entered by Polling Officer in the Register of Voters
(Form 17A).
 Thumb impression of such elector shall also be
taken on Registers of Voters (Form 17A) IN
ADDITION to signature (Even if the elector is
Literate).
 Presiding Officer shall maintain a record and give a
certificate at the end of the poll that so many
electors from the ASD list were allowed to vote
after proper scrutiny and this certificate is to be
kept with FORM 17A for scrutiny.

DUTIES OF THIRD POLLING OFFICER

 IN-CHARGE OF CONTROL UNIT OF EVM.


 Take back the Voter Slip from elector & places it
serially.
 Verify if the ink mark is retained by the elector & if
removed, should get the same applied again
 Instruct the elector to wipe their thumb using wet
cloth/duster in case if the same is inked.
 Ask the voter to go to Voting Compartment.
 Press the ‘Ballot’ button on Control Unit.

 Take care that the next voter is allowed


to enter the Voting Compartment only
after the beep sound and red light on
Control Unit goes off.

VERIFICATION OF ELECTOR’S IDENTITY AND
PROCEDURE IN CASE OF CHALLENGE

 Take support of villagers if you need to ascertain the fact


 Administer oath from challengers
 Enter the name in LIST OF CHALLANGED VOTES

 Immediately return the challenge fee of two rupees to


the challenger after inquiry except if you find that the
challenge was not done in good faith.

 In that case forfeit the challenge fee to Government and


do not return it to the challenger and enter the word
“forfeited” in Column 10 of Form 14 and the relevant
counterfoil in the receipt book

VOTING BY PROXY

 Some categories of service voters have been


given the facility of voting through proxy
appointed by them.

 Such voters are categorized as “Classified Service


Voters” (CSVs).

 The Returning Officer will supply you a list of the


CSVs

 This list of CSVs is to be treated as part of the


marked copy of the electoral roll for your polling
station

VOTING BY PROXY

 Proxy voter will follow the same procedure as other voters

 In the case of proxy, marking of indelible ink will be done on the


middle finger of the left hand

 The proxy will be entitled to vote on behalf of the CSV in addition to


the vote that he may cast in his own name if he is registered elector
in the constituency

 The serial number of elector to be entered in the second column of


the Register of Electors (Form 17A) as given in the sub-list of CSVs
for your polling station.

 In the main marked copy of the electoral roll, the letters ‘PV’ (for
‘Proxy Voter’) should be suffixed in bracket.

VOTING BY BLIND AND INFIRM

 Blind & infirm persons are allowed to


be accompanied by a companion of not
less than 18 years of age.

 Personcan be allowed to act as


companion to only one elector.

 Obtain declaration about maintaining


secrecy of vote.

BRAILLE “DUMMY BALLOT SHEET”

 Introduction of Braille signage feature in


EVM.
 Presiding Officer will be provided with one
dummy ballot sheet in Braille containing the
serial number, name and party status of the
candidate.
 Facility of companion can be availed.
 Presiding Officer to hand over dummy sheet
to voter on his request and collect it back.

 On close of poll the dummy ballot sheet to


be sealed in separate cover written there on
“Dummy Ballot Sheet” and sent to RO along
with other non-statutory forms.
 Presiding Officer to maintain the record of
all the voters who availed the facility of
Braille sheet and submit to RO in Prescribed
Form.

CARDBOARD EVM

 Ensure Free and Fair poll.


 Leave no chance for allegation against polling staff.
 Cardboard (real size) printed sample of EVM
ballot unit will be provided to each polling team.
 Any voter seeking help/express inability to vote
using EVM, presiding officer to explain the voter
the voting process by using cardboard EVM
outside voting compartment in presence of polling
agents.

 Presiding Officer to avoid frequent visit


to voting compartment.

 Ifat any time, Presiding Officer feels


need of inspecting the Balloting Unit,
should strictly do so in presence of
Polling Agents.

REFUSED TO VOTE - RULE 49 O

 Voter deciding not to vote after completing


procedure with polling officers.

 Cannot be forced to vote.


 Presiding Officer to make remarks in the remarks
column of register of voters as “Refused to Vote”
and sign below the remark.

 Obtain signature or thumb impression of


elector against the remarks.

REMARK ON REGISTER OF VOTERS..

ELECTORS DECIDING NOT TO VOTE
•If the “Ballot” button on the control unit has been pressed to release
voting on the ballot unit for the last elector but he refuses to vote then
•Whoever is in-charge of the control unit shall put the ‘Power’
switch in the rear compartment of the control unit to ‘OFF’
position
•Disconnect the ballot unit(s) from the control unit.
•After disconnecting the ballot unit(s) from the control unit the
‘Power’ switch should again be put ‘ON’.
•Now the ‘Busy’ lamp will go off and the ‘Close’ button will
become functional to close the poll.
•Do it care fully and step wise as if this whole process is not followed
in such a case, the ‘Close’’ button will not be functional and without
closing the control unit, it will not give the result, because the ‘Result’
button will also become functional only after the ‘Close’ button is
pressed.

• The elector has an option of casting his vote


against NOTA
• On the Balloting Unit, NOTA is shown as the last
candidate.
• NOTA is not an alternative to REFUSED TO VOTE
(Rule 49-O)

 An elector violating secrecy of voting/voting


procedure shall not be allowed to vote.
 If voter slip is already been issued shall be
withdrawn and cancelled.
 Make entry in remarks column of register of

procedure violated”.
 Presiding Officer to sign below the entry.

 Ensure that both CU and BU are to


be replaced in case of failure of
either.
 Conduct Mock poll by casting at
least one vote to each candidate.
 Seal the machine.
 Sign mock poll certificate and
obtain signature of polling agents.

mentioning the EXACT TIME OF
