Business and consumers participate in the global celebration on standards

The dust has settled - dialogues have been made, policy makers committed to the Philippines’
National Quality Infrastructure (NQI), the International Organization for Standardization (ISO)
committed to assist, contest winners have been announced and recognized, and, consumers
were treated with DTI- certified products sold at discounted prices.

The Department of Trade and Industry through its Bureau of Philippine Standards (DTI-BPS)
successfully celebrated the 44th National Standards Week (NSW) to observe the 49th World
Standards Day (NSW) by conducting activities that aims to strengthen the participant’s
awareness of the importance and relevance of standards in their daily lives.

The program and activities emphasized the importance of standards; benefits of


standardization, and relevance of conformity assessment procedures.

The NSW celebrated every October 08-14 of each year, adopts the WSD theme, “International
Standards and the Fourth Industrial Revolution” that focuses on the role of standards on
emerging technologies and how this connectivity of people and things will impact the way we
produce, trade and communicate. The WSD is also an annual event that recognizes the
commitment and dedication of individuals who work hand in hand in the conceptualization and
development of a document established by consensus and approved by a recognized body
commonly referred to as standard.

Enhanced Standards Blitz/ Orientation on Standards and Standardization

As a kick-off activity to the 2018 NSW celebrations, the DTI-BPS in coordination with the
Department of Education (DepEd) conducted an Enhanced Standards Blitz/ Orientation on
Standards and Standardization that intends to raise awareness on product safety based on
the Philippine National Standards (PNS).

Attended by more than 150 students and teachers from secondary public schools in the
National Capital Region (NCR), this year’s orientation was extra special as the seminar was
highlighted by the appearance of the International Organization for Standardization (ISO)’s
Secretary-General as the key resource person in the morning event. ISO Secretary General
Sergio Mujica, provided valuable insights to the students and teachers on how the world has
evolved and is continuously improving with standards as the backbone of progress. He also
encouraged the students to appreciate the importance of standards and take part in
standardization activities as future standards professionals in the country

The ISO Secretary General, who was in the country for a series of dialogues with high-level
government legislative leaders and standards professionals, couldn’t pass up the opportunity
to speak before the Philippines’s future industry professionals.

8th Standards Essay Writing and Poster Making Contest

Starting them young. The celebration of the NSW also means that the DTI will once again
conduct the Standards Essay Writing Contest (SEWC) and Standards Poster Making Contest
(SPMC) for secondary level students of public schools in the NCR. Now on its 8th year, the
SEWC saw 23 students from the districts of Caloocan, Las Piñas, Makati, Malabon,
Mandaluyong, Manila, Marikina, Navotas, Parañaque, Pasay, Pasig, San Juan, Taguig-
Pateros and Valenzuela competing to take this year’s essay writing championship trophy.

In the end, Malabon National High School’s Kazzandra Ysabel Baysa was judged as the
champion for her essay entitled “The Zeros of Ones and Transcendence” while Dominic Job
Ibay of Taguig Science High School and Elayza Mae Suficiencia of Sen. Rene Cayetano
Science and Technology High School placed 1st and 2nd runners up respectively.

Meanwhile, out of the 12 participating schools, Joshua Bolocon of Las Piñas High School
bested 17 other student-contestants for the championship in the poster making event as Pasig
City Science High School’s Angelo Redoblado and Nicholas Selwyn Jalea of Marikina Science
High School were the first and second placers of the 2nd Standards Poster Making Contest.

Both the SEWC and SPMC were guided by the same theme, “Standards in the Revolution of
Digital Technologies”. The awarding of winners of the SEWC and SPMC were held last 20
October 2018 during the DTI’s Konsyumer At Iba (KATBP) radio program in ABSCBN’s
DzMM.

5th Broadcasting Seminar for Bidang Konsyumer

In addition to the contests, the DTI-BPS also held a broadcasting seminar facilitated by
DzMM’s Executive Producer Mr. Charlie Nabartey and anchor Atty. Noel Del Prado. Students
and teachers/mentors from participating schools of the SEWC and SPMC as well as Bidang
Konsyumer citizen consumer patrollers were invited to attend the afternoon session.

Atty. Del Prado gave an overview discussion on libel and oral defamation in the broadcast
industry. He also emphasized strong points on personal conversations in social media
platforms such as Facebook and Twitter that can be used as evidences in libel and/or oral
defamation cases.

To support the thrust in increasing the awareness of consumers on the programs and activities
of DTI, Mr. Nabartey discussed the DTI’s flag ship consumer-oriented show, KATBP now on
its 13th year. He also stressed the importance citizen journalism in reporting issues and
concerns in their respective communities.

Philippines- ISO Dialogues

The culture of quality must always be a top priority for local manufacturers. As such, a sound
and effective National Quality Infrastructure (NQI) must be developed to expand and enter the
international markets. And what better way to push this culture of quality than the ISO
Secretary General Sergio Mujica himself.

Mr. Mujica’s two (2) – day visit to the country aims to inform and promote the country’s NQI
with dialogues with the members of the Philippine Congress and some notable standards
professionals. The morning and afternoon dialogues, scheduled last 09 October 2018 at the
Sofitel Philippine Plaza Manila, also intends to build a culture of quality through provisions of
a sound and effective framework which allows the development and compliance with
increasing quality requirements and supports the national authorities in their mandates on
industry competitiveness, free trade, consumer protection, and environment protection.

Through the DTI-BPS, Mr. Mujica met with Senator Aquilino “Koko” L. Pimentel III, Chairman
of the Senate Committee on Trade, Commerce and Entrepreneurship and Congressman
Ferjenel G. Biron, M.D., Chairman of the House Committee on Trade and Industry to discuss
the relevance and benefits of the proposed National Quality Infrastructure (NQI) in the country.

Through the guidance and expertise of ISO Secretary General Muijica, Sen. Pimentel
addressed the importance of NQI as a means to provide “Filipino consumers with the best”.
He emphasized that the NQI is a measure for the country to provide the best to Filipino
consumers and for the country to provide the best products and services globally.

Rep. Biron, in his presentation, reiterated his full support to the thrust of the DTI to instill the
culture of quality to everyone. He acknowledged that through the NQI, local suppliers and
manufacturers will now be given the opportunity to expand their businesses.

Meanwhile, the afternoon session of the scheduled dialogues saw ISO Secretary General
Sergio Mujica and Regional Manager of ISO (REI) – Asia, Mr. Kolin Low addressing members
of the DTI-BPS’ Technical Committees. Mr. Mujica and Mr. Low also provided updates and
discussed issues and concerns on international standardization programs and on PH’
standardization activities.

The DTI-BPS, the country’s National Standards Body (NSB), submitted The National Quality
Infrastructure Act or Senate Bill 707 sponsored by then chair of the Senate Committee on
Trade, Commerce and Entrepreneurship, Senator Paolo Benigno Aquino, IV. Senate Bill 707
was filed last 20 July 2016 on the first regular session of the 17th Congress and had its first
reading last 10 August 2016.

Certified Products Market

A National Standards Week celebration would not be complete without the on-demand mini-
market featuring certified products with Philippine Standard (PS) and Import Commodity
Clearance (ICC) marks. The three (3)- day certified products market intends to remind the
general public the importance of checking the PS and ICC marks prior to their purchase of the
said products. A total of 16 exhibitors offering products such as motorcycle helmets, home
appliances, electrical wiring devices, Christmas lights, monobloc chairs and products under
the categories of basic necessities and prime commodities were sold at discounted rates.

Technical Committee (TC) Forum

The celebration of NWS and WSD also means recognizing the commitment and dedication of
standards professionals in standards development. With this, the DTI-BPS once again
conducted the BPS-Technical Committee Forum held at the Crowne Plaza Manila Galleria in
Ortigas Center, Quezon city last 12 October 2018.

Attended by more than 300 standards professional across the various DTI stakeholders, the
annual forum aims to establish a more dynamic partnership among the TC members as well
as to discuss ways forward, convey direction and updates on standards development work in
the country.

Among the relevant topics that were discussed included the Philippine Development Plan of
2014-2022 and the Ambisyon Natin 2040; Data Privacy and Protection; Cyber Security and
Information and Communications Technology to the Fourth Industrial Revolution; application
of Robotics Process and Automation & Artificial Intelligence; “The Application: Internet of
Things and EMC”; and, presentations on the International Electrotechnical Commission-
National Committee of the Philippines (IEC-NCP) and the IEC Young Professional Program.

The TC Forum was also an opportunity to underscore future plans and roles of DTI and its
stakeholders in achieving the Fourth Industrial Revolution. The participants were also
commended for their efforts in standards development to further enhance the Philippines’
competitiveness in the international markets and ensure consumer protection.

The DTI- Bureau of Philippine Standards (DTI-BPS) operates the contests and the
broadcasting seminar through its broadcasting program, Konsyumer Atbp (KATBP) that airs
over ABS-CBN’s DZMM, every Saturday from 10:30 in the morning to 12:00 noon. The DTI,
DepEd and ABS-CBN conducted said events in cooperation with the Peideworth Marketing,
Cemex Philippines Group of Companies, TUV Rheinland Philippines, Bostanten Corporation,
Mariwasa, Nestle Philippines, Ikhea Lightings, Inc., Everstrong Helmet Manufacturing
Corporation, Konka, Dowell Philippines and, Shining East Marketing Corporation. (end)
