1. SCOPE
2.1 This specification defines NIOEC’s requirements for the design, test and shipment of
bidirectional meter provers to be used for calibration of Turbine or Positive Displacement Meters.
2.2 The completed meter prover shall comply with this specification. Any exceptions taken shall be
specified by the vendor.
Deviations from this specification will only be permitted on obtaining written approval from
NIOEC.

2. REFERENCE
Throughout this specification the following dated and undated standards and codes are referred to.
These referenced documents shall, to the extent specified herein, form a part of this specification.
For undated references, the latest edition of the referenced document (including any supplements
and amendments) applies. For dated references, the edition cited applies.
The applicability of changes in the dated references that occur after the cited date shall be mutually
agreed upon by NIOEC and the vendor /contractor.

3. UNITS
International System of Units (SI) shall be used in accordance with NIOEC-SP-00-10, unless
otherwise specified.

4. DEFINITIONS
In cases where this specification is part of a direct order, Purchaser shall mean National Iranian Oil
Engineering and Construction Company. Where this specification forms part of contract documents,
Purchaser shall mean Contractor. In references to inspection by Purchaser, when this specification forms part
of contract documents this shall be construed to mean that NIOEC shall also have the right of inspection.

5. DESIGN-GENERAL
5.1 The meter prover shall be “U” type or “Straight” type bidirectional designed for a minimum
volume between detector switches of 0.5% of the maximum hourly flow rate of the largest meter
being proved.
5.2 The 'k' factor of the meters and the volume between switches in the prover shall be sufficiently
high to generate a minimum of 10,000 pulses between switches for one-way trip.
5.3 The number of pulses generated for one-way trip shall be stated in vendor's proposal.
5.4 Internal configuration shall be designed to allow complete drainage to facilitate change-over of
liquid from one type of product to another type.
5.5 A removable spool piece shall be provided at the inlet and outlet of the 4-way valve with the
spectacle blind flanges and connection flanges to allow flushing of the prover before re-calibration
of the prover utilizing the test measure cans or master meter. Pressure and temperature gauges shall
be located close to prover inlet/outlet to ensure realistic measurements during re-calibration test.
5.6 The diameter of the prover ends (chambers) shall be sufficient to facilitate easy insertion and
retraction of the ball and inclined from the horizontal at least 60°.

5.7 The meter prover field equipment shall be designed taking into account the following site
conditions which will be extracted from the project documents:
a) The maximum and the minimum ambient temperature: (Under shelter area from direct
sunshine.)
b) Relative Humidity of the air in summer and in winter
c) Rain fall:
d) Particular conditions on instrumentation:
• Sandstorm :
• Frost protection :
• Earthquake :
e) Ambient Design Temperature:
f) Area classification:
• All electrical equipment and instruments selection for hazardous areas shall be made in
accordance with IEC recommendation, IEC-60079.
• All electrical appliances shall meet NEC requirement and shall have certificate from
CENELEC, FM, UL, CSA, or BASEEFA.
g) Ingress Protection
Classification of degree of protection provided by enclosure (IEC-60529) shall be IP 65 as a
minimum.
h) Location of Installation
All control equipment shall be mounted on UCP (Unit Control Panel) to be installed in an air
conditioned control room.
5.8 Vendor shall be responsible for the design, supply, fabrication, testing, and system configuration
for the following major equipment as a minimum:
a) Pressure transmitter and pressure gauge installed on Inlet/Outlet of prover.
b) Temperature instrument with direct mount temperature transmitter on each Inlet/Outlet of prover
c) Thermometer
d) Pressure relief valve
e) Strainer
f) Wiring and junction box
g) Manual isolation valves at inlet and outlet of prover
h) Bi-directional prover
i) Flow control valve where specified in data sheet, to be manipulated by an analogue signal from
selected metering station, to ensure sufficient back pressure necessary for the prover.

