Accounting principles and procedures:

Throughout my practice at ICM and working closely

with the accounts department, I have acquired
knowledge and understanding of essential
accounting concepts as well as the format and
preparation of company accounts including; profit
and loss statements, cash flow statements, balance
Accounting principles and
sheets, revenue and capital expenditure, auditing
procedures Level 1
and budgets and annual turnover.

I have come to appreciate that accounting is the

most important part of any successful business; it
provides vital information about how a business
grows and makes money.

Business planning:

At ICM, we have a mission statement and core

principles as a firm. Through these I have developed
an understanding of business management such as
motivation, organisational structures, short/ long
term strategies, market analysis, support services
necessary to successful business planning e.g.
Human Resource, Its staffing and recruitment,
employment laws and policies.
Business planning Level 1
At ICM we do performance appraisals, SWOT
analyses to help identify our strengths, weaknesses,
opportunities and threats.

I have come to appreciate that good business

management and planning is key to achieving the
corporate objectives of any business.

Being fully involved in the rehabilitation of the Dream

Africa schools, I was involved in the whole project
from inception to final account, I had an opportunity
of listening and understanding the clients’ objectives,
establishing the client briefs, formulating fees, and
then implementing the project.
Client care Level 2
As QS consultants, we don’t do marketing and
promotions and so client care is what markets us;
their experience is what sharpens the comments
they make in public and contribute to our reputation
in the market place.

Communication and negotiation:

During my bachelor’s studies in building economics,

I did a final year research project on the impact of
effective communication on labour productivity in the
construction industry; this gave me clear
understanding and knowledge on the different forms
of communication such as oral, written graphic and
Communication and presentations.

To enhance my growth in my professional practice; I

have understood the need to be ISU compliant and
the need to register professionally, pay subscription
and membership fees.
Conduct rules, ethics and
professional practice Level 2 I also understand that as a professional; I must act
with integrity, always be honest, be open and
transparent, be accountable, be objective at all
times, always treat others with respect, set a good
example and have the courage to make a stand.

As a consultant, on a number of occasions, I have

been approached by contractors offering gifts in
exchange of estimate budgets and favours at tender
evaluation but I have maintained my integrity at all
times.
Conduct rules, ethics and
professional practice Level 3
I have attended a number of CPDs organised by ISU
to enhance life-long learning. I also head the
research department at ICM and have organised
and facilitated in internal CPDS such as DIM X, MS

Health and safety:

I have read and reviewed the RICS publication;

Surveying Safely 2011; giving me an understanding
of the health and safety legal implications that fall
upon employers and individuals.

I have also reviewed the Occupational Safety and

Health and safety Level 1 health Act 2006, section 13 – it’s an obligation of an
employer to ensure health, safety and welfare at the
workplace.

As an employee, I take reasonable care of my

personal health and safety and that of others who
may be affected by what I do or do not do.

When taking measurements in Mulago hospital; we

were taken through the health and safety tips and
then we were give PPE, the safety officer took us for
a site inspection and briefing showing us the
dangerous zones and points of contact that were
hazardous. I found this very helpful for our safety on
the job.

At our offices at ICM, we have fire extinguishers

installed and the management took an effort to
Health and safety Level 2
educate us on how to operate them in case of a fire
outbreak.

On one project funded by world bank, it was a

requirement inserted in the contract; that all
contractors undertake health facilitation and training
to their staff on site on the risk of HIV and even
provide condoms on site for staff. All constructions
sites we supervise are also mandated to have a
safety officer and a first aid kit on site.

Sustainability:
I undertook a public lecture training in waste
management and alternative energy sources as
documented in the appendices. This gave me
awareness on the factors relating to the environment
such as waste management, national and
international regulations, contaminated land,
recyclable materials, water conservation, energy
efficiency and the design consideration.

I have also acquired knowledge on the principles of

sustainability;
Socially; developments should respond to the needs
Sustainability Level 1 of the community, provide public transport links and
amenities.
Environmentally; prevent harmful & irreversible
impacts on the environment, careful use of natural
resources, minimise waste and energy.
Economically; efficient use of resources and value
for money.

I have come to appreciate the importance of

sustainability to construction because of the critical
global issue facing our generation; construction
makes 10-15% of the worlds GDP, 40% of global
waste comes from construction

Professional - Core Competencies for QUANTITY SURVEYING CHAPTER
EITHER Commercial Management of Construction:
Covers the commercial management of construction works. Candidates should have an awareness of how commercial
competitiveness balances against profitability. They must have a thorough understanding of the financial processes used
to achieve profitability and how these integrate with the overall delivery of the project.

