 Whidbey has lowest waterfront property values


 Are the land use processes set or can they be altered?
 Have we reached out to other states about how they work on compatibility? Commerce has put
out report on best practices
 How will the GB be distributed?
 Have we spoken to military? Describe outreach process
 Tell military to not deviate from mil spec requirements – will we tell that technical detail in the
GB
 What is the need and rationale for GB? RCW has all the requirements – laws exist but they need
explanation of how to make it all work and make sense, hope is to translate experiences of who
has done this already so people who are fresh to it
 What other industries have guidebooks? GB are based around requirements in GMA, housing,
transportation, they are the requirements that local governments have, critical areas handbook;
complex web of industry
 What problem is the GB solving? Increase awareness and understanding, technical guidance for
planners, help give information – civilians learning to deal with the military – seems one-
directional
 Farmers are impacted by navy – jet fuel drops, navy has changed patterns, originally said they
wouldn’t fly over original homes, how can farmer deal with the noise with customers in field?
L&I has said to find work inside, how can that be possible?
 Navy personnel – 50% of population, need to list compatibility with community, needs to be
included
 Liaison from state should be formed, more of public perception issue, until community comes
together to agree, there won’t be continuity
 More chances to continue dialogue around tough issues
 Local physicians and depts of health don’t understand toxicology of PFOAs, more educational
bout toxins, ways to get medical help, information on that, more resources on health who may
be experiencing similar issues
 Need contact information for how community can contact military and vice versa
 Need more meetings with base reps in communities
 Military Alliance put out memo of agreement, implying agreement, better ways to communicate
with military alliance
 Important to have information of what is being done on both sides, with facts and not
antagonistic, identify issues and impacts to come up with solutions
 Need navy contact who doesn’t ignore calls

 Decisions aren’t made in state, they’re made in DC, those decisions affect the local community
 Identify points of influence in military planning process so local planners know when they need
input, for military planners, let them know what local expectations of planning community is,
local planners want early and authentic input
 There should be the facts of numbers of who is affected, one source so people don’t dispute
