TERMS OF REFERENCE (TOR)


FOR URBAN WASH CONSULTANTS

1 PROGRAM BACKGROUND AND RATIONALE


1.1 Background
Following the completion of the National Water Supply and Sanitation program which was
started in May 2004 as a five years project with USD100 million (75 million USD credit and
25 million USD grant) from IDA and (later DFID joined as co financer with 70 million
Great Britain Pound in May 2007), IDA has made an agreement with Government of
Ethiopia to finance new program at a scope of US $ 205 Million for five years (2014 –2019)
that has three components of which Urban Water Supply and Sanitation is one of them.

1.2 Rationale
The IDA financed WaSH Project is designed to implement the National Policy, Strategy and
OWNP and to contribute to the achievement of HSDP and ESDP targets.

The IDA-funded Water Supply and Sanitation Project is designed to assist implementation
of the Government’s OWNP. The project is designed to build the capacity of all stakeholders,
both public and private, to plan, construct and maintain water supply and sanitation facilities.
In the process approximately 6300 rural water supply schemes serving about 1.6 million
people, and about 70 town water supplies will be improved through IDA investments. As
noted above, this is only a fraction of what will be needed to meet the OWNP targets.

1.3 Key Elements of Policies


The project implementation arrangements reflect the policy objectives of decentralization to
the lowest possible level, involvement of all stakeholders in the process, integration of
sanitation with improvements to water supply, and recognizing water as an economic as well
as social good. A demand responsive, performance-based approach will be followed so that
communities will receive assistance to put in place institutions and develop capacity for
implementation and will be able to access more resources for development of their water
supply and sanitation systems as they demonstrate capacity for implementation.

1.4 Lessons Learned From the Previous Program, WSSP


The recently closed IDA/DFID financed Water Supply and Sanitation Project (WSSP) in the
amount of US$280 million piloted a programmatic approach to rural and urban WSS sector
financing in Ethiopia. It has provided access to improved water supply and sanitation
services to more than 5 million people, 3.7 million in rural and 1.33 million in urban areas.
The project has managed to support 224 Woredas to prepare and implement Woreda-wide
WaSH plans. Similarly, in urban areas a total of 130 small and medium towns received

support to prepare their urban WaSH plans, and 83 of them to construct their systems.

The major challenges faced during implementation of the previous program which need to
be addressed during this program are;
1. The role of participation and decision making of the Town Water Boards and
utilities at all stages was not as required for assuring sustainable implementation
of the projects.
2. Extended delay of projects mainly due to delay in source confirmation and
correspondingly in design, supply and installation of Electro Mechanical
Equipment.
3. Existence of large variation of works and goods and consequently extended
duration to complete the projects as the consultants were not able to carry out their
service to the highest degree of technical standard by deploying the experts
according to the contract and due to less follow-up by the clients and the user
Town water boards and utilities during study and design as per the contracts.
4. Detail appraisal of study and design documents before proceeding to the next step
was not properly undertaken participating the user town boards and the utilities
at town level in checking whether the documents are related to the situations on
the ground.
5. Administration of contracts with all parties carrying out their duties and
responsibilities as per the provisions of the contract documents and having proper
documentation of events was not as required so that the completion of projects was
extended which also has effect on its cost and quality.
6. Less attention to planning and implementation of sanitation facilities for
urban.
7. The capacity building and preparation and practicing of Business plan for assuring
satisfactory services at town level with full cost recovery level was also given
Less attention during the implementation of the projects.

In order to address the above challenges, the service for urban water supply and
sanitation projects is designed to be carried out using the following objectives.

2 OBJECTIVE OF THE SERVICE


2.1 General Objective
The general objective of the service is to implement the WaSHP motto “Increased access
to improved water supply and sanitation services for residents in participating
Woredas/towns and communities in Ethiopia”.
The Urban component of the program is grouped in to two with the first being small
towns with a population of less than 20,000 and the other large and medium towns with
a population of above 20,000 and below 100,000. Hence, this document is a Terms of
Reference for employing competent consultants to carry out the above services.

The Urban WASH implementation modality for the Urban WASH can in general be
classified in two steps: 1) Planning and preparatory and 2) Implementation. The general
objective of this consultancy service is to assist the client and the user town water board,
municipality and the utility in study, capacity building & preparation of business plan,
and in contract administration & supervision of works, supply and installation of
equipment participating the key stakeholders at all stages for implementation of
sustainable water supply and sanitation services in the town.

2.2 Specific Objective


The specific objective of the service is to help improve access to water supply and
sanitation services in urban areas, and to improve the capacity of WaSH officials to plan
and manage these services in a sustainable manner. The detailed objectives of the
assignment are stated below;
1) Conduct water supply and sanitation pre-feasibility study; asses the town
management status its capacity; determine if immediate service improvement
is required then to be quantified and verified;
2) Preparation of detail feasibility design for the town water supply system and
sanitation facilities, plan needed capacity building for Town water boards and
utilities with detailed business plan;
3) Supervision and Contract administration: the rehabilitation of their system
with further capacity building and application of their business plan.

