I: Okay, Good afternoon Ma’am. Can I start with the interview Ma’am?

P: Okay.

I: Okay. Ma’am, does your school have MOOE allocation for teaching and learning?

P: Yes, we have monthly MOOE allocation.

I: Okay. What supplies are included in the allocation Ma’am?

P: We have pentel pens, ball pens, sign pens and we have also bond papers.

I: So, do you think the allocation is given properly Ma’am?

P: Yes.

I: Why do you say so Ma’am?

P: It is given properly because we have the distribution list. And we sign it in three copies. And it is given
on time.

I: How do you feel that allocation is given properly Ma’am?

P: Ahh I feel happy.

I: Tama, kay naa tay support sa kuan.. school.

P: Yeah.

I: So, do you think the allocation is given to you was enough Ma’am?

P: Sometimes, it is not enough because some of the supplies were just.. ah.. ma consume lang in a month,
then next month another supplies na naman ang ibibigay.

I: Okay. What particular problems have you encountered in the MOOE allocation for teaching and learning
Ma’am?

P: Uhmm, yun na nga, yung hindi sya enough for.. for example for one year. Because some of the supplies
were kana bitaw syang gi divided into month so this month merong ganito..

I: Next month sa iba wala, depende sa priorities?

P: Yes.

I: Amonth the problems you have encountered Ma’am, what problem challenge you the most? Hala oy,
pang miss universe Ma’am.
P: Haha. What problem in.. uhh… I think parang yun lang ang problem ko.

I: So far.

P: Yun lang, yun hindi lang siya enough. So far wala naman.

I: Okay, Ma’am. So, why do you consider this as a challenge Ma’am?

P: Oh. This is a challenge because, the fund is dapat siyang makasya sa lahat ng mga pangangailangan
ng school. Hindi lang siya para sa supplies alone for teaching and learning. So this is a big challenge. Dapat
na mabigyan ng mas malaking allocation ang supplies for teaching and learning.

I: Okay, so. What initiatives have you exerted to cope with the problems Ma’am?

P: Uhmm. As a teacher so meron tayong ano. Meron tayong sariling bulsa, hahaha, to cope up with this
problem because it is very important to have supplies in the classroom especially in IM’s and IM’s making.
Kasi hindi pwedeng wala tayong ganyan. Kasi iba na ngayon kaysa yung sa traditional teaching.

I: Yes Ma’am. Because of the generation.

P: Yes.

I: So, who helps you handle the problem Ma’am?

P: Uhmm. Syempre, the Principal of course.

I: Ma’am, what insights can you share to the other public elementary school teachers in the MOOE
allocation for teaching and learning?

P: Hmmm. Insights that can I share to other teachers in dealing with MOOE allocation, is that we are going
to use the… the supplies. Ah well.. Kasi yung iba nasasayangan nga ako eh kasi makikita na hindi
nagagamit yon. Merong… merong ibang teachers na binigyan ng supplies tapos hindi nila nagagamit o
hindi nila ginagamit. So meron namang ibang teachers na gusto pang ng maraming supplies na darating.
So yun lang.

I: So, how about what insights can you share to the school heads Ma’am about the MOOE funds allocation
for teaching and learning? Or what is your message for those…

P: For the school heads, I want to give a salute to those school heads that are really usely giving the
supplies to the teachers because for me it is very important makakatulong ng malaki talaga especially in
teaching. Kasi kung walang supplies, uhh.. syempre ang teacher talaga ang mag..mag..mag kuan, mag
unsay tawag ana…

I: Kuot sa bulsa..

P: O yes, kuot jud sa bulsa ang teachers.

I: Para sa mga students.

P: So sa mga school heads na hindi nila ano.. Hindi nila inibigay yung mga supplies sa mga teacher dapat
na ibigay nyo na. hahaha.

I: Hala oy, panawagan. Hahaha. Okay. Ma’am, ahh. meron po ba kayong parang transparency board sa
MOOE liquidation nyo po?

P: Oo. Meron po kami doon sa malapit sa Office.


I: So alam nyo po yung mga uhmm.. allocation per sub na sa MOOE allocation Ma’am? Sa teaching and
learning, ilan yung porsyento and..

