0 INTRODUCTION

1.1 eGIS Project Overview


The Lagos eGIS project was born out of the need to perform a complete upgrade of the
Lagos State Enterprise Geographic Information Systems (e-GIS) platform, and to ensure
on-time and quality delivery of services. The goal of the project is to provide the state
with a fully integrated, more dependable & sustainable automated Land administration
environment, using enterprise GIS technology and thus, create a viable platform for
ease of doing business in the state.
To achieve this, Lagos state engaged the services of different business and technology
vendors to form a consortium of solution providers, each delivering on specific roles
carved out from the overall project initiative. A non-exhaustive summary of the
deliverables of the project include the procurement/development/deployment of the
following;
i. Integrated Land Automation System to re-engineer and automate the back-end
office processes involved in land administration and facilitate seamless transfer
of related information across the participating Government MDAs
ii. Continuous Operating Reference Stations (CORS) for improved precision and
real time collection of data concerning land parcel reference coordinates.
iii. Spatial Data Infrastructure (SDI) for a robust GIS solution catering to the hosting,
updating & sharing of the state’s geographic/geospatial data.
iv. Unmanned Aerial Vehicles (UAV) – Drones for the capture and periodical update
of high resolution, georeferenced orthophotos for the state depicting its lands,
seas, roads, buildings and other physical features.
v. Mobile Real Time Kinematic Application (RTK) to harmonize survey and mapping
activities in the state.
vi. Mobile Agricultural Application making land information, relevant to agriculture
more easily accessible.
vii. Mobile Health & Pharmaceutical Application for improved and reliable access to
information on the availability of standard medication across the state.
1.2 Land Administration and Processes
Land administration could be described as the combination of processes involved in the
detailed documentation & dissemination of information concerning land ownership,
description, value, RRR (Rights, Restrictions & Responsibilities) in accordance to land
tenure rules.
The Lagos state Lands Bureau is the body saddled with the responsibility of ensuring
optimal utilization of Land Resources for sustainable development of the state.
However, the processes involved in land administration cut across other MDAs
including:

• The Office of the State Surveyor General (OSSG)


• The New Towns Development Authority (NTDA)
• Ministry of Environment (MoE)
• Ministry of Physical Planning & Urban Development (MPPUD) etc.

1.2.1 Land Use & Allocation Committee


Came into existence with the creation of Decree No.6 published in the Federal Republic
of Nigeria Official Gazette No. 14. Vol. 65, Government Notice No. 272 of 29th March,
1978.
The Committee, which was established in each State, via the Decree, was charged with
the sole responsibility of advising the Governor on Land Administration and
Management Matters. It vested the power to Administer, Manage and Control State
Land in the Governor of the State.

Statutory Responsibilities
i. Land allocation at various existing Schemes in the State to the public
ii. Processing and issuance of Certificate of Occupancy (C of O)
iii. Management of all existing Schemes in the State
iv. Administering Ground Rent and computation of Demand Notice
v. Management of Government Leases
vi. Technical Committee on Excision Matters
vii. Creation and Management of Residential & Industrial Schemes
viii. Dispute Resolution on Land Matters
ix. Regularisation of Federal Government Grants
x. Renewal of Leases
xi. Private Sector Developers’ Programme
xii. Processing Deemed Grant Consent (formerly Private C of O)
xiii. Other duties as may be assigned by His Excellency, the Governor.

1.2.2 Land Regularisation
This directorate caters to the process of granting title to those who have erroneously
purchased uncommitted Government acquisition. The conditions precedent for
Regularisation are that:
i. The subject site must not fall within a Committed Government Acquisition.
ii. The subject site must not fall within an existing Forest Reserve or Agricultural
Land Use.
iii. The subject site must not fall on road alignment.
iv. The appropriate Setback must be observed.
v. The appropriate distances from Drainage Systems, Canals, Oil and Gas Pipelines,
Electricity Substation, High Tension Power Line, Electricity and Telephone poles,
Water Pipelines, etc., as laid down by Physical Planning and Town Planning Laws
must be observed.
vi. The subject site must fall within the permitted Regularisation Area.

1.2.3 Land Services
The Directorate of Land Services as a key component of Lands Bureau is saddled with
the following responsibilities, among others:
i. Acquisition/Revocation matters.
ii. Compensation matters.
iii. Rectification of land titles.
iv. Village/Settlement Excisions.
v. Land Policy Formulation.
vi. Valuation of Land/Buildings and Equipment.
vii. Land disputes resolution and court appearances.
viii. Consultancy services to Ministries, Departments and Agencies (MDAs). of
Government

1.2.4 Land Transactions (new)
This directorate caters to the applications for processing of Governor’s Consent to subsequent
transactions (Assignments, Subleases, Power of Attorney, Gifts and Mortgages) on land in line with the
provisions of the Land Use Act, 1978.

1.2.5 Land Registry
The Land Registry Directorate is a very sensitive part of the Bureau that is saddled with
the responsibility of keeping an up-to-date record of all land transactions in the State. It
is the only Agency of Government that is statutorily empowered to store registered
documents relating to land virtue of: Lagos State Lands Registration Law, 2015

The Land Registry coordinates the following:


i. Storage of proper records of all Land transactions in Lagos State
ii. Registration of Court Judgment, Deed of Release, Deed of Variation and other
subsequent Land transactions that do not require Governor’s consent.
iii. Registration of all instruments affecting Land in Lagos.
iv. Conducting Search & Issuance of Certified True Copies of documents.
