Re: Tattoo and Body Piercing Program Fees

During a review of the 2009 Lorain City Health Department Cost Reports, it was determined that the Tattoo and Body
Piercing Program has been operating at a deficit. Currently, there are four (4) Tattoo and Body Piercing operations
inspected by the City of Lorain.

Per 3701-9-03 of the Ohio Administrative Code, the city or general health district shall utilize the cost methodology
specified to calculate fees for providing services for Tattoo and Body Piercing Program. Recently, a cost methodology
study was conducted to determine the total program cost to the Lorain City Health Department. Based on the study, the
current total program cost is two thousand, eight dollars and seventy-two cents ($2,008.72) per year. A copy of the cost
methodology study is available for review in the office of the Director of Environmental Health.

A health district licensing council meeting as mandated by ORC 3709.41 was held on August 12, 2010. Below is listed
the current local fees for swimming pools based on their classification. At the licensing council meeting, it was proposed
that the local fees be increased 1.046% from the current cost.

Therefore, it is the recommendation of the Director of Environmental Health along with the Lorain City Health
Department Licensing Council that Regulation No. 988 be adopted which will establish the new local fee schedule as
stated below:

The Lorain District Municipal Board of Health is required to conduct three (3) readings to adopt this proposed regulation
since there is a change in the fee schedule. The proposed fee schedule will become effective on November 17, 2010.

Please be advised that a public hearing has been scheduled for the October 20, 2010 Board of Health meeting to address
any comments or concerns from tattoo and/or body piercing owners. The Board of Health meeting is scheduled to begin
at 4:30 P.M. at the Lorain City Health Department, 1144 West Erie Avenue, Lorain, Ohio.
