REQUEST FOR EXPRESSION OF INTEREST

For hiring of:

Technical Assistance: Local Goverment Capacity Building for Accelleration of


Stunting Reduction (LGCB-ASR) Consultant for Investing in Nutrition and Early
Years (INEY) Project, World Bank Grant Number: TF0A7565

The Government of the Republic of Indonesia has received a Grant from the World Bank
to finance the Investing in Nutrition and Early Years (INEY) Project located in Indonesia
countrywide which will be implemented in 2019-2021. Part of this Grant will be used for
payment under the contract of: Local Goverment Capacity Building for Accelleration of
Stunting Reduction (LGCB-ASR) Technical Assistance.
A consulting service, i.e: Local Goverment Capacity Building for Accelleration of Stunting
Reduction (LGCB-ASR) Consultant will be recruited by Directorate General of Regional
Development (DGRD) under Ministry of Home Affairs (MOHA). The consultant will be
stationed in Jakarta and seven (7) regional offices. The technical assistance (TA) is aimed
at assisting DGRD, MOHA in providing general facilitation to the local governments in
implementation of governmental affairs in health sector. The objectives of the TA are to
facilitate the DGRD in:
a. Capacity building of district (kabupaten and kota) governments in program convergence
for stunting reduction;
b. Performance assessment in program implementation by district governments; and
c. Capacity building of provincial governments in monitoring the implementation of action
plan related to the performance assessment of district governments.

The consultant will be required to mobilize national team for parallel and intermittent
assignments according to the project tasks and requirements as specified in the detailed
TOR. The estimated number of staff-months is 530 staff-months. The detailed Terms of
Reference (TOR) for the assignment are attached to this request for expressions of interest.

The DGRD now invites eligible consulting firms (“Consultants”) to indicate their interest in
providing the Services. Interested Consultants should provide information demonstrating that
they have the required qualifications and relevant experience to perform the Services such as
brochures/company profile, description of similar assignments (including location/country,
name of the Employer/Client, type of services provided, period of contract, contract amount,
starting and completion dates) and availability of appropriate skills among permanent staff.
The shortlisting criteria are:
1. Have successfully completed contracts of similar nature, value, and complexity in the
same field of experience in the last 10 years;
2. Availability within the firm of permanent (i.e. in the firm’s regular payroll)
experts/professional staff relevant to the assignment;
3. Provide a statement indicating that consultants have not been involved in any fraud or
corruption activities and that no remedial action has been taken against the consultant
by any contracting authority or donor national nor international as result of fraud and
corruption.;
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and
3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised
November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict
of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate
clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In
the case of a joint venture, all the partners in the joint venture shall be jointly and severally
liable for the entire contract, if selected. Only the qualifications and experience of members of
joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.

A Consultant will be selected in accordance with the Quality and Cost Based Selection
(QCBS) method set out in the Bank’s Procurement Regulations.
