Good evening.

Thank you all for coming out tonight and making time to talk with us about military and
community compatibility

My name is Dave Andersen and I’m here with our consultant, Makers Architecture and
Urban Design, and the rest of the team from the Department of Commerce.

We at Commerce strengthen communities through a variety of programs.

One of those is my program, the Growth Management Services Office. We help


communities with implementation of Washington’s Growth Management Act.(RCW
43.330.120) Planning for military and community compatibility one of the requirements
of the GMA.(RCW 36.70.530)

Today we are here to talk about a guidebook we are developing to help local planners in
Washington understand how to meet that requirement effectively - and how to integrate
best practices from bases around the nation into Washington's land use framework.

RCW 43.330.120 Growth management.


(1) The department shall serve as the central coordinator for state government in the
implementation of the growth management act, chapter 36.70A RCW. The department
shall work closely with all Washington communities planning for future growth and
responding to the pressures of urban sprawl. The department shall ensure coordinated
implementation of the growth management act by state agencies.
(2) The department shall offer technical and financial assistance to cities and counties
planning under the growth management act. The department shall help local officials
interpret and implement the different requirements of the act through workshops,
model ordinances, and information materials.
(3) The department shall provide alternative dispute resolution to jurisdictions and
organizations to mediate disputes and to facilitate consistent implementation of the
growth management act. The department shall review local governments compliance with
the requirements of the growth management act and make recommendations to the
governor.

community have experience and perspectives around planning for military and
community compatibility.

We are here to Learn from you so that your experience can help others better understand
planning for military and community compatibility. Our job now is to learn from you, and
share your experiences and perspectives with other planners and community members
through this guidebook.

We are not here to talk about any ongoing environmental review or military operations.
If you are here only to talk about an ongoing EIS or upcoming record of decisions, he
hope you can stay and talk to us about the guidebook, but we can’t answer questions or
take any testimony about the EIS.

Here is what tonight looks like. We are going to give you a short overview of our project.

Then we are going to break out into small group discussions so we can hear from you.

Then we will come back together and share with everyone what we discussed at our
tables.

-Most of us are more comfortable speaking in small groups than in front of a large group
-More than one can speak at a time, so we can make better use of the time tonight.

In 2016 the legislature commissioned a study to look at Washington’s approach to
military and community compatibility.

From that, we developed an implementation plan that identified options and next steps.

One of those was the development of a guidebook and that is what we are working on
now.

We are starting with listening, then we will draft the guidebook and we hope to have a
draft for folks to look at early spring of next year, then have final guidebook finished by
June of next year.

Our guidebook is sponsored by US Department of Defense, Office of Economic
Adjustment.

We are reviewing common challenges and solutions to military and community


compatibility planning from throughout the state.

We are designing the guide to be useful for local government planners, military planners
and interested community members.

Our project team includes staff at Commerce, including Deanah Watson, our project lead.
We are supported by MAKERS architecture and urban design who is proving writing support
and is facilitating our meeting tonight.
