2.0 SCOPE
These tanks are to be constructed within time period of 3 months with all materials as free issue
except consumables.
Electrical power will be provided to vendor free of cost for purpose of tank fabrication &
lighting.
G.A. Drawings of both the tanks will be supplied to vendor by LOIL. Vendor has to design &
prepare fabrication drawings based on G.A. Drawings for bottom, shell and roof along with
appurtenances.
Civil foundation with anchoring provision of these tanks will be kept ready & handed over to
vendor for tank fabrication & erection. These tanks have to be constructed using Jacking
method to avoid hot work at elevation.
2.0 SCOPE:
1.1 The scope covers fabrication, inspection, testing and providing performance guarantee of Site
fabricated tank with other associated auxiliaries as per GA drawings.
1.2 It is not the intent of this specification to completely specify all the details of design and
construction. Nevertheless, the equipment to be supplied by vendor shall confirm to relevant
design codes, high standards of engineering, design, workmanship in all respect.

Note: *
1) Supply of material at site, Fabrication, Erection, Welding including preparation &
obtaining approval from Engineer In for Charge of Welding Procedure & Welder
qualifications and welding all the joints in accordance to respective WPS, marking
etc., as per API 650 for the tanks as applicable and as given in Annexure 1 is
completely in the Contractor’s Scope of Work.
2) Preparation of all detailed and working drawings including plate cutting diagrams,
plate usage diagram for various components of storage tanks & getting the same
reviewed and approved by Engineer In Charge prior to commencement of work. No
work will commence without approval on drawings by Engineer in Charge & LAS
Engineers & Consultants Pvt. Ltd.
3) It shall be the responsibility of contractor to get each drawing approved by Engineer-
in-Charge at least seven days prior to work commencement, with all the changes /
rectifications as suggested / marked by Engineer In Charge & LAS Engineers &
Consultants Pvt. Ltd.
4) Preparation, Submission for Review and obtaining approval from Engineer In Charge
for Detailed Quality Assurance System plans/procedures developed by contractor, as
per Good Engineering Practice & other relevant codes. The same shall be reviewed /
approved by Engineer In Charge prior to commencement of work. The required
competent man power, machinery, tools, tackles, equipment’s, etc., required to
execute the work as per the Approved Quality assurance plan (QAP) shall be the
responsibility of contractor. Due records will be maintained by contractor throughout
the work period as per the instructions of Engineer-in- Charge.
5) Procurement & Supply of materials & consumables.
6) Loading, transportation and handling of all materials from Owner’s stores to work site/
Contractor’s store and fabrication yard as applicable including supply of all necessary
tools, tackles, transportation and handling Equipments, etc. in contractor scope.
7) Contractors scope to include calibration of tanks & submitting calibration certificate
from competent authorities
8) Welding procedure & Welder qualification:
i) Welding Procedure Specifications for all the Weld Joints to be made in field for
Bottom, Shell & Roof will be prepared by contractor as per QW-482 Suggested
Format for WPS in ASME Sect. IX. The same will be vetted/certified by Owners
approved Third Party. The weld joints will be made in accordance to respective
approved WPS Only.
ii) QW-483 i.e. Procedure Qualification records (PQR) as per ASME Sect IX to be
performed in accordance to API 650 with required lab test on test piece in
supervision of Engineer In Charge & approved Third Party. PQR document duly
vetted / certified by Third Party shall be submitted to Owner.\PQR shall be
performed for 2G & 3G both.
iii) QW 484 ASME Sect. IX Welding Operator Performance Qualification will be
conducted in presence of Engineer-in-Charge and approved Third Party Inspection
Agency at site. After due testing of Test Piece like radiography etc., WPQ duly
certified by Third Party Inspection Agency will be submitted to Engineer In Charge
for all proposed deployed welding operators.
iv) Contractor shall submit proposed number of radiographs shots as per API 650
along with procedures for undertaking shots on the drawing i.e. operating with
required due safety /Health/Environment precautions and Film review norms in
accordance to API 650, ASME IX & respective other standards duly vetted by
Owner’s approved Third-Party Inspection Agency.
v) FILMS will be reviewed & vetted by Engineer In Charge along with approved Third
Party Inspection Agency. Engineer In Charge will witness the process randomly.