P: ….. uhh.. hmmm..

I: Ah..Okay. Then every year Ma’am tumataas yung MOOE allocation. So, you are aware po Ma’am sa
amount?

P: Opo.

I: Ah. Okay..

P: Yes, we have.. Ah. Siguro ngayon mga thirty… thirty-seven K na. Or thirty-six K.

I: Okay po. Mataas-taas.

P: Last year we have only. Twenty.. Twenty something.. Di nako ka kuan… atleast..

I: Okay.. Kay every year tumataas.

P: At least, ngayong… Ngayon na.. Ngayong 2019, one of the MOOE allocation for teaching and learning
is TV…

I: Woow..

P: TV set.. Yes. TV set so talagang ano na kami excited na kami na mabibigyan ng TV set each month. So
from..from… Uh. Siguro, 10 months. 10 months no ang actual or 12 months. Siguro hindi kami makaka…
magkakaroon lahat ng TV for this year. So next na naman yung iba.

I: Pero at least hinay-hinay Ma’am. Na kanang magka TV maka e-learning namo.

P: Yes..

I: Hala oy, sosyal ang school.

P: Yes…

I: Okay.. For the last question…

P: Thanks to my Principal.

I: So, what is your dreams and aspiration for teachers Ma’am in the MOOE fund for teaching and learning?

P: Uhmm. My dreams and aspiration.. Wow.. haha.. for teachers.. So yun nga for the MOOE fund allocation
for teaching and learning… My dream is.. My dream is isa lang..

I: hehe. Isa lang jod.

P: That supplies will be enough for us.. For the whole school year the supplies will be enough.. Yun lang..
Kasi syempre ang sahod natin… hahaha

I: Maraming patutunguhan..

P: Maraming patutunguhan yung sahod.. So.. so yun lang enough… will be enough for us..

I: Okay, Good day! Praise be Jesus and Mary. I am Stephanie D. Naparan. I am conducting a qualitative
research study entitled Multiple Perspectives of Teachers on Maintenance and Other Operating Expenses
(MOOE) Utilization Teaching Learning in Context. Interview is conducted to explore the different
experiences of teachers in the utilization of MOOE funds allocation of Teaching and Learning. Would it be
alright if I will use audio recorder or tape recorder to record our conversation and your answers?

P: Yes of course you can.

I: Okay.. My purpose of using interview is to gather as much as possible all the necessary information I
need in the study and to be able to have a smooth and spontaneous flow of discussion regarding this matter
of what are the experiences of teachers in the utilization of MOOE funds allocation of Teaching and
Learning. I can assure you that all your response that I have gathered will be held confidential, assigning
you an alias to protect your name. If you agree with me and with this interview and the recording..you can
please sign up this consent form that will give you in order that you will give us full participation regarding
this study. We will start our conversation by asking you some questions and answer as you can. You can
expound your answer, make it accurate and comprehensible. Shall we start?

P: Okay.

I: Okay Ma’am. So, here is your first question Ma’am. Does your school have monthly MOOE allocation for
teaching and learning?

P: Yes.

I: So, you have. So what supplies are included in the allocation?

P: As far as I remembered we have a lot of supplies. Uhmmm. Just like for example… Me I received those
glue, bond papers, ball pens, sign pens, erasers, nay chalks. Uhmm. Many to mention po.

I: Okay po. So do you think the allocation is given properly Ma’am?

P: Yes.

I: Why do you say so Ma’am?

P: Because I have seen ahh. All of the teachers. We have the same.. Yung na receive naming pareho
pareho lang.
I: Okay. So, how do you feel that allocation is given to you?

P: Uhh. Obviously I am very happy that I receive those allocations. And also to other teachers maybe they
are also happy that they receive those things para magamit sa pag ano tuturo.

I: Okay. So do you think the allocation is given to you was enough Ma’am?

P: Hmmhmm. The allocation does not…. For me ha. The allocation is ano. That was not enough.. Because
ano.. Mukuot pagyud ko sa akong kaugalingong bulsa because it was not enough. Just like for example,
we teachers need bond papers, just like that. But sometimes, kulang.