j) Test and calibration equipment including Calibration tank for site calibration
The above equipment and other associated equipment on the prover skid shall be supplied based on
Manual of Petroleum Measurement Standards (MPMS) referred as applicable documents.
k) Shelter (if required)
l) UCP (Unit Control Panel) provided with Prover Counters, Oscillators, Meter selector and other
necessary instruments
5.9 The following Electrical Power Supply will be available:
• 230 VAC ± 2%, 50 Hz ±1% UPS, 1-Phase, 2-Wire, UPS
• 230 VAC ±10%, 50 Hz ±4%, 1-Phase, 2-Wire, Non-UPS
• 230/400V±10%, 50 Hz ±4%, 3-Phase, 4-Wire, Non-UPS
• 400V ±10%, 50 Hz ±4%, 3-Phase, 3-Wire, Non-UPS
5.10 Instrument Air with the pressure defined in the project documents will be available.
5.11 Requirements for the UCP shall be as follows:
a) Cabinet size shall be of Vendor’s standard
b) All access shall be front mounted lockable doors and all cables shall be bottom entry.
c) The cabinet shall be finished in Vendor standard color.
d) The clip on type or equivalent terminals shall be installed in the cabinets.
e) Circuit breakers for power supply shall be provided inside cabinets.
f) The internal layout of the cabinets shall be designed to provide the access to all
Instruments, distribution switches, fuses, terminals and termination areas.
g) Laminated plastic nameplates shall be provided with both front and rear doors.

6. DESIGN-MECHANICAL
6.1 Flanges
6.1.1 Flanged joints in the measuring section shall be of tongue and groove O-Ring seal design with
matched bores. This permits reassembly of pipe sections with original alignment of parts guaranteed
and maintains original measuring section volume. Matched bores improve prover accuracy and
repeatability, and reduce wear on the spheroid.
6.1.2 The vendor shall supply the necessary number of flanges in the measuring section to:
a) Ensure full penetration welds and smoothly ground internal surfaces to protect against
leakage and excessive spheroid wear. This improves repeatability and accuracy of the prover and
reduces maintenance. This cannot be achieved if too many, or all, joints are welded at elbows and
bends.
b) Reduce pipe lengths between section to ensure that internal surfaces are properly sandblasted
and epoxy coated.

c) Allow for easy access into measuring section for inspection and maintenance such as recoating
the internal surface.
6.2 Four-Way Diverter Valve
6.2.1 The prover shall be equipped with a double block and bleed, four-way diverter valve which
switches the stream behind the displacer and forces it through the measuring section. The seals shall
be retracted from the wall of the valve prior to stroking the valve.
6.2.2 The four-way diverter valve shall be furnished complete with a self-contained electro-
hydraulic actuator and bleeder valve capable of cycling the valve from full open arc position to full
open opposite position in 10 seconds for full travel to keep pre-run to a minimum.
6.2.3 The electro-hydraulic control panel shall be mounted on the prover with local operating
controls and shall have provisions for remote control from an instrument panel.
6.2.4 The valve shall be sized to be compatible with the prover to provide a reasonable low pressure
drop across the unit. The 4-way valve shall be equipped with a locally mounted mechanical position
indicator and shall be supplied complete with a handwheel for manual over-ride. Valve traveling
time shall be so that the sphere does not reach the first detector switch before the valve is in its end
position. The 4-way valve and any other valve that by leaking, may cause liquid to by-pass around
the prover must be provided with a means of checking for leakage, i.e., D.B.B.
6.3 Detectors
Detectors shall be of mechanical actuated switch type and of stainless steel construction.
The detector switches are to be capable of locating the displacer accurately enough to repeatedly
displace a quantity of liquid within a maximum variation of 0.02 percent or better. Detector
switches shall be "Kidd" Model 100-S Hydraulic balanced plunger, magnetic type with
encapsulated reed switches external to fluid pressure or equal.
6.4 Prover Counter
The prover shall be furnished with a suitable solid state type counter. In case the meter readings are
based on net and gross readings, a dual prover counter shall be provided for simultaneous net and
gross meter proving. The counter shall be provided with a system check and also to have automatic
gating for self-check. The self-check test frequencies shall be provided by means of a selector
switch from any one of the three following sources:
• Pick-up coil on the meter.
• Line frequency from power supply (50 Hz).
• Built-in special test oscillator.
The above system shall be adequately protected against signal inputs and power supply noise
pickups.
6.5 Displacer

Spheroids or piston displacer furnished shall be nominal size for each prover. Spheroid or piston
material shall be compatible with the products specified.
6.6 Vent and Drain Valves
All valves in the proving system between the meter and the prover outlet shall be double block and
bleed type.
6.7 Relief Valve
The prover shall be equipped with a thermal relief valve where necessary. Thermal relief valves and
pressure equalizing valves shall not be installed between the meter and the prover.
6.8 Internal Coating
Internal wetted surfaces of the meter prover shall be cleaned, sandblasted and coated with 100-150
microns thickness of Flexkote 707 or approved equivalent air-cured epoxy.
6.9 Skid Design
The skid shall be built as a complete stand-alone unit, piped and wired to interface points at the skid
boundaries.
Each skid shall provide clear access around and integrated components.
Vendor shall provide the specification for the environmental protection (e.g. sunshade, anti
corrosion paintings and etc.) for NIOEC review and approval.
Skid construction shall consist of structural steel shapes and plates and Vendor shall propose
structural material in his proposal. Welding procedures, procedure qualification, and welder
qualifications used in the construction of the main structure and lifting lugs shall be in accordance
with the latest edition of AWS- American Welding Society Standards.
Non-Destructive testing and visual inspection shall be performed. Vendor shall propose the detailed
test procedure in his proposal.
All structural material shall have a corrosion resistance primary and finish coat. The painting shall
be as per painting procedure listed in the Applicable Documents in the Requisition.

The following miscellaneous equipment shall be included, but not be limited to:
a) Tray and cover
b) All cables (steel wire armored cables except for special cables) shall be as per NIOEC’s Standard
SP-70-5.
c) Earthing system components
d) Miscellaneous installation materials such as cable glands, markers, labels and junction boxes
(J.B) etc. JB and its label shall be stainless steel.
e) Air/gas eliminator. Air/gas must be removed from the fluid upstream from the prover for accurate
measurement. The eliminator vessel should also be equipped with armored liquid level sight

gauges. Vendor shall verify the necessity of the eliminator for each prover and clearly indicate in
his proposal.
f) Stainless steel tubing for impulse line and associated materials such as valves, etc.
g) Walkways
The following specifications define the provisional requirements for walkways. The detailed
specification shall be as per Vendor’s standard.
Open type walkways with handrails shall be provided on the skids to facilitate access to major
components needed in the normal operation of proving. Ladders or stairways shall be provided as
required to access all platforms. Walkways may consist of serrated galvanized grating, and shall be
secured with J-bolts and fasteners. Handrails will consist of tubular steel. Kick plates, in
conjunction with handrails, are provided for safety. All handrails, ladders, and kick plates shall be
painted with a corrosion resistance finish.

7. PROVER CALIBRATION
The Prover final calibration shall consist of three consecutive observed left to right, right to left and
round trip calibrated columns within 0.02 percent of each other. Two of these runs shall be made at
normal flow rate, and one at 30% less than the stated normal flow rate, each run corrected for
temperature and pressure. The round trip volume shall then be termed the calibrated volume of the
prover and the detector switches shall be sealed in this calibrated position.
7.1 Prover with Master Meter
In addition to the above test, the master meter (with master prover and counter) shall meet the
repeatability requirements for 25 consecutive runs within 0.02% and also standard deviation better
than 0.01%.

8. ANCILLARY EQUIPMENT
8.1 Two Detector switches

8.7 Two Degrees C thermometers reading in 1/2 degree increments with 3/4 inch NPT stainless
steel Thermowells.

8.8 Two 3/4 inch NPT vent valves on top of launching chambers.
8.9 One Pressure relief valve, l inch NPT, set at 5% above the prover pressure rating.
8.10 Two hinged closures mounted on launching chamber.
8.11 Two drain valves piped to the drain header or near trailer for portable unit terminating into 2"
ANSI block valves.
Note: 4"-16" Prover-2" Valves & 3" Header.
18"-36" Prover-3" Valves & 4" Header.