9) Supply, Fabrication and erection of various shell appurtenances and nozzles.
10) SHELL ERECTION SHALL BE STRICTLY BY JACKING UP METHOD. Required
Load Calculation shall be submitted & prior Owner’s approval shall be taken. For
safety reasons test certificate for fitness of Equipments & accessories shall be
submitted. Min. one Jack per Three Meter circumferentially shall be provided. After the
removal of jacks, plates shall be made to its original thickness to the best satisfaction
of Engineer in-charge.
11) Supply, Fabrication and erection of Inlet and outlet troughs for Inlet and Outlet nozzles
and other nozzles as per the approved drawings.
12) Supply & fabrication of landing platforms, curb angle, structural supports for primary
wind girders and fabrication of handrails and gratings.
13) Supply, Fabrication & erection of earth connection as per respective IS code.
14) Radiography, DP, Vacuum box test & any other test on various components of tanks
as per Specifications of this Tender document, requirements of API standard &
instructions from Engineer-in-Charge. Additionally, all Horizontal and vertical Shell
joints including extensions above the Maximum Design Liquid Level shall be Dye
Penetrant Tested after Root Run and necessary repairs carried out as per the
instructions of Engineer-in-Charge. All radiography Films shall be reviewed by a
approved Third Party Inspection Agency.
15) Carrying out hydrostatic/water fill up test in accordance to API 650 / Standard
Specifications of this Tender, pneumatic, vacuum & other test as specified in code/
specifications & as per requirements of Engineer-in-Charge using contractor’s own
equipment and keeping the records for the same.
16) Water used during Hydro test shall be disposed off by Contractor in an un-
objectionable manner. Illumination for job shall be the responsibility of contractor.
17) Accomplishment of any other item of work required to make the storage tanks and
related facility i.e., Pipeline etc., ready for commissioning and as per instruction of
Engineer-in- Charge.
18) Commissioning of the tanks including supply of manpower, supervision, labour with all
required tools and spares.
19) Clean-up job at site for all surplus material, debris, scrap, construction equipment etc
as per direction of Engineer-in-charge.
20) Supply of all required materials, supplying and providing Single / Double scaffolding
wherever required, surface preparation, primer and finish painting as per tender
specs. The bottom side of tank bottom plate shall be suitably prepared ensuring Acid
Slurry cement being laid on the foundation prior to installation of bottom plate.
21) Material handling arrangement i.e. MS, SS Plates, pipes, etc., at site has to be
properly & effectively managed by contractor. The same shall be got approved from
Engineer In Charge prior to work commencement. The rates quoted shall be inclusive
of this.
22) It shall be the responsibility of the contractor to conduct the vacuum box test for the
bottom plates, sketch plates and annular plates.
23) It shall be the responsibility of the contractor to measure the thickness of the bottom,
sketch and annular plates of the Sulphuric Acid tank, as per API 650.
24) Anchor bolt will be supplied by the contractor.
25) Spare fastener (10% or minimum 02 nos per joint), spare for gasket 02 nos per joint
will be supplied by contractor.
26) Lifting tool tackles, hydra, crane including supervisor, competent manpower, store
keeper & safety engineer should be in contractor scope.
27) Third party Inspector to be deputed by contractor. However, selection of third party is
to be approved by STL. STL prefer M/s Lloyd’s Register, SGS and TUV.
28) Welding electrode should be from standard vendors such as L&T, ESSAB, ADOR & its
certificate to be submitted to Engineer Incharge prior to use.
Note: While every effort has been made to list all the supply items, it shall be the sole
responsibility of the Contractor to review the list and seek clarifications, if any at the time
of Unpriced Bid itself. No claims/ disputes by the Bidder/ Contractor shall be entertained
at a later date.
11.0 NAMEPLATE:
A stainless-steel nameplate containing minimum the following information shall be permanently
attached to an accessible point on the Equipment:
