Notice Inviting Expression of Interest (EOI) for


Replacement of CSU & Off gas Compressor at Uran Plant

Reference Number: ONGC/MR/URAN/ES/CSU TRAIN & OGC/EOI/2018

1. Background
Oil and Natural Gas Corporation Limited (ONGC) Uran is located geographically at
18.50 N latitude and 72.55 E latitude, near shoreline of Arabian Sea & approx. 55 KM
from Mumbai in Maharashtra. The complex is having units like Crude Stabilization Unit
(CSU), Condensate Fractionation Unit (CFU), Gas Sweetening Unit (GSU), LPG & C2-C3
recovery units etc. (Refer Annexure-I).
Presently, partially stabilized crude is received at Uran process complex from western
offshore fields through two sub-sea pipelines, MUT (30" x 203 km) and HUT (24" x 81
km) with an associated water content of around 5%.The crude oil received is processed
in the crude stabilization unit (CSU) before dispatch to refineries. Present CSU is
designed to process around 20 MMTPA of crude oil in 4 operating and 1 standby trains.
Each train broadly consists of pre heater, HP separator, crude-crude exchanger, crude
heater, degasser, dehydrator, LP separator, pumps, chemical injection system etc.
(Refer Annexure-II).
CSU including off gas compressors are about 34 to 37 years old and outlived their useful
period. Vessels and pipelines have developed leakages several times which led to
unplanned shutdown and loss of production. Many rectification measures have been
carried out to restore operation. To facilitate an un-interrupted processing of crude oil
from offshore assets, ONGC Uran plant desires to replace the entire CSU trains including
off gas compressors with a new ones of 15 MMTPA capacity.

2. Scope of Work
Under scope of present proposal, ONGC desires to carry out following jobs:
 Replacement of 5 No existing CSU trains (4W+1S) each of @ 5 MMPTA with
new 4 nos. of trains (3W +1S) each with 5 MMTPA of stabilized crude oil.
 Replacement of existing 5 No off gas compressors (@ 0.2 MMSCMD) with 3
nos. new Off gas Compressors (2W + 1S) (Capacity as per design).

Due to space constraints in the existing plant, the above jobs need to be carried out
in phased manner as envisaged below.
Phase I:
a) Construction of 3 (three) new CSU trains (Each @ 5 MMTPA capacity) on
maximum two tier system & to be installed at open area in between C2C3
sphere and old CSU area / old Control room. This includes site grading and
levelling (Refer diagram at Annexure-III), Construction, Installation and
Commissioning of three new CSU Trains.
b) Dismantling and disposal of 3 (three) out of 5 (Five) No. of existing Off Gas
compressors (Make : NP A, B, IHI C) along with all its associated vessels,
equipments, pipings & Installation of two new off gas compressors in this
area. Commissioning of these two new off gas Compressors.
c) Dismantling and disposal of old PM office, located near LPG II (Please refer
Annexure IV) and construct new substation & SRR (Satellite Rack Room) in
this place. The building shall be big enough for shifting of LPG-I & II Control
Systems in future. The building shall also accommodate stores facility for
LPG-CSU and office space for maintenance group.
Phase II:
a) Dismantling and disposal of selective equipments of three existing CSU
trains (Train-A, B, C) along with all its associated equipments , pipings,
instruments, cables, structures etc.
Fourth new CSU train (@ 5 MMTPA) to be constructed in this dismantled
area.
b) Dismantling and disposal of the remaining two old CSU trains (Train D, E)
and remaining equipments of Train A,B,C along with all its associated
equipments, pipings, instruments, cables, structures etc. after
commissioning of the fourth new CSU Train.
c) Dismantling and disposal of old flare KOD, CBD, Chemical injection system
& all associated common system along with all its associated equipments ,
pipings, instruments, cables, structures etc. of old CSU trains after
commissioning of fourth new CSU Train.
d) Dismantling and disposal of two existing CSU off Gas Compressors (IHI-A
& B) along with all its associated equipments , pipings, instruments, cables,
structures etc. and install one new CSU Off Gas compressor (third) in this
place.
e) The 2 nos. 1250 KVA transformers near the existing Sub Station (behind
old control room) shall be dismantled after commissioning of new
substation and transfer of electrical load.
Phase I and II to be carried out separately, but jobs to be carried out in totality
under single techno commercial offer.

3. Completion Period:
The project completion period for Replacement of CSU and Off Gas Compressors project
shall be 3 years (36 months).

4. Methodology & Time limit:
Experienced parties who may be interested in participating in the EOI are requested to
convey their intent along with the draft deliverables within two weeks of the date of
publishing of the EOI. The documents/information to be furnished in electronic format

In case, the prospective bidders are interested in making Power Point presentations to
ONGC, on one to one basis, they may indicate the same, so that suitable arrangements
can be made. The presentations should be of around 20-30 minutes duration and may
be followed by 15-20 minutes interaction. Prospective bidders, if interested can also visit
Uran Plant (Site) in advance at their own cost before closing date of EOI.

It shall be the bidder(s) responsibility to ascertain for themselves any regulatory


compliances / taxes and duties or other statutory clearances / permissions etc and
obtain the same within the respective project schedule.

6. Deliverables by EOI Contractor:-


a) Views of the contractor on Execution methodology of the project under LSTK
mode.
b) Approximate cost of dismantling & disposal (including material identified to be
taken by contractor under buy back scheme) / percentage of dismantling and
disposal cost to total cost of the project.
c) Phase wise completion schedule of the project.

7. Confidentiality
All information received by ONGC as part of this EOI, will be ONGC’s property and will be
kept strictly confidential and utilized for its internal purposes only.

This EOI is essentially an exploratory exercise for the purpose of identifying capable
parties for taking up the above project and recording their views on implementation
Schedule and gathering information about Destruction and Disposal activities. This

exercise is in no way is a commitment to award any contract for the same. ONGC will not
reimburse any expenditure by any participant for attending this EOI.