9. INSPECTION AND TESTS


9.1 Welders to be qualified to ASME Section IX. Copies of welder's qualifications shall be
submitted with proposal.
9.2 Radiological inspection shall be per ASME Code B31.3 applied to a minimum of 10% of all
welds. Copies of welding procedures shall be submitted with proposal.
9.3 All piping shall be inspected for circularity, internal smoothness, pits, laminations, weld seams
and grooves. Internal surfaces shall be repaired prior to sandblasting to white metal and application
of the air-cured epoxy.
9.4 Prior to prover assembly the purchaser or his nominated representative shall reserve the right to
inspect the internal surfaces of the prover barrel, both before and after application of the resin
lining. The inspector will have the right to holiday the prover coating and if holidays are present,
the manufacturer will sandblast and recoat the prover at his cost.
9.5 The hydrostatic test will be witnessed by the purchaser or his nominated representative. The test
pressure (1-1/2 times the maximum working pressure) shall be held for a minimum period of two
(2) hours with no pressure loss. Testing shall be to Section 9.6 of this specification.
9.6 After hydrostatic test the prover loop shall be calibrated in accordance with API Manual of
Petroleum Measurement Standards Chapter 4-Section 9, using a Bureau of Standards approved
equipment at the country of origin. Copies of the certificate of volume on the test measures shall be
submitted to purchaser.
9.7 The prover, during the water-draw calibration, shall be capable of producing repetitive
displacements within 0.02% of the prover volume for two consecutive round trip runs. In addition, a
third round trip shall be run with at least 30% reduced flow rate. This third run shall agree with the
other runs within 0.02%.
9.8 Factory Acceptance Test (FAT)
Factory Acceptance Test (FAT) shall include followings as minimum requirements for the factory
acceptance test. Vendor shall issue the detailed test items and procedure in his proposal.

a) Provers shall be hydrostatically tested to 1.5 times the maximum design pressure of the
component.
b) Vendor shall propose the testing medium in his proposal. Vendor shall issue the calibration
certificate of the provers.
c) Instrumentation
1) All instruments shall be checked for operation, calibration, and performance to manufacturer's
specification.
2) The control system shall be tested to ensure correct operation.
3) For test purposes all external equipment will be simulated. Simulated inputs and output loading
will be applied to circuits where required to test output readings.
d) Skid Electrical Test
1) Continuity and Megger test for all wiring and terminations.
2) Apply power to valve actuators to verify operation and limit switch settings.
3) Check all circuit breakers provided for proper size, wiring and operation.
4) Check actuation and indication of all valves from skid edge junction boxes, simulating console
pushbuttons and lamps.

10. PREPARATION FOR SHIPMENT


10.1 External surfaces of the meter prover shall be cleaned, sandblasted and coated with one coat of
specified primer.
10.2 Manufacturers standard export shipment crating procedure shall be followed with adequate
protection for ocean shipment.

11. DATA TO BE SUPPLIED


11.1 Purchaser shall specify maximum hourly flow rate with the volume between detector switches
based on 1/2 of 1% of the maximum hourly flow rate as specified by vendor.
11.2 Vendor shall specify at the maximum flow rate the velocity of the spheroid and size and wall
of measuring section and wall launching chamber. Four-way diverter valve size and rating shall also
be specified.
11.3 Vendor shall specify size and type of spheroid.
11.4 Size of drain valves and drain header.

12. ADDITIONAL REQUIREMENTS FOR PORTABLE PROVER


12.1 Drains
Two drains will be piped to the rear of the trailer of truck bed for faster draining and will terminate
into double block type valves.
12.2 Inlet and Outlet Lines
The four-way diverter valve inlet and outlet lines will be piped to the rear of the trailer of truck bed,
terminating into swivel hose connections which allow the hoses to remain attached to the inlet and
outlet lines, thus eliminating the need for the operator to connect and disconnect the hoses each
time. Block valves shall be furnished directly preceding the swivel connections to prevent spillage.
Size of lines and swivel connection block valve shall be specified.
12.3 Tool Boxes