This ToR shall be used to assist the Regional Water Bureau and Towns as a generic
guide to help prepare a specific oriented ToR for selection of a consulting firm in giving
the details to be presented for the specific work in a cost effective manner. Therefore,
the respective Regional Water Bureaus shall modify this ToR fit to the specific project
location name indicated in the procurement plan as approved by the RWB. Full ToR
of specific project should include, but not be limited to:
 a precise statements of the objective(s) and purpose of the project to be
undertaken;
 an informative statement of the background to the project,
 its scope, and the context and circumstances in which it will be undertaken, to
the extent that such information will provide prospective consultants with a
complete appreciation of the material aspects of the project and a clear
understanding of the context in which the professional services are being sought
and will be provided; and
 a clear statement of the professional services being requested.

The ToR shall be incorporated with the RFP to make it a complete document. This "statement
of work" will be set out, as clearly and concisely as possible, what results and documents are
required and the manner in which the specific town wants the work to be conducted at all
stage of the service(details of the implementation stages are attached in Annex-A).

3 BRIEF DESCRIPTION OF THE PROJECT AREA


The respective Regional Bureaus and Towns are expected to produce specific project
ToR’s in terms of all the required information to conduct the study. The information which
need to be included under this section are; (to be provided by each region…)
i. Location, distance and administration situation and the current population size of
the project town,
ii. The existing water supply and sanitation situation of the town including the type
and number of sources,
iii. Detailed information on sanitation (human excreta management system) and the
institutional arrangement for the management.
iv. The organizational set up the utility including the existence and functioning of the
town water board,
v. The overall capacity situation of the utility and the town water board in terms of its
key personnel, existence and use of working manuals and business plan, Geology
and hydrogeology of the study area, etc.
Ministry of Water Irrigation and Energy (MoWIE) has recently released a study
appropriate criteria to categorize towns under different financing modalities (grant, loan
or the blend of the two).

4 SCOPE OF THE SERVICE


The consultant is expected to deliver its service in three steps of works as stated below in
the course of the contract:

ii. Stage I
The major activities to be delivered by the Consultant is to:
a) Conducting initial consultation at town level on objective of the service and agree
on the plans and outputs and roles of the user town water boards included in this
ToR.
b) Conduct pre-feasibility study including confirmation of the source, need
assessment for capacity building & preparation of business plan,, (details of each
activity to be is presented is attached in Annex A of this ToR)
c) Conducting consultations at town level participating the user town water
Boards and the utilities to assure as the services are carried out as per the need of
users in conformity with the existing situation before proceeding to the next step.

ii. Stage II
a) Detail feasibility design (details of each activity to be conducted and included in
the design report is presented is attached in Annex A of this ToR)
b) bid documents preparation after the source is confirmed,
c) further capacity building & revising the business plan to include actual structures
of the final design, and
d) conduct consultation and appraisal of the study at town to approve as each
proposed components are designed considering all the existing situations and

natures of the ground for final approval before biding.

iii. Stage III


a) Contract administration and supervision of construction of works, and supply &
installation of equipment, (details of each activity to be is presented is attached in
Annex A of this ToR)
b) conduct further capacity building for town water boards and utility and assist them
in implementation of the business plan by fully participating the town water boards
and the utilities.
2. Empower the Town Water Boards and the Utility during the implementation of
the projects at all stages to improve sustainability and cost-effectiveness.
3. Conduct regular town level consultation and approval of the tasks at each stages
of project implementation to assure as the services and tasks are as per the needs
of the users fulfilling the situations on the ground.

5 RESPONSIBILITY OF THE STACKHOLDERS


5.1 The Employer
The employer (as specifically to be named Regional Bureaus or Woreda offices) are
responsible for preparing and implementing the project, and therefore for selecting the
consultant, and awarding and subsequently administering the contract.

The employer is required to empower the participation of the town water board and the utility
in day to day activity of the consultant and monitor the deployment of the required personnel
on site according to the schedule and carry out the service to maximum consensus and
satisfaction of these key stakeholders at town level.

In addition, the employer is required to give all the available documents on previous studies
for the town water supply system. The employer is also responsible to effect the payments
requested by the client in time provided that all the available preconditions are fulfilled by
the consultant.

5.2 World Bank


The Bank, for its part, is required by its Articles of Agreement to “ensure that the proceeds
of any loan/grants are used only for the purposes for which the loan was granted, with
due attention to considerations of economy and efficiency and without regard to political
or other non-economic influences or considerations,” and it has established detailed
procedures for this purpose.

The Bank considers that, in the majority of cases, these considerations can best be addressed
through competition among bidders to be qualified firms in which the selection is based on
the quality of the proposal and, where appropriate, on the cost of the services to be provided.

5.3 WRDF
Water Resources Development Fund (WRDF) will be the financing GOV agency for these
components, responsible for appraisal of proposed projects and monitoring and evaluation.

5.4 The Town Water Board and Utility


The town water board and the utility are more active in terms of their participation and
role for effective and efficient completion of the project as planned. The consultant is
required to work with these key stakeholders at town level in managing the contracts
using the regularly updated program of works as a tool to control time and other parts
of the contract document to assure quality and cost so that the project can be completed
within the required standards and high acceptance by the users being easy for future
management of the system.

6 DURATION OF THE SERVICES


The estimated duration of services for each step is as indicated here below;

STEP I: Conducting pre-feasibility study including source confirmation if sources are to be


boreholes will take a total of four months. If the system requires immediate system
improvement, this shall be verified at this stage for immediate rehabilitation works or so.

STEP II: Preparation of feasibility detail design and bid document on the most preferable
source and collection system including evaluation and award of the bid will also take a
maximum of six months; if the source is drilling, the drilling works will be conducted parallel
with the detail design.

STEP III: The supervision of works and contract administration requires 14 months. The
Defect liability period shall last 12 calendar months.

6.1 Program of works


The Consulting Firm shall submit a programme of works which shall be adopted in Commented [abealmaz32]:

consultation with the Client.


6.2 Office and Logistics
Consulting Firms’ contract will provide for the necessary logistical support including
office, accommodation and travel, costs of stakeholder consultation at the town level at Commented [YT3]: Who is responsible for provision of office
space to the Consulting Firm personnel? The usual practice is for
every stage of the service. the Contractor to provide such facilities which need to be spelled
out in the Contractor’s contract. How about transport for the
supervision activities?

7 PROFESSIONAL QUALIFICATION
7.1 Organization
The consultant is also required to prepare a detailed schedule for his staffing for each stage
based on the estimated durations and indicated person-month inputs. The Consultant may
forward additional expert required for any overlooked services not indicated in this ToR.

7.2 Staffing of experts


The consultant shall provide the mix of knowledge skills and experience needed depending
on the scope and methodology to conduct the service here in required. The consultant shall
clearly present competent personnel for the service managed by a team leader. The
consultant's personnel shall include the key personnel for the three stages of works under the
consultancy service. The qualification of the experts to be deployed for the service shall have
the following minimum requirements.

A. Project Manager/Team Leader


A minimum of B.Sc. degree in civil/water supply/hydraulics engineering, with 8/6 years’

experience in carrying out, the design and construction supervision of water supply projects.
Minimum of four years’ experience, as Team leader or project coordinator or resident
engineer, on design, and construction of civil work projects is also required. He shall have
renewed professional license.

B. Resident (Water Supply) Engineer


The expert must hold at least B.Sc. degree in civil engineering or water supply
engineering or in any other related field and a minimum of 8 years working experience
in carrying out design and construction supervision of WaSH projects. He shall have
renewed professional license

C. Hydrologist
The expert must hold at least B.Sc. degree in Civil/hydraulics engineering or hydrology
or in any other related field and a minimum of 6 years working experience in carrying
out the hydrologic study and design of town water supply projects. He/she shall have
renewed professional license.

D. Hydro-Geologist
The expert must hold at least BSc/M.Sc. degree in Geology/Hydrogeology or in any other
related field and a minimum of 8/6 years working experience in carrying out the hydro-
geologic study in the study, design and construction supervision of town water supply
projects. He/she shall have renewed professional license.

E. Electrical / Mechanical Engineer


The minimum requirement for Electrical or mechanical Engineer is Bachelor Degree in
Electrical and Mechanical Engineering respectively and a minimum of 6 years’ experience
in design, inspection supervision of the installation of electromechanical equipment for
water supply sources and transmissions. He/she shall have renewed professional license

F. Socio economy and promotionist


The minimum requirement for economist is (BA/BSc) or /MSc(MBa) Degree in
sociology, geography and a minimum of 6/4 years total experience in demographic
analysis and study etc in WaSH projects. He/she shall have renewed professional license

G. Financial Management Analyst


The minimum requirement for financial analyst is BSc/MSc Degree in project finance
and a minimum of 8/6 years’ experience in financial and economic feasibility analysis
of, and business plan preparations, Tariff study etc in water supply and sanitation project.
He/she shall have renewed professional license

9 PAYMENT MODALIITY

10 DETAIL SCOPE DURING STEP ONE

10.1 CONDUCT INITIAL CONSULTATION


The consultant shall consider the user Town Water Board and the Water Utility as the owners
of the project at town level. The client of the service, the regional water bureau considers
these stakeholders as its part in managing this service with defined duties and responsibilities
given to them as described in this terms of reference. The town water board and the utility
are required to assist the consultant in assuring the deployment of the required key
staff to the consultant according to the schedule and carrying out of his task in consulting the
town water board and the utility.

As the consultant starts its service, it needs to conduct initial consultation with the town
water board and utility in the presence of the representative of the regional water bureau
to brief the above process and role of the town water board and the utility in addition
to the objective and scope of the services at each stage with the expected outputs on time
bases.

The consultant is required to give one copy of its schedule to the town water board and
utility. The consultant is also required to prepare a checklist and give to the town water
board and the utility for monitoring and recording its duty regularly after approval by the
regional water bureau.