I have an understanding of components that make

up the cost of the project, effects that a design and
construction process have on the cost, the
techniques used to reconcile the cost vs the
income; these include value engineering, valuation
Commercial Management of of variations and breakdown of provisional sums.
Construction Level 1
I have researched on the use of cash flows, cost
analyses, bench marking and life cycle costing.
This has given me an awareness of the
importance of these techniques in the commercial
management of construction projects

I have carried out cost to complete reports upon

request from clients to give an update of how
much is needed to complete their projects.

As a cost manager, I have developed cost plans at

Commercial Management of the design stage which are at times above the
Construction Level 2 clients budget; in such scenarios, I have always
given value engineering advice to the design team
ranging from design review, reduction in the floor
areas, change of material finishes in order to
reconcile the design and the clients budget and
ensure good value for money.

On one particular residential project, the structural

engineer made a design review which affected the
concrete grades hence posing a cost overrun in
the RC Frame; as a cost manager, I challenged
the structural engineer to do value engineering in
his review and have sections with different grades
Commercial Management of in the slab in order to reduce the cost implication
Construction Level 3 of the design change.

On other projects I have been involved in

evaluating and advising on the financial implication
of the design changes and appropriate
management actions along the progress of the
construction project.

OR Design Economics and Cost Planning:

Covers the impact of design and other factors on cost throughout the life of the building and the control of cost during the
pre-contract stage. Candidates should have an awareness of how design decisions and construction processes impact on
construction and operational costs. They must have a thorough understanding of techniques used to manage and control

Contract Practice:
Covers the various forms of contracts used in the construction industry. Candidates should have an awareness of all the
main standard forms of contract and a thorough understanding of contract law, legislation and the specific forms that they
have used.

I gained understanding of the different forms of

contracts such as FIDIC, JCT, ICE, East African
Schedule of building contracts, world bank and
when each form is to be used. This was during my
studies in BSc in Building economics.
Contract Practice Level 1
I also have also gained knowledge and
understanding on the different types of contracts
e.g. lump sum/ fixed price contracts,
admeasurement contracts, cost plus contracts etc.

I have produced contract documents for many

projects I have handled from inception

I have carried out various contractual procedures

relevant to the financial management aspects of
the different projects I have supervised such as
Contract Practice Level 2 change procedures, valuations, valuation of
variations, quotation reviews and final accounts.

I have advised the project team on different

contractual provisions such as insurance clauses,
retention, bonds, liquidated and ascertained
damages and practical completion procedures.

Being involved in the renovation and alteration of

Hala Plaza where the client went in a contract with
a 3rd party for the installation of a specialist roof
system, I made a review of the contract terms
submitted by the subcontractor by adding a
retention clause where 10% of the value of works
is held until the end of the defects liability period.
Contract Practice Level 3
On the same project, after choosing the East
African schedule of building contracts as the
appropriate form of contract under an
admeasurement contract, the client had other
requirements to add to the contract and I was
tasked to formulate an addendum to the main
contract.

Construction Technology and Environmental Services:

Covers the design and construction of buildings and other structures. Candidates should have a clear understanding of the
design and construction process commonly used in the industry. They should have detailed knowledge of construction
solutions relevant to their projects.

I studied construction technology and

environmental services as part of the course
content in BSc in building economics. I later did
industrial trainings on construction sites.
Construction Technology and
Environmental Services Throughout my practice at ICM, I have gained
Level 1 knowledge and understanding of the stages of a
project from inception to completion, that is;
inception, concept & viability, design &
development, local authority drawings for

In my practice as a quantity surveyor, I have

grown to appreciate how design solutions vary for
different types of buildings such as the clear span
requirements for warehouses, thermal insurance
requirements in different regions, acoustic
Construction Technology and requirements for accommodation.
Environmental Services
Level 2 I have also learnt the different alternative
construction details in relation to functional
elements of design such as comparison between
steel and concrete frame construction, the different
ventilation types; natural vs mechanical or the
combination of both.

On one residential project, the architect had

specified decra roofing tiles; at the time of
execution of the works, no appropriate material
supply was found on the local market and it
necessitated importing the decra tiles which
became costly when compared to the rate the
contractor had submitted at tender.
I therefore advised the project team and client to
use locally available Kajjansi roofing tiles as an
Construction Technology and
appropriate option that would not pose any
Environmental Services
financial implication on the overall cost of the
Level 3
project.

On another project, I advised the structural

engineer to review his design and change from
solid slabs to hollow slabs as this would reduce
the loading of the building and also reduce the
reinforcement to be used as well as the concrete
in the slab; this helped to achieve good value for
money

Procurement and Tendering:

Covers how a project is structured and delivered in terms of risk allocation and contractual relationships and how tendering
processes are used to establish a contract price. Candidates should have a clear understanding of the different types of
procurement and tendering commonly used and the advantages of each to the parties involved. They should have a
detailed working knowledge of the procurement routes and tendering procedures used on their projects.