I: Kulang gyud siya.

P: Kulang gyud kay..

I: Kuot bulsa ang mga maestra Ma’am.

P: Kuot bulsa most of the time.

I: Okay. What particular problems have you encountered in the MOOE allocation for Teaching and Learning
Ma’am?

P: Uhmm. There was…A. That’s it. The problem is the MOOE allocation are those supplies was not enough.

I: Okay. So, among the problems you have encountered, what problem challenge you most?

P: Ah… Regarding sa MOOE?

I: Yes po Ma’am, sa teaching and learning.

P: Ah. It is general. Everything.. Ah. I believe that everything is a challenge. The problems in MOOE is a
challenge for me. Just like for example, the supplies is not enough for me. So mind set na lang sa teacher
na I’m going to have a budget of my own.. no?

I: Personal..

P: Personal.. So that I can.. I can buy those stuffs. And I can’t, unsa man akong gamiton. Di ba, just like for
example chalks. Unsa may gamiton ni teacher kung wala siyay chalks? Example bond paper, those
activities sa mga bata, If I have no bond paper unsa may akong gamiton? Manila paper, what else? No?

I: Yes Ma’am.

P: Mao nang. I put inside my mind that I’m going to have this budget mukuot jud si teacher sa bulsa. Ana
lang gyud. And akong gi mindset pud. Akong gi prepare akong heart na dili lang pud ko ma hurt because
MOOE. I believe among MOOE, naay mga priorities. Not just like mao jud na para kay teacher. I know nga
naay mga major priorities na ibutang diha sa among MOOE just like electricity bill. Mao mana ang pirmi
monthly di ba?

I: Yes Ma’am. So, what initiatives have you exerted to cope up with your problems? As your answer Ma’am
na mukuot jud sa bulsa.

P: Oh.

I: Di ba. So, no need to answer that Ma’am. So, who helps you handle the problem Ma’am?

P: Hah. Uhmm. Me myself and I. Me myself and I, and also our co-teachers and the principal, di ba?
I: Tinabangay..

P: Tinabangay gyud.

I: Yes Ma’am, so what insights can you share to the other public elementary school teachers in the MOOE
allocation for teaching and learning Ma’am?

P: Okay. To the public elementary school teachers.. In MOOE. Ah. If ma delay ang ating ano supplies from
the MOOE huwag tayong masyadong mag bagutbot at mag.. Kay mao man gyud na atong madunggan
pirmi no na kung ma. Kung ma unsa ni. Kung madugay mag sige pud ug bagutbot. Murmuring. Mao jud ni.

I: That’s reality. Okay so, what insights can you share to the school heads? Unsay message nimo Ma’am
about sa MOOE especially to the allocation for teaching and learning?

P: For the allocation for teaching and learning sa school heads. Hopefully all the school heads can hear
this na I hope that they can allocate this one fairly.

I: Correct.

P: No di ba? And I hope that everything is ano ba fair and square. Di ba?

I: Okay Ma’am.

P: Mao lang na siya.

I: Okay Ma’am. Does your school Ma’am transparent about the MOOE liquidation or the funding for MOOE
in teaching and learning.

P: As ano. Yes. We.. It is ano. Because, naka pirma man pud mi. Ah. Those papers na among napirmahan,
among nakuha. Mao na sya. It’s fair. And also we have the bulleting outside..

I: For transparency.

P: O for transparency.

I: Okay Ma’am, so the last question Ma’am, what are your dreams and aspiration for teachers in MOOE
funds allocation for teaching and learning?

P: My aspiration for MOOE that everything nga kana nga gi budget nga gi give us sa MOOE is para sa
development sa learning sa mga bata. And I hope and I pray na during kanang sa MOOE, everything
knows. Even the parents will know that we have this money. And mag meeting asa asa pa ingon ang kani
nga money and we have also the receipts. Not just only the teachers the principal or the people nga
member/officer sa MOOE but also everything or everybody knows this, parents and also I hope nga
everything nga mao na to siya nga tanan nga padulngan sa money nga gi allocate sa money MOOE for the
development sa learning sa mga bata ug also sa atong school.