10.2 Population data


The population of the town as far as possible differentiated down to Kebele level (other
sub-levels if existing) is one of the main design parameters. Population figures shall be
obtained and compared as received from the following different sources:
1) Central Statistical Authority (CSA) Census
2) CSA Annual Reports
3) CSA Branch Office Records
4) Municipal Records
5) Kebele Records
6) Health Office Records

The municipality and the kebele records shall be used in the report for critical evaluation
and comparison to reach to the final decision where a large deviation exists between the
CSA and the town municipality/kebele data indicators. Under such situations the
consultant shall seek the consent of the local town authorities to avoid conflicts in the
assumption of the population figure to be adopted for the design purpose.

The data collection shall be supported by the town development or master plan supported
by GIS map which shows the Kebele divisions and other sub-units, preferably in scale
1:5,000. The drawing or the map of the town shall be the most recent one and shall clearly
indicate the settlement, current and future development pattern which gives added value

to the report for allocation of the initial average demand to help estimate the design of
the distribution system.

10.3 SOCIO-ECONOMIC SURVEY


Exhaustive survey of the existing situation is required in relevant dimensions. The
following are the most important ones for effective application of cost effective design,
and the baseline Socio-Economic survey is to be conducted in the following activities;

10.3.1 Selected Household level Data Surveys


Here the socio economic data shall be based on domestic users’ specifically on water
and sanitation coverage for a minimum of 10% or so size analysis system, but for other
services it shall be considered the full scale data of the town. Other water and sanitation
data on condominiums, new private housing development areas and the like shall be
collected and analyzed separately on 100% basis.

Additional information could be added to the report from the CSA socio-economic recent
surveys for comparison and value in of the data accuracy.

The consultant shall indicate the type and method of the survey collection system in his
technical proposal. The survey should cover the water use of the households classified in
to different group and this shall be surveyed to get some of the following data but not
limed to;
i. House Hold Data: household heads, women household heads
ii. House Ownership: owned, rented, institutional, commercial
iii. Household water supply service level: in-house connections, own yard tap
public tap, vendor, neighbor yard tap and other sources
iv. Water use and collection: average consumption per day, average distances
from the nearest services, etc.
v. Water quality: section of the town with such complaint, reasons of the
quality problems
vi. Payment for water: the existing tariff set and its trend
vii. Willingness and ability to pay for improved water: data on low income area
and other scattered section of the population:
The data and its analysis is the basis for the entire cost effective design. Data on willing to
pay more, better quality water, average monthly income, spending per month for water are
some of the key collections under this section.

10.3.2 5.3.2 Institutions


The consultant shall indicate in its report detail data on the number and details of all
institutions in the town.
• Churches, number and estimated number of visitors in each
• Mosques, number and estimated number of visitors in each
• Community centers, number and number of employees in each
• Health centers, number and number of beds and estimated number of outpatients in

10.3.4 Industry
The number of industries and their average water consumption with their scale shall
also be collected from Investment and trade offices.

10.3.5 Sanitation facilities


The information on the sanitation facilities and situation of waste disposal methods
shall also be included in the survey. The respective offices to be consulted for data are the
Municipality, Health and Kebele offices.

10.3.6 Other Secondary Data


All important secondary data including the distribution and type of water related data
etc shall be collected.

10.4 Assessment on the Management Capacity


The information related to the capacity of the utility and town water board shall include
but not limited to; regional classification, functionality of the water board,
organizational structure, existence of managerial & financial system, administrative
supports, business plan, operation manuals and etc.

If there is no functional town water board established according to the regional


proclamation, the consultant shall assist the utility in establishing town water board and
assist it to be functional.

10.5 Review the Existing Water Supply System


Review of the existing water supply and sanitation Facilities including the following but
not limited to;
1) Review capacity of existing water sources and water supply systems including
number and type of domestic, commercial and institutional connections and
volume of consumptions classifying by urban and rural systems in the study area.
2) Assessment and identifying deficiencies of existing water supply systems including
propose for immediate improvement action;
3) Assessment of unaccounted for water and leakage including the reasons for loss of
produced water either physical or administrative problems or other factors.
4) Assessment of existing facilities: Boreholes, reservoirs, conveyance systems,
pumps and generators etc. whether they satisfy the demand or not in percentage
terms compared to the design period of the system.
5) Review of service levels: House connection, yard connection
[private/neighborhood] and public fountains for the past 5 years per group of
consumers, specific consumption standards and service coverage.
6) Review the collected revenue and operating cost ratio and investigate the relation
of cost recovery and subsidy for the last ten years to analyze the trends using
statistics tools.
7) Assessment of stand pipes operation level, number of stand pipes, average and
maximum distance of users to the stand pipe, opening hours, form of operation
physical appropriateness of structure, fencing, status, and similar conditions at the
stand pipes.
8) Assessment of operating cost, budgetary situations and tariffs of the utility, data

management, financial management including annual income and expenditure at


least for the last 10 years and observe the trends.
9) Identifying the basic known worst problems for the occurrence of water
supply shortage including the problem related to electromechanical equipment
failures.
10) Assessment of main bottlenecks and potentials of physical facilities by
physical inspection by consulting different population groups.
11) Assess water quality testing and monitoring facilities and how often the test and
monitoring are conducted and their legal viability and community awareness.
12) Review the existing manuals, standards and norms and their significance in
improving the existing system.
13) Review the O&M arrangements or urban and rural water supply systems in the
study area.
14) Study the degree of rehabilitations on some existing schemes to be part of the new
water supply system and many more.

