RLIHC, RLIHP TMAXIHO Timer for handover counter. time between intra-cell handovers 6
RLIHC, RLIHP MAXIHO Maximum number of consecutive intra-cell handovers 0
is a timer during which intra-cell handover is inhibited after
having performed too many consecutive intra-cell
RLIHC, RLIHP TIHO handovers. The parameter is also used when inhibiting a 10
subcell change from an underlaid to an overlaid subcell.
The parameter is set per subcell.

TINIT is set higher than TMAXIHO.

MAXIHO is set to 0 to inhibit HR to FR conversions due to Qualilty

New site AT and Optimisation process was strenghtened in June14 ( Focus

on Tuning of parameter /additions on high traffic carrying cells)
Earlier New sites integrated cells were having more than 30 % cells in worst
D3 kitty which is now reduced to 12%

NSC Cell Turn Around Contributors-
Other Best Practices Followed

 Traffic Dip tracker circulation on Daily basis helps in early

detection of various operational issues
 Parameter inconsistency checked at cell level every 15
days
 BSC level parameter check every month
 Focus on NSC capping cells , separate tracker is floated
to operations
 Separate consolidated Physical Optimisation tracker is
maintained which helps tracking and improves in
correcting Site database as well
 Height mismatch in old/new expansion cases is identified
and rectified

NSC Cell Turn Around Contributors-
Other Best Practices Followed

 Half rate /FPDCH dimensioning for TRX block cases on

daily basis for TCH Blocking and reversion post
correction has given significant improvement in blocking
KPIs
 Dip break tracker floated by NPI on daily basis
 Neighbour audit ( including Zero attempt cells ) fortnightly
 Degradation tracker on weekly basis to minimise cells
falling in consistent worst kitty.
 Site visit tracker of NPI engineer is maintained and
mandatory 5 days visit per month for worst D3 cell is
ensured.
