of the city, an increasing numbers of companies either moved into or were founded
in Dachau. Once again, Dachau`s economy got a boost. In short, the status of being a
sinner worked well to the advantage of the city, and the calculating prairie farmer`s
mentality grew increasingly fond of the whole situation. If, therefore, acting the
rueful sinner was highly inevitable and highly advantageous at the same time, why not
doing it?
Foreigners coming to Dachau can therefore be highly sure to be treated well and to
see Dachau`s inhabitants and officials pay lip service to the responsibilities deriving
from their somewhat gloomy past. However, as soon as they consider themselves to
be unwatched, many of them show their real character. Not only did some of them
manipulate the mayor`s election a couple of years ago, but the local poor, too, are
quite often treated by Dachau`s civil servants with much contempt and hideousness.
Some of these poor like me very likely are additionally discriminated for having
advocated to limit the many privileges of the german civil servants` class. The
typical german civil servant (“Beamter”) can not be sacked from his employment even
in the worst of economic circumstances. He is even largely protected from removal, if
he commits fraud, sexual harassment or even manslaughter. A german professor in
Augsburg, for example, desirous to force his female student to have sex with him in
exchange for letting her pass her exam, still holds his post, although he was
convicted in court for this offence. Financial and health priviligisation of german civil
servants is also exorbitant. If a german civil servant is forced into early
retirement due to illness, he nevertheless receives from the state the bulk of his
former income till he reaches the normal age of retirement. The typical german
worker, however, if forced into early retirement by illness, only receives about 300-
400 Euros per month from the state. Although a german civil servant pays no money
in any pension scheme during his working life, he nevertheless receives an average state
pension of about 2200-2500 Euros per month, while the average pensioner, who during
his lifetime was forced to pay into a compulsory pension scheme, only receives 800
Euros per months. Serious health advantages bless the german civil servants` soul,
too. As german civil servants do not feel the pressures of a free market economy,

they do not have to work as hard as their counterparts in private companies. As they
furthermore can be sure never not loose their job, emotional stress is also perceptively
lower than in the private sector. This perceptively lower amount of stress and
unsecurity in turn leads to much higher life expectancy for german civil servants.
(3-5 years longer than the average German!)
The first mentioned work of 2004 was even quoted in 2008 as a work of legal
authority in the two landsmark Guantanamo cases Geren versus Omar and Munaf
versus Geren, tried before the Supreme Court of the United States in Washington.
In 2008 and 2009, however, misfortunes befell me, which put me at the mercy of
the state employees in the, for reasons mentioned above, by no means morally
unpolarizing City of Dachau. First my mother, very much pressed by a proletarian
transport driver who -after a heart clap operation- , brought her to the rehabilitation
clinic in Oberammergau, on the very first day fell down on the stairs of the
rehabilitation clinic and ultimately died. (The proletarian transportation driver in
question may -by pressing and illtreating her very much- well have had his fair share
in the destruction of mother`s life , but that is hard to prove, and therefore I will
not claim it with certainty)

Then, being still very much traumatized by this devasting event, the economic crisis
of 2008/2009 butchered all my savings, too. I was forced to live on welfare and
became dependent on the so called ARGE Dachau (“State Agency for the support of
impoverished jobseekers in the county of Dachau”).
Staffed by civil servants very much desirous to see all their privileges safeguarded,
the members of the ARGE Dachau might very well be very biased to an intellectual
like me who all his adult life has questioned the legitimacy of their abnormally
enormous amount of undeserved privileges.* Being very likely inclined to destroy me
because of my critical and reformative spirit towards the most undeserved sinews
they hold, they strive very hard to withhold from me the money support that is
due to me by the social security legislation of the german state. (Yes, the social
security legislation of the german state is more generous to the impoverished
individuals in question, but that is no reason to withhold its benefits for malicious
and discriminatory reasons!) This discriminatory and malicious attitude towards my
person becomes most conspicuous, if it comes to the granting of money for heating.
Although they are required by order from above to decide the issue of heating costs
within two weeks, in my case they have increasingly come to delay these procedures
for 6-8 weeks. Initially, I at least managed to overcome their malicious instincts after
these 6-8 weeks, so that I at least got my money back. But now, obviously under the
leadership of a woman of name Krokoshka, they have grown so hideously bold to
withhold payment from me completely. Every time I am telephonically contacted by
this somewhat polarizing woman, I am least subjectively somewhat undecided whether
or not she might be a kind of half-stasi like creature from East Germany, desirous

*Going to the building of the ARGE Dachau after leaving the bus anyway always
imposes a very strange feeling upon me, as this ARGE building is very close to Dachau
hospital. At Dachau Hospital in turn they pumped about 40 kilogramm of fluids out
of my father`s cancer ridden body, thereby halfing my father`s weight within 2-3
days. I am very often somewhat uncertain, whether such a strong interference as
halfing father`s weight within 2-3 days was really necessary. I can only hope, that they
did not make him an object of medical experiment.

to make short shrift with all opponents of her designs. (A stasi was till the fall of the
Berlin Wall a member of the secret east german police, whose destiny it was to spy
out the population and suppress any democratic movement within east german
society! As already said, whether or not Krokoshka has a stasi mentality I do not know,
nor do I claim it, but her behavior makes me at least very uncertain on that point.)
Having had received for nearly 8! weeks no response to my application for the
reimbursement of my heating costs, I had threatened to complain about this hideous
and untolerable behavior to the superiors of the ARGE Dachau. Before I could
however do so, Krokoshka contacted me and asked for a right to search my house.
This would be necessary to find out, why I consumed so much oil. I rejected this
application, because I considered the legality and appropriateness of such a far
reaching demand as utmostly uncertain. First of all, I had already let her known in
an earlier letter, that my heating system was very old and therefore consumed very
much oil. This had been the more the case as the Bavarian winter of 2009/2010 had
-at least by the judgement of many metereologists- been the strongest and coldest
one for about thirty years. So why letting her spy around in my house, a place
sacrosanct to me and full of remembrances to my regrettably already dead parents, if
all facts were lying plain on the table. I considered it very likely, that by such
intrusion of my privacy she not really wanted to satisfy a legitimate professional
interest , but quite to the contrary merely wanted to retaliate for my independent`s
spirit unpreparedness to tolerate the reluctance with which she and her other civil
servant subordinates had dealt with my application for the reimbursement of the
heating costs. Faced with my opinion, that she might be biased to me, she denied this
and -because of my unpreparedness to let her search my house- withheld any
repayment of my heating money, well knowing, possibly even hoping, that this might
drive me towards the brink of financial destruction. I will therefore have no alternative
to embarking upon legal action against this, hoping that the potentially malicious
and revengeful behavior of ARGE Dachau`s civil servants creatures will ultimately fail.
(Happily, for impoverished persons like me, sueing in the german social law courts is

free.) If the problematical instincts of the above mentioned kind should however
prevail, I might be forced to sell my house and to emigrate. Perhaps it would even
be good to leave the german civil servants yoke behind.