10.6 Review the Existing Sanitation Facilities in the Town


1) Assessment of sanitary facilities including liquid waste collection and disposal and
the number and conditions of public and private toilets.
2) Investigate the need for public toilets and after assessing the existing situation the
feasibility study will be conducted.
3) Estimate the volume and type of liquid waste produced in the town, analyze,
4) The collection, removal, transportation and treatment system.
5) Estimate the existing sanitation coverage as much as possible. Define/estimate the
size of people using improved latrine, traditional latrines and open defecation.
6) Review the quality of the management of public toilets and the sustainability of
the system.
7) Institutional arrangement and available capacity.

10.7 Consultation and Approval


At the completion stage of step one service, the consultant shall arrange a consultative
workshop at town level to be conducted with the aim of presenting all the detail
findings and outputs of the service to the town water boards, the utility and selected
community members for constructive comments and to assure the degree of participation
of the town water board and the utility in carrying out the targeted goals during the whole
course of action. The representatives of the regional water bureau are required to attend
the workshop and in addition if conditions allows representatives from the ministry of
water, irrigation and energy shall also be invited and participate.

Before conducting this workshop the consultant is required to send all the reports to the
Bureau for prior appraisal so that commenting the findings on the workshop can be easier.

The consultant is required to prepare a presentation with details on each


component of the proposed system starting from the source up to the user points including

site visits where critical works are found.

The consultation must make clear about the nature and detail of the proposed system
for detail design and bid document preparation during the second step of this service.

11 STEP TWO- DETAIL SCOPE

11.1 THE PLANNING HORIZON

1. The study and design should adopt the cost effective design guidelines WB
2006 and MoWIE WRA urban WSSD guidelines January 2006. The system may
preferably be designed for 10 years of time. Accordingly, the service life of the
different parts of the WaSH system has to be established
2. The present and future water demand analysis (average, present and projected per
capita daily water demand of domestic and livestock, industrial, commercial,
institutional, firefighting etc) should be incorporated. The study will give due
remark to the physical development master plan of the town and where required
apply zoning of the available pressure system.
3. Sanitation facilities should have a separate coverage based on the national standard
guidelines (MoH)
4. There will be some balances between the capacity of the scheme to be designed
and the future demand in such a way that full capacity of water production has to
be utilized. In other words, each water supply and sanitation facility components
has to be optimally used throughout their service life.
5. According to the water policy, urban centers are supposed to grad u al l y cover
all costs.

11.2 PREPARATION OF DESIGN CRITERIA FOR THE SYSTEM


COMPONENTS

The consultant is required to prepare design criteria and principles and get approval
from the regional water resource bureau before using for study and design of systems.

Design criteria proposal will be based on the existing Design guidelines 2006 the Ministry
of Water, irrigation and energy and with regard to water quality standards, the design
criteria will be the national, and WHO standards.

(1) Population projection: during the prefeasibility assessment the Consultant is


required to estimate the present and future water demand up to the end of design
horizon. This is a key initial stage of work to determining the type of water source
to satisfy demand in a sustainable manner.
(2) Water Sources: All the surface or groundwater sources need to be investigated for
quantity, quality, implementation and OM cost. Environmental and social safe guards and

risk management (System assessment Identifying, control measures and Management


plans) are equally important in this process.
The main water sources of the study area shall include surface and ground water.

a) Surface water (large size storm water catchment, rock dam catchment impounding
dams, sand dams and rivers) accompanied by appropriate treatment facilities. The
design criteria shall include the hydrology, minimum flows, climate, weather soil
nature of the catchment and harvesting area.
b) Ground water (springs, deep wells) expressed in terms of quality, quantity,
delineated size and calculated amount of recharge area, and hydrogeology of the
surrounding area.

(3) Choice of technology the technology selection should be compatible to the O&M
capabilities, socio-economic levels and all round socio-economic level of the user
communities.
(4) Environmental and socio-economic impacts have to be conducted as much as
possible (clean and green area, job opportunity sizes, community involvement size
and amount);
(5) Financial and economic analysis (The tariff structure, other full recovery methods) shall
be stated;
(6) The institutional capacity has to be assessed to efficiently carry out the utility
management;
(7) The O& M costs including the capacity building required at present and in the
future;
(8) Project cost estimate methods (the capital costs and O & M costs and the study
and design and contract administration costs) the cost benefit analysis methods
the implementation schedule methods

11.3 CONSIDERATION OF ALTERNATIVE OPTIONS


It is known that feasibility study will be conducted by considering different alternatives,
if any, which will have possibly different source types and configurations of water supply
and sanitation components. The alternatives may include:
\
Descriptions of the technical appropriateness have to be done after computing the
investment costs and operation and maintenance costs.

The alternatives have to be listed in priority after weighing with eligible criteria based
on technical, financial, economic, environmental and other scenarios. The investment and
operation and maintenance costs will be important to look in line with the countries
gradual cost recovery policy.

