CONDITIONS OF ASSISTANCE FOR PART TIME STUDY & CONTINUOUS

PROFESSIONAL DEVELOPMENT

The conditions of assistance relating to Continuous Professional Development


and Part Time Study are as follows:-

Where such study facilities are granted Antrim and Newtownabbey Borough
Council shall:

I. Pay full salary.

II. Pay 100% for Part Time Study and 75% for Continuous Professional
Development.

III. Pay the cost of approved additional expenditure incurred by the


officer on travelling and subsistence. The Council will pay for books on
the basis of one book per main module of the approved course.
Officers should avail of any current Council library books initially and
obtain the best price for books purchased. On completion of the
module officers should return the books to the Library.

IV. Where an officer without exceptional circumstances fails to sit for an


examination within a reasonable period, or fails to show satisfactory
progress in his/her studies or discontinues his/her course the Council will
withdraw the facilities granted under this Scheme and will require the
refunding of such proportion of the financial assistance granted as the
Council may determine in the particular case.

V. Where Part Time Study and Continuous Professional Development


funding is granted, the Council will allow one day per module for study
leave and a half day to sit the examinations.

VI. Employees are asked to keep their Line Manager and Human
Resources regularly updated with regard to their progress in
examinations and course work throughout the course of study.

VII. Funding is generally granted for the duration of the period of study.
However, candidates must provide current information on costs, mode
of attendance highlighting any changes in circumstances regarding
the course on a yearly basis. If attendance / timekeeping / disciplinary
records are giving any reason for concern funding maybe withdrawn
for the remainder of the course.

VIII. Where the officer who has been granted facilities under this Policy
leaves the Council, the officer will be asked to repay financial
assistance as indicated in paragraphs XIII (i), XIII (ii), XIII (iii), XIII (iv) and
XIV.

IX. If the officer takes up employment within another local authority they
will not be requested to repay any financial assistance. However
where an officer transfers to a post within the Civil Service, the

Electricity or Gas Industries, or the National Health Service, then
payment should be refunded as above.

X. In the event of paragraphs XIII (i), XIII (ii), XIII (iii), XIII (iv) and XIV the
officer undertakes that all books purchased with the financial
assistance of the Council will be returned to Human Resources on or
before the date of obtaining the qualification, or on leaving the
Council.

XI. Where repayment of financial assistance is required this shall not


include salary paid in respect of time spent at approved courses of
study.

XIII. RETURN OF FINANCIAL ASSISTANCE

i. Departure from the Employment of the Council within a period of


twelve months on or before obtaining a recognised qualification or
professional competency – 100% refund of total financial assistance.
ii. Departure from the Employment of the Council within thirteen to
eighteen months on or before obtaining a recognised qualification or
professional competency – refund 50% total financial assistance.
iii. Departure from the Employment of the Council within nineteen to
twenty four months on or before the date of obtaining a recognised
qualification or professional competency – refund 25% of total financial
assistance.
iv. Repayment of the above should be paid before leaving the Council or
deducted from final salary.

XIV. If the employee leaves the Council before obtaining the qualification
all fees paid in the last calendar year will have to be paid back in full
e.g. departure date from Council September 2016 – all monies paid
between September 2015 and September 2016 will have to be paid
back in full. This repayment should be paid before leaving the Council.
XV. I hereby acknowledge that I have read and understood the points
listed above and agree to abide by these terms and conditions for
assistance of part time study and continuous professional
development.
