I believe there is probable cause to charge the defendant with these charges because:
While in the North Temple area of SLC and looking for a suspect in a Chev Malibu, stemming from a previous case, DUSMS
Thomson observed a gray Malibu and ran the plate, which the vehicle returned stolen of out Unified Police Jurisdiction. The
vehicle was being driven by a white male and was followed to the area of 7200 south 300 East. Two UPD marked vehicles
attempted to stop the vehicle by activating their light and also sirens. He then fled at a high rate of speed. The vehicle continued
to flee at a very high rate of speed through Midvale, West Jordan, and Kearns. where it stopped at Trident Circle. When the
vehicle was located the vehicle was unoccupied. The female passenger and male driver, who was later identified as being Scott
Memmott ran on foot from the vehicle and into a house that he has been known to live at. He was found hiding inside the
basement under clothing and pillows. Post Miranda he admitted that he fled from police in the vehicle because there were drugs
in the car. He admitted to fleeing and hiding inside the home. He advised me that he had ate bath salts, meth in an attempt to
conceal them. He was taken to the hospital to be checked out after a PSD bit him during his capture. At the hospital, he
admitted to eating heroin as well.

it should be noted that during the pursuit, he had struck a chasing police car and when asked about his intentions he said that
the police car struck him as they both tried to avoid being spiked.