11.4 DESIGN AND CONFIRMATION OF SOURCES

If the selected source type is from ground water/borehole/ the consultant is required to
prepare its detail design, and the bid document with its bill of quantities and the
specification. The consultant shall support the board and the utility in b i d i n g and
s e l e c t i o n o f t h e co n tract o r fo r drillin g. After b i d i n g , b i d evaluation and award
is completed, the consultant shall assist the client in drilling supervision according to the
Contract. The support from the consultant shall include specifically the following but not
limited to :-

- Supervise proper method of drilling and use of proper size of drill bit
- Supervise to Record drilling rate
- Supervise sample collection and record at which depth soil/ rock formation
changes.
- Supervise record depths at which water is struck
- Casing arrangement (establish blind and screen, length and position in the
borehole based on the analysis of sample collected during the drilling activity and
instruct the driller to install blind and screen casings accordingly).
- Supervise lowering of casings, check the lower most casing capped or plugged at
its end and centralizers are tied on the screen for uniform distribution of gravel
pack around the slots of the screen.
- Supervise the Gravel packaging to begin immediately after the casings are
installed.
- Follow gravel packing operation which should be poured slowly and
continuously starting from the bottom of annual space up to 3 or 5 meters below
the ground level.
- Supervise that the remaining depth of the annual space will be filled with clay and
cement. Control and check the preparation and pouring of Material in filling this
space.
- Make sure that after gravel packing, the boreholes are thoroughly developed and
cleaned. Developing should continue until clear and sand free water is discharged
from the borehole. Record start and complete time and method used for
developing.
- Immediately after development is completed, supervise the arrangement for
pumping test operation and record step tests. Measure and record all information
on the pump test result forms and make sure that testing is conducted minimum of
72 hrs. and sufficient time for recovery.
- Prepare borehole completion report, including Vertical section drawings of
completed borehole together with geologic log in three copies, and then
submit to the Employer.

11.5 PREPARARTION OF DETAIL STUDY AND DESIGN


11.5.1 CAPACITY BUILDING AND BUSINESS PLAN PREPARATION
Following the capacity assessment of the town water board and the utility, the
consultant shall prepare a plan to build the capacity of the town water board and

management of utility engaging them within the preparation of all the required
working manuals and conducting trainings which shall consist of;

Preparation of better organizational structure and assist the town water board
and utility in employing key staffs,
Preparation human resource management manuals
Preparation store management and procurement manuals
Preparation financial management and accounting manuals e.g. double entry
accounting system
Preparation of operation and maintenance manual
Preparation of manuals on connection policy
Preparation of board working manuals and many more as per r
requirements and instruction and advice by the client.
Besides preparation of the above and the other required manuals, the consultant is also
required to prepare the business plan for the utility using the proposed and selected system
by the feasibility study.

Following the preparation of all the required manuals, the consultant is required to get the
approval of the documents including training documents required for conducting trainings
on the operational manuals. The training shall be conducted during the second step of this
service parallel to preparation of detail design and bid documents for selected scheme
type by the feasibility study.

6.5.2 PREPARATION FOR DETAIL DESIGN, AND CONTRACT DOCUMENTS


PREPARATION

Following the confirmation of development of borehole sources (if the source is ground
water), the consultant is required to prepare detail design and bid document related to the
actual situations on the ground. The consultant is required to survey all the routes and
sites, and prepare detail design of all the required scheme components including that of
electro mechanical equipment using the approved design criteria and principle.

In the design of the rising main or gravity mains and distribution system for the
town, the designers shall take the following points in to considerations;

Pipe works:
1. The design of distribution system shall be with all the pressure zones and district
Metering areas clearly identified and all the required district flow control and
water meters indicated so that the system can be suitable during operation and
maintenance in addition to being efficient system to manage and control
unnecessary unaccounted for water.
2. Each route in the distribution and pressure and gravity mains shall be surveyed
with the participation of the utility and all the crossing structures, location of air
and washout structures, junction points shall be indicated in detail in
the drawings, specification and the bill of quantities. A ground survey report

based on use of Google mapper and old mosaic data is not acceptable
work for pipe line route location and profile generation.
3. The route survey shall be coupled with the existing master plan to
be acceptable.
4. In the bill of quantities for pipe works, pressure testing shall be included clearly
in linear meter basis for different pipe types and sizes with the required
specification for the work added so that it contributes in assuring the quality of
pipe works in addition to its contribution to lessen unaccounted for water during
functioning.
5. The pipe details shall include detail profile and layout drawings of each pipe
line and the detail of fittings at each named junction.
6. As much as condition allows, the selection of pipe material shall be done with
high priority for type of pipes which can be fabricated inland so that the time for
importing and economy can be saved.
7. Hydraulic analysis reports shall be attached.

