DEVELOPMENT OF FORESTRY INVESTMENT PROPOSAL

Rationale of the Training Workshop

Forests and forestry in the Philippines offer great potential investment opportunities. In fact, most
of our forests are being tapped as major source of: (a) energy development (solar, hydropower,
geothermal, and biomass, among others); (b) water (domestic irrigation, potable and industrial
purposes); (c) business for carbon neutrality; (d) ecotourism; and (e) financing programs for tree
plantations (ITP, IFMA, Grazing, among others). In effect, the forestry sector plays a significant
force in the economy of the Philippines. The DENR through the FMB further strengthen its ongoing
efforts to promote environment conservation while also contributing to the country’s economic
and social development.

Being in the production/development side of the value chain and to adapt to environmental
changes that affects market for forest and forestry investments, the Bureau needs to capacitate
DENR field personnel who are directly involved in the processing and facilitation of investment-
related concerns, which is in conjunction in the implementation of the Forestry Investment Road
Map (FIRM).

One of the most crucial and the initial phase of the entire process of FIRM is the packaging of the
investment, particularly investment proposal preparation, which will be comprised of the following
topics: Project Development, Market Study, Feasibility Study and Cost-Benefit Analysis. Part of
the workshop output is the actual Investment Proposals. Thus, the need for the conduct of this
training workshop.

Objectives

The objectives of the training workshop are to:


a. capacitate selected DENR Regional employees towards a common understanding on forest
and forestry investments;
b. level off and have a common understanding on the limitations/scope with regards to forestry
investments;
c. learn the basic and advanced concepts/principles, science-based methods and techniques
of packaging forest and forestry investments; and
d. developed actual forestry investment proposals.

Methodology and Expected Output

The training consisted of lecture presentations, workshops/exercises, group-based activities and


sharing of ideas on forestry investment opportunities. Moreover, selected participants were also
asked to recap lessons learned from previous days. Participants were asked to provide their own
laptop computers for the workshops and representative members of the groups formed were
asked to present their workshop outputs.

At the end of the training-workshop, participants were expected to have deepened the knowledge
and understanding on the following:
a. how forest resources are linked to ecosystem goods and services and potential
investments;
b. concepts/principles and science-based techniques and methodologies on packaging of
forest and forestry investments; and
c. application of knowledge gained in their current tasks and be tapped as trainers in future
capacity building activities of the field offices related to forestry investments.

As a final workshop output, the participants were also expected to have prepared an investment
package in line to the requirements of FIRM.
