The following summarizes a parking inventory analysis for the proposed 26,500-seat soccer specific stadium to
be built along Central Parkway in the West End neighborhood of the City of Cincinnati. City of Cincinnati zoning
code requires one (1) parking space for every five (5) seats in a stadium or arena. According to code the parking
spaces may be provided on-site or at an off-site facility within 600 feet of the stadium property. For a 26,500-seat
stadium 5,300 parking spaces are required. Providing the required 5,300 parking spaces on site or within 600
feet of the stadium is not practical nor is it desirable from a traffic management standpoint. Reds and Bengals
games consistently utilize parking more than 600 feet away from those facilities. However, parking facilities need
to be provided within a reasonable distance of the proposed stadium with adequate pedestrian access and/or
shuttling services. The following is an inventory of the existing and proposed parking facilities for the proposed
stadium site. According to the inventory at least 6,15 parking spaces are expected to be under team control or
publicly available for soccer match events within two-thirds mile (15-minute walk) of the stadium. The required
5,300 spaces are expected to be available within approximately 0.65 miles of the stadium. Additionally, the team
is in discussions with the owner of a 1,600-space facility located 0.91 miles from the stadium from which a shuttle
would be provided. A parking inventory table and map are attached to this memo.
On-Site Parking
x A 100-space parking lot is planned for construction on the west side of the stadium site.
x A 400-space garage is planned for construction on the east side of the stadium site.
x The Towne Center (CET) Garage has an approximate capacity of 689 spaces. The City of Cincinnati was
contacted about parking utilization on Wednesday and Saturday evenings and informed that the garage is
about 50% utilized on weekdays and 80% utilized on weekend events (Music Hall events being the most

impactful). For this exercise an estimated 230 spaces on weeknights and 130 spaces on weekends is
assumed to be available.
x Washington Park Garage and Mercer Commons Garage in Over The Rhine are reported to be largely
utilized on weeknights and at full capacity on weekends. The combined capacity is 790 spaces; however,
conservatively zero (0) spaces are assumed to be available for soccer matches.
x A number of small surface lots near Music Hall and throughout Over The Rhine are assumed to have very
low to no availability on soccer match nights. Conservatively we assumed no spaces available in these
lots for this inventory.
x Findlay Market surface lots have a total capacity of 215 spaces. Findlay Market closes at 6:00 PM with
the exception of a few merchants/restaurants. Therefore, 150 spaces are assumed to be available.
x Court Street Surface Lots (A, B, & D on the Diagram) have a combined capacity of 491 spaces. Parking
Company of America was contacted and parking availability information was provided and they reported
having a few existing parking contracts. The remaining availability of 355 spaces was assumed for this
inventory. Note that a portion of lot “B” 327 W. Court Street is planned for development and is not
included in this inventory as capacity nor available.
x Additional Surface Lots (C on the Diagram) have a combined capacity of 241 spaces. Again, Parking
Company of America provided parking availability for a majority of those lots and 220 spaces are
assumed to be available.
x The Museum Center Lot has a capacity of 930 spaces. The Museum Center closes at 5:00 PM daily with
the exception of the Omnimax Theatre. According to preliminary discussions with the museum 600
parking spaces will be available for soccer stadium events. The team is considering providing a shuttle
from the Museum Center Lot and the Holiday Office Park Lot to the stadium; however, the estimated 0.59
mile walk from the Museum Center to the stadium is expected to be manageable for most fans.
x The Macy’s 222 Garage has a total capacity of 1,700 spaces and is located approximately 0.60 miles
south of the stadium site. Based on information provided by SP Plus Corporation the garage is largely
not utilized in the evenings after normal business hours; therefore 1,600 spaces are expected to be
available for stadium use. The team is currently in discussions with the garage owner about a parking
contract and providing shuttling to and from the stadium site.
x The 333 W. 7th Street Garage and the Convention Center Garage are located between 0.62 and 0.63
miles south of the stadium site along Central Parkway and Plum Street. The total capacity of both
garages is 1,508 spaces. Based on information from the City of Cincinnati and SP Plus Corporation all
three garages are largely not utilized in the evenings after normal business hours. Therefore, it is
assumed that at least 1,000 of those spaces will be available for events at the new stadium.
x Negotiations are occurring between the team and the owner of Holiday Office Park where approximately
1,600 spaces may be available at a distance of 0.91 miles from the stadium. While this facility is likely too
far for fans to want to walk to/from the stadium site a shuttle would be provided by the team. This facility
is being explored for parking for the anticipated 400 game day workers (shuttle provided) and for
approximately 600 rideshare/taxi vehicles to park and wait for ride requests post match. The remaining
800 spaces would be available for fans with shuttle. Note that none of the spaces for game day workers
nor rideshare/taxi are included in the inventory.

This inventory does not include the use of any on-street parking spaces to satisfy the zoning requirement. While
it is anticipated that a portion of drivers will park in on-street spots it is also understood that the West End
neighborhood desires to limit on-street parking usage by fans through a neighborhood parking pass program.
The initial traffic study included an evaluation of pedestrian facilities from the parking areas to the stadium site.
The evaluation included capacity analysis relative to sidewalk width, sidewalk condition, ADA compliance, and
lighting. The traffic study called for widening and improving sidewalk conditions along Central Parkway and other
key routes to and from the stadium site and parking facilities. The next edition of the traffic study is planned for
submittal in December and will include updates to the previously provided pedestrian facility analysis based on
stadium entry gate access and the latest anticipated parking utilization. The sidewalk recommendations will be
updated and pedestrian lighting and security recommendations will be added as determined to be necessary.