Tool boxes shall be provided on the trailer or truck bed, one containing two cable reels each with 30
meters of cable (one reel for power and one for connecting to meter pulse transmitters). Others shall
be provided for storing tools, equipment and spare parts.
12.4 Sump Tank
A sump tank shall be provided with specified capacity after trailer mounting and all vent
connections shall be piped into needle valves (easily accessible from the ground) which can be
opened to the sump when bleeding air from the prover. The outlet of the sump tank shall be
equipped with a 1" valve for easy drainage.
12.5 Flexible Hoses
Two (2) flexible hoses shall be provided for connecting the prover to the meter connections.
Flexible stainless steel hoses shall be furnished where inlet and outlet line are 3" and larger for
greater operator safety. Length of hoses shall be specified with size (NPT) of terminal connections
by purchaser.
12.6 Hose Racks
Two (2) hose racks shall be mounted on the trailer or truck bed to provide a method for storing the
hose securely while not in use.
12.7 Trailer or Truck Bed
Vendor shall furnish the prover mounted on the trailer or truck bed as specified and shall include
the following
• Tool Boxes (4 numbers )
• 5 mm metal floor
• 150 mm channel frame and main sills
• I.C.C. lights and prime coat
12.8 Master Meter (if requested in the requisition)
12.8.1 A master meter shall be a very carefully selected high quality meter. This master meter will
be used to calibrate the line meter by using master meter techniques, and will be calibrated by the
meter prover. The portable prover will be designed so that the master meter is off line and prover
can be used direct without flow through the master meter.
12.8.2 The prover, during calibration, using master meter techniques, shall be capable of producing
repetitive displacements within 0.02% of the prover volume for five consecutive runs with master
meter.
12.8.3 The master meter (with master prover and counter) shall meet the repeatability requirements
of one standard deviation (=0.01%) for 25 consecutive runs and also within that 25 runs, 10

12.9 For Trailer Mounting
One (1) heavy-duty flat bed trailer complete with the following:

12.10 For Truck and Bed Mounting
Truck - Truck with power steering, heavy duty clutch, 4-speed transmission, power brakes and
bucket seats. Truck size to be specified.
Bed - Steel under structure and 5 mm tread plate floor. Angle side rails and 100 mm channel, rear
bumper and four (4) tool boxes, lights and reflectors, and one 130 litre auxiliary gas tank.
12.11 Electronics
a) One - Prover Counter
b) Two - Reels complete with 30 meters of cable each (one for power and one for picking up pulses
from the meter).
Note: Cable reels are wired into the prover. End connections for power and pulse pickup are to be
furnished by the purchaser.
c) Trailer mounted provers shall be furnished with an explosion proof counter mounted on the
trailer.
d) Truck mounted provers shall be furnished with a non-explosion-proof counter mounted in a desk
top enclosure in the cab. This desk top enclosure shall also contain the prover operating controls
and storage shelves for papers and calibration forms. All truck mounted provers shall be fully
operable from the inside of the protected cab for meter proving.
12.12 Testing
For portable provers testing as described under master meter (if master meter is supplied) will be
carried out at the vendor's factory and will be witnessed by the purchaser or his nominated
representative. Tests shall be carried out using a petroleum base product.

13. GUARANTEES
Vendors shall guarantee that he is able to support and supply spare parts for the supplied hardware,
software and firmware for at least 10 years from the date of shipment.
If the VENDOR believes that parts of the system will be withdrawn from sale after 10 years, he
shall provide a statement detailing the equipment to be withdrawn, the timing and how updated
parts can replace the withdrawn parts.

The Vendor shall also guarantee that the equipment supplied is free from fault in design,
workmanship and material, and is of adequate design and proper material to fulfill satisfactorily the
specified operating conditions.
Should any failure or defect in design, material, workmanship or operating characteristics develop
under the start-up and commissioning periods or during the first 12 months of operation, but not
later than 24 months from the date of shipment, the Vendor shall make all required repairs,
alterations or replacements of the defective equipment, free of charge, and shall pay transportation
fees involved to and from NIOEC’s site.