P: Yes.

I: Okay, does your school have monthly MOOE allocation for teaching and learning Ma’am?

P: Yes.

I: So, what are the supplies that are included in the allocation?

P: Like for the office, ah. School Office supplies for the teaching materials. Like for the. The mga bond
paper, mga teaching purposes bondpaper, glue, ballpen, teaching devices, cartolina, like for ballpen, pencil,
manila paper, scatch tape…… And.. operate.. sa school Office supplies lang po?

I: Yes Ma’am, just in the teaching and learning lang po Ma’am. So, do you think the allocation is given
properly Ma’am?

P: Yes.

I: So, why do you say so Ma’am? That the allocation is given properly.

P: Ahh. Ako mismo man ang naga distribute sa ila. So, naa. Ahh. Merong distribution list, mag signature
sila unsa nga items ilang na receive monthly. Like for bond paper pila ka ream. Like for pencil or cartolina
pila ka pieces. After that naa jud silay signature.

I: Okay, so, how do you feel that the allocation is given to you Ma’am? How do you feel. Unsay ma feel
nimo Ma’am?

P: I’m happy and ah.. Dako kaayog katabang.. dili tanan ato ang expenses. Naa juy gikatabang ang MOOE
funds sa school nato.
I: Mao jud Ma’am. So, do you think the MOOE fund allocation that was given to you was enough Ma’am?

P: Not. Dili pajud siya enough. Kung pwede… Ah… per at least naa. Pero much better next next next…

I: Next school year?

P: Oo, Next school year or kuan ma kuan na. Ma increase ba, hopefully para enough na ang kuan..

I: Murag kana jud ang kuan gusto sa mga teachers.

P: Oo. Enough na ang mga teaching device namo.

I: What particular problems have you encountered Ma’am, in the MOOE allocation for teaching and
learning?

P: Last year usahay ma delay-delay ang MOOE. Need na namo ang mga items, mga supplies namo, so
mukuot jud mi ug kwarta while waiting sa among MO. Uhmm. Maguol mi kung dugay maliquidate. So ang
sagad man gud mao dugay ma liquidate kay naay kanang mga gamay nga mga problems pananglitan mag
minor repair. Kinahanglan jud sya mahuman. Dugay jud na mahuman ang projects, so ma delay among
liquidation dili pami ka. Maayo lang unta ug nag advance mi. naa mi mga sources ba another funds. Para
unta madali. O.

I: Ihulip.

P: O, ihulip unta. Wala man mi laing funding so wait lang jud mi.

I: Wait lang jud ang mga teachers.

P: O kuot lang jud mig among kaugalingong bulsa.

I: So, among the problems you have encountered Ma’am what problem challenge you most? Kanang
pinaka-bugat nga na encounter nimo regarding MOOE allocation.

P: Uhmm. Last year. Ang amo jung na. ang problema, main problema ang amoang billing, electril bill. So
dugay namo mapadagan kay tungod naay mga surcharge. Oo, problema jud namo ang electric bill
surcharge nangita pamig paagi nga naay other sources ma refund. Kay dili musugot ang COA nga diha
mag bayad sa… sa kanang… kanang giingon nila nga CDA. So na apektohan amoang liquidation. So last
year man gud lahi man gud nga mga administration lahi ang head. Na encounter jud namo na problema
jud mi sa amoang MO. Kay dili man jud pud sya ma… Dili sya ma… kay gamay paman amoang budget
sauna. Dili sya ma…mapasok sa amoang MO nga budget kay gamay ra. Unsaon namo pag budget so ang
among electric bill dako kaysa. Dako jud kaayo. So nagpasalamat.. Mao jud toy pinakadako namo kay
unsaon namo pag pasok sa electric bill nga dako man kaayo mig billing. So ang among MO naproblema
mi ato kay gamay pa. So karon hantod ron nahinayhinayan na ok na. So mao to amoang dako dako nga
problema. Last year pud wala jud mi nkakuan ug MO… ah mga 2015 murag two times lang sa. Ah two
times rajud sa lahi nga administration sa mga head diri. So amoa jud tong bulsa sa, amo sa to tanan.
Hantod after ato, mao na ni nisugamak ang problema sa electric bill, mao to unsaon namo pag pasok kay
gamay ra ang amount namo sa mandatory.

I: So, affected jud Ma’am no ang kuan sa teaching and learning kay apil man siya sa budget.

P: Oo, apil siya sa budget.

I: Oh, so why do you consider this a challenge Ma’am? Nganong na challenge man ka?

P: Na challenge mi kay na experience, na feel namo nga ana jud diay ka… ka dili lalim ang atong MO, nga
pag dili, mapabayaan nato ang atong mga utilities, mapabayaan nato atoang mga… mga importante ba.
Dapat unta tagaan ug bili. Nga kanang, kung naa pa untay mga initiatives mga sources of funds, dapat
unta didto sa unta nato ihapak, para madali atoang target Ma’am.

I: So, what initiatives have you exerted Ma’am to cope with the problems Ma’am regarding nga kadtong na
delay?

P: na delay?

I: Oo.

P: Initiatives.. Nkakuan mi, ahh.. naa man guy person nga mao to katong na delay tungod among electric
bill na dako. Naa man guy isa ka person gud nga iyaha man gung fault. So, initiative niya nga iyahang gi
fullperan ang among surcha… mga charges namo sa among electric bill para ma kuan ditto, maapil sa
among MO. Mao na iyaha tanang initiative, iyang gi fullperan para wala nay problema so mkahabol nami
sa MO so murag dili nato pabigat nga sa kung mag kuan mi, kung mag liquidate mi maapil na sya sa
amoang gitawag nga mandatory pati electric bill, kana.

I: So, regarding sa teaching and learning Ma’am na problem ninyo na ma delay, dili ma tagaan ug kanang..
budget para sa teaching and learning unsa ang initiative ang inyuhang gibuhat. Pag kanang wala nay
supplies na mahatag?

P: Syempre Ma’am amoang, amoa sa, amoa sa, total positive man mi nga muabot man jud na siya. O, sa
karon Ma’am, thankful kaayo mi kay updated nami. Unya kuan sad, Makita jud namo ang room nga…
Makita jud among room nga murag naa lang mi ika share pero at least gamay na lang siya, sa MO jud ang
tanan. Unya abundant mig mga ink O kay didto lang man mi mag print sa amoang mga instructional
materials sa amoang mga activities…

I: Dako jud katabang.

P: Sa mga activity sheet sa mga bata. Monthly activities. Didto mi maga print. So, ready-on na, naa mi
laminating film, tanan. Gikan sa laminating film diay Ma’am, nag..

I: So sa MO na ninyo ginakuha Ma’am?

P: Sa MO na siya gikan sa laminating machine. O so, wala nay ingun pa problema nga asa mi mag kuan
ug IM’s kay ready na. ang pagtrabaho na lang jud namo.

I: Oo, kuan nalang jud work nalang jud sa teacher. So, katong time nga katong nagka problema mo Ma’am
about sa kanang mga materials, kinsa may kanang mga tao nga kanang nagatabang sa inyo… sa imuha
mismo?

P: Ang akoang mga co-teachers. O, nagtabang pud jud sila, naa may canvasser namo. Naa mi canvasser,
mutabang silag recommend nga didto Ma’am sa isa ka store kay kuan didto naa sila unya ok pud ilang
quality didto. Didto Ma’am kay murag mas lesser didto compared…

I: At least kanang naa moy unity as a…

P: Oo, naa mi unity.

I: Team… Okay, so what insights can you share to the other public elementary teachers Ma’am sa teaching
and learning, unsa imohang message sa ilaha about sa fund sa MOOE Ma’am?

