A. Rationale
“Supervision is the glue that holds a successful school together… a process by which
some persons or group of people is responsible for providing a link between individual
teacher needs and organizational goals that individuals within the school can work in
harmony toward their vision of what the school should be.” (Glickman, 1990 p 2).
The primary goal of the supervisor in the clinical supervision is to improve instruction,
by which observing, analyzing, and providing feedback to the teacher. It has also a primary
purpose of improving the quality of education through the improvement of teacher
effectiveness in managing instructional system. As a classroom manager, the teacher makes a
great deal of decision. He decides on what should be taught and how the teaching-learning
process should be done. Thus, it is the duty and responsibility of the supervisor to enhance
the collaborative effort by building the teacher’s self-awareness, self-acceptance, self-esteem,
self-confidence, professional maturity, morale trust, and with good as well as open
communication to the parties involve.
Clinical supervision is created for the purpose of diagnosing instructional problems and
provides important information which can lead to solving these problems. Thus, teachers are
able to clearly see similarities and differences in what they are doing in real life, and what
they think they are doing. This kind of supervision will make or create an effective teacher’s
decision which is the most important in the teaching and learning situation. It is also an
implication of the proverb – “Give a man a fish and he will live for a day but teach him how
to fish and he will live forever”.
The result of the implementation in attending the course held by the SEAMEO Regional
Centre for QITEP in Mathematics in Yogyakarta, Indonesia is expected to have a positive
impact not only to the participant representing the country/school but also to the
institution/school where the participant works. Therefore, I propose this sharing session to
disseminate knowledge and skills I have learnt.
B. Objectives
At the end of the training training-workshop, the participants should be able to supervise,
monitor and mentor teachers through clinical supervision that focuses on:
Providing support for teachers’ professional growth and development;
Developing the improvement of teaching-learning process and learning outcome;
Assuming leadership and supervising teachers on the improvement of the instructional
programs specifically the learning-teaching process;
Assisting teachers in identifying strengths and weaknesses through monitoring and
evaluation;
Motivating and supporting teachers to attain peak performance; and
Providing professional, technical and instructional assistance to teacher.
C. Expected Outcomes
At the end of the seminar-workshop participants are expected to:
1. Understand the importance of clinical supervision.
2. Apply clinical supervision to teachers with utmost objectivity and fairness.
3. Promote the efficiency of learning and teaching in all classes through observation and
visitations.

O. Evaluation
Before the closing ceremony of the workshop, participants will fill in a questionnaire to
determine their perception regarding the conduct of the workshop and its effectiveness in
disseminating the knowledge and skills as required in the objectives of the workshop.
Supervisors are expected to practice and are implementing guidelines in Clinical Supervision.
They are also expected to report and analyze weaknesses and strengths of strategies and
techniques used in the conduct of clinical supervision.
By realizing this action plan, we hope that all participants can get benefit and the sense
of value in improving professionally, socially and personally as well. We can expect that the
supervisors become the best evaluators and mentors in the field of education. Thus,
improving teacher and pupil performances and for the enhancement of teacher’s abilities as
well.