I studied about the different types of procurement

and tendering as part of my course content at
university level. Further to this, I have gained
understanding of the different types of
procurement such as traditional, design & build,
construction management, management
Procurement and Tendering
contracting and many others. I also have
Level 1
knowledge and understanding of the different
types of tendering such as single sourcing, open
tendering, selected competitive tendering, four
stage tendering, E-tendering. I have learnt all
these within my professional practice for the four
years I have been at ICM

11
Job title /

I have been prepared various tender
documentation such as instructions to tenderers,
form of tender, form of bond, conditions of
contract, preliminaries, schedule of project
requirements and BOQs.
Procurement and Tendering
I have prepared Tender Evaluation reports;
Level 2
preliminary and detailed evaluation and
recommendations for the best evaluated tenders
and recommendations for tender negotiation. I
have also chaired and attended bid opening
meetings.

During my involvement in the refurbishment of

Dream Africa Schools as their main consultant, I
was involved in the entire procurement of bidders
using the traditional method and then selective
bidding. After receiving bids from different
contractors, I was tasked with the evaluation
process and making recommendations of the best
Procurement and Tendering bidder; where as some bidders had very
Level 3 competitive rate, their experience record was
insufficient to guarantee their quality and expertise
to do the job and so I advised my client to
eliminate such contractors whose experience was
insufficient; this helped us to remain with a few
contractors who later were awarded contracts and
the quality of works has been outstanding and at
the best value for money.

Project Financial Control and Reporting:

Covers the effective cost control of construction projects during the construction phase. Candidates should be aware of the
principles of controlling and reporting costs on any construction project. They should have a detailed understanding of the
control and reporting processes used on their project.

I have acquired knowledge on the techniques of

effective control of costs during the construction
phase of any project.

I also have knowledge and understanding of the

Project Financial Control and process of taking measurements, doing interim
Reporting Level 1 valuations and final accounts for any project.

I have a clear understanding of contingency sums

which are included in a project as a percentage to
allow for the unknown/ unforeseen aspects of a
design.

I have prepared monthly interim valuations on the

various projects I have handled; this includes
ascertaining and certifying the works done on site
visa vie works claimed by the contractor and
signing out of quantities and preparing
Project Financial Control and measurement sheets before the valuation is
Reporting Level 2 issued out.

I have prepared and reported variation cost

estimates and valuation of variations, cost
implications of design changes and review of
quotations for contractors

In instances of a design review on any project,

after receiving detailed drawings of the proposed
reviews from the architect, I prepare a cost
comparison of the design review vis-à-vis the
original contract provision and report the cost
implication in form of an addition or reduction, we
then review the cost comparison as the project
Project Financial Control and team before the final design and approval can be
Reporting Level 3 made.

At ICM, we have an established cost reporting

protocol during the project management stage; on
top of preparing monthly interim valuations, we
prepare Financial Appraisals and Cost to
Complete reports to give periodic updates of the
financial status of the project to our clients.

Quantification and Costing of Construction Works:

Covers the measurement and definition of construction works in order to value and control costs. Candidates should have
an awareness of the various methods of quantifying and pricing construction works used throughout a project. They must
have a thorough understanding of the specific methods used on their projects.

Throughout my practice as a consulting QS, I have

mastered the quantification of construction works
i.e. measurement and description of the different
work items

I have an understanding of the various standard

methods of measurement for instance in Uganda,

because it’s a recognised we use the SMM7
Construction Works Level 1
because it’s a recognised method of
measurement, its more detailed, there is less risk
of omitting an item and clarity to what is deemed to
be included.

I have also learnt costing of construction works

including rate building up from first principles.

As a QS working in a consulting environment; I

have prepared many pricing documents ranging
from preliminaries, BOQs, schedule of activities,
schedule of rates, material and labour schedules
Quantification and Costing of and contract sum analyses.
Construction Works Level 2
As procedure for certifying works claimed by
contractors for payment; I carry out onsite
measurement of works done to ascertain the
works done visa vie the contractors claim.

I have advised most clients who intend to directly

purchase materials themselves on the appropriate
pricing documents to use for instance, a material
labour schedule is more suited to a client who
intends to purchase materials themselves rather
than having a BOQ.
Quantification and Costing of
Construction Works Level 3
I have been involved in the negotiating of contract
sums, correcting of errors in tenders at the tending
stage, negotiating for works done (signing out of
quantities and then negotiating of the final account
at project completion
