PROCEDURE FOR CARRIED FORWARD DEFECT

BACKGROUND:

Master Minimum Equipment list (MMEL), developed by the Manufacturer / Type Certificate Holder and
approved by the Authority of Type Certificate Holder, includes those equipment / systems which may be
inoperative and yet maintain an acceptable level of Safety. It does not include obviously required items
such as wings, flaps, rudder, engines, etc.

Minimum Equipment List (MEL), developed by the Operator and approved by the Authority of Aircraft
Registration under the guidance of MMEL, defines the minimum component / equipment serviceability
necessary for Airworthiness and Safety of aircraft. It is a Mandatory Requirement for Operator to follow
the Approved MEL.

There are defects, not defined in the MEL, and yet do not hamper Airworthiness/ Safety of aircraft directly
or indirectly. Such defect, if not rectified, is also entered in Aircraft Technical Log Book (ATLB) as Carried
Forward (C/F) defect.

At present, time period of such carried forward defects is allowed upto a maximum of six (06) months.
However, it has been observed that Certifying Staff have utilized such privilege for defects not falling under
the above-mentioned definition/ explanation.

In order to avoid any ambiguity, QA Advisory# 341/GEN62, Issue 01, dated 09-09-2013 stands amended as
follows:

INSTRUCTIONS:

1. Whenever a defect is reported enroute, every endeavor should be made to rectify the defect, prior
to next flight.
2. If rectification is not possible and defect and its deferment are provided under MEL, Certifying Staff
(concerned) may defer such defect, following the MEL Instructions.
3. If reported defect is not covered under the MEL, Certifying Staff shall assess/ analyze the impact
on Airworthiness/ Safety of aircraft. Certifying Staff MUST ensure that a defect that may hamper
Airworthiness/ Safety, is rectified prior to signing any Certificate of Release to Service (CRS).
4. If reported defect is of such nature that it does not affect the Airworthiness / Safety of aircraft
(examples may be but not limited to cabin items related to passenger comfort) and also not
available in the MEL, then Certifying Staff (concerned) may defer such defect. However, closure
period of such defect shall not exceed six (06) months, excluding Defect Reporting Date.
5. Enclosed Form No. EM/MP&R/GEN201 shall be used for defects covered under MEL where as Form
no. EM/MP&R/GEN202 shall be used for defects as discussed in Para 4 (above).

Strict compliance is required by all concerned.