P: Uhmm… For the.. Sa akoang mga co-teachers, ako lang pud silang i-encourage nga tabangan pud nato
atoang mga co-teachers labi na sa mga mag trabahoan ani. Or tinabangay lang gud kung asa mas mayo
palitan… O unya, kuan pud Ma’am, kung naa tay kuan, kung naa tay ihatag na items, dili lang gud ta mag
kuan, kanang thankful ta basig nag bahalag wala na apod. Aw na apod ta pero ginagmay lang sa. O, at
least na apod. Di man sad gyud ipadahom nga next atong request nga next next napud ha paliti nasad mi
ug ingana nga items. Dili kay naa paman guy mas priority gud nato aside ana naa pa tay mga minor repair
o daghan, naa pay mga gipriorities pa mga travel sa mga sa atong principal sa mga teacher sa amoang
tanan.

I: Apod-apod lang..

P: Ana jud Ma’am ang mga supplies para di mag mahay.

I: Okay. So, ah. Tapos ka na sa imong insights sa co-teachers Ma’am so, what are your insights can you
share to your school heads? Nga nag gunit jud sa MOOE fund allocation?

P: Kuan kanang… ang akong ika-kuang?

I: Oh, message sa ilaha, unsa man?

P: Ang akong… akong school head. Before ok kaayo siya. Nka learn pud ko sa iyaha. O nka learn pud ko
sa iyaha, kay na solo baya jud nako to ang tanan ako ang mag purchase ako ang tanan ug unsaon pag
madali unsay technique. Og karon pud sa present. Ganahan pud ko sa iyaha kay helping hands jud kaayo.
Sabay mi mag purchase, para pod naa pod siyay tingog didto ba. Para pud mag leave ko or mag leave ang
purchaser, siya nalang mismo kabalo. Kay hawd pud baya ang principal, O, kabalo mana siya sa
techniques. Og kanang honesty among principal. Kuan siya kanang among head diri kanang… lahi-lahi
man pud Ma’am no? O honest jud siya, wala koy laing ika-kuan sa iyaha bisan unsa kanang kuan. The way
nga kanang mu kuan pud siya mu initiative pud siya kung wala pa, mu kuan siya og iyahang sources
kaugalingon niya para ma-kuan pero although ma refund rapud later kung naa na ang MO para mapadali
lang jud.

I: So, sa inyong school Ma’am transparent ba ang kanang liquidation sa MOOE Ma’am?

P: Yes Ma’am transparent.

I: So, kabalo tanan teachers Ma’am sa kanang flow.

P: Yes Ma’am, transparent jud na siya Ma’am, kay kuan baya transparent jud among dating diri.

I: As in aware sila.

P: Oo, kay ug unsay bahin siya usa man sad. Usahay pud musabot pud sila kay priority man jud pud kaayo
niya ni, so ato sa ning pagbigyan next time napud ta.

I: At least kanang kabalo sila sa padulngan.

P: O. Makita man pud Ma’am.

I: So, do you have a transparency board po Ma’am?

P: Yes Ma’am, naa sa Office po Ma’am.

I: So, last question po Ma’am, what are your dreams and aspiration for teachers in MOOE fund allocation
po Ma’am? Kanang murag dream nimo sa MOOE puhon.

P: Next year or?

I: Kanang sa imuhang kuan murag pangandoy sa MOOE fund.

P: Ahhh.. MOOE.
I: Especially sa kanang budget para sa teaching and learning Ma’am.

P: Dapat jud siya tagaan ug priorities kay syempre we are teachers. Unya kailangan jud nato ang mga
materials. Uhmm. For me mas need jud tagaan jud siya ug kanang. Tagaan jud siya ug attention ang atoang
teaching… teaching materials kanang mga items nga para sa atoang atong kuan nato. Kinahanglan jud

I: Okay, Good day! Praise be Jesus and Mary. I am Stephanie D. Naparan. I am conducting a qualitative
research study entitled Multiple Perspectives of Teachers on Maintenance and Other Operating Expenses
(MOOE) Utilization Teaching Learning in Context. Interview is conducted to explore the different
experiences of teachers in the utilization of MOOE funds allocation of Teaching and Learning. Would it be
alright if I will use audio recorder or tape recorder to record our conversation and your answers?

P: Yes.