Buildings
8. Design of office, store, and workshop facilities shall also be considered during
design where required. Where required structural analysis reports should be
attached.
9. The consultant is required to check whether the set capacities, sizes, volumes
and locations are correct or not according to the existing conditions on the
ground. Moreover,
10. The consultant is required to check the capacity of electro mechanical equipment,
locations of reservoirs, routes and sizes of pipe works etc related to the existing
conditions on the ground.
11. The drawing of each buildings and structures shall follow acceptable scales and
presentation for Architectural, structural electrical and sanitary detail
requirements.
Bills of quantities
12. The consultant prepares detail bills of quantities grouped by bill of works based
on the detail working drawing submitted for each components
13. The consultant is required to prepare detail specification of each work unit
component of the works for use during implementation as per the required
standard.
14. The constructing drawings shall include all reinforcement drawings, bar bending
schedules and specifications.
15. The bid documents are required to be prepared according to the guidelines of
procurements of the World Bank. The bids are required to be categorized for
Goods, and Works or a combination of them but that of Supply and Installation
of Electro Mechanical Equipment need to be separate.

6.5.3 Conducting Capacity Building Trainings and Detail Preparation of Business Plan
Following the preparation of capacity building manuals and trainings documents:

1) the training on all the required areas shall be conducted during this step by the
consultant
2) Revision of the business plan according to the detail designed document on the
selected system following the feasibility study is required at this stage of the project
implementation participating to the town water board and the utility.
3) Related cost of covering the activities:
a. The cost for the preparation of enough number of documents shall be included
in the cost for the consultant’s service including its personnel and related costs.
b. The cost related to the per diem and others for the trainee shall be covered by the
client.

11.5.2 Consultation and Approval


1. Similar to the previous step, the key stakeholders at town level mainly, the town
water board and the utility including elders of the community members shall
be consulted in the presence of representatives from the regional water bureau at
the completion stage of the step 2 services on the findings and outcomes of the
detail design.
2. Approval of the detail design and the bid document prepared by the consultant is
at town level including site visits for more understanding on the locations of critical
works along and at each component is required.

12 STEP THREE -DETAIL SCOPE

12.1 Supervision of Works and Contract Administration,


The Consultant will provide a team of supervisory staff to be employed Construction of
Civil work, supply of pipes and fittings, Electro-mechanical installations in executive and
supervisory capacities in respect of the contract plus 12 months of defect liability period.
The Consultant will be delegated with all normal duties and powers of the "project
manager" as defined under the Contract between the Client and the Contractor.

It will be the responsibility of the Consultant to supervise all construction activities on


behalf of the Client and to ensure that the work of the Contractors should be carried out
in professional and expeditious manner and in accordance with the contract documents.

The consultant will check, approve, reject and record, as the case may be, inter alias,
the following:

Contractor's construction plant and equipment


Material for construction
Construction of site works: concrete structures, lying of pipes, buildings, roads
and drainage, water supply, lighting, sewerage, drainage and other utilities as
required.
Review and approve all designs, calculations, specifications and methods
proposed by the Contractor for permanent and temporary works, formwork,

access roads etc. to ensure conformity with construction contracts and that the
work can be carried out safely and in accordance with recognized internationally
accepted standards.

12.2 Inspection and Testing Of Equipment


Inspection and testing of electrical and mechanical materials, machinery and plant
supplied for incorporation in the works will be performed according to accepted
procedures and shall include the expert in arranging the witnessing of acceptance tests.
The expert of the consultant will establish the procedures to be adopted and the
required certification for the purposes of determining the suitability of materials,
machinery and equipment to be supplied by the Contractor for the works, during the
manufacture and following the shipment thereof. The consultant’s duties in this respect
will include the following:

advising the Client in procedures related to witnessing the performance of tests


on materials and equipment on manufacturers' premises to be performed by an
independent agency in accordance with the provisions in the bid document;
Interpretation and evaluation of the various certifications issued in respect of
the quality, standard and adequacy of materials and equipment supplied for the
works;
Supervision of the performance of temporary acceptance tests of the works
in Ethiopia, recommendation of methods for supervision of the required tests,
and preparation of a report on temporary acceptance of the works.
12.3 SPECIAL INSPECTION OR TESTING
Advice on the methods of ascertaining the suitability of material and
construction equipment furnished by the Contractor.
Advice on testing methods and procedures to be adopted for the determination
of standards and adequacy of quality and performance of materials and
equipment used or supplied by the Contractors for the works (such tests to be
performed by the Contractors by external authorized laboratories or by special
qualified agencies or entities, as the case may be).

12.4 ISSUES OF INSTRUCTIONS TO THE CONTRACTOR


These services will relate to the evaluation and control of the fulfillment of the contractor's
duties from drawing up to the approval of the work program to completion of the works.
The services will include:

Instructions relating to quality of materials used in the works.


Instructions relating to equipment and methods of construction.
Clarification of drawings and specifications.
Supervision, checking and testing of work carried out.
Coordination of works on the site and all delivered by suppliers, including
coordination of construction and delivery schedules.

In cases in which in the opinion of the Construction Supervision Engineers are likely to
need immediate decision, the Construction Supervision Engineer/consultant after
negotiation with the project/office management team may be entitled to give variation
orders up to 5% in accordance to the contract. Issue field instructions in writing as
required to suit actual site conditions encountered and for the purpose of minimizing
disruption to the progress of the works.

12.5 ADVICE TO THE CLIENT ON PROGRESS OF WORKS


It is of utmost importance that the progress of the Works is in accordance with the
programmed work schedule since the timely implementation of the project calls for
strict adherence to the approved timetable. The consultant will keep the Client advised
continually as to work progress and will inform the Client if and when any deviations
from the work schedule occur.

