fue ci1yof:New York. Such state publications include (i) Chapters I, 2, 3, 4, and6 offue 2010 ECCC:N"YS, as atrended by
Chapter 1 ofthe publication entitled the 2014 Supplement to the ~\bv YOrk State Energy ConseJTation Construction Code

These pro'irisions shall be knmvn and cited as the '"'1\'int' 10rk City Energy Cons-er"l<'ation Code," ''NYCECG' or "ECC,"" and are
referred to herein as ''this. code."' All section numbers in this code shall be deemed to be preceded by the designation "ECC~""'
Administration and enforcement ofthis code shall be :in accordance with Title 28 oftheAdmim:rtrative Code.

The 2010 edition ofthe Energy Conservation Construction Cock ofNinv York State shall be knmvn as the "2010 ECCC1'\YS.',
The 2012 edition ofthe International Energy Code shall be kno\vn as the "2012 JECC.'""
The 2010 edition of the Energy Standard fur Bui.ldings. Except Low-Rise Residential Building> shall be known as 'ASHR.<\.E

This code applies to residential buildings and corrun,rcial buildings as defined in Chapter 2 ani Chapter Cl ofthis code.

101.2.3 Reconciliation with New York State Energy Code.

101.3 Intent.
This code shan. regulate the design and construction ofbuildings for the e:flective use of energy. This code is intended to provide
:flexibility to permit fue use ofinno"\:ative approadrs and techniques to achiev-e the effecti."\·-e use ofenergy_ Thls code is not :intended
to abridge safety, health or em-ironm.:ntal requirem::nts contained in other applicable codes or ordinances. To the fullest extent
±easible, use oftn:Jdern techn:icalm::thods, devices and inl_)ro•vem::nts that tend to minimize cons\llll)tion ofenergy and ut:il.ize to the
greatest extent practical solar and other rene\vable energys ource.s wit:hout abridging reasonable requlrem::nts for the safEty, health an:i
security of the occupants or users of bulldings shall be permitted. As far as may be practicable, the :itnprovem:nt of energy
conservation construction practices, tn::thods, equipm::n"l; materials and technique-s. shall be encouraged.
101.4 Applicability.

101.6 SeYerability.
If a section, subsection, sentence, clause or phrase ofthis code is, for any reason, held to be unconstitutional,. such decision shall not
affect the "\calidityofthe remaining portions ofthis code.
102.1 General
This code is not intended to prevent the use of any mate~ method of constru:tion, design or insulating systetn not specifically
prescribed here-in, provided that such mater-ial, m::thod of construction, design or insulating system has been approved by the
corntnissioner as (1) meeting the :intent ofthls code, (2) achie·ving energy savings that are equi,talent to or greater than \vould be
achit:ved using prescribed materials, methods of construction, designs or insulating systems., and (3) tneeting the requirements of
Artkle 113 ofChapter 1 ofTitle 28 of the .Administrative Code and the retmining New .YOrk City Construct ron Codes.
103.2.1 Intent.

104.1 GeneraL
Except as oth.envise specificallypro'\i.decL inspections re~ed by this code or by the depart:ment during the progress of;,vork may be
performed on behalfofthe mvne:r by an approved agency_ All inspections shall be pe:rfo~d at the sole cost and e=qJense of the
owrlff. Relh to Article 116 ofChapter 1 ofT itle 28 ofthe Administrative Code fur additional provisions relating to inspections. In
addition to any inspections othmvise re.quired by this code or the rules ofthe depar1:1nent, the follmving inspections shall be required:

The requ:irem:nts ofSection 104.1 shall not be read to prohilitthe operation ofanyhe.ating equipment or appliances :installed to
replace existing heating equipment or appliances serving an oc.cqJied portion of a stru:.ture provided that a :reque.st IDr :inspection of
such hea~ eqplpm=nt or appliances has been filed \Vith the department not tmre than 48 hours after such replacement ;,vork :is
co~letecL and befDre any portion of such equipment or appliances is concealed by any permanent portion of the structure.
104.2 Testing.
En,eelope, heating, v--entilating, air conditioning, service \Vater heating, lighting and electricalsys:tetns shall be tested as required in this
code and in accordance \Vith Sections 104.2.1 through 104.2.3. Except as otherwise required in this code or in the rules of the
departtnent, tests shall be. made. by the permit holder and \vitnessed by an approved agency.

supply outside air to reduce or eliminate the need :fur mechanical cooling during mild or cold '\veather.

ELECTRICAL DESIGl'\LOAD. The electrical load that feeders and branch circuits are required to support pursuant to the
rele\'<lfit provisions ofthe Ni?H-' l'Ork City Electrical Code for the category ofequlptHnt loads being supported.

not funited to, exterior entrances that utilize latching hardvnrre and automatic closers and contain o"\:er 50-percent glass
spedfically designed to ;,vithstand hea;,·yuse and poss-ibly abuse.
EQFIPl\fEl'."T ROOl\:l A space that contains either electrical equipment, rn<chanicalequipment, rnacillnfty. water pumps
or hydraulic pumps that are a function of the building· s services.

FEJ'I"ESTR~TION PRODUCT, F:IELD-FABRICA TED. A fenestration product whose Ji'an-, li rmde at the construction
site of standard dlrne-nsionallunDer or other materhls that 1vere not pre-viously cut, or otherwise :funned 1vith the specific

FEJ'I"ESTR~TION PRODUCT, SITE-BUILT. A fenestration designed to be made up of field-glazed or field-assembled
units using specific. factory cut or othenvise :ID.ctory- forn:red framing and glazing units. Exarqiles ofsite-built :renestration
include storefront systems, curtain \valls, and atrium roof systems.