I: Okay.. My purpose of using interview is to gather as much as possible all the necessary information I
need in the study and to be able to have a smooth and spontaneous flow of discussion regarding this matter
of what are the experiences of teachers in the utilization of MOOE funds allocation of Teaching and
Learning. I can assure you that all your response that I have gathered will be held confidential, assigning
you an alias to protect your name. If you agree with me and with this interview and the recording here then
you can please sign up this consent form that will give you in order that you will give us full participation
regarding this study. We will start our conversation by asking you some questions and answer as you can.

P: Okay.
I: Okay. Ma’am does your school have monthly allocation for teaching and learning?

P: Yes.

I: So, what are the supplies that are included in the allocation Ma’am?

P: The supplies included in the allocation are the bond papers, stapler, the art materials, the school.. the
several school supplies just like the puncher, etc.

I: Okay po. So do you think the allocation is given properly Ma’am?

P: Yes it is given properly.

I: So, why do you say so Ma’am that the allocation is given properly?

P: Because yearly, we have given…we have given… things that are… that we need and that our principal
naa siyay monthly nga ginahatag sa amo nga kanang supplies, ug naa puy transparency kon asa gigamit
ang kwarta sa MOOE.

I: Okay po. So, do you think the allocation given to you was enough?

P: Yes, it is enough based on the monthly MOOE allocation for the school.

I: Okay. What particular problems have you encountered in the MOOE allocation for teaching and learning
Ma’am?

P: Recently Ma’am?

I: Opo.

P: Ah. None so far.

I: How do teachers handle the problems of MOOE Ma’am? So Among the problems you encounter what
problem challenge you most? Regarding lang po sa teaching and learning na sa materials.

P: Wala may problem Ma’am kay ginatagaan man mi.

I: So do you have any initiatives Ma’am sa kung naa may minor nga problem or na encounter ninyo during
like for example kanang mga materials kung dili man enough. Pero kung enough jud siya. Hala oy maayo
pa inyong school Ma’am enough. Na kanang kuan nahatag sa MOOE, unsa may other initiatives nimo?

P: Kung dili enough Ma’am?

I: Opo.

P: Kuan, kanang. Walay initiative kay mutapal.

I: Mutapal jod. No choice?

P: Oo. So kanang kung mag ampo lang ta. We will just hope that the allocation nga gina monthly nga
ginahatag mas mutaas pa ang amount para mas daghan pa pod ang mahatag sa teaching and learning.

I: Okay po Ma’am. So, based on your minor problem Ma’am. Uhh. Who helps you to handle it?

P: Aside from the principal Ma’am?


I: Oo. Aside from the principal. One of the person ang nagatabang sa imo mam ang principal?

P: Ahh. Aside from that I ask just like example the if activity sheets are not enough for that month. Kuan
kanang every pupil must bring one… one ream of bond paper for the whole year.

I: Ahh. Naga contribute pud ang mga students.

P: So, what insights can you share to other public elementary school teachers Ma’am regarding the
allocation for teaching and learning? So what is your message for them?

I: Ah. To my public co-elementary school teachers we all know that MOOE is very helpful and substantial.
Because of it uhmm… we have help for the teaching and learning needs for better transfer of learning inside
our room. And I can share to our co-teachers aside from being grateful of what the school and the
government have given us. Ah. We hope that the allocated budget for teaching and learning will be given
to us monthly so we will never have to get from our pocket in order to allocate for the needs of our school.

I: Okay. So, how about insights that you can share to the school heads Ma’am regarding the allocation for
teaching and learning in MOOE funds?

P: Uhmmm… I don’t know about the other kanang basta kanang daghan ug gina allocatan sa principal
kung unsa nga mga kuan. Pero kanang ah mas maayo jud nga naay kanang allocation monthly jud para
sa teaching and learning kay magamit jud siya sa mga maestra nga kanang dili na magpaamot sa mga
bata dili na mangayo. Ug kuan pud kaning, mas maayo nga mas dako pa iyang funds kay para mas daghan
pa pod ang matabang para sa pagtudlo sa mga bata.

I: Okay po Ma’am. So for the last question Ma’am. What is your dreams and aspiration to school heads
about the maintenance and other operating expenses regarding to teaching and learning.