In order to monitor adherence to the work schedule, the consultant will follow up
continually the progress of all works, including the timely supply and delivery to the sites
of all materials, pipes and accessories, electro-mechanical equipment and plant, pumping,
power; and all civil engineering works. Any delay in the supply of materials and
equipment of progress of construction or erection work is to be made good by updating
the Contractor's work program or working methods and mobilizing more manpower and
construction equipment. Issuing necessary instruction to achieve the work completion
date against latest accepted construction programmed.

Check that the works are being carried out in a safe manner and report all breaches of
safety requirements and monitor the corrective action taken to ensure unsafe practice does
not continue.

12.6 COMMISSIONING INSPECTIONS AND TESTING OF WORK


Supervising the trail and acceptance tests of laid pipes, as built water retaining
structures and installed plant.
Advising on procedures for and performance of acceptance tests for
components of the civil engineering works such as water tightness in water
retaining structures and conduits, strength of elements, etc.
Inspection of materials and workmanship including preparatory works to
ensure compliance with the specification. Where work does not meet the
requirements of the specification, it shall be removed unless otherwise approved
by the Client.
Carry out inspection at time of substantial progress and completion of the works
and arrange for issue of the Taking over Certificate after having consulted and
agreed the same with the Client.
Directing locations or times for field testing in accordance with the specification
as well as approved standards and witnessing such tests. Also checking that

testing equipment conforms to and is operated in accordance with the relevant


standards and calibration certificates up to date

12.7 DELIVERY TO THE CLIENT "AS BUILT" DRAWINGS


An accurate record of the works as actually constructed is essential for their
maintenance and repair, as well as for possible future expansion. The consultant will
ensure that a record is kept of the actual execution of the works, and see to it that all
deviations from and changes in the original work drawings, such as layout of structures
and pipelines, elevations, dimensions, diameters, reinforcement details, etc. will be
recorded as they occur, by the Contractor.

The above recorded data will be used in the preparation of "as built" drawings, which the
Contractors will be required to submit for each portion of the works before final
settlement of payment of that particular portion. These drawings will be checked and
approved by the Expert, and where necessary comments will be made on their
completeness and conformity and the changes to be made by the Contractors.

12.8 DELIVERY OF MANUFACTURES' MANUALS AND OPERATING


The consultant will check all manufacturers' manuals and Contractor's operating
instructions which have been submitted by the Contractors and all appropriate certificates
of works, tests, and make recommendations as to their scope, completeness and
conformity with plant as installed & will deliver the above materials to the Client on
completion of the works in order to enable it to operate and maintain the works.

12.9 Measurements and Payment Certificates


The consultant will, in parallel with the contractor, take measurements of all works
done, which will be required for checking and certifying the Contractor's payment
certificates & will also, during the course of the works, keep accurate records of all
dates and quantities of work carried out, all payments made to the Contractor, and all
materials and equipment supplied to the sites, indicating dates of arrival, process of
construction materials and laborers' wages, etc.

These measurements and records will serve for preparing "as built" drawings and for
calculation of price escalations. It will also serve for the purpose of certifying the
Contractor(s) monthly statements and for cost monitoring and reporting.

Certify all of the Contractor(s) monthly statement and final statement within the time
specified in the contract and forward to the Client for arranging payment.

12.10 Variation Order and Claims for Extension of Time


The consultant is entitled to prepare and recommend issues for variation orders up
to 5% according to the contract. Any Variation orders should be approved by the
Client.

Review and evaluate claims for extensions of time and /or additional costs in a
timely manner and report the details of such to the Client. Recommendations
regarding the settlement of such claims shall be made to the Client within the period
stipulated in the contract.
Endeavor to anticipate and prevent potentially contentious situations and resolve
disputes before such matters are submitted as claims.
Monitor the contract costs relative to the contract budget and program
expenditure taking account of actual quantity estimates, costs of variation order cost
of potential claims and other costs. This report should be prepared quarterly or at
such a time when major changes occurred which may adversely affect the Client's
budgetary provisions.

12.11 TRANSFER OF SKILLS AND TECHNOLOGY


The consultant will endeavor, throughout all phases of the contract period, to transfer
skills and technology to the Client's Seconded Staff, and for town water board and
utility staffs. The transfer of skills and technology can also be accomplished by on- the-
job training.

12.12 MANAGEMENT MEETINGS

12.13 SUPPORT TO DOCUMENTATION AND COMMUNICATIONS


The consultant is required to have all components of the contract document in his site
office and proper documentation of all the required communication for each step of the
works as they are important for correct contractual decisions.

12.14 APPLICATION OF THE BUSINESS PLAN


The consultant shall undertake revision on the previously conducted trainings to build the
capacity of the town water board and the utility at stages of the application of the
trainings. The utility shall be at the stage of application of operation and maintenance
principles including analysis of its performance using standard performance indicators.
And the same shall apply of all the areas of the trainings.

The town water utility and the board shall be assisted by the consultant in practicing the
application of their business plan in the course of achieving the cost recovery level
indicated in this term of reference. The application of the Business plan shall be started