P: My dreams and aspirations to co-teachers in MOOE fund allocation. Kuan Ma’am kanang unta mas
mudako pa ang atoang amount ug para tanan jod nga kada bulan pud mahimo nga updated ang pag
liquidate para mas himo nga monthly pod nga madawat on time ang budget para sa MOOE.

P: Yes. We have MOOE monthly in our school.

I: So, what are the supplies that included in the allocation sir?

P: Our school Ma’am we are… principal give us the MOOE allocation for teaching the materials the supplies
needed is every quarter Ma’am, quarterly only.

I: Okay po, so do you think the allocation is given properly sir?

P: No.

I: So why do you say no sir?

P: Because quarterly lang ginahatag sa amoa. And muabot ang time nga magkatood judo g shortage
because we are just given only one ream of long bond paper, ten pieces of colored or construction paper
and five pieces of cartolina and that’s it.

I: Okay. So, how do you feel that the allocation is not given properly sir?

P: Of course I feel so disappointed especially the MOOE fund or allocation is given to all the teachers
including the students because that is used for their uhmm… learning for them to be effective on their
studies.

I: Okay sir. So do you think the allocation is…. Ay kay dili man siya enough sir unsa imohang perspective
ana sir nga wala siya nahatag og tarong sa inyuha. Or do you have additional feelings about that sir.

P: Maybe our school principal or school head naa siyay gigamitan nga kwarta or unsa man. Besides ana is
as teacher makagamit namig kwarta sa among sariling bulsa.

I: So, what particular problems have you encountered sir regarding MOOE funds allocation especially in
teaching and learning? Aside sa imong nahisgot ganiha sir.

P: Particular problems. Okay. This is the problem here in our school that when we talk about MOOE is hindi
siya talaga ganon ka transparent. Because good, we feel good if, we feel blessed if quarterly we receive
some supplies for example for the school year okay lang siya kung makadawat mig like two to three times
nga supplies quarterly pajod. It’s not enough.

I: So, uhm. Among the problems that you have encountered what problem challenge you most?

P: Uhmm. The challenge that I encounter is of course the challenge of using your money for your own…
for your own supply here in the classroom to be for your teaching and learning to be more efficient.
I: So, what do you consider this as a challenge sir?

P: It is a challenge because makadungag man gud siyag budget sa akoa like everyday ko naga travel then
mag kuha pakog akoang sariling budget for some supplies nga needed diria sa classroom. So for me that’s
a challenge.

I: What initiatives you exerted to cope with the problems sir?

P: Initiatives. Of course sometimes, I ask my students to… I ask them to or I collect five pesos for example
during summative test or summative exam if ever there is shortage of bond paper, then that five peso will
be…

I: collected.

P: Yes. Papunta dun sa mga paper..

I: So who helps you handle the problem sir? Aside yourself?

P: Haha. I guess it’s just me, myself and I.

I: Hala oy siya na jod.

P: Yes, pasan jod na tanan ni teacher.

I: So what insights can you share to the other public elementary school teachers sir on MOOE allocation
for teaching and learning?

P: Insights?

I: So, or message to them na kanang same ug problem o kahimtang sa imo sir.

P: My message is just the same lang pareha sa akoa like when sa inyuhang sa ilahang school dili kaayo
transparent pud ang ilang MOOE, dili kaayo nila ma feel nga naa diay silay ginatawag nga MOOE. Same
lang like it’s your, kuan man gud for your own good raman pud gud na nga syempre kung dili ka mupalit ug
imong kaugalingon so wala pud kay gamiton sa imong classroom so the more nga mag tanga imong mga
students.

I: Okay sir, what insights can you share naman po sir sa school heads about sa allocation sa teaching and
learning in the MOOE fund?

P: The simple message is be transparent.

I: Oh. So what are your dreams and aspiration for teachers in the MOOE fund allocation for the upcoming
years or for the next school year? What is your dream?

P: Hopefully. Ma realize najud siya like monthly because we are given MOOE funds monthly, so dapat jud
na siya monthly jud na siya nga ma realize nga ma feel jud sa teacher and also the students because sila
jud atoang main priority when it comes to teaching.
